PREAMBLE : Kolhapur District has made strident progress towards abundant production of

sugarcane on account of fertile soil, favourable climate, hard working farmers and growing irrigation facilities. In turn, it gave impetus to co-operative sugar industry. In the beginning of eighties, Kolhapur district witnessed such a bumper crop of sugar cane that even after meeting the requirement of the then existing factories, a large quantity of sugarcane remained surplus. Besides, an additional land was to come under irrigation due to new irrigation projects such as Chandoli & Kalammawadi. Moreover, it has been observed that other food crops cannot take root when sugarcane mushrooms the surrounding area. It being a cash crop, farmers also incline towards the cultivation of sugarcane. This has resulted in soaring the sugarcane production. Even the then existing sugar factories and some of them after implementing their expansion programmes would not have crushed the voluminous production of sugarcane.

This abstained a large number of non-member cane cultivators from crushing their sugarcane in time and their interest was at stake. These circumstances necessitated the acute need of one more sugar factory in co-operative sphere. Hence, a meeting of cane cultivators was called in the year 1981 and it was decided to establish Jawahar Shetkari Sahakari Sakhar Karkhana under the leadership of Hon’ble Kallappanna Awade, Ex.M.P. However, in spite of persistent follow-up the licensing was dragged up for about a decade due to restrictions in the then licensing policy of Union Government. Later on Government of Maharashtra, in the year 1990, proclaimed a pragmatic policy of rehabilitation of sugar factories in private sector closed down for want of sugar cane through co-operation. Accordingly, Jawahar was allowed to purchase the Industrial Licence of M/s. Godawari Sugar Mills Ltd., Sakarwadi alongwith its machinery of 1016 TCD.

Registration:In confrontation to the above decision of Government of Maharashtra, Director of sugar & Additional Registrar of Co-operative Societies, Maharashtra State, registered Jawahar under Maharashtra Co-operative Societies Act, 1960 on 29th January 1990.

Industrial Licence The Government of India transferred the industrial licence of 1016 TCD of M/s.Godavari Sugar Mills Ltd., Sakarwadi in the name of Jawahar on 28th September, 1990 and permitted to shift the machinery to Hupari. On 18th September, 1991 the Government of India, in response to the proposal of Jawahar, accorded sanction to enhance the daily cane crushing capacity from 1016 TCD to 2500 TCD under Minimum Economic Scale of Operation in order to enable the factory to impound the abundant production of cane in the area of operation of the factory.

Project Implementation :

100 hectares of land at Hupari-Yalgud, formerly known as Shrimati Indumati Rani Sarkar park was purchased for the project as approved by the Site Selection Committee appointed by Government of Maharashtra. A distinct water supply scheme from Dudhganga river, about 6 K.M. away from the site was completed to cater the requirement of industrial as well as drinking water. Revised Project of 2500 TCD was prepared by National Federation of Co-operative Sugar Factories Ltd., New Delhi. Government of Maharashtra accorded administrative approval to the project cost of Rs.31.38 crores on 30th March 1992. The machinery in good condition suitable for the project at Sakarwadi was brought at the site and the additional requisite machinery was purchased in light of the decision of the State Level Machinery Purchase Committee appointed by the Government of Maharashtra. Because of the strict adherence of the planning at different levels, the project was successfully completed within merely seven and a half month and the trial season was ceremoniously launched on 30th April, 1993.

In order to arrest the pollution from water let out after process, Effluent Treatment Plant has been setup where water is purified through aerobic and unaerobic system. Such treated water, after adding some fresh water in to it, is supplied through pipe-line to fields in the nearby village Jangamwadi. This has brought about 30 acres of farrow land under irrigation in which sugar cane is now newly cultivated.

Modernisation :

First cane crushing season of Jawahar successfully completed in the year 1993-94. A comprehensive maintenance planning was undertaken immediately after the end of the first season to eliminate the minor technical flaws and ensure smooth working in the ensuing season. The length of cane carrier was increased. One additional Cane Unloader, Overhead Sugar Bag Conveyor, Falling Film Evaporator, Continuous Pan and such other equipments were installed and the old boiler was modified envisaging the novel Dumping Grit system to ensure high productivity.

Computerization :

A systematic comprehensive computerization has been done right from weighment up to boiler and pan automation. Besides, in order to augment the administrative work at different levels such as Shares, Cane Development Schemes, Harvesting & Transportation Bills, Deposits, Attendance Record and Pay Bills of employees, Accounts and stores, and so also Accounting of Petrol Pump have been computerized. All the computer terminals have been inter-linked through LAN with the Central Computer Pool. This has brought about pace, correctness and neatness in working. Of course, the computerization is enabling the management to secure information without delay and to take quick decisions. The task of linking the Circle Offices of Agriculture Department and their effective Central Monitoring at Administrative Office is in advanced stage of progress.

Co-generation

To utilize the additional capacity of the boilers and trubines, 1.5 MW Incidental Co-generation Project has been commissioned from the very beginning of Second Cane Crushing season of 1994-95 and electricity has been exported to MSEB cosistently upto the end of 2006-07 season.

Advancement :

The first cane crushing season of the factory completed successfully in the year 1993-94. The factory was rewarded by two prestigious awards from National Federation of Co-operative Sugar Factories Ltd., New Delhi, one of which for Excellent Technical Performance recorded during the season 1994-95 and the other for effective Implementation of Cane Development Programmes. Besides, Vasantdada Sugar Institute Pune, a renowned NGO engaged in research, bestowed Jawahar First Prize for securing Highest Reduced Overall Extraction in High Recovery Zone. The technical performance of Jawahar is not only up-kept but seen towering during the advancement of last eight seasons. This naturally has brought a number of prizes and honours to Jawahar.

Multi State Status :

The factory is situated on the southern boarder of Maharashtra adjoining the

State of Karanataka. A number of farmers from Karanataka have been

supplying sugarcane to our factory. Hence, in the year 1994, the status of

Jawahar was converted in to Multi-State Co-operative Society by

incorporating 182 villages in the area of operation of which 62 belong to

Karnataka and the rest 120 are from Maharashtra.

Expansion & Co-generation Project :The factory has been implementing various cane development activities since its inception. This altogether triggered tendency among farmers to go for cane crop. All these factors not only brought about substantial growth in sugar cane area but ensured high yield also. Naturally, it exerted tremendous pressure on cane-crushing programme of our factory resulting remarkable increase in daily cane crushing capacity to the tune of 3500 TCD. Ultimately, the factory was compelled to run for longer cane crushing seasons.

Taking stock of the situation, members of the factory, in their AGM of 1995-96 unanimously resolved to enhance the cane crushing capacity upto 5000 TCD. However, when the factories in the State are facing number of problems, it was not advisable to undertake such a project as it might exert undue burden on the economic planning and the interest of the farmer-members might have been at stake. Hence, the possibility of modernization cum expansion from 2500 TCD to 5000 TCD alongwith incidental co-generation suitable for exportable surplus power of about 12 MW was examined. Experts and experienced technologists from the National Federation of Co-operative Sugar Factories Ltd., New Delhi and Vasantdada Sugar Institute, Pune were called upon for discussion. The project was well-hammered form different perspectives and was finalised. The new ambitious Modernisation-cum-Expansion Project with Incidental Co-generation envisaged 90 M.T./Hr. capacity 45 Kg/Cm² LIPI make pressure Boiler, 42” X 84” 5 Mill Tendem of M/s. S.S. Engineers and 2 Turbines of ABB Brazil with 12 MW capacity alongwith requisite equipments considering economical viobility of the project. After endeavouring every efforts, we could complete implementation of Expansion alongwith co-generation Project by the end of December, 2000 i.e. within record time of about 6 months and 12 MW electricity is being exported to MSEB continuously since 22nd November, 2001. Further, optimisation cum balancing of the machinery has been implemented and thus installed cane crushing capacity has been reached to 6500 TCD since the season 2004-05, 7500 TCD and 3 MW capacity Co-generation since 2007-08.

Pollution Control:Maratha Chamber of Commerce, Industrial and Agriculture, an NGO from Pune

with a view to promoting pollution control has been giving away Dr. R. J. Rathi Awards to industries from various sectors implementing pollution control activities. For the year 2001, the organization studied the Pollution Control Reports of nine sugar factories from private, public and cooperative field. An expert committee appointed by the organization visited the sites of the factories and screened the machinery setup and day to day pollution control, it is heartening to note that our factory has been awarded the prestigious Dr. R.J. Rathi Award for the year 2001 ;and it was given away at the hands of Dr. Patangrao Kadam, Minister of Industries, Maharashtra in a grand function.

Cane Development Programmes :The economic viability of a sugar factory, by and large, depends upon the

sufficient cane supply and capacity utilization. This can be possible if continuous increase in cane area, high yield, unstinted supply of cane, high recovery and ultimately satisfactory cane price to cane cultivator is observed. To ensure all these factors, Jawahar, from its inception itself, is sincerely launching Cane Development Programmes. Under these programmes, good quality seeds, senhemp seeds for green manure, basal doses for ratoons so also micro nutrients, insecticides, pesticides and organic mannures are provided to farmers at subsidized rates. Some of the services are rendered at concessional rate, interest-free credit facility and by way of subsidy.

Agriculture Research & Development Centre:

Sugar cane is a commercial crop. Howerver, conventional irrigation methods, excess water supply and indiscriminate use of chemical fertilizers is affecting the fertility of the land adversely. Over-watering is turning agriculture land in to barren land resulting decrease in agricultural produce. Though the factory doesn’t have direct control over the agriculture, Jawahar has left no stone unturned, in monitoring the effective cultivation through services with regard to planning, guidance, research and such other essential services. Hence, Agricultural Research & Development Centre has been instituted. Cultivation of newly developed cane varieties is being done at factory site. The novel Rain-Gun irrigation system has also been experimented. Earthworm and wormy compost is also being produced. It has been proved through demonstration that organic manure can be prepared from waste matter. Earth worms are made available for member farmers at 50% consessional rate for production of high-quality manure. Monthly Two-days training camp-cum-workshop is conducted for farmers at the factory to impart training in advanced agriculture and to acquaint them with the advent of modern technology in farming. A well-equipped laboratory has been set-up at the factory for analysis of various types of soils and water. Framers are given training about minimal use of fertilizers. Plantlets of various fruits such as chickoo, mango and coconuts etc are made available to farmers at subsidized rates. This motivates orchard cultivation indirectly.

Rejrajeshwari Temple :

An attractive shrine of Rajrajeshwari temple surrounded by beautiful garden has been constructed at the factory site. Idols of Shri Ganesh, Padukas of Shri Datta, Shivlingam and images of Lord Shrikrishna and Goddess Mother Durga have been religiously placed with all rituals. This temple has become a holy place and a good picnic spot for the people in and about factory. Children are seen playing gaily on the lush green lawn and enjoying various feats on the different toys. Old people take regular stroll on the green grass and enjoy the scenery of caleidoscopic fountains & picturesque cascades.

Visitors

Attractive machinery layout, strict and regular maintenance, excellent performance in every season and the bracing campus of factory attract a number of visitors in which dignified foreigners, Government officers, industrialists, sugar entrepreneurs, social workers, political leaders and students etc. are included. These visitors get impressed on going round our factory and do not fail to place on record their line of gratification.

Membership

Since inception, the members of the factory have extended whole-hearted support to the management of the factory. Four unopposed elections of the Board of Directors reveal the unity of members and their faith on the Management. Because of this oneness the factory has been working on a strong base and making gallop in its advancement. A number of Cane Development Schemes and other ancillary services such as sugar at fair price, and payment of cane bills at door have altogether helped the members to heighten their economical and social status.

Unopposed election to the Board of Directors :

Though not impossible, it is indeed praise worthy to know that the five elections to the Board of Directors held in accordance with the provisions of the Multi-State Co-operative Societies Act held since the end of the term of the first nominated Board appointed by the Government of Maharashtra have been declared unopposed. This not only reflects the unity and integration of the members but also the unparalleled devotion of the Board and oneness between Management and Membership.

Employees’ Welfare :

The credit of efficient working of factory goes to the harmonious bi-lateral relations between employees and Management. Most of the employees hail from nearby villages. A few number of physically disabled and backward class employees have been recruited in the factory not only to adhere the Government Rules but to share the social and moral responsibility. An employee is deemed as an integral part in the modern agro-industrial development process. To ensure a happy life and social status to the employees, every effort is made by providing all possible facilities to them. About two hundred and odd employees have been housed in the residential quarters at the factory site. Besides, services such as dispensary, Montessori, Employees’ canteen and dormentary hall have been provided. Every month 2 Kg sugar at concessional price and additional 10 Kg for Diwali is provided to every employee. The recommendations of the Sugar Wage Board have been implemented alongwith awards declared from time to time. Necessary facilities have been provided to encourage the hidden sport and art talents in the employees. All the employees alongwith officers have been putting in their sincere & untiring efforts to scale a new height by enhancing the productivity and thereby credibility and quality of our factory. Thus, a district culture cultivated at our factory has made Jawahar Parivar a large and united family.
