• Drawn from experience with pre-accession period: continuing need to provide assistance with preparation of major projects because of lack of experience and expertise

• JASPERS is a a project preparation unit with a long-term mandate

start of operations in late 2006• 2007: new staff arrive, regional offices in Warsaw, Vienna and

Bucharest open • 2008: JASPERS producing significant volume of output • November 2008: Economic Recovery Package: increase of 25%

JAS PE R S in the future• More emphasis on the projects in the period after

approval of an EU grant, initially on a pilot basis• Preparing for post-2007-2013: a more up-stream role for

JASPERS to ensure a project pipeline for 2014 onwards • Capacity building: balance between learning by doing

projects and a targeted approach to creating capacity in the Members States
