We’ve put together a plan for yard waste collection that will
save you money on your utility bills while maintaining your same
level of service and improving efficiency.
The plan goes into effect March 1, 2021. The only potential
change for customers is that your day of the week for yard waste
collection service might change.

Schedule” feature of the STP COLLECTS widget. You will see all of
your upcoming trash collection dates.
Download the STP COLLECTS app onto your mobile device, and you
can get trash day reminders so that you never miss Trash Day
again—including Yard Waste!
Why will some people’s yard waste day change?The new plan for
yard waste collection will use fewer trucks, which will save money
and help keep your City of St. Peters utility bills the lowest in
the region. This change means that our team will spread out service
and collect yard waste on four days a week instead of two days a
week. Some customers’ yard waste day will change as we coordinate
collection across the City.
Will other trash service be affected?No. This change will NOT
affect your trash collection or Blue Bag collection.
YARD WASTE REMINDER FOR FEBRUARY
Curbside yard waste pickup is suspended in St. Peters for the
month of February. During this break in curbside service, St.
Peters Earth Centre will continue to accept yard waste. Earth
Centre yard waste disposal hours for February are
7:30 a.m.-4:30 p.m. Monday-Friday and 7:30 a.m.-2 p.m. on
Saturday. Residents who present a valid Resident Privilege Card
may drop off a limited amount of yard waste at no charge.

BULKY TRASH CHANGESThe City of St. Peters provides free bulky
trash collection for residents who schedule service at least two
business days in advance of their bulky collection dates. We’ve
made a few changes to bulky waste collection in 2021 so that we can
provide the best possible service and keep your utility rates as
low as possible. Changes include:• You’ll be charged a minimum of
$50 if you set out
an excessive amount of trash for bulky pickup. The maximum
amount that can be set out for bulky collection is 3 cubic
yards—approximately the amount that can fill the bed of a pick-up
truck.
• If you set out bulky trash without scheduling service at least
two business days in advance, it will not be picked up on your
subdivision service date. You will then have two options:
– You can have the bulky items picked up for a minimum fee of
$50; or
– You can bring your bulky trash back from the curb and schedule
pickup for your next service date.
• You’ll have two available subdivision bulky collection dates
per year for your household (reduced from four times per year). You
still need to pre-register for service at least two business days
in advance.
Why are there charges for too much bulky trash and unscheduled
bulky trash?We plan our manpower, equipment, and bulky collection
routes based on the addresses that are scheduled. And, we contact
scheduled customers if there’s a change in guidelines or service.
By both a) scheduling your bulky collection on your subdivision’s
service date, and b) avoiding excessive amounts of bulky items, you
help us provide quality and efficient service.
If we have to collect bulky trash from unscheduled addresses—or
if people set out excessive amounts of bulky trash—that delays our
service for all of our customers. Additional stops and excess
volume cause inefficient and more costly service, which could lead
to costing all of us more for our trash collection services.
By adding charges for excess or unscheduled bulky service, we
hope to discourage those practices and recover the extra costs we
may incur due to overtime and inefficiency.
Why switch from four to two bulky collection dates per year?We
believe this level of service will meet our residents’ needs while
keeping costs low for all of our customers. We’ve found that only 3
in 10 St. Peters households schedule bulky trash service on an
annual basis. Of those people who do schedule bulky service, 9 in
10 households use the service only once or twice a year. The change
will serve our customers’ needs and help us meet our goal to
provide excellent service at the lowest cost possible.
DON’T set out small items for bulky pickup.

What is bulky trash?Items too large to fit inside your trash
cart.
What items can I set out for bulky collection?Furniture, TV
sets, doors, mattresses, swing sets (disassembled), furnaces, and
appliances without Freon, such as stoves, water heaters, washers,
dryers, and dishwashers. Tape all items with glass such as shower
doors, windows and mirrors, and place those glass items in a
separate pile. You may also set out brush (unbundled) less than 8
feet in length and paper yard waste bags in a separate pile.
How much bulky trash can I set out for collection?The maximum is
3 cubic yards—approximately the amount that can fill the bed of a
pick-up truck.
How do I schedule bulky pickup?Never place bulky trash at your
curb without pre-registering. Schedule bulky pickup with the STP
COLLECTS App or online at www.stpetersmo.net/bulky, or call
636-970-1456, at least two business days in advance of your
collection date. For example, register by Friday if your service is
on Tuesday, or by Monday if service is scheduled for Wednesday.
EXCESSIVE AMOUNT:The amount of bulky trash here
would not fit in the bed of a pickup truck. Excessive bulky
costs a minimum fee of $50.

PROJECT SUMMARYThe Spencer Road Improvement Project will rebuild
a one-mile stretch of Spencer Road south of Willott Road to the
City boundary at Thoele Road. This residential road is four decades
old and failing. The project also would use traffic calming and
roundabouts to replace three unnecessary stop signs, as well as
replace sidewalks and improve pedestrian safety. We are seeking
feedback through Jan. 21 regarding options for sidewalks or
multi-use paths for this project.
The plan with roundabouts has drawn a significant amount of
federal and county funding for this $1.65 million project. The cost
to St. Peters taxpayers would be about $87,000 for this
reconstruction project. Without roundabouts in the plan, the
project would not draw federal and county transportation funds, and
instead we could only afford patchwork repairs as part of a
band-aid measure that’s more expensive for St. Peters
taxpayers.
Road construction would begin in Spring 2023 based on the
current federal funding timeline. It’s possible that the project
could begin earlier (in 2022) with federal approval. At least one
side of the road will remain open during construction.
ROUNDABOUTS AND TRAFFIC CALMING
• Traffic calming is a key feature for the Spencer Road
Improvements Project. Medians, crosswalks and roundabouts will work
together to improve pedestrian safety. Courts will be organized to
make parking safer and aid pedestrians.
• Spencer Road south of Willott Road is a two-lane, 36-foot-wide
residential road located mostly within Enwood subdivision. The
speed limit is 25 mph. The road can get busy with cut-through
traffic, averaging about 6,000 vehicles per day.
• Roundabouts will replace unnecessary stop signs at three
intersections. Roundabouts safely control traffic and slow down
vehicles without requiring stops. Drivers yield to vehicles in the
roundabout circle, then enter the intersection and exit at the

Easy Ways to Assist Snow & Ice RemovalThe City of St.
Peters’ Snow and Ice Removal Team works hard to clear our streets
quickly and efficiently every winter season. From mild storms to
full-on blizzards, our team of around 100 employees is ready to
work as long as needed to make sure our Hometown’s roads are clear
and safe. Residents can help speed up snow removal operations and
improve efficiency while saving taxpayer dollars! Here’s how:
1. Move obstacles such as cars and solid waste carts from the
street. By not parking on the street and by keeping solid waste
carts at the edge of your driveway instead of on the curb line, you
give snow plow drivers more room to clear snow quickly and
effectively the first time, and distribute de-icing chemicals and
salt more evenly.
2. NEVER park vehicles in front of your driveway. Some people do
this in order to keep plowed snow from building up in front of
their driveway. But, this can lead to your vehicle being blocked in
and surrounded by snow as plows maneuver around your vehicle.
3. Shovel the area next to your driveway TOWARD oncoming traffic
to prevent snow build-up in front of your driveway. This keeps
excess plowed snow from ending up in front of your driveway. (See
the accompanying graphic.)
4. Give snow plows distance on roadways, and do NOT try to pass
them. Keeping a safe distance in bad road conditions helps keep
everyone safe. Plus, it helps protect your car. The salt thrown by
salt spreaders can damage vehicles that follow too closely.
5. Reduce unnecessary travel, and stay off roadways whenever
possible during a winter storm. Not only is driving in significant
winter storms dangerous, but traffic congestion slows plows and
delays our City’s snow and ice removal operations.
If you follow all of these tips, you could end up saving your
taxpayer dollars! When you make it as easy as possible for our snow
and ice removal operations to get the job done right the first
time, our drivers make fewer trips. This saves costs on extra

fuel, vehicle maintenance and possibly overtime pay. So keep
these tips in mind during the winter season, and help keep our
roads clear and safe!

Some people are physically unable to clear the mound of snow
left by snow plows in front of their driveways. Recognizing this,
the City of St. Peters took snow removal yet another step—we have a
program to remove this mound of snow in front of driveways for
eligible seniors and people with disabilities. This service is
provided when these snow mounds reach six inches or higher, and
after crews clear City streets.
The Driveway Access Snow Removal Program is open for application
to residents who:
1. Live in a private, single-family, residential home; and
2. Are age 62 or older, or who have been diagnosed with a
medical condition that limits their ability to remove snow.

St. Peters Home Improvement Loan Program Applications
Applications are being accepted for St. Peters’ Home Improvement
Loan Program that provides funding for low-income homeowners with
home rehabilitation project needs. Eligible applicants can receive
up to $7,500 through an interest-free, five-year forgivable loan
for projects like new windows, furnaces and air conditioners, roof
replacement, and driveway replacement and/or repair, and more.
Download an application or find more information about the Home
Improvement Loan Program by visiting www.stpetersmo.net. From the
home page, click on Residents and scroll to Community Programs,
then select Home Help.
Interested people also can call 636-279-8279 and select Option 2
to request a Home Improvement Loan Program application. Those with

St. Peters Lawn Mowing Assistance ProgramApplications for the
City of St. Peters’ Lawn Mowing Assistance Program will become
available online at www.stpetersmo.net beginning Monday, Feb. 1,
and continue through Friday, Feb. 12 until 5 p.m. The program
provides lawn mowing assistance for a limited number of St. Peters
residents who are elderly or disabled and meet income guidelines.
Applicants who are accepted into the program will be able to have
their lawns mowed up to 10 times between the dates of April 1-Oct.
1, 2021.

Doing Our Best for Brighter Days AheadThis year has thrown so
many challenges at us. Whether you’re a first responder, a
businessperson trying to make payroll or a Mom or Dad trying to get
the kids to school, we’ve had to take on many problems while
worrying about how to keep our families, our friends and neighbors,
and our entire community safe.
Like many of you, I’ve seen some of my friends battle COVID-19.
Some of them are still battling some kind of weird symptoms. I’ve
also lost friends to this terrible virus. Count yourself among the
fortunate few if you don’t know anyone who has had the virus or who
has tragically lost their lives due to this disease.Now, with
discovery of vaccines we have some hope. It’s going to take a while
to get the vaccines out to the public and I know they’re working
hard to make enough vaccines for all of us. I know that when my
doctor says it’s okay, I’ll be rolling up my sleeve to take the
shot.I hope you will too.I remember years ago when they rolled out
the polio vaccine. Before that, I saw people who had polio. They
had many serious problems for the rest of their lives like wearing
leg braces so they could stand up or walk. They had to use a huge
iron lung machine just to breathe. We got the polio vaccine and now
we don’t have polio in America.When I served in the military, we
had to take vaccines and shots to protect us. We took them. It was
part of the job. I’ll do the same thing with this COVID vaccine.
I’ll take it to protect myself, my family, my neighbors and my
community.Meanwhile, we have to keep taking care of our families
and each other. We all know the drill: wear your mask, stay six
feet from each other, wash your hands or use hand sanitizer—and use
your common sense.We can do these things, keep businesses open and
keep people working. We can wear a mask and go to work or go
shopping, order carry out or delivery from our favorite local
restaurants. We can visit with our families and friends over a
video phone call or chat.Let’s look to the positive in 2021. Think
about the joy you’ll feel when we can get together with family and
friends for special holidays. We won’t take it for granted. Like
you, I miss my kids and grandkids; and events like concerts and
parties. But, I also miss the friends and neighbors we’ve lost to
COVID. I want to be here for my family. I want to see my grandkids
grow up. I want to be here for those special family times and I
want you to be here for your families too.
So let’s just do what we need to do and get through this.
Please, stay healthy and safe because there are so many exciting
things to look forward to in 2021. Our National Motto: “In God We
Trust”
A New Year to Serve You!It’s a brand New Year, and your City of
St. Peters government looks forward to serving you in 2021 and
beyond. We are dedicated to our residents and your needs. One
example is our amazing Snow and Ice Removal Team, which works
round-the-clock to clear our streets when the skies let loose with
winter weather.
The extreme fluctuation in temperature this time of year also
causes lots of potholes, and our Street Department does its best to
make road repairs in a timely manner. If you see a pothole in need
of repair, be sure to report it. Call me and leave a message and I
will take care of it for you, or you can report it directly to the
City’s Citizen Action Center at 636-477-6600, ext. 1225. Our crews
will work to get the pothole filled right away.
The Citizen Action Center (CAC) at St. Peters City Hall is a
great service to our residents. You can contact a CAC
representatives during regular business hours, or leave a message
and they will return your call the next business day. You can
contact the CAC to log a concern or pass on a compliment concerning
City services. Although the CAC staff can help you in a variety of
ways, please remember to call 911 for police, fire or medical
emergencies.
You also can get your Resident Privilege Card at the CAC. Your
Resident Privilege Card gives you: free yard waste disposal and
low-cost compost and mulch at Earth Centre; free trees or seedlings
at our Arbor Day events; free document shredding at our Shred It
and Forget It events; free notary service at the CAC; free fishing
and boat launch at 370 Lakeside Park; reduced rates for several
City amenities and services, including the Rec-Plex, outdoor pools,
370 Lakeside Park archery range, regular green fees at St. Peters
Golf Club, some Cultural Arts Centre programs; and more. These are
some of the great benefits that come with living in St. Peters!
Also, as we look forward to 2021, let’s please keep the members
of our Armed Services in our prayers and wish them the strength and
courage to bring us back the freedoms we look forward to each day.

Positive Impacts in 2021! I hope everyone enjoyed safe and
relaxing Holidays with family. January is a great time to rethink
our priorities and set new goals for the year. As the Alderman
representative for the Sustainability Focus Group I urge those who
have not yet joined the Go Green - Blue Cart Program to consider
how you can make a positive impact on our community. To sign up to
participate in the City’s recycling program, receive blue recycle
bags and a new Blue Cart, you can call 636-970-1456 or go to
www.stpetersmo.net/recycle. It’s a FREE service provided by the
City. You
can also download the free app on your phone “STP Collects” so
that you never miss another trash day pick-up. Let’s all work
together to put our landfills on a diet!
On another note during these winter months the City of St.
Peters Snow and Ice Removal Team works hard to clear out streets
quickly and efficiently. To help during these events you can move
obstacles, such as cars and solid waste carts from the street;
NEVER park your car in front of your driveway; shovel the area next
to your driveway TOWARD oncoming traffic to prevent snow build-up
in front of your driveway; give snow plows distance on the roadways
and do not try to pass them; and reduce unnecessary travel whenever
possible during a snow storm. Your cooperation is greatly
appreciated and will help to keep residents and staff safe.
A Fresh StartWith the elections behind us, we can all finally
start thinking about other things. I know we’re all grateful that
the chaos this one brought is at its end. Our country is so
divided; thankfully, our City is not. We don’t agree on everything,
but we accept our differences and move forward. The new businesses,
the new developments, and the new neighbors we will have in the
coming year all bring a vibrancy and freshness that blends in well
with our park and recreation areas, our stands of large trees in
established subdivisions, and our St. Peters
Proud volunteer spirit. We here at City Hall know that you like
your green spaces, and want us to monitor growth. We do as much as
we are allowed to do in that realm, and have strict codes and
expectations for anything new that does get allowed into the
City.
During the next few weeks we’ll all be receiving our tax
paperwork from our employers, banks, loan companies, etc. I always
look forward to filling out my new calendar, making new file
folders, and cleaning out all the old year’s papers. Something
about that fresh start just makes me happy. And isn’t it great to
live in a City that has kept its tax rate so low? We residents get
great value for our tax dollars!

Our DNA Results Are In!What do you know about your family
history? Have you seen the advertisements for DNA testing? It has
helped to open up a whole new world. In some cases, it has helped
to solve decades old crimes. But in my case, it helped open the
door to the uniting of previously unknown relatives. After taking a
DNA test, close living family members showed up that I was unaware
of having. Suddenly, I realized I had a lineage that could be
traced back centuries. Members from my family tree have traced
blood relatives back to the 1500s. I discovered that I
am a descendant of a passenger on the Mayflower and a signer of
the Mayflower compact! His name, George Soule. Wow!
While thinking about this subject, I realized that cities have a
type of DNA as well, and like DNA, it has seemingly invisible
characteristics. Our body has many different kinds of cells that
work continuously. Some of our very important services in the City
of St. Peters are not seen by residents on a daily basis but our
employees work very hard to give us a superior quality of life. The
history of our City and its origin trace back many years with
people who have poured their blood sweat and tears into it. As a
city we have a DNA that has made us, according to Money Magazine,
the #13 Best Place to Live in America as well as the highest-ranked
City to live in Missouri! Double wow! We are truly blessed.

St. Peters StrongSo long, 2020! What a challenging year we
experienced and hopefully have made it through stronger and closer
to the friends and family we all cherish.
As I write this article announcements of a vaccine may be
available by spring of 2021. Hopefully we will all still practice
the guidelines of wearing masks in public, social distancing, and
frequent hand washing.
2021 is a year for a much-needed rebound and recovery. Our small
businesses throughout our
county have suffered extreme downturns in their profits and many
have had to close down or adopt a different business model. If you
can, remember to shop local and spread the word to our friends and
family that small businesses need us now more than ever. We all can
make a difference if we put our heart and soul into it, after all
we are ST PETERS STRONG!
You have many opportunities in 2021 to get involved in your City
either on one of our committees or as a volunteer on our Cheer
Committee, or as a trustee in your homeowners association. 2020 is
thankfully in the rear view and we are excited to welcome a new
vision in this new year!

Congratulations to Dr. Lynn Vitale on receiving a Random Acts of
Kindness Award for creating and maintaining a “Blessing Box” in St.
Peters along Jungermann Road. The box is filled with non-perishable
items and personal care items by people who are able to give. These
essential items are available for other people when they are in
need. Dr. Lynn, we appreciate your initiative and commitment to
offer this service to our community. You found a way to help others
spread acts of kindness year-round. Thank you for making a
difference in other people’s lives.
Congratulations to Walter Castulik on his Random Acts of
Kindness Award for being the neighbor who is always willing to
help. Walter, when people really need someone to step up, you are
there. Helping someone remove a fallen tree or an unwanted tree.
Lending tools and jumping in to help. Taking a neighbor and her
sick dog to the vet for emergency care. Dog sitting when someone’s
sitter arrangements fell through. Comforting a neighbor daily while
they are in hospice care. You’ve done all of this and more. Walter,
your spirit of caring, compassion, and willingness to help is a
benefit to your neighborhood and our community.
