Political News
Over the past few days, the biggest news has been the spreading
of the 2nd wave of the
virus and reports are that the numbers today could well past 600
cases and could be
higher than 700.
This would be the single highest number of cases of Covid-19
reported in
Thailand ever.
This comes as Samut Sakhon alone has reported 541 new cases
yesterday
@ 14:00 hrs
Chonburi also reported more than 60 cases alone yesterday
afternoon
One has to remember that these cases would be announced today by
the Centre
for Covid-19 Situation Administration (CCSA)

Dr. Sathit Pitutecha, Deputy Minister of Public Health came out
to say this morning that
it was necessary that the government comes out to undertake a
lockdown in the 28 ‘Red
Zone’ provinces to avoid the hospital from being overburdened
with patients.
He said that the Prime Minister Prayut Chan-o-cha needs to
lockdown
immediately but the decision rests on him to undertake it or
not.
The issue of lockdown is being actively being discussed by the
CCSA but the
government is looking at various options.
Selective lockdown of the ‘Red Zone’ 28 provinces is being
actively considered
Although CCSA spokesman Taweesilp Witsanuyotin has tried to
avoid
saying that there would be a lockdown.
The government has designated 28 provinces declared as “Red
Zones”, including
Bangkok, as high-risk zones, recommending suspension of some
businesses and
crowded activities, effective from today.
The rate of infection has been on the rise

Late yesterday the Royal Gazette was published and the
government imposed 8
preventive measures aimed at curbing the spike of the virus in
the country, including a
ban on public gathering and limiting the operating hours for
businesses in high-risk
provinces.
The 8 measures include:
1. A ban on the use of all buildings or premises, deemed to be
at risk of
spreading the contagion, for teaching, examinations, training or
other
activities which would bring people together, except for
official and
charitable activities.
2. People living in the Red Zones are advised to suspend or
postpone any
plans to travel out of the provinces, unless it is absolutely
necessary.
Police will be deployed to check vehicles leaving and entering
the Red
Zones.
3. Restaurants in the 28 highly controlled provinces can
continue normal
operations, but with strict social distancing rules.
4. The governors in each province are authorized to consider
allowing them
for takeaway only. Also, restaurants will not be allowed to
serve alcoholic
drinks and people will be asked to avoid unnecessary travel.
5. To reduce congestion in offices, businesses will be asked to
arrange
staggered working hours, or alternate day working for their
staff.
6. Sale and consumption of alcohol in restaurants will be
banned, but
customers will be allowed to dine in.
7. All shopping malls, community malls, department stores,
exhibition
centres, conference halls, convenience stores, super markets can
remain
open as usual, but must follow the guidelines laid down by the
CCSA.

The Thai Retailers Association has also announced that all
shopping malls around the country should close at 21.00 hrs
daily,
an hour earlier than the usual closing time, a statement
said.
8. Conferences, seminars, banquets, distribution of food or
other items are
banned in all Red Zones, except for activities organized by
official
organizations and with the approval of the authorities.
The Education Ministry has ordered all public and private
schools in 28 high-risk
provinces to close from tomorrow until January 31. All
universities in the 28 provinces
will switch to online classes and campus staff will work from
home.
The public will have to keep an eye on the CCSA’s meeting today
whether it will
issue more restrictions to control the outbreak.
The spread of the virus has reached 53 provinces with Bangkok,
Rayong and
Chonburi now in the so call ‘most infected’ regions.

The 28 provinces are
Bangkok, Tak, Nonthaburi, Pathum Thani, Ayutthaya, Saraburi,
Lopburi,
Singburi, Ang Thong, Nakhon Nayok, Kanchanaburi, Nakhon
Pathom,
Ratchaburi, Suphan Buri, Prachuap Khiri Khan, Phetchaburi, Samut
Songkhram,
Samut Sakhon, Chachoeangsao, Prachinburi, Sa Kaeo, Samut
Prakarn,
Chanthaburi, Chonburi, Trat, Rayong, Chumphon and Ranong.
To make the matter worse, the Bangkok Metropolitan
Administration (BMA) revealed a
timeline of a 44-year-old man who contracted the virus in
Bangkok and passed away on
December 31, 2020.
On his personal Facebook, BMA spokesman Pongsakorn Kwanmuang
said the
death man has spread the virus to 12 people, with as many as 279
people are
thought to be at high risk of having contracted the virus.

Talks about the vaccine are ripe in the country and everybody
has been asking for it.

The Ministry of Public Health will ask the Centre for Covid-19
Situation Administration
(CCSA) to defer the entry of British visitors to the country
after following reports that
Thailand had detected its first 4 cases of the new coronavirus
strain that originated in the
United Kingdom.
The Centre of Excellence in Clinical Virology at Chulalongkorn
University
yesterday detected cases of the new fast-spreading COVID-19
variant called B117
in a family of 4 who arrived here from United Kingdom.
Dr. Yong Pooworavan, the Chief of the Virology Centre of the
Faculty of
Medicine at Chulalongkorn University, said the variant, 1st
reported in the United
Kingdom, is more contagious and transmissible.

The father, mother and 2 children travelled from Kent,
south-eastern England are
undergoing compulsory quarantine at a private hospital in
Thailand.
While embattled Prime Minister Gen Prayut Chan-o-cha is facing a
tough task of
containing the 2nd
wave of the Covid-19 outbreak, a Phalang Pracharat Party (PPRP)
MP
has likened Gen Prayut to late former British Winston Churchill
who led Britain to
victory in the 2nd
World War.
Rong Bunsuaykhwan, a PPRP MP for Nakhon Si Thammarat, came out
to voice
his confidence in the government’s ability to get through the
Covid- crisis under
Gen Prayut’s leadership. He advised Gen Prayut to clarify
economic relief
measures to help individuals cope with the impact of
Covid-19.
Chief opposition whip and Pheu Thai MP for Maha Sarakham Suthin
Khlangsaeng
proposed an extension of the current parliamentary session that
will end on February 28
to mid-March in light of the new wave of Covid-19 cases in the
country.
Parliament speaker Chuan Leekpai is planning to discuss with
party leaders from
the government side and the opposition whip today whether the
parliamentary
session scheduled for January 6-8 should be postponed for
another week.
Suthin admitted that suspension of the House session would
affect charter
amendments and the opposition’s no-confidence motion against the
government.
The postponement will derail the opposition’s plan to file a
no-confidence
motion to the parliament president by the end of January, Suthin
admitted.
Suwat Liptapanlop, the Chartpattana Party’s chief adviser, came
out to express
confidence in the government’s stability in parliament in 2021
thanks to its majority of
270 seats in the House. Suwat, however, suggests the government
to monitor factors
outside parliament that could undermine its stability,
especially ongoing political conflict
and the charter amendment.

Suwat pointed that charter amendments are the key to help the
government
resolve the political conflict. He said it is a must that the
government sets a clear
timeline for the charter rewrite process to show its sincerity
to push through the
process while public participation in amending the charter to
arrive at a charter
drafting assembly (CDA) with good people to be set up.
The Supreme Court reportedly rejected an appeal filed by former
prime minister Thaksin
Shinawatra’s Shinawatra for his 17.6-billion-baht tax bill.
Thaksin filed the appeal on
April 25, 2017.
Economic News
The private sector is pushing for the government to increase the
amount of cash subsidy
given to each individual in the government’s half-half
co-payment stimulus scheme and
additional loans of 1-2 trillion baht.
Federation of Thai Industries (FTI) chairman Suphant
Mongkolsuthree has come
out to voice grave concern over resurgence of covid-19 cases
among communities
as he said he is worried about a sudden rise in unemployment due
to lost jobs as a
result of a shutdown or lockdown order.
Suphant recommended the government to accelerate economic relief
measures to
sustain the crisis such as increasing the amount of cash subsidy
in the half-half co-
payment scheme in the 2nd
or 3rd
round to 5,000 baht, from 3,500 baht, for a
period of 3 months or extend the scheme which is set to end on
March 31, 2021 to
drive the economy forward.

In addition, the FTI chairman said he personally suggested the
government to
seek additional loans of 1-2 trillion baht, on top of the
1-trillion-baht loan decree
at present, as he perceived that the impact of the 2nd
round of the virus outbreak
on the economy would be more severe.
The private sector has been concerned by the outbreak situation
all along,
especially if the government would have enough money to deal
with the economic
impact of the outbreak, Suphant said, adding that it is better
to have enough
money on hand to tackle the outbreak, especially when the level
of interest rates is
quite low at present.
Meanwhile the Joint Standing Committee on Commerce, Industry and
Banking (JSCCIB)
comprising the Federation of Thai Industries (FTI), Thai
Bankers’ Association (TBA),
and Thai Chamber of Commerce (TCC), is scheduled to meet on
January 6 to assess the
economic outlook.
The JSCCIB expects to revise down the country’s economic outlook
this year
from the previous forecast of 2-4 per cent made in December
2020, Suphant said,
adding that the JSCCIB is not convinced that the Thai economy
will grow 4-4.5
per cent this year as predicted earlier by the Ministry of
Finance due to the
resurgence of the virus.

Kla Party leader Korn Chatikavanij advised the government to
revise its 1-trillion-baht
loan bill following reports that the government still has more
than 600 billion baht left.
In his Facebook post, Korn, a former finance minister, said the
government still
has more than 600 billion baht which is the leftover sum of the
1 trillion baht. Of
the amount, the 1st of a 200-billion-baht budget has yet to be
disbursed while
merely 2.6 billion of the 2nd
lot of 400 billion baht earmarked for economic and
social rehabilitation has been used.
Korn suggested that the government shift the remaining 600
billion baht from the
loan decree to take care of people facing economic hardships as
a result of the 2nd
wave of the virus outbreak. He identified individuals facing
hardships as:
1) Individuals who face layoffs;
2) Those who received the 5,000-baht handouts for 3 months from
the
government’s Rao Mai Thing Kan (No one will be left behind)
scheme.
3) Individuals and shops registered for the half-half co-payment
scheme.
4) Operators of hotels, restaurants, spas, traditional massage
parlours.
Pichai Naripthaphan, Deputy Leader of the Pheu Thai Party on
Economic Affairs and
former Energy Minister, came out to send a dire warning that the
country is in a very
difficult situation. Pichai said Thailand’s economic conditions
will worsen this year.
Pichai also said Thailand’s economy would unlikely to return to
growth of 3-3.5
per cent. He also warned that Thailand’s household debt will
likely surpass 90
per cent of GDP as people’s savings are running low and running
out. This will
pose significant impacts on the already worsening economic
conditions.

CIMB Thai Bank (CIMBT) has downgraded its GDP growth forecast
for the country this
year to 2.6 per cent, from 4.1 per cent, as the nation is in the
midst of a 2nd wave of
Covid infections.
Amonthep Chawla, CIMBT’s executive vice-president, said the new
wave of the
outbreak will continue to ravage the economy throughout the 1st
quarter of 2021
while domestic politics will continue putting pressure on
consumer confidence
and investment along with a delay of the reopening of the
country to
international tourists.
CIMB predicted that the baht’s strengthening value against the
US dollar will
stand at 28.6 baht against the dollar due to hot money that
moved into the Thai
capital market since the end of last year, said Amonthep.
Amonthep sees the possibility of the Bank of Thailand (BoT)’s
Monetary Policy
Committee (MPC) lower the benchmark rate by 0.25 percentage
point to support
the economy.
The Finance Ministry has outline 3 areas of focus to revive
Thailand’s economy from the
Covid-19 pandemic fallout in 2021, says ministry spokesperson
Kulaya Tantitemit, who
also serves as acting director-general of the Fiscal Policy
Office (FPO).
First, the ministry will urgently push for economic revival
through speeding up
budget disbursement and state spending. It would streamline the
tax structure to
fit well with the economic and social change.
Second, the ministry will adjust the country’s economic
structure by seeking ways
to promote investment in new technologies, such as the next
generation
automotive, digital business and comprehensive medical business.
This will
enable Thailand to move to offer products and services with high
economic value.

Third, it will push for the revision of rules to increase its
own performance in
providing services to the public.
Kulaya admitted that a major challenge this year is how to
restore Thailand’s
economic growth to the pre-Covid-19 era.
Crypto currency Bitcoin has been on a war path and has reached
the highest level every
trading at $34,000 after having risen by more than 300 per cent
during 2020.
Bitcoin rose by 305 per cent in 2020 against 16 per cent seen in
S&P 500 and 25
per cent rally in gold.
Bitcoin’s rise has helped push other crypto currency prices to
record high as well

Samut Sakhon where the current outbreak started, reported 541
new cases including 455
migrant workers in an official health statement today. The new
cases are not added in
today’s tally.
On the positive side Thalay Thai fresh market in Samut Sakhon is
set to open

Frequent customers are allowed with their cards but retail
clients are
allowed only if they show a test that shows that they are
negative and not
carrying the Covid-19 virus
Thailand recorded 315 new coronavirus cases in the past 24 hours
in a 2nd wave of
infection where 274 were local infection cases, 20 in migrant
dormitories, and 21 in
quarantine facilities, taking the total number of cases to
7,694.
No new fatality which left the death toll at 64.
The 2nd wave has spread to 53 provinces.
The Education Ministry on Saturday announced the closure of
state and private schools in
28 provinces from January 4-31 in its efforts to curb the 2nd
wave of the Covid-19
outbreak.
They are mostly the provinces that the Centre for Covid-19
Situation
Administration has classified as red zone.

World No.1 Kento Momota tested positive for coronavirus on
Sunday, prompting the
withdrawal of all Japan's players from this month's tournaments
in Thailand, the Nippon
Badminton Association said.
"Momota has tested positive for the coronavirus, and the
association has decided
not to send any players, including Momota, to Thailand," an
association official
told AFP.
Momota was looking to make his international comeback in Bangkok
after almost
a year out following a car crash that left him with serious
injuries.
National broadcaster NHK said Momota tested positive at Narita
airport ahead of
the Japan team's departure for Thailand. An association official
confirmed that
none of the other 22 Japan players tested positive, but said the
entire team would
withdraw nonetheless.
Figures released yesterday showed there were more accidents over
the holiday period this
year than last despite Covid-19-related travel and celebration
restrictions.
The Transport Ministry reported that just under seven million
people used public
transport during the holiday period, 40% lower than expected,
according to the
information collected from Dec 29 to Jan 2.
The ministry also said that individual car journeys into and out
of Bangkok were
24% lower than forecast, Chayatham Phromsorn, permanent
secretary for
transport, told media in a press briefing yesterday.
According to inspections at checkpoints nationwide from Dec 30,
only one out of
every 52,126 vehicles being checked was found be substandard,
while 173 decks
and rafts also tested safe for use with one vessel classified as
unsafe.
