6. Winona County Recorder Bob Bambenek—2020 in Review. Enclosed
is information that County Recorder Bob Bambenek will present virtually tothe Council.
7. Rolling Hills Transit Update. Bob Walter, Transportation Director forRolling Hills Transit, will virtually attend to provide Council with anupdate/brief review of 2020. A price increase of $.50 will go into effectFebruary 1 for in town rides ($1.50 to $2.00) while the senior citizen rate fora round trip ride to senior dining will increase $.25 from $1.75 to $2.00. Noincrease have been initiated since the service began February 2, 2015.
8. Water Tower Display Presentation. Proposed design options/costs and
next steps will be presented as part of Tuesday's meeting for Councilconsideration.
9. FT Officer Advertisement. Enclosed is the proposed advertisement for
bids to fill the upcoming vacancy of the Sergeant position. Police Chief KenFrank and Sergeant Pelaez will be on hand to discuss the posting and thesubsequent search process for the soon to be vacant Sergeant position on
February 1.
10. Non-Sufficient Funds (NSF) Policy. Enclosed is a proposed update tothe NSF policy. The amended policy has been amended to include thatadditional NSF fees will be charged by contracted vendors and/or lendinginstitutions. In addition, a customer will be required to pay with cash,
cashier's check or money order for a term of one year from the date of
issuance of the second NSF check.
Hwy 74 detour begins Feb. 1 for rehabilitation of four historic bridges
in Whitewater State Park
ST. CHARLES, Minn. - Hwy 74 motorists traveling into Whitewater State Park north of St. Charles will be
detoured beginning Monday, Feb. 1 for a historic bridge rehabilitation project, according to theMinnesota Department of Transportation. The construction project is in Whitewater State Park near the
south entrance. The road will be closed at the work zone during the project, which is expected to be
completed in late October. The work on the four bridges includes repair of floors and walls. Starting the
project in the winter will make the work under the bridge easier as less water will be flowing than whenthe snow begins to melt in the spring. There will also be soil work and rock placement around the
bridges to prevent erosion.
Northbound Hwy 74 motorists trying to access Whitewater State Park should follow the detour route:
• Turn left on Winona County Road 22 west, which turns into Olmsted Country Road 9.
• Turn right on Olmsted Country Road 10 north.
• Turn right on Olmsted County Road 2 east, which turns into Winona County Road 39. This will
bring motorists to the north entrance of Whitewater State Park, south of Elba.
The visitor center, camping areas, majority of trails and other amenities can be accessed from the north
entrance of Whitewater State Park. Visit their website for contact information and park details.
Environmental Associates Inc. is the prime contractor on the $4.7 million project.
Motorists can find more information on the plans and sign up for email updates at the MnDOT project
website.
The Minnesota Department of Transportation urges travelers to always drive with caution, and reminds
everyone to:
• Slow down when approaching every work zone, then navigate through with care and caution.
• Stay alert; work zones constantly change.
• Watch for workers and slow moving equipment.
• Obey posted speed limits. Fine for a violation in a work zone is $300.
• Minimize distractions behind the wheel.
• Be patient; expect delays, especially during peak travel times.
• Crews continue to follow the guidance of state and federal health officials to help prevent the
spread of COVID-19.

2020 REAL ESTATE HIGHLIGHTS
During 2020 there was significant demand for homes, land and commercial properties.
725 homes were sold. 28 homes sold for over $400,000. The high sale of the year was $744,500 for a home in Wilson Township.
The total number of sales would be even higher if more homes were available for sale.
Nearly 75% of the homes sold were priced above the county market value.
There is stiU a significant number of parties looking for a home to purchase. Some buyers have purchased properties in nearby
commumties. That market has also become very limited for available homes for sale.
Home construction in rural areas reached a record pace.
Rural land splits, often for home building, reached a new high.
The home in high demand, again, for the past year was a single story, three bedroom ranch. Often, several parties were trying
to purchase the same home.
There were 55 land sales. 17 had existing buildings, 16 were woods and 9 were tillable farm land. The remaining 13 had
mixtures of land types.
The 16 wooded parcels had a total of 905 acres. The high sale was $3,999 per acre for 71 acres in Wiscoy Township. The
average for all 16 sales was $3,114 per acre.
The nine tillable land sales ranged in size from 49 to 208 acres with a total of 1,048 acres. The high sale was $9,000 an acre for
80 acres in Utica Township. The average was $6,303 per acre.
Prices for homes, tillable farmland and woods all moved higher as the year went on.
Historically low home interest rates produced the highest number of mortgage recordings since the 1980's.
There were 2,505 mortgages recorded during 2020. This is an increase fi-om 1,891 in 2019.

Non-Sufficient Funds (NSF) Check Policy
It is the policy of the City of St. Charles to not accept check paymentfrom a customer after two Non-Sufficient Funds (NSF) returns have
been issued to the City within one calendar year. The NSF fee for theCity is $25.00 and this fee will be collected at the time that the customerreimburses the City for the NSF check.
Customers should be aware that vendors with whom the City contracts
with for electronic/automated banking services charge an additional
NSF fee. In addition, either the customer's lending institution or thelending institution where the City submits check payments fordepositing may charge an additional NSF fee.
After a second Non-Sufficient Funds check is returned from the bank,
the City will request in writing, that this check and all further paymentsbe paid with either cash, cashier's check or money order only. This
status will remain in effect for 1 year from the date of the second non-
