1. Situation. Due to the nature of operations and training aboard Marine Air Ground Task Force Training Command, Marine Corps Air Ground Combat Center, an indigenous EOD element is required to facilitate the safe conduct of daily activities for both tenant and visiting units in regard to explosives which present a hazard to personnel, operations, and training.

2. Cancellation. CCO 8028.1.

3 . Mission. To establish procedures, guidelines, and responsibilities for safe EOD operations aboard the Combat Center, Riverside, and San Bernardino counties .

4. Execution

a . Commander's Intent and Concept of Operations

(1) Commander's Intent. To ensure all commanding officers, directors, and officers in charge aboard the Combat Center are familiar with the policies and procedure for requesting EOD support.

(2) Concept of Operations . EOD is to provide the capability to neutralize hazards associated with explosive ordnance, improvised explosive devi ces (IEDs) and weapons of mass destruction (WMD) that present a threat to operations, installations or material property, and personnel.

b. Subordinate Element Missions

(1) Assistant Chief of Staff (AC/S) G-3, EOD Officer. The EOD Officer will func tion as a special staff officer to the Commanding General through the AC/S G-3 and will be responsible for all EOD operations, training, and watch standing within the EOD section.

The se vehicles wil l be p l aced on class "B " assi:Jnment and staged at the EOD bu i l ding to pr ov i de adequate 24 hour response and administrat i ve capabil i ty . All EOD veh i cles a r e designa ted as "Emergency Veh i cles " equi pped wi th emergency lighting, sound devices, communica tions equipment, and magnetic s igns r eading "Explosive Ordnance Disposa l . " All EOD vehicles and supporting equipme nt ar e author i zed for of f base t r a nsport as mission r equirements dict ate . Specific vehicle requir ements are jus t if i ed annual l y i n compliance with r eference (a ) .

(d ) Pr ovide a t rai l er with a rear l oading ramp f or EOD tool s and equipment i n support of CBRNE response .

c . Coordi~at~ng Ins t ructions

(1 ) EOD Duty. An EOD duty , consist i ng of at least t wo quali f ied EOD t echni cians or EOD officers shall be on duty 24 hours a day . Due t o the nature of EOD wat ch s t anding , t his is the onl y duty responsibili t y assigned to EOD personnel ; no other duties wil l be assigned .

(2 ) EOD Per s onnel . The Comba t Center EOD unit personne l are unde r the operat i onal control of the AC/ S G- 3 , and are admi n i s t rative ly assigned t o Company A, Headquarters Battalion . Al l EOD personnel mus t mee t qual i fication standards f or MOS 2305 and 2336 per ref erences (b ) , (c ) , a nd (d ) .

(3 ) Enhance Equipment Al l owance Pool. Provide eight High Mobi l i ty Mul t i-Wheeled Vehicl es a nd ma i nt enance support necessa r y f or the execution of range c l ear ance operations and eme r gency support t o exercise f orces . EOD vehi c les and s upporting equipment are authorized f or off base t r anspor t as mission requirements dictate . All EOD personnel will be l i censed per requirement s s e t f or th i n ref erence (a ) .

(4 ) EOD Capabilities and Suppor t. The Comba t Center EOD unit i s manned, trained , and equipped to provi de the f ollowing support to al l tenant and visiting organizations and shall :

(a ) Provide gui~ance and training to visiting EOD personnel.

(b ) Upon request, pr ovide technical assistance to federal, state, and local a~thorities in neutralizing hazards associated with explosive ordnance in accordance with references (b ) , (e ) , and (f ) .

(c ) Provide upon requesc a dynamic entry capability to the AC/ S G- 7, PMO.

(d ) Pr ovide upon request I ED training co tenant and v isiting units.

(e ) Pr ovide emergency response to incidents i nvolving unexploded ordnance (UXO ) , IED, improvised radiological dispersal devices, WMD , and homemade explosives. This includes operational handling and shipping accidents, dud-fired or jett isoned weapons , and air craft mishaps .

(f ) Provide instruction to al l personnel ent ering the range training area (RTA) on the hazards particular to UXO and explosive items that may be encountered .

(g ) In the event of an explosive related accident , advise the senior member of an explosive mi shap investi gation board of existing hazardous explos ive items rel ative to the mishap. Upon written r equest f rom the senior member of the explosive mishap investigation board , remove any explosive i t em considered hazardous , and if necessary , destroy, disassemble or i nert explosive items involved in an explosive rela t ed mishap.

(h ) Provide routine and emergency support to t he strategic expeditionary airfield.

(i ) Maintain at least four dynamic entr y qualified personnel.

(j ) Range Clearance Oper ations. UXO range clea r ance oper ations wi l l be conducted on a r egu lar basis to prevent satur ation of UXO within the range training areas and t o ensure the reduction of explosive hazards to personnel utilizing Combat Center ranges. These c l earance operations will be coordina t ed through range s:heduling and wil l not be canceled without the consen t of t he EOD officer. Any operation on Ra nge 601 and Range 110 wi l l only be scheduled and directed by Combat Center EOD per sonnel due to the extreme hazardous nature of UXO encountered on these ranges.

(k ) Range Escor cs. EOD pers onnel , when requested, shall escort authorized personnel r equiring entry into the impact areas of the RTA for t he purpose of t arget emplaceme~t or target maintenance.

(1} Emergency Destruction Training of Class V(W}. EOD personne l, when requested , may provide technica l support for training i n the emergency destruction of Class V(W) materials.

(m) Found or Re•:overed Ammunition. If an i tem i s discovered, immediat ely compl y with local standard operating procedures. Sma l l arms ( . 50

(n ) UXO. Personnel who l ocate suspected or r eal UXO will not disturb the i t em(s ) , but report t he location to range control (B~~T) or PMO per r eference (g ) .

(o ) Rout ine Misfi res. The r outine c l earing of misfir e s pe r t he weapons sys t em technical manua l and the return of uns erviceabl e ammuni t ion to the CMA is t he responsibi lity of the using uni t .

(5) Reques t s f or Routi ne EOD Support . Requests for t r aini ng on subj ects such as uxo, explosive or dnance hazards , I EDs , demolit i ons , bomb t hr eats, and s earches wi l l be submi t t ed in writ ing to the Combat Cent er EOD off i cer via the AC/ S G- 3 . All r eques ts for r out i ne EOD suppor t mus t be r eceived ten days prior t o t he day of support. Telephone r equests are authori zed provided they are fol lowed up by a writ ten request . Written requests f or r outine EOD s uppor t s ha l l contain t he f ol l owing i nf or mation:

(a ) Name, grade, a nd billet.

(b ) Da t e I Ti me .

(c ) Tel ephone extens ion .

(d ) Organi zat i on requesting s upport .

(e ) Type of suppor t .

(f ) Location wh~re suppor t is t o be r endered.

(g ) Any addit i ona l in: ormation which aids i n t he descri ption o f t he required support.

(6) ~ests f or Emergency EOD Support

(a ) During normal bus i ness hours , t he duty EOD t echnicians are avai l able a t bu ilding 2133 , extension 83 0-6885 .

(b ) After normal business hours, weekends or hol idays, the duty EOD techni cians can be contacted by cal l i ng BEARMAT at 830- 6623 f or EOD suppor t in the RTA or for al l o t her emerge ncies call the Combat Cent er central dispatch at 830-687 1/ 6475 or 911.

(c ) Aft er normal business hours , a maximum response time of 30 minutes f or EOD per s onnel to arrive at bui l di ng 2133 i n l i eu of an emergency response i s a l lowed. However, t he r esponse t i me for EOD personnel to arrive on s cene a t an incident si t e wi l l vary depending on t he situat i on or l oca t i on .

(d ) Explosive or dnance or i ncident s i te securi t y and s afe t y shal l be the responsibi l i t y of t he uni t concerned or unti l the arr i va l of mi l i t ary police. Maximum e f f or t wi l l be made t o keep personnel out of the area unt il EOD arrives , evaluates , a nd resolves the situa t ion.

(e ) Bomb Threat Response . Unit s or personnel i n receipt of bomb threats s hal l utilize this Order . Bomb t hr eat phone checklists can be obt ained from PMO .

1 . EOD personnel wi l l be utilized f or s ea r ches deemed "del i berate" and "high r i s k" as di rected by t he on scene commander in conj unction wi th the senior EOD techni cian r esponding t o t he i nc i denc . "Hasty" searches should be conducted by unit persorme l fami liar wit h the threatened area and in conjunct i on with the mili t a r y pol i ce .

2. It is the respons i bil ity of t he on s cene commander t o determine when a bomb t hreat r esponse shoul d be s ecured. EOD will pr ov i de gui dance as required.

(f ) Ai r craf t Mishaps. The Combat Center EOD unit maintains prima r y r esponsibility f or responding to a l l a i rcraf t and EOD r ela t ed inci dents occurr i ng on and of f t he installat i on . Should an incident occur , t he s enior EOD member a t the incident sit e wil l supervise all EOD oper ations per formed in connection wi th an air craft mishap . I n conjuncc ion with t he Aviat ion Accident Invest i gation Boar d , a ut hority i n the dispos i tion of t he aircr aft explosive hazards and ordnance i nvolved in the incident l i es with t he senior EOD techni c i an or officer.

(g ) Ordnance Released , Dropped, J e t tisoned, or Fired Outside the Combat Center Boundar i es. Upon notification by BEARMAT that ordnance has been re l eas ed, dropped ; j e tti soned , or fi red outs i de the Combat Cent er boundari es , EOD will res pond to render safe and r ecover t he ordnance back into DoD control.

(h ) Mi l i t ary munitions di scovered outside the Combat Center bounda r i es . The Combat Center EOD unit i s specially tra ined t o r e spond to and handl e all types of mi l itary munitions , which are normal l y outsi de t he expert ise of c i vi l ian bomb disposal units . Si t uations tha t present an "immediate t hreat t o human heal t h , pub l ic safet y , property , or the environment , f rom t he known or suspected presence of mil itary munit:ions ," per ref erence ( f ), may r equi r e i mmediate action by EOD to e l i minat e a thr eat to publ ic s afety . Pe r r e ference (b ) , the request for EOD as s istance wi l l be made t hr ough t he Combat Cente r PMO . Addi t ional coordina t i ng i nstructions wil l be es t ab l ished in a s eparate memorandum of agreement between the MAGTFTC, MCAGCC and San Bernardino and Riverside count i es .

1 . Emergency Response Determina t i on . Per r eference (e ) , EOD ass i stance may be prov i ded upon request f r om federa l agencies or civil authoritie s "when a de t e rmination has been made by t he Servi ce concerned t hat such a ssi s tance is r equi r ed or des irable in the i nter es t of public saf e t y . " Accordingl y , t he Combat Center EOD unit may prov ide suppor t f or mil i t a ry munit i ons emergenci es ou t s ide the Combat Center when the Installation Commander makes a deter mi nation that a publ i c safety emer gency exists and t hat EOD's support to c i vi lian authorities i s necessa r y.

2 . Regula~ory ExemPt ions . Per sect ion 266 . 204 o f reference (f ) , the regulat ory exempt ions c i ted within s ec tions 262 .10 (i ) , 263 . 10 (e ) , 264. 1 (g ) (8) , 265 . 1 (c ) (11 ) , and 270 . 1 (c ) (3) of r eference (f )) only apply to the extent chat the EOD uni t i s r esponding t o an explosives or munitions emergency per s ections 264 . 1 (g ) (8) ( i ) (D), 265. 1 (c ) (11 ) (i ) (D), a nd 27 0 . 1 (c)( 3)( i )(D) . JAN 2 4 2013 270.1(c) (3) (iii) of reference (f), when the Combat Center EOD unit responds to an emergency involving military munitions, the EOD Unit must retain records for three years identifying the dates of the response , the responsible persons responding, the type and description of material addressed, and its disposition.

{7) Facilities. The Combat Center EOD unit is located in building 2133 and 2134, and are designated LEVEL 2 RESTRICTED AREAS per reference (h) .

(8) Standard Operatin g Procedures . The Combat Center EOD Officer will develop procedures and policies not delineated in this Order per reference (i).
