The state of Jammu is situated in extreme north of India between 32-15’ to 37-05’ latitude (North) & 72-35’ & 80-20’ longitude (East).

It is bounded by:-

North & West - ChinaWest - Pakistan

South - Punjab & Himachal Pradesh

• In Srinagar city alone for a population of 12 lakhs in 2000 A.D, 1,50,000 houses were required at 8 persons/ plot against which 13,163 plots/ flats were provided by the Government Housing Cooperatives have contributed to the extent of 0.02%. This totals to 9%. Remaining 91% of residential stock has been built by the general public in the city in an unplanned manner resulting in growth of slums, haphazard development and lack of urban infrastructure.

• Housing problem in Srinagar city is of an acute type, growing index of Srinagar urban agglomeration lies between 15 to 24 person/ household and in 37 Mohallas between 12 to 15 persons/ household. About 43% houses in Srinagar have two, three and more households.

Condition of Census Houses in J&K (2001-2011)

It may be observed from above data that census houses in state have shown a total decal growth of nearly 30%, with growth in dilapidated houses by almost 99%, and houses in livable condition have shown negative decadal growth (-4%). Further, more than half (54 %) of the houses were in good condition, 42 per cent of them in livable condition and the remaining 4 per cent in dilapidated condition during the year 2011.

ABOUT J&K HOUSING BOARD

• J&K Housing Board has been established under the provisions of J&K Housing

Board Act 1976. The primary task of Board is to provide.

• “AFFORDABLE SHELTER FOR ALL" Development of Housing Colonies in

Urban as well as in Rural Areas of the State.

• Construction of Flats under Self-financing Schemes.

• Construction of Commercial Centers in different Housing Colonies.

• Construction of Office Complexes of various departments (J&K Government).

• Execution of works pertaining to Rental Housing facilitates for the

Government employees

• Board Colonies:

14 Housing Colonies (6 in Jammu Division, 7 in Kashmir Division and 1 in Ladakh) comprising of 8724 plots.

• Government Colonies:

Colonies developed by state government and transferred to j&k housing board for land management.(2 in Jammu & 5 in Kashmir) comprising of 5180 plots.

• Flats under SFS:

5 in Jammu, 1 in Kashmir comprising of 494 FLATS.

• Rental Housing for Darbar Move Employee:

5 in Jammu, 4 in Kashmir comprising of 1020 FLATS.

SRINAGAR DEVELOPMENT AUTHORITY (SDA)

• Developed Housing Colonies for ‘High Income Group’ (HIG) and Middle Income Group(MIG), LIG,EWS at Bemina.

• Constructed Gulposh Apartments consisting of 32 flats at Bemina.

• Development of Housing Colonies at Noorbagh and Sumerbugh for rehabilitation of dislocated families of River Jehlum. The dream project is developed  in public private partnership. 4200 kanals of land stands already transferred  to SDA by the Government.

JAMMU DEVELOPMENT AUTHORITY (JDA)

VAMBAY:

• The JDA completed about 252 units of one-room tenements for the slum dwellers.

• Five percent of the total hutments have been allotted to the handicapped people.

Nirmal Bharat Abhiyan:

• The JDA negotiated with Sulabh International to fix a nominal charge of Rs. 15 per family per month with unlimited use.

Deficient IAY implementation

• J&K loses Rs 24.45 Cr central aid during 2008-13.

• The state government received less central assistance to the

extent of Rs 24.45 Cr under Indira Awas Yojana (IAY) during the

period 2008-13 due to excessive accumulation of unspent

balances, late submission of proposals by Rural Development

Department (RDD) for release of second installment and

inadequate state share.

J&K GOVT TO SOON ANNOUNCE HOUSING POLICY FOR WEAKER SECTIONS

• Jammu, Feb 18: The Jammu and Kashmir government will announce a comprehensive housing policy for economically weaker sections of the society.

• . Govt started construction of housing flats. "To provide affordable housing facilities to the people in two capital cities of Jammu and Kashmir and major towns, the government has started construction of a chain of housing flats, and “One such colony named Gulposh is being developed in Bemina in Srinagar whereas three flat type housing colonies are being constructed in Muthi and Gandhi Nagar in Jammu,

• government has decided to construct high-rise housing colonies for low income groups at affordable prices.

• The proposal for construction of multi-level parking at General Bus Stand in Jammu, which is estimated to cost Rs 130 crore, has been finalised and tenders have been invited. Construction work of 1015 lanes, surface drains, at the cost of Rs 18 crore, is under execution,

DEVELOPMENT OF EWS COLONIES

•  Development of EWS colonies is under implementation in the State under 20 points programme. For development of EWS colonies in the State, funds are provided to SDA/JDA being the implementing agencies of the scheme.

 

• Shifting of Boatmen from River Jehlum and Chunti Kul in Srinagar City has resulted in creation of three more EWS colonies at Sumerbugh, Bemina and Noorbagh, which are presently without civic amenities. These colonies are to be developed under this scheme. An allocation of `200.00 lacs have been proposed for the year 2012-13 under the scheme.

• Indian citizens from other states can not purchase land or property in Jammu & Kashmir.

• It is the only state which does not have to give a detailed record on the money flowing in the state and where is it used and how.

• 5% of the total Urban Housing Stock is constructed by Development Authority.

The tenements /houses constructed by J&K Housing Board are sold by giving advertisement in the Newspaper by inviting applications.

After the acceptance of application forms, scrutiny of the forms is done to check the first hand eligibility of the applicant & the allotments are made as per the standard procedure of J&K Housing Board i.e. by draw of lots. In case less number of applicants than the number of assets advertised, the allotment shall be made on first come first serve basis.Commercial Assets are disposed off through bids.

No. Authority has not appointed any broker or agents to sell the tenements constructed by the J&K Housing Board. The marketing department of the board is capable and well equipped with sufficient staff and machinery.

The applicant who wants to apply for the tenements of the J&K Housing Board should fulfill following criterion:

The Scheme is open to all State Subject of J&K State.The applicant must be a domicile of J&KThe applicant must have attained the age of 18 Years at the time of registration.An eligible person, his or her spouse, or any of his/her dependent members can submit more than one application under the scheme, but shall be entitled for allotment of one plot only.The applicant, his/her wife/husband or dependent relatives who were earlier allotted House/Flat by the Housing Board and has transferred the same to some other person under the transfer policy of the Board is not entitled to get his name registered for fresh allotment.
