Any restriction or lack of ability to perform an activity (which may be physical or mental) in a manner or within the range considered normal for the human beings as per ones gender age and socio cultural demands, is a disability. A person with disability looked down by the society because the person is not able to perform an activity as perfect as the requirements of the norms and needs of the society. Thus they become the least brothers and sisters who are marginalised and exploited. That is why the society was formed to serve the most neglected brothers and sisters of the society. ‘Truly I tell you, whatever you did for one of the least of these brothers and sisters of mine, you did for me.('Matthew 25:40)

Madhya Pradesh Viklang Sahayta Samiti has completed 20 years, rendering service to persons with special needs. Since its commencement we tried to give the beneficiaries the best service as possible. Rehabilitation and main streaming of persons with disabilities are main concerns of the Society. We believe in human dignity and hold the concept that less ability does not make any one less human. We work towards an inclusive society where each individual person irrespective of any differences should be able enjoy equal opportunity to develop and live a meaningful, respectful and dignified life. He or she must be given opportunities and enough training to be a productive member of the society. Then alone we can say that a meaningful rehabilitation of persons with disabilities is accomplished. MPVSS has bagged district, state and nation level recognition and appreciation for the work it has done to the society. Moreover we are encouraged and motivated by the faith of thousands of parents and beneficiaries, on MPVSS. Many parents stay in rented houses in Ujjain to attend the special school and therapies at Manovikas.

Let me acknowledge the priceless supports MPVSS received from many part of the society. The central, state and district administration have always been very supportive of the organization. Let me thank every benefactor who helped MPVSS financially. I appreciate your readiness to always support the organization. Please continue to support us and guide us. MPVSS is committed to transparency and accountability. Every penny it gets is spend for the wellbeing of persons with disabilities or in need .

There is a long way to go. Alone it maybe difficult. Let us march together and make an inclusive society where each one enjoys equal rights and opportunities. MPVSS will continue to be a source of consolation and support .

Director's DeskIt is a matter of immense pleasure for us to present the Annual Report of Madhya Pradesh Viklang Sahayta Samiti for the year 2017 – 18. This year too we have made all possible endeavors to transform the life of people with disabilities (PwD’s) especially the children with intellectual and multiple disabilities. We have successfully imparted special education to the children with intellectual disability through our special schools, Inclusive education program through integrated centers, provided residential care through Respite Care Home and provided Hostel facilities through CWSN hostels, conducted income generating vocational training program to the young adults and running “Sparsh” program exclusively for the children with deafblindness. We have directly benefitted a total of 709 children and young adults with intellectual, multiple disabilities through all our centers and “Sparsh” Program for the Deafblind. We have also benefitted 189 children and adults through our physiotherapy and occupational therapy centers. During the year we have provided the benefit of various government welfare schemes to 470 PwD’s. Through various awareness programs and activates we have reached around five thousand people.

This is the third successful year of our Manovikas College of Special Education, which is offering regular B.Ed. (Special Education -MR) approved by RCI and affiliated with Vikram University, and D.Ed. (Special Education-Deafblindness) approved by RCI. We are already a study center of Bhoj Open University for distance mode courses since 2004. There are 64 students in regular courses and 42 in distance mode courses. We would like to share another important development, marked during the year, which is the extension of “Manovikas” building at Jawahar Nagar, Ujjain for providing better facilities to children and young adults with disability.

During the year our 225 Special Children participated in district and State level sports competition and were crowned with success. Here, we would like to mention, the names of our special winners; Javed Khan, Aditya Jha and Shivani Patel, who won medals.

The cultural awareness and participation play an integral role in special children’s education. In various cultural events, the special students of MPVSS tried their best to prove that they too are efficient and equal pillars of the society. The cultural activities were organized on the various occasions. We are thankful to the Ministry of Social Justice and Empowerment, Government of India, Ministry of Social Justice, Govt. of M.P, government departments, various institutions, corporate and individual donors who extended their support to create an inclusive society. Like every year, the smiles and happiness of hundreds of special children gave us motivation to go forward and we are continuing our successful journey.

Special education basically refers to “Educational programs and practices designed for students- who are with mental, physical or emotional disabilities. These children require special teaching approaches, equipment or care within or outside a regular classroom M.P Viklang Sahayta Samiti has established Special Schools with a noble mission to cater to those students who have special educational needs due to intellectual, Multiple Disabilities or behavioral problems.

The children are taught various tasks and skills appropriate to their age and functional level to make them self dependent. We are running three special schools. The “Manovikas” Special School was first endeavor of MPVSS to provide special education and rehabilitation to children diagnosed with intellectual and multiple disabilities. This school was started in 1997 at Ujjain with just 10 students and 4 Special teachers under the open sky. Now we have grown to the status of having 3 special schools in Madhya Pradesh. In the year 1999 we stared Navjyoti Special School at Shajapur and Prem Pragati Special school in 2011 in Rajgarh district of M.P .

Our Schools are well equipped with state of art infrastructure, teaching and learning aids, with Therapeutic facilities. We have been providing special education to the children with intellectual and developmental disabilities, by our well trained teachers who are qualified in special education and registered with RCI. They focus on over all development of the special children which includes physical, emotional and creative skills.

Special SchoolsEndeavor for over all development

The volunteers, social workers and field workers of MPVSS regularly identify the children with special needs in the backward urban and rural areas.

We are providing behavior modification of the Children with developmental disabilities through the services of psychological counseling, physiotherapy, occupational therapy and special education techniques, by a team of interdisciplinary teachers and resource persons. We have trained our students in daily living skills, who are unable to do their daily chores, like eating, dressing, grooming, and toileting etc.

The main purpose of these training programs is to develop confidence in them, to make them feel that they are quite efficient and can attend to their daily needs with more confidence. Sports and cultural activities help a lot in the development of children with disabilities. We give special attention in these fields to provide them training in sports, games, dance, music, drawing and handicraft article making.

They get an opportunity to participate in sports and games competition at the local, district, national and international level. Many of them achieved Gold medals in Special Olympics at international level. Our special children perform excellently in cultural activities, organized on various occasions, including national festivals and other celebrations. In the year 2017 -18 we benefited 250 children with intellectual and multiple disabilities through special schools.

Integrated Training CentersA Step towards Inclusive EducationInclusion is all about mainstreaming education by removing barriers and bringing all children together in school, irrespective of their physical and mental abilities.

The process of transition from segregated to inclusive schooling must be well-planned, carefully supported, and gradually implemented with significant feedback mechanisms for monitoring and modifying support .This includes working with teachers, parents, administrators, and other stakeholders. With view to provide inclusive education to the children with Intellectual disabilities and multipledisabilities.Madhya Pradesh Viklang Sahayata Samiti has established four Integrated Training centers in collaboration with the regular schools of UjjainDiocese at Nagda, Agar, Shujalpur and Biaora .

Dedicated team of our special educators and care takers are making hard endeavors to main stream the special children. In the year 2017 -18 we have covered 129 special children through our four Integrated Centers.

The Impact We have observed many positive changes after the children with special needs joined the CSWN hostels. They have developed better understanding, have become less stubborn and the behavioral problems have been reduced. Their parents are getting more time to relax and the responsibilities have been reduced.

Children with Special Needs(CWSN) HostelsFacilitating Special childrenThe Persons with Disabilities Act, 1995 provides for access to free education in an appropriate environment for children with disabilities till they reach the age of 18 years. The educational needs of disabled children are to be covered through a range of interventions. The Right of Children to Free and Compulsory Education Act, 2009 requires the State Government to ensure compulsory admission, attendance, and completion of elementary education of all children of 6-14 years.

For facilitating the education of children with disability MPVSS is participating in the IED (Inclusive Education for the Disabled ) scheme of Sarva Shiksha Abhiyan and is running two CWSN hostels. The first one is Premjyoti CWSN Boys Hostel in Khilchipur, Ujjain since 2009 and other one is Navjyoti CWSN Hostel, Shajapur since 2010. These hostels facilitated MR, VI and HI students between the 6 to 14 years of age group from remote areas of respective districts. These children are getting the opportunity to attend the schools regularly. In the hostel they are provided disability wise need based training for necessary skills of life and independent living. The CWSN hostels are also continuously monitored by authorities of District and State Level Education department.

People with disabilities experience numerous barriers while seeking employment or establishing their self-employment ventures. There are number of occupations which are suitable for the intellectually disabled people. After the systematic training they can be well absorbed in the employment, though initially it seems to be very difficult. Similarly they can also start self employment ventures with the support of their family / community.

We have been imparting Income generating skill development training to the young adult beneficiaries with intellectual and multiple disabilities, under our vocational training programme. Beneficiaries, after completing Special schools and 18 years of age ,are given admission in our Vocational Training Programme at Ujjain, Rajgarh, Biaora, Shajapur, shujalpur and Nagda,.

During the year we have provided vocational training to 145 beneficiaries. The main aim of the programme is to provide them better placement/self employment opportunities.

In addition to above we will also involve them in production activities at least for the six months in our own center. Many beneficiaries are well capable to take the up the production activates. Special trainers provide them

Respite care is one of our services with an aim to provide supervision and care of children and youth, with disabilities, for a certain period of time. We are running a respite care home named Samarth Centre at Chandessary village in Ujjain district, in a green pleasant environment. It was established in the year 2003, especially for the children and youth with multiple disabilities, including cerebral palsy, Down syndrome, autism and other developmental disabilities. The main purpose of respite care is to relieve stress of parents temporarily, whether caused by the burdens of caring for a disabled child due to various reasons. We make all endeavors to provide the best quality of service to each individual within available resources.

Our respite care home is facilitated to provide boarding, physiotherapy, skill development and recreation for 30 inmates at a time. We have a dedicated team of care takers, special educators and therapists. During the time of their stay inmates participate in vocational training programs, cultural activities, sports, recreational trips, picnic etc., besides taking advantage of the routine services. In the past ten years we have supported hundreds of PwD’s and their families.

A. Physiotherapy and Occupational therapyNumber of children and adults with cerebral palsy and other physical disabilities and children with sensory impairments, attention deficit, hyper activity etc. come to the centers of MPVSS. Regular physiotherapy and occupational therapy are needed according to their individual condition.

This need is fulfilled by MPVSS through well-equipped physiotherapy and occupational therapy departments at its Manovikas Special School in Ujjain and physiotherapy departments at Navjyoti Special School, Shajapur, Navjeevan Integrated Training Centre, Shujalpur and Udan Integrated Training Centre, Agar.

Physiotherapy and Occupational therapy proved very useful for early intervention in risk cases. It could prevent disability, improve the condition of children and minimize or stabilize the impact of disability. After the improvement in their condition children became capable to attend the classrooms .

These departments also provided necessary guidance and counseling to the parents of PwDs as and when needed and cases were referred also for assessment.

Therapeutic Services

B. Psychological Assessment Manovikas Special School of MPVSS in Ujjain has in house department of psychology for the assessment of mentally retarded persons and guidance and counseling to their parents. It assesses DQ/IQ of children and adults and also provides services for problem behavior management. The guidance and counseling to the parents proved very useful to them in understanding the situation of their mentally retarded family member, providing them care in the right way and managing their problem behavior. DQ/IQ test prepares ground for their disability certificate and also for teaching plan. During this year we have provided benefit to 72 children.

Early Intervention ProgrammeThe early years of a child’s life are very important, especially 0 to 3 years age needs extreme attention. However some of the children and families face special challenges due to intellectual, developmental or physical disability and need extra help. The Early Intervention Program is a need based program that provides different types of early intervention services to infants and children with disabilities and their families. These services are designed to identify and meet children’s needs in five developmental areas. These are physical, cognitive, communication, social or emotional development, sensory and adaptive development. Early intervention includes provision of services to such children and their families for the purpose of lessening the effects of the condition. The early intervention services are extremely important for later success in school, the workplace, and

the community. Madhya Pradesh Viklang Sahayata Samiti has been successfully providing early intervention services to the children.

Presently we have a network of pediatricians, orthopedic and other physicians and hospitals that help us to identify the eligible children. We have also got references from Anganwadi’s, schools, other filed functionaries of health department. We have well equipped physiotherapy and occupational therapy departments with qualified and experienced therapists and supporting staff . During the Year we have screened the 28 children and initiated therapeutic services required for early intervention.

We would like to extend our Special Thanks to Give India and its donors for providing continuing support to our beneficiaries. Give India has been providing us an online donation platform and supporting our special children and young adults for providing residential care at respite care home, special education and other therapeutic services through various donors across the India and abroad.

MPVSS is tier 1st listed under Give India. It works across ten causes and lists charities ranging from charity to children, charity for education, health, employment, elderly, disability, human rights, environment, youth and women's empowerment. Give India also lets its donors know where exactly their donation was used and also give them a proof of it through a feedback report. Every feedback report contains the details of the beneficiaries who were benefited from each donation.

There is a huge gap between demand and supply of human resources in the field of rehabilitation and special education. Therefore demand of rehabilitation professionals and special education teachers would increase manifold in near future, thus catering more and more career opportunities. The mission of the organization is to provide proper education to children with special needs. SparshThe State Learning Center on Deafblindness(Supported by Sense International India)

Madhya Pradesh Viklang Sahayata Samiti, with the support of Sense International India, opened the avenues to the deafblindness under the project “Sparsh”. The Project was started on April2016. The goal of this project is the development and rehabilitation of deafblind people through identification and assessment of their skill and capacity. The project also aims to educate and train people as per their needs. A total of 47 children got benefitted from the project during the year 2017-18.

Home Based service : We deliver specialist services to the homes of deafblind children through home-based care. Experience shows that when a deafblind child learns successfully in the presence of his or her family, the family members are much more likely to have positive and supportive attitudes about their child's potential and it improves the family's ability to care for their child. In addition, home-based care often includes picnics and outings, parents’ meetings, and festivals, which bring neighbors and community together with deafblind children and their families. This helps to increase their understanding about disability, and reduces stigma associated with it.

Services under “Sparsh”

Center based services : We also deliver specialist services to the center of deafblind children through center based training. We also have a Sensory training unit for this purpose. This unit has been specially set up to improve the condition of children with poor sensory coordination. It’s anticipated that after the improvement in their condition children become capable to attend the classrooms. Special training designed unit consists of different equipment to have a feel of touch, taste etc., which help children to get familiar with various taste and touch related sense. Flash card, Braille, Taylor frame, sign language (visual, tactile sign language) facial expression, teaching and learning materials (TLM), gesture, and real object are the other ways to improve their senses.

A Special Educator is responsible for instructing students with emotional, physical, and learning disabilities. Special Education teachers may work with individuals of all ages from infants to adults. Their job consists of helping their students develop problem solving, motor and social skills needed to complete their education and live independent lives. They may work with their students on personal and life skills, not just academic advancement.

For those with learning disabilities, today's tools for differentiation no longer hold the stigma they used to nor highlight disabilities, but provide opportunities to find success in the classroom.
