The Pumpkin Jacks are a military state within CivCraft located in the +, - Quadrant. The Meta-Goal of the Pumpkin Jacks is to explore the official server description of

Civcraft is an experiment for communities, political ideologies, debate and discussion. Our backstory is based on history, not fiction.Were forming a new direction for game-play, not just about surviving the elements, but about surviving each other, where players

can work together to create and shape civilization or to watch it crumble. A world open to any idea, manifesto or philosophy, created

by the players. We hope to push minecraft to its fullest potential in order to foster discussion, experimentation and communitybuilding. This is the great pastime and challenge of mankind: Civilization.

We achieve this goal via creating a civilization where the State (The Jacks), and the PrivateSector (Residents) have a very clear separation, and by pursuing diplomatic relations.

Some examples of this (not everything included) A Jack may not own a residence within the City. Instead they are given a room in the

Jacks Hold barracks. Any action by a Jack is treated as an action by the state

We hold other states responsible to the same level. Jacks do not pursue individual wealth, instead wealth is shared within the state. A member of the Jacks can not be a Member or Citizen of any other state or movement.

This is in place to prevent conflict of interest. The Private Sector may not hold any prison pearls on Jacks Land, instead they must be

handed over to the Jacks and punished according to the States justice system.

The State will pursue other goals, such as providing entertainment, banking services (SeeJacksbank) and a diplomatic forum for the CivCraft community (See The Nine)

Unfortunately, we are not legal experts - and we do not have the capacity to write legaldocumentation. To that extent, everything below is subject to change at the discretion of

the leadership of the jacks. The intent of this is to cover loopholes that I am more thancertain exist, and also because lets face it, We have modelled ourselves as a military

state anything said by the leadership goes.

Acquiring Land

Purchase of land rights must be brokered by the Jack of Diamonds.

Becoming a resident of Jacks Hold does not exclude you from being a resident of any other cityof state.

The Jacks hold the right to refuse the purchase of land for any reason and evict upon discretion.

Auctions for land rights will be announced ahead of time and hosted at the discretion of the Jackof Diamonds; this may include use of signs for an extended (multi-day) auction, if multipleinterested parties are busy/preoccupied (whether or not the auction will be live or sign will bedetermined on a case by case basis).

Initial Plots Land will be sold via a Second-Price Auction (SAP; Definition -- for an in-depthdescription of the SAP). The SAP may or may not have a minimum bid, at the discretion of theJack of Diamonds. The Auction will take place at Jacks Hold on location in game.

All sales of land rights will be recorded in the Jacksbank Ledger for accurate accounting (privateexcept to members of the Jacks Leadership).

Land rights are one-to-one: a single individual or organisation will be considered the tenant inany particular plot of land. The Jacks will not double-book land rights. Plots may be in multipleoccupancy.

Tenants can be evicted for any reason (such as abandonment) and their land reclaimed by theState. Land deeds in Jacks Hold correspond to building, management, and access rights, notownership rights. The Jacks reserve ownership of all lands in Jacks Hold. All goods located ona property will be treated as the tenants private (or communal) property, clearly, but theirproperty is subject to regulation in certain cases (such as prison pearls).

Selling Land

You may sell your land to another, However the Jacks will retain 20% (rounded up) of theprofitson land sales. (Profit calculated as any positive difference between the current sale price andthe previous sale price on the same property.) The method of selling is to be determined.


Land as a Business / Organization


An initial set up fee based on the plot size is agreed upon, this includes one months rent toestablish the viability of the business.

A negotiated rent based on income is agreed upon.

For specialised shops (such as potion shops) the jacks will not permit admission of a competingspecialised potion shop. (This does not extend to the public market)

Land Rights & Restrictions

Restrictions

You may not dig below layer 42

The roof of your building may not extend to more than 15 high from ground level. You may not build without permission on anything except your own plot. Your building must meet an aesthetic standard judged on a case by case basis.

Some leeway is given to decorations on a case by case basis. Please consult amember of state.

All residents are expected to eventually stone reinforce their property at a minimum. All residents are expected to check the state subreddit for news and otherwise.

Rights

All residents have the right to

Freedom of Speech within the law. Live without interference by the state within law. Refuse unwarranted access to your plot to members of state.

Warranted being for example your building being compromised or harbouring acriminal.

Expect protection from the state against attacks within our lands. Protection from Extradition

If any individual or state has any claim against you, they must consult with usdiplomatically while you are within lands claimed by the jacks. Upon consultationand evidence presented, we may hand you over ourselves.

Leave residency of the Jacks without fear of pursuit. (Unless declared a criminal) Violence when dealing law breaking shall only be used in

Non cooperation (including logging, running) Please not that when being dealt with you may be periodically combat

tagged with a non offensive weapon to ensure you do not log. Logging inthis case shall be treated as running.

Where violence is being used

Clearly, it is not in the interest of the Jacks to treat its residents and business entities

unfairly. The Jacks are committed not only to the protection of its residents, but also torespecting their autonomy and privacy (see our Meta Game commitment to fosteringpolitical play above).

Criminal and Legal Issues (Private Sector Law)Note: This section still heavily under discussion subject to heavy change, but intent canbe inferred from this.

The Private Sector is subject to all laws, regulations, and decisions of the State. While the

subject of law within the Jacks internally is treated as a private and confidential matter.

Within these constraints, any free associations or voluntary organisations (including political oreconomic organisations such as or similar to: a chamber of commerce, trade guilds, employeesor employers unions) are permitted and even encouraged.We do not recognize the right to arbitration and trial in the event of apprehension. The state isthe judge, jury and executioner.

The term Private Sector is not meant to carry any broader ideological or political connotations;people are free to do what they wish on their land, subject to the laws of the Jacks. Thus,Private Sector land could be used equally well for private citizens or socialistic communes. Asfostering political play is one of our goals as an organisation, freedom of political expression

within law will be respected, even if directly opposed to the Jacks.

Laws and punishment (work in progress)

The following tiers shall be applied to punishments. The state on occasion may chose not topursue small law breakings such as littering. The state will administer justice in accordance withthe crime.

The law applies to all, both resident and foreign national / single entity within our lands.

Prisoner Regulations

Prisoners come in four varieties: 0, 1, 2, and 3.

Prisoner 0 Status

All prisoners in possession of the Jacks start with Prisoner 0 status.Prisoner 0s are uncooperative or deemed to be unredeemable and kept in the End indefinitelyuntil upgraded. Players upgrade from Prisoner 0 to Prisoner 1 upon agreeing to cooperate withthe Jacks (submitting to forced labor toward repayment of their transgressions).

Prisoner 1 Status

Prisoner 1s are prisoners without incident for less than 10 hours; anytime a prisoner is involvedin an incident or infraction (attempted escape, theft, any violent action, or any action deemedinappropriate by the current Warden on staff), (s)he is downgraded automatically to Prisoner 0again. Prisoners may fluctuate between Prisoner 0 and Prisoner 1 status frequently in theprocess of rehabilitation, and we recognise this possibility ahead of time. Prisoner 1s are kept in

a highly secure overworld location, and only summoned while supervision is possible or securityis absolute.

Prisoner 2 Status

Prisoner 2 status is granted to any Prisoner 1 who has spent more than 10 hours without anincident. Prisoner 2s may keep a grand total of 1/10th of their original debt in escrow(Jacksbank) for the purposes of prisoners own private market operations (value of goods inescrow to be assessed by functionary of Jack of Diamonds). Prisoner 2s are kept until in lowsecurity but remain pearled. Though they may be left unsupervised for a period of time.

Prisoner 3 status

Prisoner 3 status is granted to any Prisoner 2 who has spent more than 30 hours without anincident (has spent 20 hours as a Prisoner 2 without incident). Prisoner 3s may keep up to1/5th of their original debt in escrow (Jacksbank) as per the terms in Prisoner 2, and is alsogranted the privilege of owning a plot in the South Central Slums. Prisoner 3s are also nolonger constrained to their prison pearls but live within Jacks lands (without the rights ofresidents being respected). Attempted escape from Prisoner 3 status will be pursued.

Prisoners who violate the rules are bumped back to Prisoner 0, to be placed at Prisoner 1 againat the discretion of the Jacks. Any property in escrow (including land) will be seized in thisevent and resold at auction.

To apply to the Jacks , simply consult one of the leaders ideally via mumble, you will beinterviewed and then accepted and denied based on the decisions of the leaders.

Joining Regulations

Jacks Members may not be associated with any other group upon joining. This this not mean we expect you to renounce your friendships. However this is

an important step towards becoming free of conflict of interest

Jacks members are expected to suspend economic operations and the pursuit ofindividual wealth.

Possessions and Properties obtained beforehand may be put into a state oflimbo

In most cases joining members so far have offered their wealth to thegreater cause.

Jacks members must not be in private ownership of any pearls upon joining. We do notinherit prisoners.

Jacks members must be active on mumble. Jacks members which have a low amount of presence ingame must have skype

and idle in the Jacks Chat which can be used in emergency rallying of Jacksmembers

Jacks members must actively check the private subreddit. Jacks members must not have any outstanding bounties placed by recognized states

upon joining. Bounties placed by individuals will be examined on a case by case basis.

Ethical Dilemmas

Members of the jacks may at their discretion refuse to perform orders. Depending on theseverity. This may result in expulsion and the request to hand over state wealth but neverimprisonment.

Retirement

Any member is free to resign his or her post at any time and resume life as before without fearof pursuit. In many cases, based on your level of service and time of service. A financial bonuswill be decided to help in your new life.

The Nine & EmbassiesJacks Hold will host a political forum which shall be known as the Nine.

The Nine is not an alliance of any form. Merely a forum for international issues to be discussedin a fortnightly manner and a place where agreements can be drafted.

Each state of the nine will have an embassy in each of the 8 towers in Jacks Hold. This towerwill be known as the name of the state (Example Lazuli Tower) and the state shall have amaximum of a 5 x 7 Flag on top of the tower.Within Embassy Space Allocated shall be treated as sovereign soil of that nation.

Market Plot Rules

To buy a market plot, you must contact one of the following jacks

There is simply a fixed price per chest (as shown in the above diagrams) which is foradministration and the plot to be paid immediately upon purchase.

The chests in the center are protected by diamond reinforced obsidian and iron obsidianon the outside.

You reinforce your own chests

Ask to be allocated a spot to place a snitch block when buying chests if you wish. You may sell your plot on to another person at any time but you must notify one of the

above named Jacks as to the event occurring. The above named administration fee willbe applicable per chest moved again.

Example: You own 6x plots with an admin fee set at 1 diamond. If you sold theseon for 3 diamonds for each plot. You would get 6x3 = 18 diamonds but be subjectto pay 6 diamonds (the admin fee) back to the jacks.

You are required to have all shop signs with your name on it.

You are required to use the minimum amount of signs above the chest. You are forbidden from reinforcing the blocks behind the shop signs. The pumpkin jacks

will provide this reinforcement for free (however if you wish to upgrade yourreinforcement you may ask the state to do so at your own expense).

The space between chests may be used if you own the chests on both sides or come toan agreement with your public market neighbor. (For Example: Signs and Cakes to

attract attention)

If a shop chest becomes inactive for 2 weeks... A sign above the shop will posted for 1 week. The date of the post being placed

will be included on the sign and a screenshot taken. We will attempt to contact you via Reddit (if we know your name) We will attempt to contact you via ingame.

If the inactivity is not addressed, the state will sell on the shop, your possessions from the shopwill be kept for one week (with inventory taken) after the sale before the jacks will claim them asproperty that has been abandoned.

Note that this process takes a month. This should be plenty of time for you to addressthe situation.

Inactivity is defined as the shop Not Restocking for 2 weeks Being unable to shift product due to poor management of pricing (in extreme

cases only and where a comparable market price can be provided.)

If you are going on a vacation / break. Please contact us and we can make arrangementscontrary to the above stated rules.

If we can verify the player has left the server (such as a reddit post), we may expedite the

inactivity period.
