1. The D partment of Education R gion 02 had launched the Proj ct BDP (Brigadahan at Damayan sa Pagbasa), a flagship project in re ponse to Brigada sa Pagba a and Hamon: Bawat Bata Bumaba a that aims to address truggling readers in the region as stated in Regional Memorandum No. 203 s.

Enclosure 1. Project Implementation Plan

Project BDP (Brigadahan at Damayan sa Pagbasa) and the Search for Most Functional School Home-Adjusted Reading

Program

Rationale:

The Department of Education Region 02 supports the Every Child A Reader Program (E-CARP). which aims to make every Filipino child a reader and a writer at the end of Grade III. With the mandate of the Department to produce learners who are infused v.rith communicative competence and multi-literacies. every school is encouraged to formulate reading intervention programs for the identified learners who had found difficulty in reading both in English and Filipino in oral reading, silent reacting, and listening comprehension. chools Division offices are also ngaged in momtoring the Phil-IRI results as a ba i in planning,

designing/redesigning the reading instruction of the teachers and the school's reading programs or activities to improv the overall school's reading performance.

Literacy and Numeracy are an integral part of the curriculum regardless of the modalities being implemented due to the present crisis. Teachers in the Key Stages 1 and 2 (Kindergarten to Grade 6) need to strategize how to provide flexible reading support to their learners wherein face-to-face is still not possible due to the increasing number of acti e COVID patients.

With the earlier conduct of regional blended learning on Early Language Literacy and Numeracy (ELLN), Literacy Instruction, Pedagogical Retooling of Mathematics, Science and Language (PRlMALS). teachers and school head are capacitated to deliver reading programs through digital, virtual and modular that commen urate with the current learning modalities being implemented in the regton .

It i on this premise that D pED Region 02 through the Curriculum and Learning Management Di ision shall conduct an assessment on the applications of the blended reading program to addres problems of reading difficulties through its program, Project BDP {Brigadahan at Damayan sa Pagbasa): Program to support Brigada sa Pagbasa and Hamon:Bawat Bata Bumabasa.

Objectives: Project BDP aims to:

a. increase awareness on improving reading achie ernent levels in the region: b. conduct an online culminating activity to implement and asse s reading

programs in the region; c. encourage community and stakeholders to promote a culture of

volumeerism through engaging in various activities and d. recognize schools and individual in giving premium to increase reading

levels of their learners.

Mechanics and Guidelines in the Assessment for Best School Implementer Adjusted School-Home Reading Program

The following are the mechanics and guidelines in the conduct of the Search for Most Functional School Home-Adjusted Reading Program.

1. All schools are encouraged to participate in the program. Schools division offices may conduct elementary and secondary selections for their best implementers. However, in the regional assessment, there shall only be one ( 1) elementary or primary school entry per diviswn.

2 . To encourage innovation and purposeful selection, school enlrie may adopt and present their own chool-home adjusted reading program. To provide the gist of the selection, the follov..mg major considerations must be observed in their innovative plans: a . Strict compliance with the IATF protocols in the pre-implementatwn ,

and post-implementation of the program; b. It must address the real situation of reading difficulties both in deli ery,

utilization, and assessment of the reading program using the Phii-IRI assessment results ;

c . Stakeholders engagement (internal and external) and participation must be evident in its program support and mobilization ;

d. Impact on increased reading levels and school reading performance must be evident along with its ustainability plan.

e. Submit complete v.rriteup and must pa s the regional validation . Criteria for Judging shall be based on the nomination write-up as follows:
