A.1 By TSB Circular 18 of 24 January 2005, it was announced that the following new ITU-T Recommendation was approved, in accordance with the procedures outlined in Resolution 1, Section 9, of the WTSA (Florianópolis, 2004):
– ITU-T Recommendation J.260 (21/01/2005): Requirements for preferential telecommunications over IPCablecom networks
The conditions governing the approval of ITU-T Recommendations were met and twelve Member States participating in the last meeting of Study Group 9 approved the text of this Recommendation during its Plenary session held on 21 January 2005.
A.2 By TSB AAP-6 of 1 February 2005, it was announced that the following ITU-T Recommendations were approved, in accordance with the procedures outlined in ITU-T Recommendation A.8:

Telegram Service
Bulgaria Communication of 2.III.2005:
Cessation of telegram service
The Bulgarian Telecommunications Company Plc (BTC), Sofia, announces that it no longer provides the national and international telegram service to and from Bulgaria since 1st February 2005.
To meet the communication needs of its customers abroad, the Bulgarian Telecommunications Company Plc (BTC) uses more economical and faster services, such as telephone, facsimile, e-mail and GSM text messages.
Furthermore, owing to the closure of the national and international telegram service in Bulgaria, the telegram destination indicator “BG”, allocated to Bulgaria and the office code “BGSX / All others”, used in the telegram retransmission system, was deleted on 1st February 2005, at 0000 hours UTC.
The List of Telegram Destination Indicators, published in accordance with ITU-T Recommendation F. 32, will be updated accordingly*.

Germany (country code +49) Communication of 22.II.2005:
The Regulatory Authority for Telecommunications and Posts (Regulierungsbehörde für Telekommunikation und Post -Reg TP), Bonn, announces that the National (Significant) Number (N(S)N) “116 116” will be provided for blocking electronic authorizations in Germany (country code +49), as from 1 July 2005.
From 1 April 2005 until 30 June 2005, the National (Significant) Number (N(S)N) “116 116” will be available for testing purposes.
The international format of numbers in this range is +49 116 116, which means that the international public telecommunication number is eight (8) digits in length.
All Administrations and Recognized Operating Agencies (ROAs) are requested to ensure that access is given to the above National (Significant) Number (N(S)N) by notifying the respective telecommunications companies within their country.

Granting of Recognized Operating Agency (ROA) status
The Federal Ministry of Economics and Labour (Bundesministerium für Wirtschaft und Arbeit), Bonn, announces that the Regulatory Authority for Telecommunications and Posts -RegTP, Bonn, has confirmed the notification of a new telecommunication operator and service provider.
Further to the notification, this new telecommunication operator and service provider has been granted the status of Recognized Operating Agency (ROA), in accordance with Article 6 of, and Nos. 1007 and 1008 of the Annex to, the Constitution of ITU as contained in the Final Acts of the Additional Plenipotentiary Conference (Geneva, 1992).

This information is the result of a survey made by ITU-T Study Group 3 in accordance with Resolution 21 (Rev. Marrakesh, 2002) of the Plenipotentiary Conference (Marrakesh, 2002) and Resolution 29 of the World Telecommunication Standardization Assembly, WTSA-2000 (Montreal, 2000).

Replies to the Questionnaire on conditions for provision of “Call-Back” (TSB Circular 7 of 12 November 2004)
1 Further to TSB Circular 200 of 28 November 2003, the Telecommunication Standardization Bureau has received 46 valid replies from administrations representing their governments.
2 The replies have been consolidated in table form in Annex 1 hereto. The numbers given in the last column of the table refer to remarks made by administrations, which can be consulted in Annex 2.
3 The World Telecommunication Standardization Assembly (WTSA-04, Florianópolis) adopted Resolution 29 on alternative calling procedures on International telecommunication networks. In particular, as far as the practice of “call-back” is concerned, WTSA decided that administrations and recognized operating agencies should take a cooperative reasonable approach to respect the national sovereignty of others, to which end suggested guidelines were adopted (see the annex to Resolution 29).
4 Please also note that the following countries/territories, which have not replied to TSB Circular 200, have announced in the Operational Bulletin that the practice of “call-back” is prohibited in their territories:

Remarks by administrations
Note 1) The reason for establishment of call-back services is the result of differences arisen between digital technologies among world countries. Because the developing telecom operators had undergone a great deal of financial damage as a result of these rendered services, it is suggested that ITU should prohibit call-back services until the differences between technologies are eliminated.
Note 2) We currently do not have evidence to rule on call-back operations. The authority has therefore not provided a position on call-back operations.
Note 3) It is probable that in the free trade agreements, the elimination of this prohibition will be negotiated in Colombia.
Note 4) Legislation concerning the provision of telecommunication services in Spain contains no specific rule on the provision of communication services by an intermediary.
Note 5) Public Announcement of the FCC, Report No. IN 96-5. The International Office of the FCC has announced that it planned to inflict sanctions the international suppliers of services of recall who programmed their equipment in a fraudulent way and who used them in violation of the rules of the Commission, in order to make it possible to foreign subscribers to establish free communications.
Note 6) If more information is needed on the telecommunication legislation in Finland, please contact the Ministry.
Note 7) We recognize the importance of the “call-back” topic, but would like a study to be carried out on practices such as “refilling/reorigination”.
Note 8) Call-back services were prohibited until 1 January 2003. In new legislation from 1st January 2003, call-back is not determined.
Note 9) Outgoing call-back is not prohibited. It is regulated by the Telecommunications Regulation Act, Cap 399 (TRA) and its subsidiary legislation. Incoming call-back is restricted to persons holding a valid licence under the TRA. Specifically, regarding the above, Article 42 of TRA established that only “authorised providers” can provide call-back services. Authorised providers are persons who hold a valid licence or permit to operate a telecommunication system or provide telecommunications service under the Act. In the event that an authorized provider chooses to offer call-back services, the service would be regulated by the TRA and its subsidiary legislation. We allow call-back operators to be established in our territory in line with the parameters set out above.
Note 10) According to the laws in force, the provision of public telephony services is authorized only to operators who hold a public telephony licence.

Note 13) This service is not profitable to PTCL. PTCL is a telecom operator and therefore the service is discouraged and prohibited.

Note 14) The telecommunication sector is fully liberalized in Portugal; the applicable legislation should be modified shortly (in favour of lighter legislation) following the introduction of the new regulatory framework applicable to telecommunications (“Review 99”) in E.U. countries.
Note 15) Call-back is regulated through the licensing regime. To provide call-back, a telecommunication licence for provision of public telephone service is required.
Note 16) The suppliers of services which provide the call-back within the framework of the telephone service must announce it, provided that the entrance point is a national number in Switzerland. If not, there is no specific legislation concerning call-back.
Note 17) According to our specific commitments with the WTO, long distance and international traffic must be routed through the operators that are licensed to supply these services. Deliberately reversing the real direction of international traffic is not allowed.
Note 18) Call-back service, regardless of being called by any trade or service name, is not in accordance with the relevant telecommunication laws of Thailand. Thus, it is formally prohibited to engage in such practices in Thailand.
Note 19) Liberalisation is currently in effect. As policies are developed, final positions will be taken.
Note 20) The provision of telephony services through “Call-back” or the deliberate reversing of the real direction of international traffic is prohibited in the Republic of Venezuela, for any natural or juridical person, according to Administrative Providence No. 002 of 23 March 1993 published in the Official Newspaper No. 35183 of 31 March 1993. In addition, Venezuela took on several commitments with the World Trade Organization on 11 April 1997, notably “The routing of the long distance traffic must be made through operators with license of long distance telephony. The deliberate reversing of the real direction of the international traffic (Call-back) is not allowed”.
