Mandate• The GDS is responsible for ensuring

general guidance and integratedcoordination in relation to allMinistry services with competences inthe fields of Statistics.

Coordinating and designing theofficial statistics system of thecountry, so as to ensure its coherenceand rationality;

Brief Description of the Structure and Process of ICTHousehold Data Measurement, Collection and Reporting

• ICT statistical developments that the GDS hasundertaken over 4 years. These developments havebeen on both the supply side and the demand side.

• Developments in household collections have beenthe inclusion of IT use questions in the 2015 Censusof Population and Housing and in various GDSsocial surveys such as DHS, TL-LSS (Timor-LesteLiving Standard Survey). GDS intends to produce anICT Information Development Plan to guide itsfuture statistical development work in the ICT fieldfor Data Collection on DHS 2015.

Emerging Issues & Recommendationfrom the Survey

1. Holistic approach towards the development ofthe national ICT GDS in plans and policies.

2. Provision of professional development to staff atall levels in the system with a greater of ICTintegration for Survey.

3. Sharing and transfer of ICT in best practices andlessons Countries, and among states in country.

4. Planning for evaluation and research of ICT forSurvey and Census.

5. New telecommunication policy implementation6. Out side country fiber Optic connection

This policy covers the following;Microdata and its outputs: This is the data

generated through surveys and censuses at unitlevel of observation mainly from the household,establishmentand individual levels.Macro data and its outputs: This includes all

available information collected and aggregated fromhouseholds, firms/institutions.Administrative data: this includes data collected

by public institutions in the course of renderingservice to the public.All GIS products: This includes maps and shape-

file data.

already released)▫ data requests on demand prepared by GDS

(customized processing)▫ subscription to publications

• It is planned to implement:▫ - using publications in the library▫ - photocopying publications▫ - accessing data via the library computers▫ - DevInfo/CensusInfo

2015 round of population and housing censuses.ICT access as a core topic were suggested forinclusion in censuses:Household having radioHousehold having television setHousehold having mobile cellular telephone(s)Household having personal computer(s)Household accessing the Internet from homeHousehold accessing the Internet from elsewhere

other than home, andHousehold without access to the Internet.

Challenges faced in ICT

• The main term challenge for the medium term toachieve the NDP (National Development Plan)goal of providing basic services to all districtsand thereby ensure realistic access totelecommunications for all citizens
