ITU Forum on Conformance & Interoperability
For the Arab & African Regions, 5-7 November 2012 Tunisia
• The processes used to demonstrate that a product (tangible) or a service or a management system or body meets specified requirements.
• These requirements are developed by the International Organization for Standardization (ISO) & the International Electrotechnical Commission (IEC). The processes that need to be followed to be able to demonstrate that they meet the requirements are also developed by ISO/IEC.
• The ISO committee on Conformity Assessment (CASCO), develops standards & guides for conformity assessment and these documents are referred to the CASCO toolbox
• Network capabilities for support of services including number format, identification, authentication;
• Network architecture and functional requirements of network elements;
• Access network and terminal types; • Scenarios for service assignment; • Traffic flow characteristics; • Protocol and interface types; • Interworking with non-NGN networks; • Interworking with other services

Technologies Testing Focus Quick C & I Background 1
• Switching and data processing systems: Switching systems (AXE, EWSD, OCB ,HC3,C&C08, etc.) Data switching systems (X25, ATM, FR,…) Mobile networks (UMTS, GSM, GPRS) ISDN (Integrated Services Digital Network ) IN (Intelligent Network) and NGN networks UMTS core network
• Transmission systems: Digital TX systems SDH/PDH on optical fibers & microwaves, Mobile networks GSM/GPRS and TETRA (Radio Sub system) Optical fiber civil work
• Middle East and North Africa Certifications: Algeria Bahrain Egypt Jordan Kuwait Lebanon Morocco Oman Qatar Saudi Arabia Tunisia United Arab Emirates (UAE)
• Services Covered: Safety/EMC Certifications, Certificates of Compliance (CoC) Wireless and Telecom Type Approvals
• Reliance on TA (Type Approval) process. • Mostly relay on globally recognized Standards &
accredited Labs. • Some have testing facilities but generally NOT
accredited. • NO interoperability requirements or testing by
regulators towards operators • Counterfeit equipment (mainly China-Made) is a
problem, specially in the mobile sets • Regional Test Labs have difficulties to finance. • Some regulators are reluctant about MRAs because
of revenues reduction i.e. loss of TA fees.

Arab Conclusions & recommendations
3
The Way Forward • Advise ITU of interoperability problems • Regulators to establish market access requirements &
prioritize areas • Regulators to simplify related C & I regulations • Establishment of Accreditation Bodies & MRAs setup • Technical Skills build-up • Establishment of local / regional Test Centers • Network-like test centers (common infrastructures) to
reduce costs & share experiences • Develop an inventory & mapping of available resources • Partnerships with industry, vendors, operators, etc • Local & regional interactive sessions: Challenges, Possible
bi-lateral collaborations, Best practices, Action Steps, International aid, Strategies, etc
Populating the ITU-T conformity DB 3. Companies can populate the DB via registering online &

(Insert here edition of Recommendations if different from the one in force at the moment of submission of the form and/or number/series of national/regional standards adopted as equivalent to ITU-T Recommendation(s), e.g. NMR 234/G.992.2; XYZ123/H.264)
3. ITU-T RECOMMENDATION(S) IMPLEMENTED IN THE PRODUCT
3.1 Please select from the list below ITU-T Recommendations that are implemented in your product.

Route 1: Testing performed by a laboratory accredited as per ISO/IEC 17025 (Rec. ITU-T X.290 applies). A Supplier’s Declaration of Conformity (SDoC) prepared according to ISO/IEC 17050 standard has to be submitted to ITU to populate the ITU conformity database;
Route 2: Testing performed according to procedures adopted by a Certification Body accredited as per ISO/IEC Guide 65 (Rec. ITU-T X.290 applies) which issues a Certificate of Conformity. The Certification Body is fully responsible for the certification process that may include tests performed in a non accredited Lab. An SDoC (ISO/IEC 17050) is submitted to ITU to populate the ITU database.

Route 3: Testing performed in laboratories recognized by an SDO or Forum or Consortium qualified as per Recommendation ITU-T A.5 or by an Organization signatory of an MoU with the ITU. (Rec. ITU-T X.290 applies). A Conformity Statement is issued by the Laboratory and an SDoC is submitted to ITU to populate the ITU database.
Route 4: For ITU members only. Self-assessment procedure directly performed by the vendor. A Conformity Declaration is submitted by the vendor to populate the ITU database. Please note that criteria to populate the database under Route 4 are under review. Should the criteria be changed, entries already posted in the database introduced using Route 4 would be tagged as such and all future entries would be required to comply with the revised criteria.

CALL-06
6 November 2012 46 http://www.itu.int/ITU-D/projects/display.asp?ProjectNo=CALL-06
• Members to advise the ITU of interoperability problems, their mitigation, & successful procedures that were helpful in the process: http://groups.itu.int/itu-t/StandardsQA.aspx
• Members to establish market access requirements for telecom equipment to avoid interference, and safety of life issues in their marketplace.
• Members to examine their existing legislation and regulations to ensure that they enable participation in MRAs on Conformity
• Members to prioritize areas of concern related to telecommunication products and systems
• Accreditation bodies in member states should become signatories of the ILAC MRA or the IAF MLA.
• Test centers should be established on a regional basis to take advantage of the similar networks in a region with common infrastructures
• Make use of ITU training: http://academy.itu.int • Focus on the Test Centers as a Centre of Excellence CoE • Interoperability testing should utilize the model
