Industrie 4.0, disruptive Geschäftsprozesse, globaler E-Commerce – die TODO-Liste für die Digitalisierung der mittelständischen Unternehmen wird länger. Die Ressourcen für die Umsetzung wachsen nicht mit.

Rekrutierung ist schwieriger geworden. Es dauert, bis frisch motivierte MINT-Studenten beim Mittelstand anklopfen. Auch die Anwerbung und Integration ausländischer Mitarbeiter braucht Zeit. Nicht nur in Deutschland setzen Konzerne und das Silicon Valley im war for talents” überlegene Waffen ein.

Gibt es Alternativen? Ja, die gut strukturierte Zusammenarbeit mit guten IT-Dienstleistern aus dem Ausland. Die großen Unternehmen gehen diesen Weg schon lange und immer weiter. Mittelständler bekommen bei „Nearshoring“ und „Offshoring“ aber immer noch Beklemmungen. Kommunikationskosten, Qualität, Sicherheit – immer noch gute Gründe dafür, gar nicht über die Grenzen zu schauen? Immer mehr smarte Dienstleister aus dem Ausland kommen ihren potentiellen Partnern doch schon hier in Deutschland entgegen.

Viele Beispiele zeigen: Internationale IT-Kooperationen sind erfolgreich machbar. Probleme lassen sich vermeiden oder minimieren. Weiteres Wachstum, Wertschöpfung über die Grenzen hinweg - das ist zu schaffen. Ich freue mich auf den Erfahrungsaustausch und anregende Diskussionen.

Die russischsprachigen Länder Europas, insbesondere Belarus, Russland und die Ukraine, sind für IT- Outsourcing als Alternative zum fernen Asien sehr zu empfehlen. Hier gibt es viele gut ausgebildete Arbeitskräfte. In Russland haben ca. 54% aller Arbeitskräfte eine Hochschulausbildung;

in Belarus ist es ungefähr ein Viertel. Zum Vergleich: Im Jahr 2010 hatten in Indien gerade einmal 9,8% der Arbeitskräfte eine universitäre Ausbildung.Man muss zudem wissen, dass ab Januar 2015 durch die Grün-dung der Eurasischen Wirtschaftsunion mit den Mitgliedsstaa-ten Russland, Belarus und Kasachstan (und mit den Beitritten von Armenien und Kirgisistan im Laufe dieses Jahres) ein gänz-

lich neues Umfeld für westliche Investoren entstanden ist.Unternehmen, die ihren Standort in einem der Mitgliedsländer haben, haben die Möglichkeit, alle Länder der Union ohne zusätzliche Zölle/Steuern zu beliefern.

Belarus für IT-Firmen interessantIn Belarus ist eine Registrierung des Unternehmens in einem virtuellen „High-Tech-Park“ auch dann möglich, wenn sich das Unternehmen selbst an einem ganz anderen Ort in Belarus befindet. Das Unternehmen kann dabei von einem extrem niedrigen Steuersatz im „High-Tech-Park“ profitieren – sofern es denn auch tatsächlich im Hightech-Bereich arbeitet.Ein weiterer Vorteil ist die geografische Nähe von Belarus zu Europa – die Zeitdifferenz zu Deutschland beträgt nur 1 Stunde, was die Kommunikation zur Unternehmenszentrale und das Management des belarussischen Teams erleichtert. Auch kulturell gibt es weniger Probleme als mit anderen Standorten. Das Wort „Ja“ bedeutet hier dasselbe, wie auch in Deutschland.Auch in der Ukraine sind IT-Dienstleistungen signifikant günstiger. Russland: Zentralisierung in MoskauIm Laufe der letzten Monate ist der Wechselkurs des russischen Rubels gegenüber dem Euro deutlich gefallen. Auf der anderen Seite werden lokale Dienstleistungen dank der Abwertung der russischen Währung für westliche Investoren viel attraktiver, weil Gehälter und andere Kosten – in Euro betrachtet – entsprechend günstiger sind, auch wenn es in Rubel eine recht hohe Inflationsrate gibt.Russland ist ein Land mit einem extrem hohen Zentralisierungsniveau. Fast alles ist hier an Moskau gebunden – sogar die Energiekonzerne, die ihre Öl- und Gasquellen mehrere Tausend Kilometer entfernt von der russischen Hauptstadt haben, sitzen oft in Moskau. Die Transportverbindungen zwischen den russischen Regionen

gehen oft nur über Moskau. Auch die Kaufkraft ist in Moskau am höchsten. Deswegen ist es für Firmen, die ihre ersten Schritte in Russland machen, sehr wichtig, zunächst in der Hauptstadt Fuß zu fassen. Für die meisten westlichen Unternehmen gilt immer noch die Regel: die Gründung der ersten russischen Tochtergesellschaft muss in Moskau erfolgen. Wenn also die Nutzer von IT-Dienstleistungen in Moskau sitzen, sollten auch die Dienstleister nicht allzu weit entfernt sein. Prinzipiell muss dies nicht direkt in Moskau sein. Jedoch hat Moskau nach wie vor die beste Infrastruktur im Land und ist als Agglomeration mit 15 Millionen Einwohnern fast so bevölkerungsreich wie die Niederlande. Darüber hinaus zieht Moskau die besten Köpfe innerhalb Russlands an – für IT-Dienstleistungen ein nicht unerheblicher Umstand, denn seit der ersten Welle des IT-Outsourcing ist „Cost of poor Quality“ kein unbekannter Begriff mehr.Falls Sie ernsthaft IT Shared Services in Belarus, Russland oder auch der Ukraine in Erwägung ziehen, sollten sie sich den richtigen Partner dafür aussuchen. Also jemanden, der mit „Ihren“ Augen auf Ihre Herausforderungen blicken kann – kurz, der das Geschäft nach westlichen Standards erledigt.

Nearshore – why and where?CN Group about best practice of outsourcing

What is nearshore/ outsourcing?It’s the outsourcing of work to a nearby country, in the same general region and time zone - a compromise between onshore, your own country, and offshore, much further afield.

Isn’t onshore best?Onshore is good for certain business functions, where you need your supplier very close by, say customer support or logistics. It has few, if any, cost savings or productivity gains for software development. Onshore costs are driven up by strong competition for a limited supply of IT skills.

Isn’t offshore better than nearshore for cost saving?Offshore direct costs are often lower, but not true if you take into account total cost and productivity. Operational control and risk management also matter: getting these wrong will outweigh cost saving. This is why more software development is being repatriated closer to home. A diamond cluster global IT outsourcing study says:

“Companies are realising that the cost benefits of offshore outsourcing are not always worth the effort when compared to the costs of equivalent onshore (or nearshore) outsourcing.”

There is a balance between cost and control. Offshore gives lower cost and access to skills, but large time differences, wide cultural gap, different governance standards, higher infrastructure and travel costs all lead to higher risk. Nearshore’s higher cost are offset by good access to skills, lower infrastructure and travel costs, shared governance & business culture, better business knowledge, thus lower risk.
