GENERAL NOTES
1. HAUL ROUTES - LOCATION OF HAUL ROUTES ON THE AIRPORT SITE SHALL BE AS SPECIFIED
ON THE PLANS OR AS APPROVED BY THE ENGINEER. IT SHALL BE THE CONTRACTOR'S
RESPONSIBILITY TO COORDINATE OFF-SITE HAUL ROUTES (STATE HIGHWAYS, COUNTY
ROADS OR CITY STREETS) WITH THE APPROPRIATE OWNER WHO HAS JURISDICTION OVER
THE AFFECTED ROUTE. ON-SITE HAUL ROUTES SHALL BE MAINTAINED BY THE CONTRACTOR
AND SHALL BE RESTORED TO THEIR ORIGINAL CONDITION UPON COMPLETION OF PROJECT.
THE BEFORE AND AFTER CONDITION OF ON-SITE HAUL ROUTES SHALL BE JOINTLY
INSPECTED AND DETERMINED BY THE CONTRACTOR AND THE ENGINEER. FENCING,
DRAINAGE, GRADING AND OTHER MISCELLANEOUS CONSTRUCTION REQUIRED TO
CONSTRUCT TEMPORARY HAUL ROUTES OR ACCESS POINTS ON THE AIRPORT WILL BE THE
CONTRACTOR'S RESPONSIBILITY AND SHALL BE APPROVED BY THE ENGINEER PRIOR TO
THE WORK. THE COST OF HAUL ROUTES AND MAINTENANCE OF HAUL ROUTES SHALL BE
CONSIDERED INCIDENTAL TO THE CONTRACT.
2. SAFETY AND SECURITY - THE CONTRACTOR SHALL CONDUCT HIS ACTIVITIES IN A SAFE AND
SECURE MANNER AS SPECIFIED IN THE "CONTRACTOR'S SAFETY AND SECURITY
REQUIREMENTS" STIPULATED IN THE CONTRACT SPECIAL PROVISIONS.
3. UNSUITABLE WASTE DISPOSAL - ALL UNSUITABLE CLAYEY MATERIAL OR EXCESS LIME ROCK
BASE COURSE MATERIAL (AS DETERMINED BY THE ENGINEER) EXCAVATED AND/OR
REMOVED UNDER THIS PROJECT SHALL BE DISPOSED OF OFF AIRPORT PROPERTY. ALL
PERMITS, LICENSES OR OTHER APPROVALS REQUIRED TO DISPOSE OF THE WASTE
MATERIALS OFF AIRPORT PROPERTY SHALL BE OBTAINED BY THE CONTRACTOR AT NO
ADDITIONAL COST TO THE OWNER.
4. SUITABLE MATERIALS THAT ARE HAULED TO THE MATERIAL STOCKPILE AREA SHALL BE
SEGREGATED BY TYPE (I.E. CONCRETE RUBBLE SHALL BE DUMPED IN A DISTINCT AREA AND
NOT MIXED WITH LIMEROCK OR OTHER SOILS THAT ARE BEING HAULED TO THE MATERIAL
STOCKPILE AREA). THE CONTRACTOR AND ENGINEER SHALL JOINTLY ESTABLISH
DESIGNATED AREAS FOR EACH TYPE OF MATERIAL THAT IS BEING MOVED TO THE MATERIAL
STOCKPILE AREA. THE CONTRACTOR SHALL MAINTAIN NEAT AND CLEAR ACCESS PATHS TO
THE STOCKPILED MATERIALS AT ALL TIMES. STOCKPILES SHALL BE PUSHED UP AND
CONSOLIDATED TO MINIMIZE THE GROUND AREA THAT IS CONSUMED BY EACH MATERIAL
TYPE. THE AREAS SURROUNDING THE STOCKPILES SHALL BE GRADED TO ESTABLISH
POSITIVE DRAINAGE FLOW IN A MANNER THAT AVOIDS THE PONDING OF STORM WATER.
5. CONTRACTOR UTILITIES - THE CONTRACTOR'S STAGING AREAS ARE SHOWN IN THESE
DRAWINGS. THE CONTRACTOR SHALL MAKE PROVISIONS FOR THE USE OF UTILITIES AS
SPECIFIED IN THE SPECIAL PROVISIONS.
6. EXISTING FACILITIES - EXISTING FACILITIES, STRUCTURES AND UTILITIES HAVE BEEN
PLOTTED FROM SURVEYS AND BEST AVAILABLE INFORMATION. LOCATIONS MUST BE
CONSIDERED APPROXIMATE ONLY, VERIFICATION OF THESE ITEMS WILL BE THE
RESPONSIBILITY OF THE CONTRACTOR PRIOR TO BEGINNING RELATED WORK. ANY DAMAGE
TO EXISTING SERVICES SHALL BE REPAIRED IMMEDIATELY PRIOR TO PROCEEDING WITH
ANY WORK. THE OWNER WILL MARK THE LOCATIONS OF EXISTING AIRFIELD CIRCUITRY IN
THE FIELD PRIOR TO CONSTRUCTION.
7. EXISTING AIRFIELD LIGHTING SYSTEM - INTERRUPTION TO EXISTING AIRFIELD LIGHTING
SYSTEMS, IF NECESSARY, SHALL BE LIMITED TO DAYLIGHT HOURS ONLY AND IN
ACCORDANCE WITH THE SPECIAL PROVISIONS.
8. CONTRACTOR'S STAGING AREA - CONTRACTOR'S STAGING AREAS ARE SHOWN IN THESE
DRAWINGS. UPON COMPLETION OF THE PROJECT, THE CONTRACTOR'S STAGING AREAS
SHALL BE RESTORED TO THEIR ORIGINAL CONDITIONS. UNPAVED STAGING AREAS SHALL
ALSO BE HYDRO-SEEDED AS PART OF RESTORATION.
9. CONTRACTOR WILL HAVE ACCESS TO WATER AT FIRE HYDRANT LOCATED NEARBY TO GATE
44. COORDINATE USAGE WITH CITY OF LAKELAND UTILITY DEPARTMENT.
10. CONTRACTOR SHALL SUPPLY A FLAGMAN AT THE INTERSECTION OF ACTIVE ROADWAYS
AND CONSTRUCTION HAUL ROUTES (AT ALL TIMES) WHEN TRUCKS AND/OR CONTRACTOR
VEHICLES ARE OPERATING IN THESE AREAS. THE CONTRACTOR SHALL ALSO PROVIDE A
SWEEPER AT THESE LOCATIONS (AT ALL TIMES) WHEN TRUCKS AND/OR CONTRACTOR
VEHICLES ARE OPERATING.
11. CONTRACTOR SHALL FURNISH AND INSTALL A PROJECT SIGN PRIOR TO START OF
CONSTRUCTION, (SEE MISCELLANEOUS DETAILS SHEET).
12. IF REQUIRED BY THE ENGINEER, CONTRACTOR SHALL COORDINATE WORK ACTIVITIES WITH
OTHER CONTRACTORS DURING THE COURSE OF THIS PROJECT. THE INTENT IS TO MINIMIZE,
TO THE EXTENT POSSIBLE, WORK CONFLICTS WHICH MAY ARISE.
13. CONTRACTOR SHALL SUBMIT A MAINTENANCE OF TRAFFIC PLAN FOR APPROVAL PRIOR TO
CONSTRUCTION.
14. THE CONTRACTOR SHALL CONTACT SUNSHINE STATE ONE CALL OF FLORIDA (SSOCOF) AT
BY DIALING 811 AT LEAST TWO (2) FULL BUSINESS DAYS PRIOR TO DIGGING OR DISTURBING
EARTH. AS NOT ALL UTILITIES PARTICIPATE IN THIS PROGRAM, THE CONTRACTOR SHALL
CONTACT ALL NON-PARTICIPATING UTILITIES SEPARATELY FOR FIELD LOCATION OF THEIR
FACILITIES AT LEAST TWO (2) FULL BUSINESS DAYS PRIOR TO DIGGING OR DISTURBING
EARTH.
SECURITY
1. GENERAL NOTES - THE CONTRACTOR SHALL COMPLY WITH ALL SECURITY REQUIREMENTS
SPECIFIED HEREIN. THE CONTRACTOR SHALL DESIGNATE IN WRITING TO THE ENGINEER
THE NAME OF HIS/HER "CONTRACTOR SECURITY OFFICER". THE CONTRACTOR SECURITY
OFFICER SHALL REPRESENT THE CONTRACTOR ON THE SECURITY REQUIREMENTS OF THE
CONTRACT.
2. CONSTRUCTION SECURITY COMMITTEE - A COMMITTEE SHALL BE ESTABLISHED
CONCURRENT WITH THE LIFE OF THIS CONTRACT TO MONITOR, COORDINATE SECURITY
PROVISIONS, ADOPT NEW SECURITY PROVISIONS IF REQUIRED AND REVIEW AND APPROVE
ALL MATTERS OF AIRPORT SECURITY RELATING TO THIS CONTRACT. MEETINGS SHALL BE
SCHEDULED BY THE ENGINEER. COMMITTEE MEMBERSHIP SHALL INCLUDE THE
"CONTRACTOR SECURITY OFFICERS", ENGINEER AND AIRPORT OPERATIONS.
3. CONTRACTOR PERSONNEL SECURITY ORIENTATION - THE CONTRACTOR SECURITY OFFICER
SHALL BE RESPONSIBLE FOR BRIEFING ALL CONTRACTOR AND SUBCONTRACTOR
PERSONNEL ON THESE REQUIREMENTS AND, FROM TIME TO TIME, OTHER SECURITY
PROVISIONS ADOPTED BY THE CONSTRUCTION SECURITY COMMITTEE. ALL NEW
CONTRACTOR EMPLOYEES SHALL BE BRIEFED ON THESE REQUIREMENTS PRIOR TO
WORKING IN THE CONSTRUCTION AREA.
4. ACCESS TO THE SITE - CONTRACTOR'S ACCESS TO THE SITE SHALL BE AS SHOWN ON THE
PLANS OR AS DIRECTED BY THE ENGINEER. THE CONTRACTOR SHALL NOT PERMIT ANY
UNAUTHORIZED CONSTRUCTION PERSONNEL OR TRAFFIC ON THE SITE. THE CONTRACTOR
SHALL BE RESPONSIBLE FOR TRAFFIC CONTROL TO AND FROM THE VARIOUS
CONSTRUCTION AREAS ON THE SITE. THE CONTRACTOR IS RESPONSIBLE FOR THE
IMMEDIATE CLEAN-UP OF ANY DEBRIS DEPOSITED ALONG THE ACCESS ROAD AS A RESULT
OF HIS/HER CONSTRUCTION TRAFFIC. DIRECTIONAL SIGNING AT THE ACCESS GATE AND
ALONG THE DELIVERY ROUTE TO THE STORAGE AREA OR WORK SITE SHALL BE AS
DIRECTED BY THE ENGINEER. THE CONTRACTOR SHALL SPECIFICALLY PREVENT TRACKING
OF TACK COAT ON FINISHED RUNWAYS, TAXIWAYS, APRONS AND ROADS.
5. MATERIALS DELIVERY TO THE SITE - ALL CONTRACTOR'S MATERIAL ORDERS FOR DELIVERY
TO THE SITE WILL USE THE ACCESS POINTS AS INDICATED ON THE CONTRACT LAYOUT
PLAN. THE CONTRACTOR SHALL PROVIDE ADEQUATE ROADWAY SIGNS TO DIRECT
DELIVERIES. THIS WILL PRECLUDE DELIVERY TRUCKS FROM ENTERING INTO THE AIRPORT
OR TAKING SHORT-CUTS THROUGH THE PERIMETER GATES AND ENTERING INTO AIRCRAFT
OPERATIONS AREAS INADVERTENTLY.
6. CONSTRUCTION AREA LIMITS - THE LIMITS OF CONSTRUCTION, MATERIAL STORAGE AREAS,
EQUIPMENT STORAGE AREA, PARKING AREA AND OTHER AREAS DEFINED AS REQUIRED FOR
THE CONTRACTOR'S EXCLUSIVE USE DURING CONSTRUCTION SHALL BE MARKED BY THE
CONTRACTOR AND APPROVED BY THE ENGINEER. THE CONTRACTOR SHALL ERECT AND
MAINTAIN AROUND THE PERIMETER OF THESE AREAS SUITABLE FENCING, SIGNAGE AND
WARNING DEVICES VISIBLE FOR BOTH DAY/NIGHT USE TO DELINEATE THE PERIMETER OF
ALL SUCH AREAS.
7. VEHICLE IDENTIFICATION - THE CONTRACTOR, THROUGH THE CONTRACTOR SECURITY
OFFICER, SHALL ESTABLISH AND MAINTAIN A LIST OF CONTRACTOR AND SUB-CONTRACTOR
VEHICLES AUTHORIZED TO OPERATE ON THE SITE. THE CONTRACTOR SECURITY OFFICER
WILL REQUIRE EACH VEHICLE TO DISPLAY A LARGE COMPANY SIGN (WITH NOT LESS THAN 6"
LETTERING) ON BOTH SIDES OF VEHICLE AND ADVISE AIRPORT OPERATIONS, AND FLAGMEN
THROUGH THE ENGINEER. THE CONTRACTOR SHALL PROVIDE A CURRENT LISTING OF
VEHICLES AND COMPANIES AUTHORIZED TO ENTER AND CONDUCT WORK ON THE AIRPORT.
CONTRACTOR EMPLOYEE PERSONAL VEHICLES SHALL BE RESTRICTED TO THE
CONTRACTOR'S STAGING AREA OR CONTRACTOR EMPLOYEE PARKING AREA AND ARE NOT
ALLOWED ON THE AIRFIELD AT ANY TIME.
8. GROUND CONTROL - ALL CONTRACTOR VEHICLES THAT ARE REQUIRED TO CROSS ACTIVE
RUNWAYS, TAXIWAYS AND APPROACH CLEAR ZONES SHALL DO SO UNDER THE DIRECT
CONTROL OF A FLAGMAN IN RADIO CONTACT WITH THE AIRPORT GROUND CONTROLLER.
THE FLAGMAN SHALL BE BADGED, TRAINED AND INSTRUCTED BY AIRPORT OPERATIONS IN
THE REGULATIONS GOVERNING OPERATIONS ON THE AOA AND THE RADIO PROCEDURES AT
THE AIRPORT. THE FLAGMAN SHALL REMAIN WITH HIS/HER COMPANY VEHICLE AT ALL
TIMES. THE FLAGMEN AND RADIOS SHALL BE FURNISHED BY THE CONTRACTOR. IT SHALL BE
UNDERSTOOD BY THE CONTRACTOR THAT AIRPORT TRAFFIC ON RUNWAYS, TAXIWAYS AND
APRONS SHALL HAVE PRIORITY OVER THE CONTRACTOR'S TRAFFIC
9. IDENTIFICATION - EMPLOYEES - ALL CONTRACTOR EMPLOYEES AND EMPLOYEES OF
APPROVED SUBCONTRACTORS SHALL BE IDENTIFIED BY MEANS OF CONTRACTOR ISSUED
IDENTIFICATION BADGES APPROVED BY THE OWNER AT ALL TIMES WHEN THEY ARE INSIDE
THE AOA. THE AIRPORT ID PROGRAM IS UNDER CONSTANT REVIEW BY THE FAA AND THE
AUTHORITY AND ALL CONTEMPORARY REQUIREMENTS WILL GOVERN. THE CONTRACTOR
SHALL PROVIDE A SINGLE POINT CONTACT FOR ALL IDENTIFICATION AND BADGING
REQUIREMENTS. THE CONTRACTOR SHALL ASSIGN THE CONTRACTOR SAFETY OFFICER
DESCRIBED ABOVE AS THE SINGLE POINT CONTACT FOR ALL IDENTIFICATION AND BADGING
REQUIREMENTS.
10. CONTINUING REQUIREMENTS FOR BADGING - ALL OTHER REQUIREMENTS OF THE AIRPORTS
WRITTEN POLICY ON AIRPORT CONSTRUCTION IDENTIFICATION BADGING SHALL BE
ADHERED TO, INCLUDING ANY APPLICABLE UPDATES OR CHANGES WHICH BECOME
EFFECTIVE DURING THE COURSE OF THE PROJECT.
11. THE CONTRACTOR SHALL INSTALL A 3'x3' SIGN AT THE CONSTRUCTION SITE ENTRANCE
GATE THAT SAYS: "THIS AREA IS A DESIGNATED CONSTRUCTION SITE AND ANYONE WHO
TRESPASSES ON THIS PROPERTY COMMITS A FELONY." ADDITIONAL SIGNAGE SIMILAR TO
SIGN SHOWN ON SHEET G11 MAY BE REQUIRED BY THE OWNER AND SHALL BE INSTALLED
AND MAINTAINED BY THE CONTRACTOR.
12. THE CONTRACTOR MUST PROVIDE LAL OPERATIONS DEPARTMENT WITH A LIST OF ALL
EMPLOYEES AND CORRESPONDING ID BADGE NUMBERS. A WEEKLY UPDATED LIST SHALL
BE PROVIDED TO LAL OPERATIONS EVERY MONDAY UNTIL THE CONTRACT IS COMPLETE.
13. THE CONTRACTOR SHALL PROVIDE A GATE GUARD WHO IS BADGED AND WHO HAS A
CELLULAR PHONE AT THE PROPOSED ACCESS GATES AT ALL TIMES WHILE THE GATES ARE
BEING USED.
14. CONTRACTOR SHALL PROVIDE A 24-HOUR EMERGENCY CONTACT LIST FOR ALL
SUB-CONTRACTORS THROUGHOUT CONSTRUCTION.
15. CONTRACTOR WILL PROVIDE A DAILY LOG OF ALL EMPLOYEES WORKING ON THE PROJECT
INCLUDING SUB-CONTRACTORS. THIS LOG SHALL PROVIDE THE DATE, EMPLOYEES NAME
AND EMPLOYEES COMPANY FOR ALL INDIVIDUALS WORKING ON THIS PROJECT FOR THAT

CENTERLINE THAT IS REQUIRED TO BE CLEAR OF ALL OBJECTS, EXCEPT FOR

PART 77 SURFACES. IMAGINARY SURFACES WITH THE PRIMARY SURFACES CENTERED
ALONG THE RUNWAY CENTERLINE PLUS TRANSITIONAL SURFACES THAT LIMIT THE
HEIGHTS OF OBSTRUCTIONS, INCLUDING CONSTRUCTION EQUIPMENT.
RUNWAY PROTECTION ZONE (RPZ). AN AREA OFF THE RUNWAY END TO ENHANCE THE
PROTECTION OF PEOPLE AND PROPERTY ON THE GROUND.
DEFINITIONS:
RUNWAY SAFETY AREA (RSA). A DEFINED SURFACE SURROUNDING THE RUNWAY
PREPARED OR SUITABLE FOR REDUCING THE RISK OF DAMAGE TO AIRPLANES IN THE
EVENT OF AN UNDERSHOOT, OVERSHOOT OR EXCURSION FROM THE RUNWAY.
TAXIWAY SAFETY AREA (TSA). A DEFINED SURFACE ALONGSIDE THE TAXIWAY
PREPARED OR SUITABLE FOR REDUCING THE RISK OF DAMAGE TO AN AIRPLANE
UNINTENTIONALLY DEPARTING THE TAXIWAY.
THRESHOLD. THE BEGINNING OF THAT PORTION OF THE RUNWAY AVAILABLE FOR
LANDING. IN SOME INSTANCES, THE LANDING THRESHOLD MAY BE DISPLACED.
HORIZONTAL SURFACE ELEV. (283')
ACCESS/EGRESS TO/FROM THE JOB SITE WILL BE AS SHOWN IN THE DRAWINGS. USE OF ANY OTHER
GATE MUST BE APPROVED BY AIRPORT OPERATIONS AND AIRPORT SECURITY. THE CONTRACTOR WILL
BE RESPONSIBLE FOR GUARDING ANY GATE USED FOR ACCESS IN ACCORDANCE WITH THE "AIRPORT
SECURITY PLAN".
ALL VEHICLE OPERATORS HAVING ACCESS TO THE MOVEMENT AREA MUST BE FAMILIAR WITH AIRPORT
PROCEDURES FOR THE OPERATION OF GROUND VEHICLES AND THE CONSEQUENCES OF
NONCOMPLIANCE. THE CONTRACTOR SHALL COORDINATE WITH THE AIRPORT FOR APPROPRIATE DRIVER
TRAINING AND BADGING.
THE CONTRACTOR SHALL NOT CONDUCT ANY CONSTRUCTION ACTIVITY WITHIN NAVIGATIONAL AID
RESTRICTED AREAS WITHOUT PRIOR APPROVAL FROM THE LOCAL FAA AIRWAY FACILITIES SECTOR
REPRESENTATIVE. NAVIGATIONAL AIDS INCLUDE INSTRUMENT LANDING SYSTEM (ILS) COMPONENTS.
OPEN-FLAME WELDING OR TORCH CUTTING OPERATIONS ARE PROHIBITED UNLESS
ADEQUATE FIRE SAFETY PRECAUTIONS ARE PROVIDED AND THESE OPERATIONS HAVE BEEN APPROVED
BY THE AIRPORT. A PERMIT IS REQUIRED FOR THESE ACTIVITIES. A PERMIT IS ALSO REQUIRED FOR
INTERFERENCE OR USE OF ANY LIFE-SAFETY SYSTEM, E.G. FIRE HYDRANTS.
OPEN TRENCHES, EXCAVATIONS AND STOCKPILED MATERIALS SHALL BE PROMINENTLY MARKED. THESE
OBSTACLES SHALL BE PROMINENTLY LIGHTED DURING HOURS OF RESTRICTED VISIBILITY AND
DARKNESS.
VEHICLES LOCATED IN OR CROSSING AN ACTIVE MOVEMENT AREA MUST HAVE A WORKING RADIO
CAPABLE OF CONTACTING GROUND CONTROL (121.4 ) OR UNICOM (122.95) AND A WORKING CELL PHONE
IN CONTACT WITH AIRPORT OPERATIONS (863.834.3298) OR BE CONTROLLED BY CONSTRUCTION
FLAGGERS. CONSTRUCTION PERSONNEL MAY OPERATE IN A MOVEMENT AREA WITHOUT TWO-WAY RADIO
COMMUNICATION PROVIDED A NOTAM IS ISSUED CLOSING THE AREA AND THE AREA IS PROPERLY
MARKED TO PREVENT INCURSIONS.
DEBRIS CONTROL - DEBRIS, WASTE AND LOOSE MATERIAL SHALL NOT BE ALLOWED ON ACTIVE AIRCRAFT
MOVEMENT AREAS. IF OBSERVED TO BE ON ACTIVE AIRCRAFT MOVEMENT AREAS, THE MATERIAL WILL
BE REMOVED IMMEDIATELY BY THE CONTRACTOR. THE ENGINEER MAY DIRECT THAT DEBRIS PROBLEMS
DURING CONSTRUCTION, NOT CORRECTED BY THE CONTRACTOR, BE CORRECTED BY OTHERS AT THE
EXPENSE OF THE CONTRACTOR. ACTIVE RUNWAYS AND TAXIWAYS SHALL BE FREE OF ALL DEBRIS AT
ALL TIMES. CONTRACTOR SHALL PROVIDE APPROVED PAVEMENT CLEANING EQUIPMENT AND
OPERATORS TO IMMEDIATELY REMOVE ANY DEBRIS, WASTE OR LOOSE MATERIALS.
STOCKPILE EROSION AND DUST CONTROL - STOCKPILED MATERIAL AND OPEN EXCAVATIONS SHALL BE
TREATED IN SUCH A MANNER AS TO PREVENT MOVEMENT RESULTING FROM AIRCRAFT BLAST OR WIND
CONDITIONS. (SEE SPECIAL PROVISIONS FOR ADDITIONAL REQUIREMENTS). STOCKPILING OF MATERIALS
SHALL NOT BE PERMITTED WITHIN 250' OF ACTIVE RUNWAY CENTERLINE OR 100' OF ACTIVE TAXIWAY
EDGE OF PAVEMENT.
ALL ACCIDENTS CAUSING PERSONAL INJURY OR PROPERTY DAMAGE SHALL BE REPORTED TO THE
OWNER IMMEDIATELY. THE CONTRACTOR SHALL PROVIDE, AT THE SITE, SUCH EQUIPMENT AND MEDICAL
FACILITIES AS ARE NECESSARY TO SUPPLY FIRST AID SERVICE TO ANYONE WHO MAY BE INJURED IN
CONNECTION WITH THE PERFORMANCE OF THE WORK, WHETHER ON OR ADJACENT TO THE SITE. IN
ADDITION, IF DEATH OR SERIOUS INJURIES OR SERIOUS DAMAGES ARE CAUSED, THE ACCIDENT SHALL BE
REPORTED IMMEDIATELY BY CALLING 911.
ANY PERSON FOUND WITHIN ANY SECURITY RESTRICTED AREA WITHOUT PROPER IDENTIFICATION SHALL
BE IN VIOLATION OF FEDERAL LAW AND THE AIRPORT RULES AND REGULATIONS. ALL SUCH PERSONS
SHALL BE ESCORTED OFF THE AOA AND MAY BE CITED BY AIRPORT SECURITY. IN ADDITION, THE PERSON
MAY HAVE THEIR IDENTIFICATION BADGE REVOKED.
SAFETY NOTES
THROUGHOUT THE CONSTRUCTION PROJECT, THE FOLLOWING SAFETY AND OPERATIONAL PRACTICES
SHALL BE OBSERVED:
1. AIRPORT OPERATIONS - THE CONTRACTOR SHALL ACQUAINT HIS/HER SUPERVISORS AND
EMPLOYEES WITH THE AIRPORT ACTIVITIES AND OPERATIONS THAT ARE INHERENT AT THIS AIRPORT
AND SHALL CONDUCT HIS/HER CONSTRUCTION ACTIVITIES TO CONFORM TO ALL ROUTINE AND
EMERGENCY AIR TRAFFIC REQUIREMENTS AND GUIDELINES ON SAFETY SPECIFIED
2. THE CONTRACTOR SHALL PERFORM ONSITE INSPECTIONS THROUGHOUT THE DURATION OF THE
PROJECT, WITH IMMEDIATE REMEDY OF ANY DEFICIENCIES, WHETHER CAUSED BY NEGLIGENCE,
OVERSIGHT OR PROJECT SCOPE CHANGE.
3. DURING PERFORMANCE OF THIS CONTRACT, THE AIRPORT RUNWAYS, TAXIWAYS AND AIRCRAFT
PARKING APRONS SHALL REMAIN IN USE BY AIRCRAFT TO THE MAXIMUM EXTENT POSSIBLE.
4. AIRCRAFT USE OF AREAS NEAR THE CONTRACTOR'S WORK WILL BE CONTROLLED TO MINIMIZE
DISTURBANCE TO THE CONTRACTOR'S OPERATION. THE CONTRACTOR SHALL YIELD TO ALL
AIRCRAFT.
5. THE CONTRACTOR SHALL NOT ALLOW HIS/HER EMPLOYEES, SUBCONTRACTORS, SUPPLIERS OR ANY
PERSON OVER WHOM HE/SHE HAS CONTROL TO ENTER OR REMAIN IN ANY PART OF THE AIRPORT
WHICH WOULD BE HAZARDOUS TO PERSONS OR TO AIRCRAFT OPERATIONS.
6. THE AIRPORT OPERATOR OR OTHER AUTHORIZED REPRESENTATIVE MAY ORDER THE CONTRACTOR
TO SUSPEND OPERATIONS THAT ARE IN CONFLICT WITH AIRCRAFT OPERATIONS IN AREAS OF
TEMPORARY CLOSURES OR IN CONDITIONS OF LOW VISIBILITY. PERSONNEL, EQUIPMENT AND
MATERIALS MUST BE MOVED TO A SAFE LOCATION AND STAND BY UNTIL USE BY AIRCRAFT IS
COMPLETED.
7. BEFORE BEGINNING ANY CONSTRUCTION ACTIVITY, THE CONTRACTOR SHALL, THROUGH THE
AIRPORT OPERATIONS GROUP, GIVE NOTICE USING THE NOTICE TO AIRMAN (NOTAM) SYSTEM OF
PROPOSED LOCATION TIME AND DATE OF COMMENCEMENT OF CONSTRUCTION AND SHALL VERIFY
THAT THE APPROPRIATE NOTAM HAS BEEN ISSUED. UPON COMPLETION OF WORK AND RETURN OF
ALL SUCH AREAS TO STANDARD CONDITIONS, THE CONTRACTOR MUST, THROUGH AIRPORT
OPERATIONS GROUP, VERIFY THE CANCELLATION OF ALL NOTICES ISSUED VIA THE NOTAM SYSTEM.
THROUGHOUT THE DURATION OF THE CONSTRUCTION PROJECT THE CONTRACTOR SHALL:
A. BE AWARE OF AND UNDERSTAND THE SAFETY PROBLEMS AND HAZARDS DESCRIBED IN
AC150/5370-2F,"OPERATIONAL SAFETY ON AIRPORTS DURING CONSTRUCTION".
B. CONDUCT ACTIVITIES SO AS NOT TO VIOLATE ANY SAFETY STANDARDS CONTAINED IN AC
150/5370-2F, "OPERATIONAL SAFETY ON AIRPORTS DURING CONSTRUCTION" OR ANY OF THE
REFERENCES THEREIN.
C. EXCAVATIONS - OPEN TRENCHES OR EXCAVATIONS ARE NOT PERMITTED WITHIN THE RSA WHILE
THE RUNWAY IS OPEN. IF POSSIBLE, BACKFILL TRENCHES BEFORE THE RUNWAY IS OPENED. IF
THE RUNWAY MUST BE OPENED BEFORE EXCAVATIONS ARE BACKFILLED, COVER THE
EXCAVATIONS APPROPRIATELY. COVERING FOR OPEN TRENCHES MUST BE DESIGNED TO
ALLOW THE SAFE OPERATION OF THE HEAVIEST AIRCRAFT OPERATING ON THE RUNWAY
ACROSS THE TRENCH WITHOUT DAMAGE TO THE AIRCRAFT.
D. BE AWARE OF AND UNDERSTAND FAA AC 150/5210-5D, "PAINTING, MARKING AND LIGHTING OF
VEHICLES USED ON AN AIRPORT".
E. BE AWARE OF AND UNDERSTAND FAA AC 150/5210-24 "AIRPORT FOREIGN OBJECT DEBRIS (FOD)
MANAGEMENT".
F. BE AWARE OF AND UNDERSTAND FAA AC 150/5200-18C "AIRPORT SAFETY SELF-INSPECTION.
G. INSPECT ALL CONSTRUCTION AND STORAGE AREAS AS OFTEN AS NECESSARY TO BE AWARE OF
CONDITIONS.
H. PROMPTLY TAKE ALL ACTIONS NECESSARY TO PREVENT OR REMEDY ANY UNSAFE OR
POTENTIALLY UNSAFE CONDITIONS AS SOON AS THEY ARE DISCOVERED.
8. UNLESS THE RUNWAY OR TAXIWAY IS CLOSED, CONSTRUCTION ACTIVITY SHALL BE LIMITED TO
OUTSIDE OF THE RUNWAY OFZ OR THE TAXIWAY SAFETY AREA AS SHOWN ON THE CONSTRUCTION
PHASING AND SAFETY PLANS. CONSTRUCTION ACTIVITY WITHIN THE RUNWAY OFZ OR TAXIWAY
SAFETY AREA IS NOT PERMISSIBLE WHEN THE TAXIWAY IS OPEN TO AIRCRAFT TRAFFIC.
9. CONTRACTOR SHALL COMPLY WITH THE CONSTRUCTION SAFETY PHASING PLAN (CSPP) ASSOCIATED
WITH THIS PROJECT AND ENSURE THAT CONSTRUCTION PERSONNEL ARE FAMILIAR WITH SAFETY
PROCEDURES AND REGULATIONS ON THE AIRPORT.
10. CONTRACTOR SHALL PROVIDE A 24/7 POINT OF CONTACT WHO WILL COORDINATE AN IMMEDIATE
RESPONSE TO CORRECT ANY CONSTRUCTION RELATED ACTIVITY THAT MAY ADVERSELY AFFECT
THE OPERATIONAL SAFETY OF THE AIRPORT.
11. CONTRACTOR SHALL PROVIDE A SAFETY OFFICER/CONSTRUCTION INSPECTOR FAMILIAR WITH
AIRPORT SAFETY TO MONITOR CONSTRUCTION ACTIVITIES.
12. PRIOR TO WORKING INSIDE RUNWAY OFZ, THE CONTRACTOR SHALL SUBMIT A "TSA/RSA SAFETY
PLAN" DEPICTING THE DETAILS OF HIS PROPOSED PROCEDURES FOR THAT PARTICULAR AREA OF
WORK.

5. ALL BARRICADES SHALL BE MOVED AT LEAST ONCE EACH WEEK AND THE CONTRACTOR SHALL SWEEP THE
ACCUMULATED DEBRIS AND REMOVE AND DISPOSE OF THE DEBRIS OFFSITE AT AN APPROVED DISPOSAL
FACILITY. THE BARRICADES SHALL THEN BE REPLACED AT THE APPROPRIATE LOCATION.
6. CAUTION LIGHTS SHALL BE RED IN COLOR AND FLASHING DURING HOURS OF DARKNESS.
8. ALL LOW PROFILE BARRICADES ARE TO BE PLACED AT A MAXIMUM INTERVAL OF TWENTY FIVE FEET (25')
ON CENTER.

I. SITE DESCRIPTION
1. NATURE OF CONSTRUCTION ACTIVITY:
TAXIWAY D EXTENSION
2. SEQUENCE OF MAJOR SOLID DISTURBING ACTIVITIES.
THE CONTRACTOR SHALL BE REQUIRED TO PREPARE A SITE SPECIFIC EROSION CONTROL
PLAN ALONG WITH A DETAILED CONSTRUCTION SCHEDULE TO INDICATE DATES OF MAJOR
GRADING ACTIVITIES AND DETERMINE SEQUENCES OF TEMPORARY AND PERMANENT SOIL
DISTURBING ACTIVITIES ON ALL PORTIONS OF THE PROJECT. EROSION CONTROL PLAN
SHALL BE MODIFIED BY CONTRACTOR AS NECESSARY TO ACCOMMODATE PHASING OF
CONSTRUCTION. CONTRACTOR SHALL SUBMIT EROSION CONTROL PLAN TO ENGINEER OF
RECORD FOR APPROVAL PRIOR TO IMPLEMENTATION.
3. GENERAL NOTES:
A. ALL EROSION CONTROL DEVICES FOR EACH PHASE OF WORK ARE TO BE INSTALLED
PRIOR TO BEGINNING WORK ON THAT PHASE.
B. INSTALL SILT FENCE WHERE LISTED IN THE CONTRACTOR'S APPROVED EROSION
CONTROL PLAN FOR PERIMETER CONTROLS BEFORE THE LAND IS DISTURBED.
C. PROVIDE HAY BALES WHERE LISTED IN THE CONTRACTOR'S APPROVED EROSION
CONTROL PLAN FOR DITCH-BLOCKS DURING CONSTRUCTION.
D. PROVIDE ROCK BAGS AT INLET OPENINGS.
E. COVER OR STABILIZE DISTURBED AREAS AS SOON AS POSSIBLE.
F. DO NOT DISTURB AN AREA UNTIL IT IS NECESSARY FOR CONSTRUCTION TO PROCEED.
G. TIME CONSTRUCTION ACTIVITIES TO LIMIT IMPACT FROM SEASONAL CLIMATE CHANGES
OR WEATHER EVENTS.
H. DO NOT REMOVE PERIMETER CONTROLS UNTIL AFTER ALL UPSTREAM AREAS ARE FULLY

4. SITE DATA:
A. SOILS ON THE SITE CONSIST MOSTLY OF POMONA FINE SANDS, CLASSIFIED AS TYPE B/D,
BY THE U.S SOIL CONSERVATION SERVICE.
B. LOCATED IN SECTION 5, TOWNSHIP 29, RANGE 22E
5. STORMWATER POLLUTION PREVENTION MEASURES IDENTIFIED IN THESE PLANS ARE
SUGGESTIONS FOR THE CONTRACTOR FOR SUBMITTING THE NOTICE OF INTENT FOR THE
NPDES CONSTRUCTION PERMIT. THE CONTRACTOR IS REQUIRED TO USE MEASURES
DEEMED NECESSARY BY THE CERTIFIED STORMWATER INSPECTOR NEEDED TO COMPLY
WITH THE PERMIT.
6. CONSTRUCTION OPERATIONS SHALL BE CARRIED OUT IN SUCH A MANNER THAT EROSION
AND WATER POLLUTION SHALL BE MINIMIZED.
II. CONTROLS - EROSION AND SEDIMENT CONTROLS
1. STABILIZATION PRACTICES:
STABILIZATION MEASURES SUCH AS SODDING OR SEEDING OF SIDE SLOPES SHALL BE
INITIATED AS SOON AS PRACTICABLE IN PORTIONS OF THE SITE WHERE CONSTRUCTION
ACTIVITIES HAVE TEMPORARILY OR PERMANENTLY CEASED BUT IN NO CASE SHALL THE TIME
BE GREATER THAN 14 DAYS AFTER THE CONSTRUCTION ACTIVITY TEMPORARILY OR
PERMANENTLY CEASES.
2. STRUCTURAL PRACTICES SHALL BE IN ACCORDANCE WITH FLORIDA DEPARTMENT OF
ENVIRONMENTAL PROTECTION "FLORIDA STORMWATER AND SEDIMENTATION CONTROL
INSPECTOR'S MANUAL", AND SHALL INCLUDE, BUT NOT BE LIMITIED TO:
A. SILT FENCES
B. HAY BALES
C. ROCK BAGS
D. SOIL TRACKING PREVENTION DEVICES AT CONSTRUCTION ENTRANCES/EXITS
3. SILT FENCE LOCATIONS:
A. SILT FENCE SHALL BE USED ALONG THE LENGTH OF THE PROJECT WHERE THE EXISTING
GROUND SLOPES AWAY FROM THE PROJECT LIMITS OR WHERE THERE IS POTENTIAL FOR
SEDIMENT TO BE DIRECTED OFFSITE.
B. STOCKPILE AREAS SHALL INCLUDE SILT FENCE AROUND THE PERIMETER.
C. SILT FENCE SHALL BE USED AROUND ROADWAY INLETS (UNTIL INFRASTRUCTURE
CONSTRUCTION IS COMPLETE) AND DITCH BOTTOM INLETS.
4. HAY BALE LOCATIONS:
GENERALLY HAY BALES SHALL BE INSTALLED AT DITCH BOTTOM INLET LOCATIONS, AND AT
DITCH BLOCKS TO AVOID DOWNSTREAM SILTATION.
5. ROCK BAG LOCATIONS:
GENERALLY, ROCK BAGS SHALL BE INSTALLED FOR THE PURPOSE OF CONTROLLING
SILTATION AT INLETS WHERE ONE CAN NOT DRIVE A STAKE.
6. CONSTRUCTION ENTRANCES/EXITS:
SOIL TRACKING PREVENTION DEVICES (INDEX 106) SHALL BE PROVIDED FOR BOTH ON-SITE
AND OFF-SITE LOCATIONS OF STOCKPILED OR EXCAVATED MATERIAL, INCLUDING POND
SITES. IF IMMEDIATELY ADJACENT TO A PUBLIC ROADWAY. THE ENGINEER SHALL BE
RESPONSIBLE FOR MODIFYING THE SYSTEM OR PROCEDURES AS NEEDED. THE
CONTRACTOR SHALL PROVIDE TRUCK WASHING FACILITY OR OTHER APPROVED METHOD TO
PREVENT DISPOSITION OF MATERIALS ONTO PUBLIC ROADS. IF A TRUCK WASHING FACILITY
IS INSTALLED, WATER WILL BE PROVIDED BY CONTRACTOR AND WASTE RUNOFF FROM THIS
OPERATION SHALL BE CONTAINED BY THE CONTRACTOR.
7. USE WATER MIST, TEMPORARY ENCLOSURES, AND OTHER SUITABLE METHODS TO LIMIT THE
SPREAD OF DUST AND DIRT, DO NOT CREATE HAZARDOUS OR OBJECTIONABLE CONDITIONS
SUCH AS FLOODING, AND POLLUTION, WHEN USING WATER.
III. OTHER CONTROLS
1. WASTE DISPOSAL:
A. THE CONTRACTOR WILL PROVIDE LITTER CONTROL AND COLLECTION WITHIN THE
PROJECT BOUNDARIES DURING CONSTRUCTION ACTIVITIES.
B. ALL FERTILIZER AND CHEMICAL CONTAINERS SHALL BE DISPOSED OF BY THE
CONTRACTOR ACCORDING TO EPA'S STANDARD PRACTICES AS DETAILED BY THE
MANUFACTURER.
C. NO SOLID MATERIALS, INCLUDING BUILDING AND CONSTRUCTION MATERIALS, SHALL
BE DISCHARGED TO WETLAND OR BURIED ON SITE.
D. ALL SANITARY WASTE WILL BE COLLECTED FROM PORTABLE UNITS BY A LICENSED
SANITARY WASTE MANAGEMENT CONTRACTOR AS REQUIRED BY STATE
REGULATIONS.
2. OFF SITE VEHICLE TRACKING - WILL BE CONTROLLED BY THE FOLLOWING METHODS:
A. LOADED HAUL TRUCKS ARE TO BE COVERED BY A TARPAULIN AT ALL TIMES.
B. EXCESS DIRT ON ROAD WILL BE REMOVED DAILY.
3. APPLICATION OF FERTILIZERS AND PESTICIDES:
FERTILIZERS AND PESTICIDES WILL BE USED ON THIS PROJECT IN ACCORDANCE WITH
"FDOT STANDARD SPECIFICATIONS FOR ROAD AND BRIDGE CONSTRUCTION", SECTIONS
570, 577, AT THE DISCRETION OF THE CONTRACTOR WITH THE COORDINATION OF THE
PROJECT ENGINEER.
IV. MAINTENANCE
1. THE CONTRACTOR SHALL BE RESPONSIBLE FOR MAINTENANCE AND REPAIRS OF EROSION
AND SEDIMENT CONTROL DEVICES, AND REMOVAL OF EROSION AND SEDIMENT CONTROL
DEVICES WHEN NOTICE OF TERMINATION IS MAILED.
2. INSTALLATION, MAINTENANCE, REPAIR, AND REMOVAL REQUIRED FOR THE CONTROL AND
ABATEMENT OF EROSION AND WATER POLLUTION SHALL BE INCLUDED IN THE INDIVIDUAL
COSTS OF THE EROSION CONTROL DEVICES OR THE LUMP SUM COST OF THE PROJECT.
3. THE FOLLOWING PRACTICES WILL BE USED TO MAINTAIN EROSION AN SEDIMENT
CONTROLS:
GENERAL - ALL CONTROL MEASURES WILL BE MAINTAINED DAILY BY THE CONTRACTOR.
ALL MEASURES WILL BE MAINTAINED IN GOOD WORKING ORDER. IF A REPAIR IS
NECESSARY, IT WILL BE INITIATED WITHIN 24 HOURS OF NOTICE.
4. STRUCTURAL PRACTICES - BUILD UP SEDIMENT WILL BE REMOVED FROM SILT FENCE
WHEN IT HAS REACHED ONE QUARTER OF THE HEIGHT OF THE FENCE. SODDING WILL BE
INSPECTED FOR BARE SPOTS, WASHOUTS, AND HEALTHY GROWTH. HAY BALES SHALL BE
REPLACED EVERY THREE (3) MONTHS OR WHEN THEY HAVE SERVED THEIR USEFULNESS
SO AS NOT TO BLOCK OR IMPEDE STORM WATER FLOW OR DRAINAGE. SILT FENCES
SHALL BE REPLACED EVERY TWELVE (12) MONTHS OR WHEN IT HAS SERVED ITS
USEFULNESS SO AS NOT TO BLOCK OR IMPEDE STORM-WATER FLOW OR DRAINAGE.
STABILIZED CONSTRUCTION ENTRANCES SHALL BE MAINTAINED TO PREVENT CLOGGING
OR ROCK BEDDING WHICH MAY IMPEDE THE USEFULNESS OF THE STRUCTURE.
V. INSPECTION
1. THE CONTRACTOR SHALL INSTALL AND MAINTAIN RAIN GAUGES ON THE PROJECT SITE
AND RECORD WEEKLY RAINFALL IN ACCORDANCE WITH NPDES PERMIT. ALL CONTROL
MEASURES WILL BE MAINTAINED DAILY BY THE CONTRACTOR.
2. ALL EROSION AND WATER POLLUTION ABATEMENT AND CONTROL MEASURES WILL BE
INSPECTED DAILY BY CONTRACTOR'S PERSONNEL WHO ARE F.D.E.P. CERTIFIED
STORM-WATER MANAGEMENT INSPECTORS.
3. THE CONTRACTOR SHALL COMPLETE ALL SWPPP INSPECTION REPORT FORMS REQUIRED
FOR THE NPDES PERMIT.
4. THE CONTRACTOR SHALL HAVE ALL EROSION CONTROL MEASURES INSPECTED AND
APPROVED BY THE INSPECTOR PRIOR TO BEGINNING ANY LAND DISTURBANCES. MINOR
SEDIMENT CONTROL DEVICE LOCATION ADJUSTMENTS MAY BE MADE IN THE FIELD WITH
THE APPROVAL OF THE INSPECTOR. THE CONTRACTOR SHALL ENSURE THAT ALL RUNOFF
FROM DISTURBED AREAS IS DIRECTED TO THE SEDIMENT CONTROL DEVICES, AND SHALL
NOT REMOVE ANY EROSION CONTROL OR SEDIMENT CONTROL MEASURE WITHOUT PRIOR
PERMISSION FROM THE INSPECTOR.
5. THE INSPECTOR HAS THE OPTION OF REQUIRING ADDITIONAL SAFETY OR SEDIMENT
CONTROL MEASURES IF DEEMED NECESSARY. IT IS THE CONTRACTOR'S SOLE
RESPONSIBILITY TO SECURE ALL APPROVALS FROM THE INSPECTOR.
VI. TRACKING AND REPORTING
1. THE CONTRACTOR SHALL SUBMIT A WEEKLY REPORT TO THE CITY DOCUMENTING THE
DAILY INSPECTIONS AND MAINTENANCE OR REPAIRS TO THE SEDIMENT CONTROL
DEVICES. THE CONTRACTOR SHALL MAINTAIN ALL REQUIRED REPORTS AND COMPLETE
ALL SWPPP INSPECTION FORMS.
2. PREPARATION OF ALL THE CONTRACTOR'S REPORTS OF INSPECTION, MAINTENANCE AND

NOTES
GENERAL NOTES
1. THESE PHASING PLANS ARE NOT INTENDED TO BE ALL
ENCOMPASSING. CONTRACTOR SHALL SUBMIT HIS OWN WORK
PHASING PLAN TO THE ENGINEER FOR REVIEW AND APPROVAL PRIOR
TO COMMENCING CONSTRUCTION.
2. ALL WORK ACCOMPLISHED DURING PHASES SHALL COMPLY WITH
THE SAFETY AND SECURITY REQUIREMENTS STIPULATED IN THESE
DRAWINGS AND OTHER CONTRACT PROVISIONS.
3. CONTRACTOR TO EXERCISE EXTREME CAUTION WHEN OPERATING IN
THESE AREAS TO PREVENT INTERFERENCE WITH AIRCRAFT
OPERATIONS IN THE ADJACENT AREAS.
4. ANY INCURSIONS INTO ACTIVE TAXIWAY/RUNWAYS OR OTHER AREAS
MAY RESULT IN THE CONTRACTOR BEING FINED.
5. ALL WORK MUST BE PERFORMED ON DAYS, OR WITHIN PERIODS OF
TIME, WHERE THERE ARE NO SCHEDULED COMMERCIAL FLIGHTS.
OVERALL PHASING NOTES:
1. ALL PHASES SHALL REMAIN SEPARATE AND INDEPENDENT.
2. AFTER COMPLETION OF WORK, THE CONTRACTOR SHALL RE-STRIPE ALL/ANY
EXISTING AIRFIELD PAVEMENT MARKINGS WHICH MAY HAVE BEEN AFFECTED BY
CONSTRUCTION, AT NO ADDITIONAL COST TO THE OWNER.
3. CONTRACTOR SHALL RELOCATE AND RESTORE AFTER COMPLETION OF
CONSTRUCTION, ANY TAXIWAY LIGHTS, EDGE MARKERS, OR GUIDANCE SIGNS THAT
MAY EXIST WITHIN THE CONSTRUCTION AREA. IF REMOVED OR RELOCATED,
CONTRACTOR SHALL PROVIDE ''JUMPER CABLES'' TO KEEP ELECTRICAL CIRCUITS IN
OPERATION. JUMPERS IN TAXIWAYS OR VEHICLE TRAVEL LANES SHALL BE PLACED
IN CONDUIT AND COVERED WITH SANDBAGS.
4. CONTRACTOR SHALL REMOVE ALL EQUIPMENT FROM SAFETY AND OBJECT FREE
AREAS DURING HOURS OF AIRCRAFT OPERATIONS.
5. COMPLETION OF EACH PHASE SHALL INCLUDE REMOVING TEMPORARY MARKINGS,
RESTORING THE ORIGINAL MARKINGS OR, IF APPLICABLE, INSTALLING MARKINGS
AS REQUIRED FOR THE FOLLOWING PHASE, RESTORATION OF ALL PAVEMENT
(ASPHALT AND/OR CONCRETE), GRASS, ETC. AND REMOVAL AND PROPER DISPOSAL
OF ALL DEBRIS OUTSIDE THE AIRPORT PROPERTY ALONG WITH THE WORK SHOWN
IN THE PLANS AND AS DESCRIBED IN THE PROJECT MANUAL.
6. ALL EQUIPMENT, MATERIAL AND CONSTRUCTION PERSONNEL SHALL BE KEPT
BEHIND THE RUNWAY HOLDING POSITION LINES OF ACTIVE RUNWAYS AT ALL TIMES,
UNLESS PROPERLY ESCORTED BY AIRPORT OPERATIONS.
7. IN THE EVENT TEMPORARY HAUL ROUTES ARE REQUIRED, THE CONTRACTOR
SHALL CONSTRUCT HAUL ROUTES CAPABLE OF ADEQUATELY SUPPORTING
HAULING UNITS. WHEN A HAULING ROUTE IS NO LONGER NEEDED, THE AREA
(INCLUDING ALL NEW PAVEMENT DAMAGED FROM HAUL ROUTE CROSSINGS) SHALL
BE RESTORED TO ITS ORIGINAL CONDITION UNLESS OTHERWISE SPECIFIED. IF
TEMPORARY HAUL ROUTES CROSS THE AIRFIELD PAVEMENT, 1/2 INCH STEEL
PLATES, OR APPROVED EQUAL, SHALL BE PLACED TO PROTECT AGAINST
EQUIPMENT AND VEHICULAR LOADS. NO SEPARATE PAYMENT WILL BE MADE FOR
THIS WORK.
8. THE INTENT OF THE PHASING PLANS IS TO MINIMIZE THE IMPACT OF
CONSTRUCTION ON THE OPERATION OF THE AIRPORT. THE CONTRACTOR SHALL
CONSTRUCT THE PROJECT IN CONSECUTIVE PHASES AS OUTLINED IN THE PLANS
UNLESS OTHERWISE APPROVED BY THE ENGINEER AND THE AUTHORITY.
9. IF REQUIRED, THE CONTRACTOR SHALL PROVIDE PORTABLE FLOOD LIGHTING FOR
NIGHTTIME CONSTRUCTION. SUFFICIENT UNITS SHALL BE PROVIDED SO THAT
WORK AREAS ARE ILLUMINATED TO A LEVEL OF FIVE HORIZONTAL FOOT CANDLES.
THE LIGHTING LEVELS SHALL BE CALCULATED AND MEASURED IN ACCORDANCE
WITH THE CURRENT STANDARDS OF THE ILLUMINATION ENGINEERING SOCIETY.
LIGHTS SHALL BE POSITIONED SO AS NOT TO INTERFERE WITH AIRPORT
OPERATIONS.
10.PRIOR TO REOPENING AN AIRCRAFT MOVEMENT AREA, THE ADJACENT PAVEMENT
EDGES MUST MEET FAA CRITERIA. FAA CRITERIA REQUIRES THAT THERE BE NO
OPEN EXCAVATIONS OR TRENCHES, THE MAXIMUM DROP-OFF BE 3 INCHES, AND
ALL GRADES IN ANY DIRECTION BE LESS THAN 5 PERCENT. TEMPORARY WEDGING
OF SOIL BASE COURSE OR BITUMINOUS CONCRETE MAY BE REQUIRED TO MEET
CRITERIA.
11. THE CONTRACTOR SHALL SUBMIT A CONSTRUCTION SCHEDULE. STRICT
ADHERENCE TO THE APPROVED SCHEDULE WILL BE ENFORCED TO AVOID
CONFLICTS WITH OTHER CONSTRUCTION ACTIVITIES ON THE AIRPORT AND THE
ADVERSE EFFECTS THEY COULD HAVE ON AIRPORT OPERATIONS.
12. THE CONTRACTOR SHALL PROVIDE, MAINTAIN, MOVE AND REMOVE (AS DIRECTED)
CONSTRUCTION BARRICADES AND PAVEMENT MARKINGS TO DELINEATE AREAS
CLOSED TO AIRCRAFT TRAFFIC.
13.ELECTRICAL WORK SHALL BE SEQUENCED TO MAINTAIN THE AIRFIELD LIGHTING
SYSTEM, CONTROLS AND OTHER EQUIPMENT THROUGHOUT CONSTRUCTION.
TEMPORARY WIRING WILL BE REQUIRED IN ACCORDANCE WITH FAA TECHNICAL
SPECIFICATION L-125.
14.DRAINAGE MODIFICATIONS SHALL BE SEQUENCED TO PROVIDE POSITIVE DRAINAGE
AT ALL TIMES.
15.BEFORE ANY WORK IS STARTED ON ANY PHASE OF THIS PROJECT AND AGAIN
BEFORE FINAL ACCEPTANCE, AIRPORT PERSONNEL AND THE ENGINEER SHALL
MAKE AN INSPECTION OF THE EXISTING STORM SEWERS, CATCH BASINS,
MANHOLES, HANDHOLES, DUCTBANKS, TAXIWAY AND RUNWAY LIGHTS WHICH ARE
TO REMAIN IN SERVICE OR WHICH MAY BE AFFECTED BY THE WORK. THE
CONDITION OF THE EXISTING CONDUITS, FIXTURES AND THEIR RELATED
APPURTENANCES SHALL BE DETERMINED FROM FIELD OBSERVATIONS. RECORDS
OF THE INSPECTION WILL BE KEPT BY THE ENGINEER.
16. ALL EXISTING FACILITIES, INSPECTED INITIALLY BY THE ABOVE MENTIONED
PARTIES, SHALL BE PROTECTED, MAINTAINED, AND LEFT IN A CONDITION
REASONABLY COMPARABLE TO THAT DETERMINED BY THE ORIGINAL INSPECTION.
ANY CHANGES IN THE CONDITION RESULTING FROM THE CONTRACTOR'S
OPERATIONS SHALL BE CORRECTED BY THE CONTRACTOR AT HIS EXPENSE TO THE
SATISFACTION OF THE ENGINEER AND AIRPORT PERSONNEL.

DEMOLITION NOTES

2. PROTECT EXISTING FEATURES TO REMAIN, INCLUDING TEMPORARY PROTECTION OF FEATURES SCHEDULED
FOR DEMOLITION LATER IN THE PROJECT.
3. THE DEMOLITION PLANS SHOW ALL DEMOLITION WORK. CERTAIN WORK ELEMENTS MUST BE PHASED.
COORDINATE THE DEMOLITION WORK AND TRANSPORT WITH THE CONSTRUCTION PHASING PLAN.
4. THE LIMITS OF DEMOLITION SHOWN ON THE PLANS ARE GENERAL AND ARE SUBJECT TO MINOR ADJUSTMENT IN

B) CONCRETE REMOVED SHALL BE RE-USED AS SPECIFIED IN THE PLANS OR OTHERWISE NOTED.
C) UTILITIES - ANYTHING ENCOUNTERED AT THE TIME OF DEMOLITION COMMENCEMENT IS ASSUMED TO BE THE
CONTRACTOR'S PROPERTY.
7. CONTRACTOR TO PROVIDE FULL DEPTH SAW CUT EDGE AT ALL PAVEMENT TIES AS SHOWN OR INSTRUCTED BY
ENGINEER.
8. REMOVE EXISTING BITUMINOUS PAVEMENTS BY MILLING TO THE LIMITS REQUIRED. REMOVAL LIMITS SHOWN ON
THE DEMOLITION PLANS ARE APPROXIMATE. ENGINEER WILL DETERMINE ACTUAL LIMITS IN THE FIELD.
9. PAVEMENT MARKINGS SHALL BE REMOVED BY SAND BLASTING OR WATER BLASTING. NO CHEMICAL PAINT
REMOVERS OR METAL BEAD BLASTING WILL BE ALLOWED. SEE DEMOLITION PLAN FOR MARKING REMOVAL
LIMITS.
10. STRIPPING SHALL BE TO A 4 INCH DEPTH MINIMUM AND PAID FOR UNDER UNCLASSIFIED EXCAVATION.
STRIPPING MATERIAL SHALL BE STOCKPILED FOR USE AS TOPSOIL.
11. ALL UTILITY LOCATIONS PROVIDED HEREIN ARE APPROXIMATE IN NATURE, CONTRACTOR IS RESPONSIBLE FOR
THE LOCATION OF ALL FACILITIES IN THE AREA THROUGH AIRPORT OPERATIONS PRIOR TO CONSTRUCTION.
