… but don’t forget the indirect costs!

How many of the following have added direct compliance cost or additional administration/management costs to your operations?

• CCL

• CRC

• EU ETS

• Energy Performance of Buildings Directive

• CCA

• HEFCE Carbon Reduction Targets aligning with HE/FE funding

And when will it stop? – If governments actions to reduced carbon

emissions continue to meet the target there is only more pain to come!!

What is an Energy management system?

An Energy Management System (EnMS) is by definition a management system that provides a framework for managing and continually improving your organisations policies, processes and procedures.

Energy, in the context of organisational use, can be defined as the direct consumption of fuel (Gas, Oil, etc) and indirect consumption of fuel (Electricity) required to operate.

So bring the definitions together and an Energy Management System is a series of policies, processes and procedures to manage operational energy use.

Much more than metering and monitoring (but including it!)

A baseline of performance and energy factors?

What is important to enable a baseline within an EnMS?

• Utility invoices

• Meter readings

• Demand profiles

• Site energy balance

• Degree days

• Student occupancy

And what factors affect performance?

• Policy – internal and external

• Weather

• Expansion

• Technology

• Procurement

Key Messages for ISO 50001 in HE/FE

• ISO 50001 is a systematic target-driven approach. Don’t wait for new legislation: strengthen your approach and organisation now – be ready for any future.

• Focus on embedding an ‘integrity’ mindset rather than a ‘compliance’ one: look beyond the narrow legal parameters to provide greater asset value to your organisation. Early 50001 case studies identify £ savings are real.

• Focus on the long term with strategy, but also on the means to demonstrate results in the short term. ISO 50001 fits in with current initiatives, HEFCE & P&P Green League

Closing point

“Individual organisations cannot control energy prices, government policies or the global economy, but they canimprove the way they manage energy in the here andnow.”

Why ISO 50001 Certification?

1.Internationally recognisedDemonstrating outwardly commitment to international standard

Schemes like EcoCampus, Carbon Trust and Green Dragon are not

internationally recognised standards.

2.Meet external driversSecuring HEFC funding

Differentiator for environmentally conscious students and stakeholders

Framework , can gain points People & Planet Green League;

Sheffield Hallam University 27th to 19th

University of Bristol 37th to 11th

University of Greenwich 5th to 1st

Page 26: ISO 50001 – the energy management 'must have' in HE/FE ...

3.Success is measured University College Cork saved 8% gas and 5.14% electric in 1st year and

London Southbank University saved 10% electric

6.5 – 17% savings have been made without any capital investment, 2-3

years, US Department of Energy

6 – 16% savings, 1 year, case studies Sustainability Live 2013

4.Continual team focusThe external friendly pressure of the occasional nonconformity / valued

observation can assist in ensuring that the initial enthusiasm and focus

are maintained

Pull existing environmental projects toward common goal

Why ISO 50001 Certification?

Stage 0.Optional Pre-Assessment, a Gap Analysis,

focus on management system elements

and acts as a practice run of an audit

for the certification process

Stage 1. Evaluation of the site, EnMS

documentation and clients readiness for

the Stage 2 assessment

Stage 2.Evaluation of the implementation,

effectiveness and monitoring of the EnMS

Certification - Overview

Page 28: ISO 50001 – the energy management 'must have' in HE/FE ...

Audit Stage 1 – EnMS Requirements:

• Audit of the EnMS documentation, designed to achieve compliance

with ISO 50001

• Review of understanding of energy performance indicators and

significant aspects, processes and objectives, targets and action

plans

• Audit – Management responsibility, energy policy, energy planning,

legal requirements, energy review and energy baseline

• Evaluation of internal audit and management review

• Confirm readiness for the Stage 2 audit

Certification – Stage 1

Page 29: ISO 50001 – the energy management 'must have' in HE/FE ...

Audit Stage 2 - Implementation and Operation:

• Implementation of action plan and other outputs from planning

stages to implement and operate the system effectively

• Operational control

• Checking, monitoring, measurement and analysis

Ongoing Surveillance visits & Re-certification audit:

• 1st surveillance within six months of initial assessment

• 3–year cycle

Certification – Stage 2

Technical Review – Certification Awarded

Page 30: ISO 50001 – the energy management 'must have' in HE/FE ...

• Specialist auditors who currently provide services for FE/HE

Sectors

• Specialist auditors who can bring their extensive knowledge

of energy-intensive industries, the environment and

management systems

• One that focuses on continual improvement through risk and

process based audits to keep your environmental team and

projects on-track

• Two-way communication – a relatively new standard for

everyone, a certification body who will work with you to

ensure that the certification process is efficient, cost-

effective and meets your objectives

Certification – What should you look for from a

Certification Body?
