t is my pleasure to welcome you to our premier publication "Island Life: The Official Guide and Di-rectory of the Key Biscayne Chamber of Commerce" and our Island Paradise of Key Biscayne.

The Key Biscayne Chamber of Commerce has been representing the needs of the island’s businesscommunity for 52 years. Businesses play an integral role in our Village and the Key Biscayne Chamberof Commerce’s primary function is to represent our members and help them in any way we can. We

work very closely with our Village government. By working together, we are able to achieve our mutual goalfor a healthy economic climate.

Our Chamber is only as strong as its members and we are fortunate to have a dedicated group of memberswho volunteer to serve on our Board of Directors, various committees and at Chamber events. If you are aChamber member and are not actively involved in the Chamber, we encourage you to bring your talents tothe table for the benefit of all of us. We are a professional organization, but we also find time for fun whetherit be at our Business Card Exchanges or the annual Winterfest celebration.

The Key Biscayne Chamber of Commerce & Visitors Center

The Chamber of Commerce “On Location” television show highlights Chamber members.

For 51 years, the Key Biscayne Chamber of Commerce has been the voice of the business communityof the island. The Chamber is a membership, volunteer-led organization.

As the voice for businesses, the Chamber of Commerce monitors the local government to identifyissues that affect local businesses. The Chamber also works closely with the Key Biscayne government

to accomplish mutually beneficial goals.

How do I get involved in the Chamber?

First, become a member. Take a look at our various committees andsee where your talents can best be used. We are always looking forvolunteers to represent the Chamber at special events such as the Ro-tary Art Festival and Sony Ericsson Tennis Open. Let us know you areavailable and we will put you to work! Consider running for a seat onour Board of Directors.

How can I promote my company through the Chamber?

We offer several ways to promote your company:

Submit information about your business to Key Commerce, our bi-weekly e-newsletter.

Attend our quarterly Business Card Exchanges where you can net-work with fellow business owners and members of other Chambers ofCommerce from around South Florida.

As a Chamber member, you can advertise in both our Official Mapof Key Biscayne and “Island Life” magazine.

Make sure your business information on our website and in “IslandLife” is always updated when we request changes.

Participate in any of our special offerings such as the Price Compar-ison Chart distributed in advertisements and at special events.

The Visitors Center is connected to the Chamber’soffice on the first floor of the Key Biscayne Police/Ad-ministration Building. A blue and white sign bearingthe universal “i” for “information” directs motoristsfrom Crandon Boulevard.

with news of local events and lists of things to do, “Is-land Life” magazine, and The Islander News.

The Village of Key Biscayne wasincorporated June 18, 1991, and isone of 35 municipalities in Miami-Dade County.

It is located in the center 1.25square miles of a four-mile long,two-mile wide barrier island be-tween the Atlantic Ocean and Bis-cayne Bay. It is conveniently located18 miles from Miami InternationalAirport.

The Village of Key Biscayne isgoverned by a six-member Counciland operated under the Man-ager/Council form of government.The Mayor and Council membersare elected at large; the Councilnames a Vice Mayor. Councilmembers do not receive paymentfor their service.

The Mayor is recognized as thehead of Village government. Hepresides over all meetings, appointscommittees and makes an annualState of the Village address. The Village radio station 1640AM can be heard from the toll plaza

to the tip of Key Biscayne. It is a 24-hour information station featuringKey Biscayne history, communityinfo, Village Council meetings andAnswers to Frequently Asked Ques-tions such as sewer project status andbulky trash pick-up schedule. Village Hall is a state-of-the-artfacility that houses government of-fices, the police department andthe Key Biscayne Chamber ofCommerce & Visitors Center.

Calusa Park, a 7.5-acre area at thesouth end of Crandon Park, abutsthe Village and features four publictennis courts and a multi-purposerecreation building.

The playing fields and basketballcourts at St. Agnes Academy areused by the Village under a shared-use agreement.

The Key Biscayne Community Center

In October 2004, the grandopening of the Key BiscayneCommunity Center drew a

huge crowd of residents, all hopingto realize the dream of creatingrecreational opportunities for all is-land residents.

Five years later, there was aturnout similar to that of the grandopening during a weekend-long an-niversary celebration that was opento all residents from October 30through November 1, 2009.

In the mid-1990s, residents envi-sioned the facility as a way to fillunmet recreational needs. Then,Parks and Recreation DirectorTodd Hofferberth said, recreationin the Village mostly involved theKey Biscayne Athletic Club’s youthsports programs.

It made sense to have indoor ac-tivity space, including a gymna-sium, and also to provide activitiesfor kids who were not interested insports. Additionally, other parts of

the population needed and de-served a place to “hang out” andrecreate.

In 1996, residents surveyedguests at the annual Village Hal-loween Haunted House, and found“overwhelming support” for theidea.

Three women – Julie Alvarez, agrandmother; Bonnie Cooper, themom of a teen, and Pat Woodson-Weinman, a new parent with a sec-ond child on the way – formed

Citizens for a Community Center.A movement was born, and it

immediately made its mark.With five years of history, both

Community Center staff and theresidents who helped make thebuilding a reality say they’repleased with how far the Villagehas come.

“We have one of the finest com-munity centers in the nation, andthat’s what is most important,”noted Woodson-Weinman.

And Hofferberth needs only to look around him – at the recordturnout of 120 young women for girls volleyball; at the Team KeyAquatics swimmers who frequently win awards; at the young peoplewho crowd in for non-sports programs like homework assistanceand cooking classes – to know that the Community Center is a vitalpart of the Village.

“When the Community Center was developed, it was exactly

that – not a youth center, but for everyone,” Hofferberth re-marked. “One of the bigger successes is we’ve been able to involveall the demographics, and we’re continuing to see what we can doto enhance programming.

“There are so many people that have led to the success of theCommunity Center,” he added. “It is truly the community’s facil-ity, and we’re just the stewards as employees.”

Miami Seaquarium In 1955, Miami Seaquarium opened its doors, the first ma-

rine-life attraction in South Florida. At the time, it was thelargest marine-life attraction in the world. And now, almost 55years later, Miami Seaquarium is the longest operating ocea-narium in the United States.

From 1963-1967, 88 television episodes and two movies star-ring Flipper, a bottlenose dolphin, were filmed at Seaquarium.

The Seaquarium’s Golden Dome, a South Florida landmark,stands 55 feet high, has a diameter of 146 feet and weighs45,000 pounds. World-famous architect Buckminster Fuller,who dedicated the structure in 1960, was the inspiration of thestructure’s geodesic design.

There are still attractions on KeyBiscayne that honor our community’s past.

Virginia Key BeachVirginia Key Beach, once accessible only by boat, was estab-

lished in 1945 as the only public beach for the “exclusive use ofNegroes” in Miami-Dade County.

In 1982, the City of Miami closed the park, and it remainedshuttered until the Grand Re-Opening in 2008, after local citi-zens formed the Virginia Key Beach Park Task Force in responseto plans for private development of the property.

The Golden Dome at Miami Seaquarium was dedicated in 1960. World-famous architect Buckminster Fuller was the inspiration for the structure’s geodesic design.

In 2002, Historic Virginia KeyBeach Park was listed on the NationalRegister of Historic Places.

Today the park has exhibits celebrat-ing the distinct cultural, recreationaland ecological past of this tropical par-adise. In September 2009, the City ofMiami cut off funding to the park, soits future is uncertain.

At press time, park supporters werelooking for new funding options.

Cape FloridaLighthouse

In 1822, Congress appropriated$8,000 to build Cape Florida Light-house, and added $16,000 in 1824.The 65-foot-tall brick tower with woodsteps was completed in 1825.

On July 23, 1836, a band of Semi-nole Indians attacked the tower. Theassistant lighthouse keeper and hishandyman barricaded themselves in-side the tower and then retreated tothe top after the Indians set fire to the wooden door and the firespread to a 225-gallon tank of oil.

As the flames increased, the two men went out on the ironrailing. The handyman was killed and the assistant keeper wasinjured. In desperation, he threw a keg of powder down thestaircase, destroying what was left of the burning steps.

Thinking the assistant keeper was dead, the Indians set theirsights on the keeper’s cottage and then left. Hearing the explo-sion of the keg of powder, a Naval vessel landed on shore andlater found the assistant keeper.

The threat of further Indian attacks prevented reconstructionof the lighthouse for more than 10 years. The lighthouse re-mained out of service until 1847, when it was rebuilt with ironsteps.

After Florida seceded from the Union in 1861, the lamps andburners were removed from the lighthouse and the center prismwas smashed so it could not be used to help Union soldiers whocontrolled the surrounding waters.

The Cape Florida Lighthouse was repaired after the Civil Warended, but in 1878 it was extinguished again when the offshoreFowey Rocks Lighthouse replaced it.

By the 1920s, the coastline had eroded so much that the light-house, originally 100 feet from shore, stood only 10 feet fromthe water.

Rejected twice as a historic landmark by the Federal Govern-

ment, the lighthouse was finally purchased, along with thesouthern tip of Key Biscayne, by the State of Florida in 1966.The following year the park, which was named Bill Baggs CapeFlorida State Park in honor of newspaper editor Bill Baggs, whospearheaded the campaign to save the lighthouse, was opened.

On July 4, 1978, 100 years after the lighthouse was extin-guished, it was relit. After it was damaged by Hurricane Andrewin 1992, it was rebuilt in time for the Miami Centennial in1996.

Today, park rangers offer guided tours to the top of the light-house. The lighthouse is open Thursday-Monday 10 a.m.-1 p.m.

Underground RailroadBefore the Cape Florida Lighthouse was built, Cape Florida

was a secret meeting place and port for runaway slaves and Semi-nole Blacks. Freedom seekers waited along its shores to ren-dezvous with sea captains or board dugouts for a passage tosafety in the British Bahamas.

Although the lighthouse was built to save lives and ships, itsunflinching light brought an end to this avenue of escape.

In September 2004, Cape Florida was designated as a Na-tional Underground Railroad Network to Freedom site.

Heritage TrailThe Key Biscayne Heritage Trail

is a series of markers from CrandonPark to Bill Baggs Cape FloridaState Park. It follows along paths ofprehistoric Indians and early set-tlers.

Highlights include a protectedfossil reef carbon dated to about 60A.D. Scientists describe the reef as“Key Biscayne’s Petrified Forest.” Itwas formed of ancient roots of theblack mangrove (Avicennia germi-nans).

Another marker points to the for-mer dwellings of Tequesta Indians,who built dwellings prior to the ar-rival of Juan Ponce de Leon in1513. On one site, one of severalfishing camps was discovered byarcheologists in 1992; other sitesrun the length of the CrandonBoulevard median, protected in theArcheological Preservation Zone.

Another site, Hacienda Canaland Basin, was an early landing forwork boats. The canal was dredgedfrom bay to interior to transportplantation goods. Tropical fruits,plants, Hacienda Honey and co-conuts were shipped to local andnorthern markets. Harvest shedsand the "Coconut Husking House"were demolished in the early 1950s,leaving only a remnant basin whichis located on the south side of theKey Biscayne Yacht Club.

In total, the Heritage Trail has 36markers.

Fire-Rescue The Key Biscayne Fire-Rescue Department is composed of cross-

trained firefighter/paramedics who use a state-of-the-art facilityand, when necessary, can call on the City of Miami Fire-RescueDepartment through an automatic aid agreement.

The Fire-Rescue Department became operational and assumedfirefighting responsibilities from Miami-Dade County on October1, 1993.

The Fire-Rescue Department budget for Fiscal Year 2009 is$6,160,922.

Fire-Rescue Chief John H. Gilbert, the second chief in the de-partment’s history, took the reins in early 1998. Other top officialsare Eric Lang, Deputy Chief; and Lieutenant Marcos Osorio, Ex-

Safe HavenThe Village of Key Biscayne fire sta-

tion is an authorized “Safe Haven” lo-cation. Under Florida law, any parentmay leave a newborn infant 7 days oryounger at a hospital or fire stationstaffed by full-time firefighters or emer-gency medical technicians. Fire-Rescuepersonnel will accept abandoned new-borns and transport them to the near-est hospital.

CPR and FirstAid Classes

Village residents may sign up forCPR and First Aid Classes with certi-fied instructors from the Fire-RescueDepartment. All teachers are certifiedby the American Heart Association asBasic Life Support Instructors.

Classes are available year round.They are free to residents; non-resi-dents pay a nominal fee.

Registration is required.

Kids’ AwarenessPrograms

Approximately 350 children attend-ing Key Biscayne schools participate ina Fire Safety Puppet Show. During theChildren’s Fire Safety Festival, the de-partment presents skits that reach ap-proximately 3,000 Miami-Dade Countyschool-age children.

CERT Programand Classes

Citizen Community Emergency Re-sponse Team (CERT) classes are of-fered to interested residents. Thishighly successful volunteer program in-cludes training in disaster preparedness, disaster fire suppression,disaster medical operations, light search and rescue operationsand disaster psychology organization.

Police Department

The Village of Key Biscayne Police Depart-ment operates under a budget of $5,368,708.

The department offers public services to resi-dents including fingerprinting, off-duty officerassistance, accident or crime reporting and pub-lic records requests. The department issues Hur-ricane Passes for building security managers;conducts bicycle, golf cart and pet registration;maintains a lost and found area; and performswatch orders for residents.

The Police Department is an active partici-pant in the Click It or Ticket program to raiseawareness about the use of seatbelts and childrestraint safety devices.

The Village has several education programsfor residents and young people, including Drug Abuse Resistence Education (DARE), Stranger Dan-ger, Police Athletics and Activities League (PAL), Citizen’s Police Academy, Self-Defense AwarenessFamiliarization Exchange (SAFE) and Public Safety Day in February.

The Marine Patrol, in conjunction with the Miami-Dade Police Department Marine Unit, is re-sponsible for law enforcement and rescue activities on the waterways.

The unit utilizes a 25-foot Contender powered by twin Yamaha 150 hp outboard engines.
