2016-17 Award Year
ISAC’s gift assistance programs have not yet been funded for state Fiscal Year 2017 (FY17), which began on July 1, 2016
ISAC announced estimated MAP awards for the 2016-17 school year, however, the state cannot pay schools for MAP without a final appropriation

2016-17 Monetary Award Program (MAP)
Suspense dates
March 10, 2016 for all applicants who are not dislocated workers
August 16, 2016 for independent student applicants who are dislocated workers
Initial payment requests
First term requests were due to ISAC on or before December 16, 2016
Second semester/quarter requests are due May 1, 2017
Initial claims must be submitted no later than 7 p.m. to be considered timely
Third quarter/second semester that begins after February 15 requests are due June 1, 2017
Initial claims submitted after claim deadline dates will be considered late and will only be paid if funding is available after paying timely claims

MAP Processing Reminders
ISAC has queued all first-term claims that were submitted through December 16 for processing and subsequent vouchering
First-term initial payment requests and corrections to previously-submitted claims are not currently being accepted
Acceptance of second-term payment requests and corrections will be temporarily suspended after May 1
Once a final FY17 appropriation is known, payment requests that have been queued will be processed on a schedule that allows for the most efficient vouchering to the State Comptroller

MAP Processing Reminders
The "MAP Payment Request Submitted Without Results" report should be created via the MAP system for every payment request submission
Specific instructions for generating MAP payment reports may be found in the Payment Processing chapter of the MAP User Guide
If a subsequent request is submitted for a record that is already being held in queue, the held record will display a result code of “4 – Request superseded by another request."
When payment processing begins, the last record received will be the record processed
Retain the “MAP Payment Request Submitted Without Results” report for each submission to use when completing reconciliation after payment processing has begun

2016-17 Illinois Veteran Grant The start date for spring term benefit processing was
January 16, and claims are due on or before May 25, 2017
2016-17 Illinois National Guard Grant Reporting of benefits used for the spring term was due on
or before April 1, 2017
Remaining 2016-17 application deadline date is June 15 for summer-term consideration only
Reporting of benefits used for the summer term is due on or before July 1, 2017

2016-17 Grant Programs for Dependents of Police/Fire/Correctional Officers
Remaining application deadline dates: June 15 for summer-term only
Announcements of eligibility are being made to students as applications are received and processed
Certification of Enrollment for Payment rosters, listing students who have submitted timely applications, have been sent to schools
Rosters are due back to ISAC as soon as possible but no later than May 19
2016-17 MTI Scholarship Program
Complete and submit initial certifications in My Zone to ensure that students will be included when/if awarding takes place; adjustments should also be made

2017-18 MAP
MAP Start-Up Formula ISAC Commissioners approved the 2017-18 MAP start-up formula in August
2016
Reduces all awards by 5 percent for a $4,720 effective maximum MAP award
Notification to applicants Colleges are required to announce MAP awards to eligible students enrolled at
their institutions.
Refer to the MAP Award Announcements page for details 2017-18 required award letter language reflects some changes, including how MAP
recipients can check the status of their MAP Paid Credit Hours in the ISAC Student Portal
Suspension of 2017-18 MAP Award Announcements Initially suspended the announcement of 2017-18 MAP grants for all students
whose initial FAFSA® was received by CPS on or after December 22, 2016
In early February, released from suspense students whose initial FAFSA® receipt dates were December 22, 2016 through and including January 15, 2017
Applicants with initial FAFSA® receipt dates on or after January 16, 2017 remain in suspense status 10

An interactive online application will be launched during the summer of 2017
Eligibility information and benefit processing will transition from My Zone to GAP Access in the 2017-18 award year
2017-18 Illinois National Guard Grant
The online application process for the 2017-18 award year is expected to be available by the end of the May

The 2016-17 enrollment period for the College Illinois!® Prepaid Tuition Program will remain open through May 31, 2017
Enrollment will be open through August 31, 2017 for children born on or between September 1, 2016 and August 31, 2017

Reporting MAP Data
Year 2, Phase 1
The annual process of collecting Advising and Support program data began in early February and data was due to ISAC by March 31
This data is submitted via GAP Access
Preliminary, numerical data from last year's submission is available at isac.org
Access via the MAP Advising tab on the home page
Narrative data will be available soon
This information will allow ISAC to create a report of best practices for schools to utilize in assisting their MAP students
Year 2, Phase 2
ISAC is now collecting completion rates for MAP recipients

Recent college graduates who serve as near peer mentors
ISACorps members are assigned to community college districts throughout the state
Each district has one to four members
ISACorps members have been trained by ISAC to reach out to students and help them navigate the college-going and financial aid process

Changes to 2016-2017 and 2017-2018 Verification Requirements
DCL GEN-17-04 published on April 24, 2017
In response to concerns about the suspension of the IRS Data Retrieval Tool (IRS DRT) on students and families who have been selected for verification
ED is providing institutions with flexibilities they may choose to use as part of their verification procedures. Effective immediately and applicable to both 2016-2017 and 2017-2018 verification
Institutions may consider a signed paper copy of the 2015 IRS tax return that was used by the tax filer for submission to the IRS as acceptable documentation to verify FAFSA/ISIR tax return information.
Institutions are no longer required to collect documentation obtained from the IRS or other tax authorities verifying that the applicant, the applicant’s spouse or the applicant’s parents did not file a 2015 tax return (often referred to as Verification of Nonfiling)
