HisdaughterShashikalawasnotabletowieldthekindofpoliticalcommandandrespectthatherlatefatherhadenjoyed.ThestalwartslikePratapsinhRaojiRanewhobegantheircareerinMGPhadstartedlookingatCongressfortheirpoliticalfuture.

ItwasatimewhenCongressemergedasapoliticalforcetoreckonwithinthetinyStateofGoa,whichsawregionalpartiesrulingit.

Living a retired life right now at his home at Harvalem in Sankhalim, Naik recalls the olden times when they used to travel by bus to reach to the Assembly Session. “It was a normal sight to see MLA travelling in a bus. The life was easy then,” he remembers getting nostalgic about the times when Sankhalim was a village.

It is certainly high time that the stategovernment should come clear how longChiefMinisterManoharParrikarwillbeout

oftheStateforhistreatment.Thoughthereisnotwo-waysinwishinga

speedy recovery for the Chief minister, thestatealsocan’tbeleftheadlessforalongtimeespecially when it is going through a crisissituation,andnosolutionisinsightformanyoftheissues.

ItwasunfortunateandsadthatParrikarhadtoleavetheStateatthetimewhenitisgoingthroughanunprecedentedcrisisaffectingthelivelihoodofmanyofthecitizens.

TheminingindustryhadfacedunexpectedclosureduetotheorderoftheSupremeCourton February 7, which quashed 88 miningleases.Whenthishappened,almosttwolakhpeople were looking at Parrikar with muchexpectation. I still remember talking to himduringapressconferenceandhehadassuredthat the SC orderwould be cushionedwithseveralmeasuresthattheStategovernmentisintendingtotakeup.

MiningwasoneoftheissuesthatneededtheChiefministerto intervenepersonally. Ifnot Parrikar, then any other Chief ministershouldhavebeentherebecauseitisapositionthat command more powers compared tootherministersinthecabinet.

ThesituationwouldhavebeensmootherwithParrikarinthechairashewastheminesministerandalsohadlawportfoliowithhim,both of whom are required to find out thesolutionfortheproblem.

ItwasunexpectedthatParrikarwouldfallsickandremainawayforsuchalongduration.

Thereareseveralotheraspectsregardingthe governing of the State that has beensuppressed in the absence of Parrikar. TheBudget for the Financial Year 2018-19 istabledbuttheexpectationsfromitareyetto

befulfilled.Thestatewasseekingsolutionstoseveral

of its problems through this budget andParrikarwasexpected toannouncesomeofthereallypopulistschemesasapartofit.Thepleasantsurprisefactorfromthebudgetwasmissing.

Thegovernment,whichwas formedwithmanyofpromisesofGoenkarponn,wasalsoexpected to bring smiles on several frontsthroughthepresentationofBudget.

TheBudgetSessionwasmuchawaitedbythepopulationbutParrikar’sabsenceforcedtocurtailit.

And then the way Parrikar arrived topresent the budget looked like ‘he is back.’Wesalutedhiscouragetocomeoutfromthehospitalbedandpresentthebudget,showingarealstatesmanship.However,ourhappinessdid not last long as his health continuedmakingproblems.

At present, Parrikar is not in the countrysinceMarch first week and entire affairs ofthe State are handled by Cabinet AdvisoryCommittee. The committee has restrictedpower,anditdoesnotenjoythestrengthoftheChiefminister.

The state is seriously missing ManoharParrikar and his acumen to rule. We don’twant to undermine the efforts of SudinDhavalikar,VijaiSardesaiandFrancisD’Souza,buttheycan’tbeamatchtoParrikarastheyarenottheChiefminister.

VijaiSardesaiistryingtomakeadifferencein governance for the sake of governmentand for the sake of his Goa Forward Party.Nevertheless, that is not enough.We needtheChiefminister.

There is no clarity on how long Parrikarwill remainawayfromtheState.Therecentannouncement states that he will be backnext month. But the same announcementwasmadelastmonth,andhedidnotturnupinApril.

Thereareseveraladministrativedecisionsthat have been hanging in the balance dueto the absence of Parrikar. The InvestmentPromotion Board, which had set on someambitioustargetsforitselfduringthecurrenttenure, is left headless. Without Chiefminister,whoisthechairman,theinvestmentpromotionboardcannotcleartheproposals.

Sothe investment in thestatehasboileddown to zero in the absence of Parrikar.

The industrial growth at this point of timewas required as people are left jobless dueto closure of the mining industry. The jobopportunitiesneed tobecreated.TheStategovernment’sjobsectorhasbeensaturated.There are no more jobs created and inabsenceofFinanceMinister,whoisParrikar,theycannotbecreated.

ThefactsthatIamputtingacrossthroughthis editorial may be indigestible for many.But letme say,wearenot speakingagainstParrikar butwant that the State should runsmoothly.Also,wewishhecouldcomebackwithrevivedhealthtomorrowitselfandtakeoverthereignsofthestate.Butthatdoesnotseemtobehappening.

So in these circumstances, the Stategovernmentshouldeithergiveaclearideaofwhenwillheexactlycomebackorfindoutaproperstop-gaparrangement intheformofanewface.

If there are any fears that the coalitionpartners like Goa Forward Party orMaharashtrawadi Gomantak Party willwithdraw the support to the government ifParrikarisaskedtostepasideforsometime,then they could be assured that he will bebackoncehishealthpermits.Thatshouldbepurelyastop-gaparrangement,asweneedaChiefministerwhocantakethedecisionandresponsibilitysurroundingit.

The state is going throughaweirdphasewhere Congress is no more an opposition.It has turned into a party, which is fightingamongst itself and could not decide whoshould be their state chief. The party hasgoneintohibernation,whichisnotgoodforitspoliticalhealth.

Insuchasituation,thereisnowatchdog,which can actually keep a check on thefunctioning of the government, which iswithoutaChiefminister.

Leader of Opposition ChandrakantKavlekar has become synonym with threemonkeysofGandhiji,andhehasareasontobeso.Congressisgoingnowhereinthestatethough it has few of themost experiencedlawmakers.

To sum, at first, we expect that Chiefministerwill be back soonwith the revivedhealth and if he is taking time, we hopethatsomepersonwouldbeappointedinhisposition who will take care of the State tillParrikarisback.

withspecialneedswhoaretermedasintellectually disabled in psychology.Wehavecomealongwayfromcallingthem ‘mad' ‘crazy' and ‘mentallyretarded' and it is indeed a big andmuchneededchange.

There have been research paperspublished and scientific discoveriesdone but what is really needed is achange in people's perspective. AsAditiPhaldesai,inchargeofLokvishwasPratisthan,aspecialschoolinCanconasays“Wedonotwantpeopletolookatourstudents/otherchildrenas‘Specialchildren' rather we want people toperceivethemaschildrenwithspecialneeds‘‘,whyAditisaysthisisbecause,the minute people look at themas ‘Special children', they pourout unwanted sympathy and pitytowards them, something thatactually harms a child's growth.As Aditi further adds on, ‘‘Givinga chocolate to a 15 year oldintellectuallydisabledchildandthenunwrapping the chocolate thinkingthatthechildwon'tbeabletodosois in a way undermining the child'sability. They need age appropriatebehaviour and most importantlyequalrespect’’.

Whichbringsustothesecondandthemostcrucialfactor,‘respect’.Isn'tthat something thatweall seekout?Don'twesaythatrespectismuchmoreimportant thanmere love? Thenwhymake a difference when it comes tothosechildren?Yes, theyaredifferentbut they are humans first. They havemuch more harder life than us andthey do make little accomplishmentswhichareabiggerstepping-stonesforthem,theirparentsandtheirteachers.Respect them and you will see themgrow. Wherever it might be, in bus,inmarket, in library, just lookat themandtalktothemwithrespect.That'salltheyneed.

Parentsplayamajorpartinchildren'slives.When it comes to childrenwithspecialneeds,parentingismuchmoredifficult and stressful. People say thatparentsshouldjustacceptthefactthattheyhaveaspecialchildandwalkalong

butputyourselfintheirplaceandthinkaboutit.Isiteasy?Andasanoutsider,isyourpityortauntsgoingtohelptheirjourney?AsAditisays,‘alltheyneedisasimpleunderstandingandalittlehelp.’

This reminds me of one incident,I was teaching a group of migrantchildren under one company’s projectlast year. We had our classes on theground nearby to their houses andteaching themwas reallyanenrichingexperience. All students were reallykeen on studying except for one. Hewas really notorious and even thoughhewas12yearsold,hedidnotknowbasic alphabets or numbers. As I paidmore attention to him, I realized thathewasintellectuallydisabledandotherchildren made fun of him because of

that. Nobody looked at the fact thatbeneaththatexteriorofnotoriousness,hewasareallykindheartedchild.AsItalkedwithhisparents,Irealizedtheirpain; theirneighbourscalledhimmadandbecauseofthat,theotherchildren

did the same. This was not just theirsituation. This can be seen in everystrataofthesociety.Don'ttheydeservea normal level of understanding? Aslightlybetterbehaviour?

When it comes to being a specialeducation teacher, it is amuchbiggerresponsibility. You have to be trulypassionateaboutthisfield.Aditifurtheron adds that, ‘‘you should be in thisfieldbychoiceandnotbychance’’,thatsumsupeverything.Whenyouteachachild,youaretakingaresponsibilityofmaking him/her a good person and agoodcitizenaswholeanditistruenotjustforspecialeducationteachersbutalso for regular teachers. You have tobeadedicatedteacher.

Home and school is not the onlylimited area for children with specialneeds and it shouldnotbe.Aditi saidthatmanychildrenoptednotcomingtoschoolwhen therewasno school busbecause theywere literallyhumiliatedin public transports. Remember,even your look says a lot. It is ourresponsibility to make them feel safeand respected. It is our responsibilityto reach out to their parents throughsmall gestures so that theyknow thatwe do understand them. The worlddoes not run on sympathy, if there issomethingthatcantrulyconnectus,itisempathyalone.

Goa has had some of themost controversial IPSofficers in the recentpast. In what could bea coincidence or an

irony, these officers invite trouble forthemselvesduringtheirposting in thesusegado State, and it’s a record tilldate that all of them have gone scot-free.

TobeginwiththelististhethenChiefoftheanti-narcoticscellVeenuBansal,whose transfer from Goa was amidstserious allegations against him. Wayback in2010,Bansalwas instrumentalin arresting Israeli drug dealer DavidDrihamaliasDudufromAnjunainwhatwas termed as amajor success. Soonthereafter, another Israeli drug dealerYaniv Benaim alias Atala was caughtoncameraconfessingpolice-politician-drugmafianexus.

The IPSofficerbecamethetoastofGoaPolicefor'takingon'thepowerfulIsraeli drug mafia. But these arrestsruffled the feathers of the police andthepoliticalestablishment.

His name hit controversy after oneof his subordinates in the ANC sub-inspector Sunil Guddler, was caughtin a sting operation conducted byDudu's kinwherein the latter claimedthathepaidhafta (protectionmoney)from drug peddlers to his superiorofficer. Bansal had refused to makeany comment even as deposition ofthe drug peddlers and over a dozenpolicemen – accused in the case –hinted at Bansal’s involvement intodemandingandacceptingbribe.

While several policemen weresuspendedandarrestedwithinaspanof3-4monthsaftertheexpose,Bansalonce again slipped into controversyas he was seen angling with friendsaboard a marine police patrollingboatbelongingtothemarinepolice.Aphotograph published in a newspaperhadshownBansal’sguestswearinglifejacketsmeantforGoa'scoastalsecuritypoliceforce.

Both the orders had come inFebruary2018.

Both IPS officers of 2012 and2003 batch respectively were facingallegations of corruption in differentcases.Mahla, whowas transferred todifferent units within the Goa PoliceDepartment during this period, wasaccusedbyaNigerianofextortionandGupta was charged with acceptingbribe from a lady PSI Devyani Naikandconstabletogivehercleanchit ina disciplinary enquiry. Although bothhavenearlycameoutcleaninseparateinquiries; Gupta approached the localcourtseekinganticipatorybailthatwasgranted.

Mahla, who was last serving inDelhiPolice,wasinitiallytransferredtoArunachalPradeshinMay2016buttheMHA modified its order transferringhim to Goa in October 2016. On theotherhand,Guptatoodidn’tcompletehis three years in the State as hisrelieving order from Goa Police camefollowing allegations of corruption.Chief Minister Manohar Parrikar hadhinted at the IPS officer’s role in thebriberycasesayingitwasnotthestategovernmentbut jointcadresauthoritytotakeactionintotheallegation.Guptawas thus only relieved than facingsuspensionorpolicecomplaint.

Munnalal Halwai had spilled thebeanswhenherecordedaconversationbetween him and the IPS officer thathad the latter demanding bribe forregistering a cheating case. HalwaiallegedthattheofficerdemandedandacceptedRs.5.5lakhtoregisteraFIRatPondaPoliceStationandhadsubmittedanaudiorecordingoftheconversationbetweenGargandHalwaiintheofficeof IGP at Police Headquarters. expressionofopinionsviasocialmediaas well. However, this freedom is notabsolute. It is subject to reasonablerestrictions such as morality, publicpeaceandorderetc.

The words used in social mediaby people for expressing their voicecan often take illegal, offensive,disparaging, inflammatory and evendefamatory forms that can be veryharmfultothesociety.Moreover,socialmedia has expanded the definition ofthe word “speech” to include visualinterpretations, artistic forms andsymbolic speechaswell. SocialMediaoftenprovidesthebenefitofanonymityof speech because of which peoplepost whatever they want withoutthinking about the consequences ofsuch postings. Therefore, there is aneedfortheregulationofsocialmediaby ban of posting of such illegal andoffensive content and also access tosuchcontentbypeople.Byregulation,

social media and internet can makeworldabetterplacebybecomingtoolsofdevelopmentthandestruction.

InIndia,theInformationTechnologyAct, enacted in 2000, regulates,controlsanddealswithissuesrelatedtotheinformationtechnology.TheITActmainlydealswithsubjectssuchaslegalrecognition of digital signatures, legalrecognition of electronic documentsand offences, contraventions andjustice dispensation systems for cybercrimes. The IT Act was amended in2008 to include section 66-A becausesection66wasfoundtobeinsufficienttohandlealltheissuesoftheinternetbyitself.

Following are certain offensesrelatedtosocialmedia:(i) Postingofdefamatorycommentor

materialagainstsomeoneandevenlikingorsharingofsuchcomment.

(ii) Postingof defamatorymaterial orcommentagainstsomeone.

(iii) Posting or selling pornographicmaterialontheinternet.

(iv) Posting secret information,documents of Government,photographsofprohibitedplaces.

(v) Posting of copiedmaterial on theinternet.

Section66oftheITActprovedtobeinsufficient because it was restrictedonly to hacking because of which

problems like illegal emails, messagesand campaigns on social media likeFACEBOOK and Twitter could not becombated. However, the new Section66-A clearly restricts transmission,postingofmessages,emails,commentsetc., which can be offensive andunwarranted. The offending messagecanbeintheformoftext,image,audio,video or any other electronic recordwhich iscapableofbeing transmitted.Therefore,ithasmadetheITactmorepurposefulandeffectiveincurbingthemisuseofsocialmediainanyform.

Variousmethods are used to silence theirdeafening cries for mercy; mostlybeaten with a hammer, right at theforehead, toparalyzethem,andwhilethey are aground, the throat is slitwhen still alive, but incapacitated andleft to bleed to death. Animals areeven skinned before their last breath,especially in leather industries toprevent damage to skin which mayoccurwhilekilling.

Prevention of Cruelty to Animals(PCA) Act, 1960, Transport Rules,1978, Slaughterhouse Rules, 2001,and various high court and SupremeCourt orders has not really helpedin rectifying the possible feeling ofimpunity enjoyed by these butcher's.Although,Article48oftheConstitutionof India does exhort the State toprohibit the slaughter of cows, calvesand othermilch and draught cattle, itis placed in theDPSP andhencenon-enforceableincourt.Atthesametime,the Constitution has demarcated the

powersbetween theStateandCentrewith respect to cattle. The power tomakelawson“preservation,protectionand improvement of stock” is withinthe exclusive domain of the statelegislature.Itisunderthisentry(Entry15) that the various cattle slaughterlawshavebeenmadebythestates.Theprecisereasonwhythecentre'sdecisionin2017 foraPan India slaughterban,usingthepowersvestedunderthePCAact1960didn'tholdgroundintheSC.

Variousremediescanbeformulatedtoensuresafeandethicalpractices,butlettheonusofpromulgatingthatbeonourableanddynamiccivilservants.Thenation'shopesandtheanimal’srighttoa dignified life and painless death lieontheshouldersofthesteelframeofIndia. Not everyone islucky enough to have their vacationscoincide with their children and so itturnsintoatimeofpanic.Parentshaveno idea how to occupy their youngandsometimeskidsspendtheirwholevacationdoingnothingproductive.

Theseyoungfreedomfighterswerea part of Hindustan RepublicanAssociation which was laterrenamed as Hindustan SocialistRepublican Association whichwasanorganisationofmanysuch young revolutionarieswhocametogethertofightagainsttheinjustice.

Bhagat Singh hadjoined HindustanRepublican Associationin 1923-24 at Kanpur,which was led byrevolutionaries RamPrasad Bismil, YogeshChaterjee, Ashfaq UllahKhan, and ShachinderSanyal. He took part

in all the actions of thatorganisation right till mid-

1928. Then after the arrest of

most of the leading figures of HRA,youngsters likeBhagatSingh,Sukhdev,Shiv Verma, B.K. Dutt, B.K. Sinhaand others met at Delhi on 8th-9thSept 1928 to reorganise themselvesas Hindustan Socialist RepublicanAssociation.

Manybelievethat,BhagatSinghdidnotjustfightagainsttheBritish,buthealsofoughtagainstinequalityprevailingatthattime.Hisactofthrowingbombin the Central Assembly to disruptthe passing of Trade Dispute Bill &Public safety Bill, which would havesuppressed the rights of the workers,indicates the same. OnApril 8,1924,Baghat Singh and fellow revolutionaryB.K.Dutthurled twobombson to thefloor of the Central Delhi Hall in NewDelhi while the Central LegislativeAssemblywasinthesession.Thebombswere thrown into empty benches soas not to cause any harm to anyone.Following the explosions, in which noone was hurt, Singh and Dutt startedshowering leaflets which becamefamous as "The Red Pamphlet". ThepamphletbeganwithapassagewhichwastobecomelegendaryintheIndianrevolutionarystruggle:"Ittakesaloudvoice to make the deaf hear.” Singhand Dutt ended the pamphlet withthewords:"LongLivetheRevolution!""Inquilab Zindabad" which becameone of the most enduring slogans ofthe Indian Independence Movement.It later on became the war cry forworkers'andpeasants'andtradeunionmovements in India. The actions oftheyoungrevolutionarieswassoundlycondemnedbyfollowersofGandhi,butBhagat Singhwas delighted to have astagetopromotehiscause.

Socialism and secularism wereperhaps Singh's most importantcontributions to the Indian freedomstruggle. Itwasparticularly contextualas Singh understood that Britishimperialismthrivedondivideandrule,byfomentingtensionsbetweenHindusandMuslims.BhagatSingh shavedhisbeard, forbidden by his religion, ashe did not want to be confined to acommunity.HesawBritishimperialismasaplagueforallIndians,irrespectiveof their faith, caste and creed. Andin more than one place, he talkedabouthowtheideaofcolonialismandimperialism were antithetical to thenotions of freedom. Singh's ideologywas, thus, not just confined to India.Profusely well-read and interested indebatesandtheatreworkshops, therewasaninternationalperspectivetohisideas.

During the Indian freedomstrugglewhen most people followed theideologiesofveryseniorleaders,therewasagroupofyoung individualswhohad a vision of their own.Oneof thekey things what we learn from theseyoungsters is that one needs to puthis own ideas forward. A doctor has two Generalresponsibilities, to preserve life and toalleviatesuffering.Situationswherethesetwoseemtobeinconflict isthegreatestdilemma for a doctor. While alleviatingsufferingisoftheparamountimportance,preserving life becomes pointless in aterminallyillpatient.Itsimplydoesn'taddto active euthanasia, as ethics demandthatthedoctorachievesthispurposewithminimalrisktothepatient’slife.

This deliema is put to rest with theSupreme court, thismonth, validating its2011verdictpermittingpassiveEuthanasiaandproviding legal status toa livingwill.While it does assist the doctor to makea conscious and fearless decision, it alsoplacesgreatonusonthedoctorwhohasto validate a living will for authenticity.This may become a field of abuse.Stringent norms and conditions have tobe legislated to monitor the practice ofpassiveeuthanasia,suchthattheprovisionisnotoptedtofulfilunethicalandcriminalintentions.

All the religions preach and teachindentical thoughts and all doctors areguided by identical medical ethics andetiquettes. The final distinction is themoral difference between killing bydeliberate action and letting somone dieby deliberate inaction. The suffering ofthepatientwantingtoenditforgood,thesorrowoftherelativesnotwantingtoletgoandthepainofthedoctorwantingtopulltheplug,areallmutual.

There was once a jungle that was ruled by a lion, who had a leopard, a jackal and a crow at his service, along with other animals.

As they did regularly, they were wandering about the jungle one day, when the lion saw a camel at a distance. This camel had separated from its caravan and was feeding itself on the green grass of the jungle.

The camel stood before the lion and bowed. He also narrated how he had gotten separated from his caravan and how he had reached the jungle.

On hearing this, the lion said, "Oh Camel, if you return to the village you will be made a beast to carry burden again. Stay in the jungle under my kingdom instead. You can feast on the abundant green grass of the jungle without any fear."

The camel accepted the offer, and they began to live together in peace.

Later one day, the lion got severely wounded in a fight with a mad elephant. Such were his injuries that he could not take a few steps, let alone go out of his for hunting.

Due to lack of food, the lion became weaker. The animals who served him were also starving since they were dependent on the lion for their food.

When the lion could not bear anymore, he called them and said, "Go and find any animal that I can prey upon even in my weak condition. This way I can provide food for you, and also for myself."

All the animals wandered about the jungle without any success to find such an animal. On their way back, the jackal had a plan.

He said to the crow, "There is no point wandering about the jungle when the food is right in front of us. The camel can provide us with the food for all of us for a long time."

The crow replied, "Indeed, what you say is correct. But the master has assured the camel of his safety under his rule. He will refuse to kill him."

The jackal said, "Leave that to me. I will influence the master in a manner that he will agree to feast on the camel. You wait till I return after a discussion with the lion".

The jackal met the lion and said, "Master, we

have been looking all around the jungle but could not find an animal for you. All of us have not had food for so long that we can hardly walk properly. Under this circumstance, if you agree to kill the camel, his flesh can provide food for all of us".

The lion disagreed, "Shame on you! How can I kill the camel when he has my assurance that his life will be safe under my kingdom. It is a sin to think likewise."

But the jackal continued, "Master, it would indeed be a sin to kill him after you have given him the assurance of his safety. But if he offers himself as your food by himself, it would then not be a sin to kill him and accept his offer."

The jackal continued, "What good are we, if we cannot be of our master's service in his time of need. Please kill one of us for yourself, and the others to save the rest of us from dying of hunger."

The lion failed to justify the jackal and said, "Please do what you think would be in the best for all of us."

After this, the jackal returned to the other animals and declared, "Our master is sick and weak. If something happened to him, there would not be anyone to protect us. We have failed to get any animal after wandering throughout the jungle. The only way now to repay our debts to our master would be to offer ourselves to him. This way the rest of us would be saved from dying of hunger too."

As planned, all of them stood before the lion and bowed. They informed the lion that they did not

succeed to find any animal for their food. The crow said, "Master, we could not find an

appropriate animal for your food. So, I offer myself. Please eat me to save yourself from hunger."

The jackal interrupted, "You are too small to provide flesh for the master. Even if he agrees your offer, it will not be enough for his survival. Indeed, you have proven your devotion and by offering yourself, you have already freed yourself from the debts of the master."

He turned to the lion and said, "Please accept my offer instead."

The jackal stood humbly before the lion, "Master, please eat me to save yourself from hunger. If you accept my sacrifice, I will be honoured with a place in heaven".

The camel who was observing all this thought, "All of them speak beautifully about offering themselves, but the master refuses to kill any of them. I shall seek to impress the master in a similar fashion."

Thinking such, the camel said to the other animals, "You have offered yourself, but the master cannot eat you because all of you are carnivores and belong to the same category as the lion himself. Stand by, for I shall offer myself".

With this, the camel came forward and bowed before the lion.

He said, "Master, you need not kill any of these animals. Please eat me instead. I offer myself in return to your debts. I shall find my way to the heaven, if you may please accept my offer".

No sooner had he made the offer, the other animals cheered. Having already been influenced by the jackal, the lion jumped on him. He was killed, and eaten by all the animals together.

Climatechangeisjustthesymptomofalargermalaisearisingfromourexistingsocio-economic systems and entrenchedvalue structures on which the socio-economicsystemshavebeenbuilt.

Toelaborate,ourworldviewshapedby the existing value structuresfrom society, religion, economy, andsciences has diluted and transformeda common-sense based value systemthat recognizes the importance ofharmoniousco-existence.Forexample,our collective social psyche shapedby religion supports an unabashed

anthropocentric view of the worldwhere a man is made in the god’simageandisexpectedtoruleovertheearthandhasclaimovereverythingtheearth has to offer. The entrenchmentof this view is evident in the dilutionof the value ‘sanctity of all life forms’to ‘sanctity of human life’ justifyingexploitation of all non-human life forhuman consumption. The currenteconomicphilosophyofa‘freemarketeconomy’ coupled with the emphasison continuous growth for a growingpopulation is in direct conflict witha real limited world battling withlimited resources. The entrenchmentof this philosophy is evident in thetransformation of the value ‘respectfor nature and natural resources’ to‘respect for technological prowessand economic progress’; a ‘religion ofgrowth’movement where nature andnaturalresourcesareseenassecondarytotheproductionprocess.

Unfortunately, these underlyingbeliefs and value structures are sostrongly etched in the socio-economicculture that any contrarianworldviewis not only difficult to accept but isalso prone to ridicule. The solutionsrequiredtoaddressclimatechangeandassociatedbroaderquestionsraisethevery same contrarian questions aboutresourceuse,needforgrowth,etc.andthereforedonotgetthetractionthatis

necessarytospurcollectiveaction.In this context, a paradigm shift is

required in our approach to climatechange. It has to be acknowledgedthat climate change is not merely anindependent problem that can solvedby science or technology alone; it is,at a deeper level, also a problem ofethics and underlying value systemsand has thus also to be tackled at aphilosophicallevel.

Interestingly, contemporary aswell as historical models and theirproponentsinmanyofthesedisciplineshave provided alternative worldviewsspecifying value structures that offeralternative paradigms on humanprogress, social welfare and therelationshipbetweenhumansand thenaturalworld.

Indian religion and philosophy hasbeen deeply rooted in the conceptof interdependence and respectfor ecology and environment. EvenbeyondIndia,easternphilosophiesandreligions have also been, in general,more respectful of nature and broadminded in defining the concept ofinterdependenceandequalitybetweentheEarthandtheMan.Thisequalityisemphasized in the insistence ofmanyof these religions/philosophies toadhere to vegetarianism and practice

economy and prudence in the use ofnaturalresources.

In the field of economics, theconceptofsteadystateeconomics,fullydeveloped by Herman Daly, combinesthe limits-to-growth arguments, withthe theories of welfare economics,ecological principles, and thephilosophyofsustainabledevelopmentto develop a persuasive case for asteadyeconomythatactuallyprovidesmorewelfarevalueandculturalgrowthtothehumansociety.Otheralternativethinkers,fromE.F.Schumacher,LesterBrown, etc. raise the same questionsabout the effectiveness and therelevance of current socio-economicsysteminarapidlychangingworld.

The ecological movement, in itsturn,hasalsocontributedsignificantlytothedebateonvaluestructures.Thedeep ecology movement, advocatedby Arne Naess, hits at the root ofanthropocentricthinkingandadvocatesthe concept of interdependence andsanctity of all non-human life forms,irrespectiveoftheirinstrumentalvalue.Theabidingthemeinthedeepecologymovement is a deep appreciation forrichnessanddiversity innature ratherthan homogeneity or monopoly.The concept of holism as opposedto anthropocentrism has also beenstrongly advocated by James LovelockintheconceptofGaia;theearth,asalivingsystem.

Alltheseworldviews,thoughdiverse,actually recognize the shortcomingsof the current socio-economicmodelsandproposeasimplealternativemodelof living, essentially a new culture ofliving.

To effect a real cultural change totackle climate and associated broaderethical questions, it is very importanttobringthesealternativephilosophiestogetherononeplatformsothatpeoplewhoareawareof climate changeandfeel a need to act are inspired andemboldened by these alternativeconcepts and by the work that theseinstitutesandindividualsaredoing.

Goawillbeahosttothe36thNationalGames,whicharescheduledtobeheld, later this year in November2018. The National Games aretechnically a bi-annual feature,

which are organised under the patronage ofthe Indian Olympic Association, the Country’ssports organising body. But rarely have theGamesbeenorganisedevery2yearswithmostoftheStatesfalteringontheirpromises,mainlydue to infrastructure issues.Goawasoriginallysupposedtoholdthesegameswaybackin2011butdelaysbyJharkhandandKeralagaveGoatheleverageofafewextrayears.

The35thNationalGameswereheldinKeralain2015,whenitwasannouncedthatGoawouldhostthenexteditionin2016.Butthisdatewasmissed. The State establishment subsequentlyrequested a further postponement to 2018.If everything goes as per plans then Goa willbe host to the biggest sporting extravaganzain its history from November 4 to 17, 2018.This should be a proud moment for our smallState.However,becauseofconstantdelaysandpostponements, which have been there, manyquestions pertaining to the Games are nowbeing legitimately asked, Is the Establishmentracingagainsttime?Dowehavesufficientfundsto complete the infrastructure on track? Withbarely a few months remaining, is the StateEstablishmentreallypreparedandgearedupforallthis?

Yes, if Mr. Manohar Babu Azgaonkar is tobe believed. Speaking to media people at aPress interactive session held a couple of daysback, the Sports Minister put up a brave faceand appeared confident that the Games willgo on as announced.“I am very confident thateverythingwillfallinplace.Iamoptimisticasthe

government is working overtime and burningthemidnightoiltohavetheplansfinalisedandapproved”,hedeclaredwithasmile.Azgaonkarsounded optimistic when he added,“Threetenders are out and the work order will begivensoon.Wewillcompleteeverythinginfivemonths.Contractwillbeawardedtowhoeveriswilling to takeup this challenge.WecanpayalittlemorebutwemusthosttheNationalGamesin2018.”

Azgaonkar might sound optimistic but hisconfidence may not exactly be rubbing off ontheotherssinceinthepasttoo,Goa’spoliticiansand administrators have given their word buthave failed to keep it.Will things change noworwillthesameoldstoryberepeated?WhilealotofinfrastructurewascreatedduringtheGoaLusofoniaGames2014,whichcanbeutilizedtohosttheNationalGames,yetthereisalotmorewhichneedstobedone.Onthefaceofit,itlookslikeweareseriouslybehindtheschedule.WiththeChiefMinisteralsoundergoingtreatment,itremainstobeseenifothersintheGovernmenthavethesamekindofzealanddrivetopushtheworksthrough.

SomanysportsdisciplineslikeCycling,Tennis,Squash, Badminton and Hockey do not havethefacilitiesandstadiumstomeettheNationalnorms as of yet. As many as six new facilitiesneedtobeconstructedorfivefacilitiesneedtobe refurbished andworkshaven’t even startedyet.WhileLusofoniawasjustabout9disciplines,the National Games on the other hand is at awholedifferentlevelaltogether,with35+sportsdisciplinestobeheld.Apartfrominfrastructure,there has to be a Games village, a GamesSecretariat, a whole organizational set-up toplan the arrangements of every single athleteandofficial.Thisshouldbeplannedproperlyandnotbeaneleventhhourexercise.Thereshouldnot be any wasteful expenditure, which was

seenduringLusofoniaduetobadplanningandexecution.Also,beinghostsandexpectedtoputupagoodshow,sufficientfundswillneededtotrainGoa’sathletessothatwewinagoodhaulofmedalsandarenotplacedamongthebottomlevel.Areanythoughtsbeingappliedtothis?

On the positive side, files have just startedmoving. TheGovernmenthas tenderedor is inthe process of tendering many infrastructurefacilities. There are Tennis courts and aCyclingvelodrome which are supposed to come upat Fatorda, a Squash facility at Chicalim, aMultipurpose Indoor Stadium at Navelim (butthere are some legal issues there), a Hockeyfacility at Peddem, a Multipurpose IndoorStadium,Pernem;refurbishmentofMultipurposeIndoorStadiumatCampal,Campalopengrounddevelopment, refurbishment of MultipurposeIndoorStadiumatPonda,andrefurbishmentofMultipurposeIndoorStadiumatFatorda.

If funds are exclusively earmarked, thenthere is no reason why these workscannot becompleted within the next 7 to 9 months. ByDecember orJanuary, the infrastructure shouldbereadywhichmeanstheGamescanrealisticallybeheldbyFebruaryorMarch2019.

Even if the Games are delayed by a fewmonths, it should be fine as creation of theentireinfrastructurewilldefinitelybeapositivedevelopmentforupliftmentofsportsinGoa.Somany new facilities will be created which willbenefitGoa’ssportspersonsandpublicatlarge.Schoolandcollegechildrenaswellastopmostathleteswillhavestate-of-the-art infrastructureand environment to train in. But whether theGameswill happen on schedule or not,we donotknowasyet.Wewillkeepourfingerscrossedandhopeforthebest.
