  • ABOUT ISLAMIC RESEARCH AND TRAININGINSTITUTE(IRTI)

    Establishment

    The IslamicResearch&Training Institutewas establishedby theBoardofExecutiveDirectors of theIslamic Development Bank (IDB) in 1401H (1981). They implemented the Resolution No. BG/14-99adoptedbytheBoardofGovernorsoftheIDBinitsThirdAnnualMeetingheldon10Rabi Thani 1399H (14March1979).TheInstitutebecameoperationalin1403H(1983).

    Objectives

    Themain objectives of the Institute are to undertake research thatwill enable the economic, financialandbankingactivitiesofIslamiccountriestoconformtotheShari‘ah,andprovidetrainingtopersonnelengagedineconomicdevelopmentinmembercountriesoftheBank.

    Functions

    Thefunctionsoftheinstituteareasfollows:

    • Organize and coordinate basic and applied research in order to developmodels andmethods ofapplicationoftheShari‘ahinthefieldsofeconomics,bankingandfinance.

    • ProvidetraininganddevelopmentofprofessionalpersonnelinIslamiceconomicstomeettheneedsofresearchorganizationsandenforcementofShari‘ah.

    • TrainpersonnelengagedindevelopmentactivitiesinmembercountriesofIDB.

    • Create an information centre responsible for collecting, systematizing and disseminating thenecessaryinformationinthefieldsrelatedtotheseoperations.

    • Undertakesuchotheractivitiesthatarelikelytocontributetoachievingitsgoals.

    ThePresidentoftheIDBisthePresidentoftheInstitute.TheBoardofExecutiveDirectorsoftheIDBactsasthesupremebodyoftheInstituteresponsiblefordeterminingitspolicy.TheInstitute’smanagementisentrustedtoaDirectorGeneralselectedbytheIDBPresidentinconsultationwiththeBoardofExecutiveDirectors.

  • MESSAGE FROMTHE DIRECTOR GENERAL

    The importance of capacity building and human capitaldevelopment for the growth and development of the Islamicfinancialservicesindustrycannotbeoveremphasized.ThesteadygrowthinvariouscomponentsofthissectorhascreatedahugegapbetweenthedemandandsupplyofindividualswhopossessthenecessaryknowledgeandskillsforefficientmanagementofIslamicFinancialInstitutions.

    The IRTITrainingDivision isoneof themostactivedivisionsin this field. It has accorded high priority tomeeting this gapthrougharangeofinitiativesintheIDBMemberCountriesandfortheMuslimCommunitiesinNon-MemberCountries,suchas:

    (i) Identification of Member Countries’ training needs andcategorizationoftheseneedsbythemesandpriority.

    (ii) Developmentoftrainingprogrammesbasedonresearchandpolicyanalysis inthefieldofIslamiceconomicsandfinance.

    (iii) Developmentoftrainingpackagesandresourcesinthefieldasimportanttoolsforbuildingcapacitiesoftrainingorganisationsandthetrainercommunity.

    (iv) Implementationoftrainingprogrammesfortrainers,incollaborationwithreputedtrainingprovidersandcentresofexcellencewithinandoutsideIDBMemberCountries.

    (v) Deliveryoftrainingprogrammesbasedonwell-preparedcurricula.

    (vi) PartnershipandnetworkingwithsimilarhumandevelopmentinstitutionsandcentresofexcellencetoshareknowledgeandresourcesforcapacitybuildinginitiativesfortheIslamicfinancialservicessector.

    TheIRTITrainingDivisionhasbeenconductingtrainingcoursesondifferentaspectsofIslamicEconomics,BankingandFinancesince1983inIDBMemberCountriesandforthebenefitofMuslimCommunitiesinNon-MemberCountries.Overthelast30yearsorso,morethan22,500participantshavebenefittedfromitstrainingcoursessinceitsinception,withanaverage25participantsperanaverageof30trainingcoursesperyear.

  • MESSAGE FROM THE DIRECTOR, TRAINING AND INFORMATION DEPARTMENTIRTI’s training activities aim mainly at providing trainingopportunitiestostaffengagedindevelopmentactivitiesinmemberand non-member countries with a view to contributing to theimprovementoftheirhumancapital,whichisvitaltotheircapacitybuildingandsocio-economicdevelopment.

    Toachieve thisobjective, the IRTITrainingDivisionusesvariousmechanisms to achieve the capacity-building objective describedabove.Followingare themainmechanisms that theIRTITrainingDivision uses to conduct training in Member Countries and forMuslimCommunitiesinnon-MemberCountries:

    1. Direct delivery of training using theoretical methodologiesand empirical modules of capacity building in two distinctmodes:asMemberCountryAssistanceTraining(MCAT)andFee-Based-Training(FBT),includingCertification Programmes in Islamic Finance, with focus on professional training in this field toenhanceexpertiseandskillsofthoseworkinginIslamicBanksandfinancialinstitutions.

    2. DevelopingTrainingManuals/ResourcesinareasoftrainingandTextBooksthatishighlydemandedbyinstitutionsinMemberCountries.

    3. SpecialTrainingincollaborationwithcentresofexcellence.

    4. Blendedtrainingandlearningapproachusingdistanceande-Learningtechniques.

    Overthelast30years,IRTIDivisionhasgainedalotofexperiencesin providing high class training courses on Islamic Economics,BankingandFinanceandhasbeenabletoforgecloseliaisonwithnational,regionalandinternationalinstitutionsofreputeandcentresof excellence in implementing its trainingactivities. Someof theinstitutions with which IRTI regularly cooperates include: TheCentralBankofOman;TheCentralBankofLibya,TheSalehKamelCentre for Islamic Economics, Al-Azhar University, Egypt; TheEgyptianBankingInstitute;TheBankNegaraMalaysia;TheCapitalMarketDevelopmentAuthority (CMDA),Maldives;TheNationalInstituteofBankingandFinance(NIBAF),Pakistan,TheStateBankofPakistanandmanyothers.

    Recently, IRTI started negotiating a number of newmemoranda of understandingwith reputed privatesector institutions in IDB Member Countries for jointly organising fee-based courses. Among these,mentionmaybemadeofTheArabAcademyforBankingandFinancialSciences,Jordan;TheInstituteofBankingStudies,Jordan,AlhudaCentreforIslamicBankingandEconomics,Pakistan,Al-CafiTrainingCentre, Tunisia, etc..

  • TRAINING COURSESIntroductionComprehensivehumandevelopmentandthedevelopmentofIslamicfinancialservicesindustryconstitutestrategic thrust areas of the IslamicDevelopmentBank (IDB)Group.While the importance of humancapitaldevelopment andcapacitybuilding for socio-economicprogress canbehardlyoveremphasized,promotion of Islamic finance is believed tomake significant contribution towards enhancing financialinclusioninIDBmembercountries.

    TheIslamicResearchandTrainingInstitute(IRTI),asamemberoftheIDBGroup,aimsatdevelopinghumancapitalthroughorganizingtrainingprograms,orientation,andknowledgeseminars,usingtraditionalaswellasmoderndistanceslearningande-learningmethods.Activitiesalsoinvolveimprovingquality,efficiency, impact and cost-effectiveness of training programs, income generating, developing trainingpackagesandbuildingpartnershipswiththeprivatesectorinstitutions.

  • ABOUT ISLAMIC DEVELOPMENT BANK (IDB)

    Establishment

    The Islamic Development Bank is an international financial institution established in pursuance of the Declaration of Intent issued by the Conference of Finance Ministers of Muslim Countries held in Jeddah in Dhul Qi’dah 1393H (December 1973G). The Inaugural Meeting of the Board of Governors took place in Rajab 1395H (July 1975) and the Bank was formally opened on 15 Shawwal 1395H (20 October 1975).

    Purpose

    The purpose of the Bank is to foster the economic development and social progress of member countries and Muslim communities individually as well as jointly in accordance with the principles of Shari‘ah i.e., the Islamic Law.

    Functions

    The functions of the Bank are as follows:

    • Participate in equity capital and grant finance for productive projects and enterprises.• Provide financial assistance to member countries in other forms for economic and social development. • Establish and operate special funds for specific purposes, including a fund for assistance to Muslim

    communities in non-member countries, in addition to setting up trust funds. • Accept deposits and mobilize financial resources through Shari‘ah compatible modes. • Assist in the promotion of foreign trade especially in capital goods, among member countries.• Provide technical assistance to member countries and extend training facilities for personnel engaged

    in development activities in Muslim countries to conform to the Shari‘ah.

    Membership

    The present membership of the Bank consists of 56 countries. The basic condition for membership is that the prospective member country should be a member of the Organization of the Islamic Conference, pay its contribution to the capital of the Bank and be willing to accept such terms and conditions as may be decided upon by the IDB Board of Governors.

    Head Office and Regional Offices

    The Bank’s headquarters is in Jeddah in the Kingdom of Saudi Arabia. Four regional offices were opened in Rabat, Morocco (1994), Kuala Lumpur, Malaysia (1994), Almaty, Kazakhstan (1997) and Dakar, Senegal (2008).

    Financial Year

    The Bank’s financial year is the lunar Hijra Year.

    Languages

    The official language of the Bank is Arabic, but English and French are also used as working languages.
