PrefaceThe Institute of Radio Physics and Electronics established in 1949 is the first University department in India engaged in the study and research in all branches in Radio Science including Electronics, Communication, Computers, Control, Ionosphere and Wave Propagation. The internationally acclaimed research conducted by its founder Prof. Sisir Kumar Mitra, FRS, and his group and the able leadership of his successor, Prof. Jatindra Nath Bhar, FNA, elevated the status of this newly founded Institute to a very high level, so that the University Grants Commission awarded this department a status Centre of Advanced Study in 1963.

At the time of the setting up of the Center of Advanced Study in Radio Physics and Electronics in 1963, the U.G.C. had recommended that the thrust area of the Center be "Radio Wave Propagation and Upper Atmospheric Research". Prof. Bhar, however, was fully aware of the vast potentialities of the newly emerging areas in Electronics and was convinced that in the long term interest of the Institute, these new areas had to be nurtured side by side with studies on the Upper Atmosphere. It was mainly due to his efforts that the Center of Advanced Study was renamed as CAS in Radio Physics and Electronics.

As a result of the creation of the Center, substantial grants, and teaching positions were received by the Department. Prof. Bhar made it very clear to all his colleagues that "the Department was the Center and the Center was the Department" so that whatever additional facilities were created were available to all the faculty of the Department.

Since its inception as a CAS, the teaching and research activities of the Centre expanded manifold. The CAS status is enjoyed by the Institute uninterrupted till March 2010, i.e., over a long period of 47 years: perhaps a unique instance in the country. Because of the exemplary academic and research excellence, the UGC in 2008 identified this Centre as one of the two Networking Resource Centres in Physical Sciences and one amongst ten such centres planned to be established in the country.

The current phase (Phase IV) of the CAS covered the period from April 01, 2005 to March 31, 2010, with the undersigned as the Programme Coordinator and Prof. Susanta Sen as the Deputy Coordinator. The review/assessment of the activities of the CAS during Phase IV will be conducted during February 24 and 25, 2011. The Final Report to be placed before the Review Committee has been prepared in the format prescribed by the UGC as given in the following pages.

3. Microwave Test Lab has been restructured by including Vector Network Analyser and Spectrum Analyser given in last phase and other equipment/software

(ii) Research

a. Research (highlight major objectives set-forth (as proposed) and achievements made with breakthrough, innovation brought in, technology transferred, international collaboration which have created resources).

The Review of the last phase ending on March 31, 2005 was conducted and the Expert Committee to review expressed satisfaction over the progress made during the period and recommended extension of the CAS status during 2005-2010. A total grant of Rs. 1.00 crore was sanctioned of which the non-recurring component included two capital equipment and a software worth Rs. 68.25 lakhs, recurring grant was Rs. 17.25 lakhs and 4 project fellows @ Rs. 6000/= p.m (total 14.40 lakhs) was sanctioned.

Since the activities of the whole department of Radio Physics and Electronics came under the purview of CAS since its inception in 1963, the Expert Committee redefined the thrust area as follows:

1. Solid State Electronics including VLSI Design 2. Space Science and Communication

and recommended that the Centre should undertake frontier areas of research in the above TWO thrust areas.

It was also expected that the work should be of international standard. The Expert Committee also expressed the view that the Centre should lay emphasis on research, and did not recommend any capital equipment to augment teaching laboratories.The major achievements are described in different Annexures as detailed below

Faculties of the Centre are invited as resource persons in conferences, workshops, summer/winter schools in Universities, IITs and other institutions, as well as visiting professors in national and international institutions. A complete list of such activities may be found in list of publications.The faculties of the Centre also act as guides for Ph.D. theses of a number of teachers in neighbouring institutions and scientists in national labs. A list of such Ph.D. workers along with the name of supervisors is given in Annexure V.

TranSwitch provides fellowships to 2 students pursuing M. Tech (VLSI Design) to carry out its project. Faculties of the Centre give training to freshly recruited engineers by Interra, which in turn give training to B. Tech and M. Tech students of RPE & IT.

The Centre conducted 2 outreach programmes in North Eastern Regional Institute of Science & Technology (NERIST), Arunachal Pradesh under TEQIP (2006) and UGC-NRCPS (2009). According to rules no earning should be made out of these programmes.

Major Recommendations

Recommendations of the Advisory Committee in the Meeting of the Advisory Committee held on March 23, 2010

1. The Committee scrutinized the progress made by the CAS-Department (Institute of Radiophysics and Electronics) during the reported period (2009-2010) based on the presentations of the Head of

the Department, CAS Coordinator and teachers of the Department, as well as on the deliberation, following the presentations.

2. During the reported period, the Institute of Radiophysics and Electronics (CAS-Department) has carried out commendable academic and research work, which has been evidenced by the publication of papers in peer-reviewed national and international journals, publication of books, presentation of papers and invited lectures in national and international conferences , in the areas of the Programme. The significant and consistent rise of publications from year to year has been a true reflection of the success of young faculty members.

3. The Committee expressed satisfaction that a Memorial Seminar for late Prof. M. K. Dasgupta was held in the International Year of Astronomy having utilised the fund of the UGC Networking Resource Centre. The Committee suggested that the Centre should submit a proposal for collaborative project with e.g., IUCAA-Pune and similar institutions on technology related to radio astronomy on the practical development of high power antennas to the appropriate funding agency.

4. The Committee was deeply impressed by the progress in the UGC-NRCPS programme. The draft 2-year Report for UGC-NRCPS presented in the meeting was examined. The Committee strongly recommends that more funds, at least to the tune of Rs. 5.00 crores in addition to funds already allocated, be provided to UGC-NRCPS.

5. The grant under the head of “Visiting Professors/Fellows” be enhanced to attract more external experts from abroad.

6. It is satisfying to note that the Department has complied with the suggestion of the Advisory Committee in the previous meeting (2006-2007) to enhance R&D activities through sponsored research under the CAS programme and that the Department has as many as 19 ongoing projects in the area of the programme.

7. The Department has now 36 teachers (P-15, R-9, L-12) as against 33 teachers (P-15, R-9, L-9) last year on roll as against the sanctioned strength of 46. Therefore, the Department may take all steps to expedite the filling up of the vacant posts so that the academic and R&D activities of the CAS programme could be further accelerated.

8. It is noted that the Department has been imparting education/vocational training to the underprivileged, following the suggestion of the earlier Advisory Committee. In this connection the outreach programme at NE States and the tie-up with a UG College (Scottish Church College) by the Centre merit special commendation.

9. The antenna group of the programme may consider submitting a project proposal for carrying out R&D in the area of high power wideband antennas for directed energy weapons (DEW).

10. The Centre may explore the support of DST under the UK-India collaborative research initiative programme in the area of solar energy generation.

11. The research publications of the Department during the last five years (2004 onwards) may be compiled and documented in the form of a report. Besides, the list of the publication of the Department may also be made available.

12. In view of excellent work done by the Centre of Advanced Study, the Centre should be named as UGC Centre of Excellence. Furthermore, since the Centre has been given the status of UGC Networking Resource Centre, the Centre should be considered as Inter-University Centre. Hence, more financial assistance from the UGC be provided and accordingly the department should work out a proposal to be submitted to the UGC.

13. The Committee feels that the Centre is now all set for making a quantum jump in frontier research areas.

14. All efforts should be made by the University to make space available to the Department for library and laboratory development.

15. The Committee formally approved of the proposal to utilize Rs. 1,05, 669/- : the interest amount accrued, for the contingency expenditure.

16. The Committee also expressed concern that the fund for 2009-10 is yet to be released by the UGC, though the Centre has submitted the UC in July 09 and a few reminders were sent. The Committee recommends that the total unspent balance of ~ Rs. 2.48 lakhs be utilized to meet the expenses under the approved budget head of the CAS, until grant from the UGC is received.

17. The Experts also recommend that a Monitoring Committee be formed for the UGC Networking Resource Centre including a few Experts from other Institutions in India.

The accounts of the earlier phase be completed, finalised, audited and duly authenticated by the competent authority (Registrar and Finance Officer both) (item-wise and year-wise) for all the allocations and sanctions given to the Department for ongoing/current phase are to be submitted by the Department so that UGC, if provides support again, may immediately release the funds for the phase to be approved as per the above activities.
