SUMMARY OF POSITION IREX seeks a Chief of Party to manage a USAID-funded Central Asia “Access to Information” (A2i) program. This program is envisioned as a three-year, regional program, combining country-specific as well as regional activities for Kazakhstan, Kyrgyzstan, and Tajikistan that will increase citizen access to civically-relevant information in order to improve governance outcomes. The Chief of Party will be the primary point of contact with USAID/CAR regarding day-to-day activity implementation and management matters relating to the agreement, and may also act as a Country Program Director in the country where that person is based. The Chief of Party will have overall responsibility for assuring that all assistance provided under the award is technically sound and appropriate for the needs to be addressed and for adequately managing and supervising the work of all staff under the award. The position is contingent on funding. SKILLS AND QUALIFICATIONS:

Demonstrated technical experience in at least two (more preferred) of the following areas: media development, journalism, private-sector management, coalition-building, and organizational capacity building;

Experience working on media issues in Central Asia or the former Soviet Union is strongly preferred;

Graduate degree in social sciences, international relations or media related field is strongly preferred;

Relevant experience in managing similar media and/or civil society programs in complex environments, with a minimum of 5 years in a senior management position for similar projects;

Excellent negotiation skills and the ability to lead and build consensus, cooperation, and coalitions among individuals with competing interests;

Demonstrated ability to research and analyze media policies and legislation and make recommendations for improvement;

A minimum of 3 years of experience working with US Government, other bilateral, regional, or multilateral donor-funded programs;

The Country Program Directors will be the lead point of contact for all activities implemented in the respective country. The position is contingent on funding. Excellent negotiation skills and the ability to lead and build consensus, cooperation, and coalitions among individuals with competing interests;

Ability to coordinate with other donor programs on media and seek synergies and complementarities to maximize results.

Professional fluency in English is preferred. Ability to speak Russian is a significant advantage.
