The following is the new IPLOCA Mission for 2010 and beyond:To provide value to members through a forum for sharing ideas, engaging the industry and its stakeholders, facilitating business opportunities and promoting the highest standards in the pipeline industry.
The convention is a great opportunity to meet face to face with peers,
competitors and suppliers and to do so in a relaxed and social environment.
We have engaged some excellent speakers for the Open General Meetings
which, along with the Annual General Meeting, will take place just a
short boat ride from the hotel at the Fondazione Giorgio Cini on Thursday
and Friday.
At the end of May we held a Board Meeting in St. Petersburg, kindly
sponsored in part by our directors Vladilen Ermolin (PTPS) and Michael Rae
(Argus Ltd). More details regarding the outcomes from this meeting are on
page 5 and 6 of this newsletter. We also held Regional Meetings in Paris,
Rio de Janeiro and in Moscow.
Following the call for submissions for the IPLOCA Health & Safety Award,
sponsored by Chevron and the IPLOCA Environmental Award sponsored by
Shell, we received multiple high quality submissions. More information on
the awards is on page 7 and 8.
It has been a busy and fulfilling year and an honour and a privilege to serve
as your President. On behalf of the 2009-2010 Board of Directors I thank you
all for your support and involvement in IPLOCA and look forward to seeing
you in Venice.

News from Geneva Unwelcome Visitors at the Secretariat
Arriving in the office at 8 am one Monday morning in late
May, Executive Secretary Juan Arzuaga was surprised to
find a large hole low in the wall of our conference room.
Momentarily baffled, he quickly realised it was a man-sized
hole, perfectly sized, relatively neat – and deliberately and
carefully cut.
Sadly, we weren’t the only office in the building that was
burgled that weekend. Tenants on the 1st and 4th floors of
the Geneva Airpark also received some unexpected visitors
who gained access in the same way, via the neighbouring –
as yet unoccupied – offices on their floors.
A similar incident occurred in another building under
construction in the same area near the airport. Oddly, all
electronic equipment was left untouched, including a new
projector. Locked cupboards were forced, but there was
little damage done and apparently nothing missing. If the
thieves were looking for money, as the police assumed,
they must have been quite disappointed.
In more positive news, at the Secretariat the final
Convention details are now almost completed and we
are preparing for yet another world-class, sold-out event,
preparing to pack the inevitable trunks for shipment of
materials to Venice and brushing up our Italian skills.
St. Petersburg May Board Meeting Update The 2009-2010 IPLOCA Board of Directors met in May in
St. Petersburg, Russia, with 16 board members in
attendance. Our thanks to Michael Rae of Argus Ltd and
Vladilen Ermolin of PTPS for their generous support of the
meeting and for their language help provided as needed!
Some highlights from that meeting: - Health & Safety Statistics for 2009 have been submitted.
The Board of Directors has directed the Secretariat to
contact those companies which did not submit their
Health & Safety Statistics. Regional Directors will be
asked for their support as appropriate.
- HSE content on the website is being reviewed and
additional information will be added.
- An article on the aggregate statistics was published in
the June issue of the IPLOCA Newsletter.
- Minor adjustments were made to the Shell-sponsored
Environmental Award and the Chevron-sponsored
Health & Safety Award Balanced Score Cards.
- A successful communications seminar for Project
Managers was held at Schiphol Airport during March.
A newsletter article was published regarding the
seminar and plans are in place to offer a slightly
modified version of the seminar again in October or
November.
- Caterpillar is prepared to make its training available to
IPLOCA members. Typical topics are safety, machine
application and earthmoving fundamentals and also
some certifications.
- Training for Sideboom and Bending Machine operators
by Liebherr (Maats) is also being discussed.
- Juan Arzuaga explained that Adam Wynne Hughes
and he had held a meeting with BP in which they
communicated the make-up and goals of the groups
from the Novel Construction Initiative. Petrobras

explained why they are very committed to the initiative
moving forward. ENI and TransCanada had also
confirmed their participation.
- Feedback received on Onshore Pipelines: The Road
to Success was discussed and work items were
redefined. A group work update will be provided
in Venice.
- It was reported that feedback had been given by the
Novel Construction participants to the questionnaire
from EPRG (the European Pipeline Research Group).
Research topics proposed by EPRG need to be evaluated
for possible IPLOCA participation.
- The IPLOCA accounts had been audited and approved
for 2009.
- The Bylaws are being reviewed and amended for
presentation to the Regular Members at the AGM
in Venice.
- The Board noted the increase in new memberships and
thanked the Secretariat for its efforts.
- Plans for the Venice Convention are proceeding
smoothly, with excellent sponsorship commitments to
date. The event is proving to be very popular.
- Convention speakers were reviewed and approved.
A successful Regional Meeting was held on 17 March
2010 in Paris. A full report of the meeting is available
at the IPLOCA website. Forty-seven people from 26
companies attended.
- The Rio de Janeiro meeting scheduled for 6 April
had to be cancelled at very short notice because of
severe flooding in the region. The meeting would be
rescheduled for 5, 6 or 7 July.
- A U.S.A. teleconference meeting had been held in May
during the Offshore Technology Conference.
- A Regional Meeting would be held late July in Moscow.
- It was anticipated that no additional Regional Meetings
would be held during 2010.
HSE CommitteeHealth & Safety StatisticsResponse to the call for annual
Health & Safety Statistics resulted in submissions from all
but 10 Regular Member companies who have been sent
several reminder letters. This is a significant improvement
over previous years, but we are still looking for
100% compliance.
HSE Website Content ReviewThe committee indicated it wanted to further promote the
use of Environmental Indicators and to add statistics on
severity and road accidents to the web site. The revised
Mission and Guidelines should be posted on the website
once available.
We extend our thanks to those listed below for their
service on the committee this last year. A number of Board
Members were also involved in various HSE discussions at
the Board of Directors level.

Training Committee Communication Skills Our first custom-designed training seminar for pipeline
project managers was held at the Sheraton Hotel at
Schiphol Airport in March.
The seminar received such positive feedback from the
18 participants that plans are now in place for a second
offering. Cross-cultural interpersonal communication can
be extremely difficult, and nowhere more so than in the
technical context of pipeline construction.
“There is no such thing as one reality. We all have our
own realities. One of the things we see in the western
world of communication is that we tend to be very direct.
In other cultures people have been programmed to
communicate differently – relying strongly on context and
being much more indirect. Put cultures like this together
in a work environment and you’re bound to have some
communication challenges.”

Caterpillar and Liebherr Training for Sideboom and Machine OperatorsOn Tuesday, 26 October, in Geneva – the day prior to
the next Novel Construction meeting – an informational
meeting on training for machine operators will explain the
modules that Caterpillar and Liebherr have available and
are willing to offer to IPLOCA members. CAT University,
based in Geneva, offers both classroom and e-learning
based training. There are trainings for operators, with
simulators, and also use of the training areas, such as that
located in Malaga, Spain. Typical topics are safety, machine
application and earthmoving fundamentals and also some
certifications. Similarly, training on Liebherr machines
will be made available through Maats Pipeline to IPLOCA
members. Come to the informational meeting to find out
more about how these training modules can be customised
for your machine operators.
Site Visit InitiativeDuring the Regional Meetings a number of our members
expressed interest in participating in pipeline construction
site visits to exchange information about construction
processes and new techniques being applied to improve
productivity either in summer or winter work. The Training
Committee is committed to organising these type of
visits with the collaboration of IPLOCA members. More
information will be available soon at www.iploca.com.

and layout for the Ballroom in order to accommodate
all our guests at the Dodsal Welcome Dinner, the CRC

restrictions, you are not able to be seated where you would
wish at any of the above mentioned events. The Secretariat
will make every effort to accommodate delegates’ needs

PIH Golf Tournament
Who won a prize at the PLCAC Golf Tour-
nament? IPLOCA President Adam Wynne
Hughes and Doug Evans, among others.
Obviously they were getting in practice for
the PIH Tournament in Venice…
The PIH Golf Tournament this year will be held at Circolo
Golf Club Venezia, with transportation from the hotel to the
golf club by water taxi. The logistics are a little complex
because each water taxi can only accommodate 12
passengers and only two water taxis can enter the narrow
channel to the golf club at any one time. Transferring of
players will therefore have to happen in stages and could
take a little longer than usual!

IN THE HEADLINESEnbridge acquires natural gas assets On top of posting a $138-million second-quarter profit,
Enbridge Inc. has announced one of its U.S. subsidiaries
is set to acquire a natural gas gathering and processing
system in Texas and Oklahoma from Atlas Pipeline Partners
for $682-million (U.S.). Enbridge Energy Partners L.P., 27 per
cent owned by Enbridge Inc., transports oil and gas around
the U.S. and the acquisition adds 800 miles of natural gas
pipeline and three plants to its portfolio. Enbridge has been
trying to expand its pipeline business with projects like the
Southern Access Program that transports oil from the oil
sands south of the border.

CNPC’s oil and gas pipeline length to reach 100,000 km by 2015 BEIJING – The length of China’s top oil producer CNPC’s oil
and gas pipelines would reach 100,000 kilometers by 2015,
said Yu Baocai, vice general manager of CNPC. The target is
almost a double of CNPC’s current pipeline length of about
50,000 kilometers. By the year end of 2009, PetroChina
ran 70 per cent of crude oil pipelines, 90 percent of natural
gas pipelines and 50 percent of oil products pipelines in
China. According to Yu, CNPC will further improve affiliated
facilities for its pipelines, such as 100 million metric tons
(tonnes) of crude oil and oil products storage capacity and
30 billion cubic meters of natural gas storage tanks.

Coming soon: Dar-Mombasa gas pipeline Canada’s Orca Exploration Group is planning to construct
a natural gas pipeline from Dar es Salaam to Mombasa
— a project that should significantly reduce the cost of
energy, and hence the cost of doing business, in Kenya.
The 600-kilometre pipeline from Dar es Salaam through
Tanga to Mombasa will carry natural gas from the Songo
Songo island and from the Mnazi Bay gas fields in
southern Tanzania near the border with Mozambique.
Orca Exploration chairman and chief executive officer
David Lyons said last week that the group is currently
carrying out a feasibility study at its own cost.

Natural gas pipeline project moves forward: TRANSCANADA: Company says multiple shippers met deadlineThe proposed multibillion-dollar TransCanada gas pipeline
from the North Slope took a step forward with the
announcement that potential shippers appear willing to
pay to move gas to markets. “The Alaska Pipeline Project
can report that we’ve received multiple bids from major
industry players and others for significant volumes,” said
Tony Palmer, a TransCanada Corp. vice president.

Work on Sonora’s US$290mn Independencia pipeline to begin in OctoberMexico’s Sonora state water commission CEA has
scheduled the start of work on its 3.68 billion peso (USD
290 million) Independencia potable water pipeline for
October 28. A tender to build the pipeline was launched
July 29. Bidders have until September 9 to register their
interest via government procurement website Compranet,
and a site visit will take place on August 9. Interested firms
will present their offers on September 15, the official said.
The Independencia pipeline will transport water over
150km from the El Novillo reservoir to state capital
Hermosillo. Construction will take an estimated 20 months
to complete.

In MemoriamJoseph G. Fabick 1927-2010
Joseph G. Fabick, of Elm Grove,
Wisconsin, died at his home on
22 July 2010. He was 82.
Joe was the founder of FABCO Equipment Inc., the
Caterpillar dealer for Wisconsin and Upper Michigan,
and served as its president and chief executive
officer from the company’s inception in 1982 until his
retirement in 2002 when principal ownership of the
business was acquired by his son Jeré C. Fabick.
He married Gloria Hanke in 1949 and raised eight
children. He was the brother of John Fabick II, Loretta
McNeill, Francis Fabick, Maurice Fabick, Agnes Fabick
and Catherine Dinkins. Over the years Joe took an
interest in countless humanitarian and community
causes and was recognised with many awards.
He will be greatly missed.

Firm Begins Building Ruby Pipeline
The El Paso Corporation says it’s started building a controversial
natural gas pipeline. The Federal Energy Regulatory Commission
approved El Paso’s request to proceed with construction of the
Ruby Pipeline late last week.
The El Paso Corporation is spending $3 billion to build the 680 mile
pipeline to connect natural gas fields in Wyoming to a preexisting
hub Malin, Oregon. The goal is to give producers access to markets
in California, Nevada and the Pacific Northwest.
El Paso reached a deal last week with two environmental groups
that had opposed the pipeline.
