Political criteria – public administration reform for Ministries of Science, National Contact Points, etc.
Institution building and capacity building (in science and research) – through technical assistance, trainings, study visits, etc.

„Unfortunately, even though it seems only logical, Steering Platform meetings could not be used [...] one of the reasons could be that representatives of the benficiary countries at the SP meetings are not the same ones responsible for IPA in their countries.“

Discussion with EC
Main result of discussion with DG ELARG:Development of a regional strategy and a ministerial conference could be funded through multi-beneficiary IPA

The ministerial conference to be held July 1-4, 2008 in Montenegro (SEE Science, Higher Education and Innovation Policy Forum) might launch a high-level initiative on the regional strategy.
Serbia expressed its interest to host a ministerial conference on the regional strategy in 2009. Serbia’s offer has been welcomed by all WBC delegations.
Preparatory meetings with senior officials will prepare this conference and the strategy development.
A study will be prepared to give the main input for the conference (strategic recommendations).
The ministerial conference shall be used to gain commitment on high level to implement the strategic recommendations.

The study will also develop a roadmap and identify programmes that can be used to finance the activities prioritised in the strategy.
After the ministerial conference a dissemination campaign on the strategy and the follow up will be carried out.
Based on this agreement, further dialogue with DG Enlargement and the Regional Cooperation Council will be sought.

Use SP to bring additional important players at one table: – invite representatives of local EC delegations who are in charge
of IPA implementation,– Invite DG ELARG (and other DGs – in charge of different
components of the programme and involved in the interservice consultation)
It has been decided to use the regional dialogue meeting in December (in Paris) to bring relevant stakeholders together to exchange experience, draft common papers, etc.
