on their ability to deliver a safe
operation. The audits had varying
standards with no consistency.
In 2001
To address the ever increasing
costs of inter-airline audits and
develop the airline industry's first
set of safety standards, IATA
brought together airlines and
industry stakeholders to develop
a global safety audit programme.
In 2003
The IO SA Programme was launched,
based on over 700 safety standards
and recommended practices contained
in the IOSA Standards M anual (ISM ) .
Today
Leading airlines from all regions have
incorporated the IO SA Standards
into their airline operations, and
IO SA is a major component of
industry efforts to improve aviation
safety. IO SA is recognised around
the world as the benchmark safety
audit programme.

IOSA is Based on Globally
Harmonised Standards.
IOSA Standards are derived from al l relevant
ICAO Standards, in particular Annexes 1, 6, and
8, as w ell as from regulations of th e JAA , FAA , and
industry best practices. The IOSA audit standards
are based on eight areas that cont ribute to airline
operational safety.
These are:

Systems (ORG )
Flight O perations (FLT)
Op erational Control - Flight Dispatch (DSP)
Aircraft Engineering and Maintenance (MNT)
Cabin O perations (CAB )
Ground H andling (G RH)
Cargo Op erations (CG O)
Op erational Security (SEC)
To help airlines prepare for IOSA, the IOSA
Standards Manual and associated guidance
material, are available on the IOSA website
(www.iata.org/ps/services/iosa). IATA makes these
standards available free of charge to all airlines,
regardless of their IATA membership. IOSA
Standards Task Forces, comprised of IATA and
airline operations experts, refine and improve the
IOSA Standards. The IOSA Standards are updated
by these Task Forces to ensure currency in an ever-
changing airline and regulatory environment.
IATA Uses Accredited Audit
Organisations and Qualified Auditors.
IATA, through a rigorous process, accredits
Audi t Organisat ions to conduct IOSA audi ts.
Audit Organisations use only highly qualified and
experienced airline auditors on their teams. IOSA
Auditors are trained by IATA Endorsed TrainingOrganisations. The cost of the IOSA audit is
borne by the Auditee airline.
Safety Auditing is an integral part of IATA's Six-Point Safety Programme

Raising the Safety Bar
IOSA provides a common set of audit standards
that are centrally managed, continuously updated,
and consistent ly implemented by experts andindust ry profess ionals . W i th a qual i ty -based
programme and independent Aud it Organisations
accredited by IATA, IOSA is effectively raising the
Safety Bar in the industy.
Facilitating Regulatory Oversight
IOSA is not intended as a substitute for State
Regulatory Authority oversight. IOSA AuditReports can provide valuable additional data that
can assist States in risk assessment and in
planning their own inspections. A grow ing number
of go vernments are planning to incorporate IOSA
as part of their certification process. This value of
IOSA to States was highlighted in the Report of
the 35th ICAO Assembly in October 2004 .
Reducing Costs
Each audit shared translates to an audit being
saved. In the past, airlines audited one another,
sending auditor teams around the world at greatexpense and time. W ith IOSA , airlines can acc ept
the IOSA Audit Report as an audit replacement
tool, and request that each partner seek an IOSA
audit. The sharing of reports fac ilitates co de share
arrangements , and saves the a i r l ines t ime,
professional resources, and money.
Safety Improvement
from Data Analysis
Trend data flowing f rom IOS A Audi ts can
be used to gether w i th data f rom other safety
programmes in IATA to help focus industry
awareness on areas in need of safety improvement.
With so much importance on IOSA, IATA has focussed significant resources to enhance
the Quality Assurance of all aspects related to IOSA. IATA closely audits and observes
Audit Organisations and Endorsed Training Organisations to ensure the highest degree of
Quality Assurance. IATA performs onsite oversight of audits, monitors Audit Organisation
performance, closely verifies each IOSA Audit Report, and manages the IOSA
Programme according to the standards documented in the IOSA Programme Manual.

a listing of all IOSA Registered Operators and is

The IOSA Audit Report
The IOSA Audit Report is the final record of the
audit. It is the document that is the official record
of an audit and that contains information regardingthe conduct and results of the audit, including
implementation of corrective actions and closure
of a l l f ind ings. The IO SA Au di t Repo r t i s the
property of the Auditee airline, but is subject to
extensive Q uality Con trol verification by IATA.
Sharing of Audit Reports
Interested Parties wishing to view an IOS A Aud itReport, can go to the IOS A Registry and request
a report. IATA hand les all requests in a sec ure and
confidential manner on behalf of the Auditee airline.
Each request is verified and, prior to releasing the
report, the Auditee airline must provide final approval.
What Does IOSA Registration Mean?
IOSA Registration is a confirmation of the
commitment of an airl ine to deliver a safe
operation based on the Standards contained in
the IOSA Standards Manual. It is important to
note that IOSA is an audit of an airl ines
operational procedures and documentation; it is
not a physical inspection of aircraft.To maintain their status on the IOSA Registry, airlines
must undergo, and c omplete, an IO SA audit every
two years.
The sharing of IOSA Audit Reports through the IOSA Registry has significantly
reduced the number of audits in the industry.
