7/27/2019 JFC Statement on the Bidding of the LRT-1 Cavite Extension Project http://slidepdf.com/reader/full/jfc-statement-on-the-bidding-of-the-lrt-1-cavite-extension-project 1/2 August 22, 2013 PRESS RELEASE 1American Australian-New Zealand Canadian European Japanese Korean PAMURI JFC Statement on the Bidding of the LRT-1 Cavite Extension Project The Joint Foreign Chambers (JFC) wish to express concern over the unsuccessful bidding event on August 15 for the 12 kilometer Light Rail Transit Line 1 extension project of the Department of Transportation and Communications (DOTC). According to various reports, only one of the four pre-qualified consortia submitted a bid, but with conditions inconsistent with the terms of reference. This project is the largest and one of the most important under the revitalized PPP (formerly BOT) program of the Philippine Government. It extends mass rail transit to a densely- populated corridor south of Manila in Cavite province, where member companies have business operations employing many thousands of employees. The rail extension will also greatly facilitate travel by residents in those areas to business and school districts in Metro Manila. For years the fast-growing northern Cavite area has been highly-congested, causing long commuitng delays and straining existing transport infrastructure. The LRT-1 project and two PPP toll road projects (Daang Hari and CALA) are vital to improved transportation efficiency for commuters in the region south of Metro Manila. With the strong economic growth the Philippines has achieved in 2013 and is expected to maintain, future growth may be impeded by delays in critical transportation projects such as the LRT-1 extension. Non-implementation of this project in the last administration was one of its major infrastructure failures, despite viable international private sector interest and the support of the World Bank and International Finance Corporation. The present administration has less than three years to make the LRT-1 extension project operational. The MRT-7 light rail project and the LRT-2 east extension, along with the LRT-1 south extension, are rail transportation projects urgently needed in Metro Manila, where vehicular traffic is increasingly congested.
