Khorasan Razavi General Governor
In line with the orders of the Supreme Leader of the Islamic Revolution in explaining resistive
economy policy, in order to fulfill the year's name " The Economy of Resistance: Action and
Implementation" and in order for identifying and proper utilization of the capacities and
capabilities in Khorasan Razavi province, the current book has been prepared as a rich complex
of investment opportunities in different fields of industry, mine, tourism, agriculture, services,
commercial and health which can be used to develop the province economy.
We hope with special attention of Imam Reza (PBUH), the current effort in organizing the
investment opportunities develops the cooperation of local and foreign private sector in
implementation and completion of the projects in the province and also acts as an influential step
toward the economic growth, development and employment in Khorasan Razavi.

Today, different methods are being used in order to reach economic development and Promotion
and protection of local and foreign investment is one of the most important ways which can be
done only if the requirements for introducing investment opportunities are prepared.

Khorasan Razavi province as the fourth largest and second populated province in Iran and
because of its unique numerous capacities such as existence of holy shrine of Imam Reza
(PBUH) and other industrial, mining, tourism and agricultural capabilities, has always been a
destination for local and foreign investors.
Since, in order to fulfill approved goals in resistive economy committee, the investment
opportunities of Khorasan Razavi province in all fields have been identified, updated and

Introduction
Khorasan Razaviprovince is the fourth largest province in Iran covering an area of 116,000 square
kilometers. It is also the second most populated province with more than 6 million people living in
it. Having a great historical background and being located in the connection center of Middle East,
Asia, Europe & Silk Road, Khorasan Razavi enjoys huge markets inside Iran and the neighboring
countries.
The long border with neighboring Turkmenistan and Afghanistan is a unique geographical feature
ofkhorasan Razavi. Having skilled man power and huge energy resources along with 25 million
Iranian tourists and 2 million foreign tourists are some of the most important capacities enabling
Khorasan Razavi for economic interaction with more than 80 nations across the world.

Regarding the cultural and historical attractions, Khorasan Razavi is among the top three provinces
in Iran; however, the most important reason to travel to this province is the holy shrine of Imam
Reza (PBUH), the eighth shia Imam, which is one of the most magnificent pilgrimage places in the
Islamic world.
The existence of 2500 tourist attractions, 273 natural places, historical and cultural monuments,
tomb of famous poets such as Ferdowsi, Khayyam and Attar, 10% of museums and 50% of
residential centers in the country, 70 various handicrafts and 20 medical centers active in health
tourism show the great investment potentials of khorasan Razavi in tourism, handicrafts and
cultural heritage areas.
With more than 6000 industrial and mineral units, Khorasan Razavi is the fourth industrially
developed province in Iran. It is also the second in automotive industry and manufacturing spare
parts, and in the near future it will turn into a hub for steel production. Khorasan Razavi also enjoys
top ranks in food and dairy production, complementary and convertor industry, cement, tile and
ceramic, porcelain, gold, copper, textile and carpet industry.
There are 43 industrial towns and areas and more than 730 mines with a stockpile of over 3 billion
tons in khorasan Razavi. Annual Extraction of 23 million tons of various minerals such as iron ore,
gold, lime, chromite and silica, decorative stones, copper and plaster is among the province
capabilities in mine section.
Having 4 customs, 2 border markets and 2 special economic zones of Sarakhs and Dogharoon as the
export gates, Khorasan Razavi plays an important role in foreign trade. A great part of exporting to
central Asia and Afghanistan is carried out through this province.
In agricultural section, 1.1 million hectares in Khorasan Razavi is under cultivation of various corps
and garden products. It has more than 14.6 million livestock units and produces more than 6.7
million tons of livestock, garden and corps products.
Khorasan Razavi ranks first in producing saffron in Iran and in the world with 70% of produced
saffron. It is also among the top producers of Pistachios, red meat, eggs, pomegranate, milk, white
meat, grapes, tomato, herbal plants and cumin with an export capacity of 4.8 million tons a year.
Khorasan Razavi is the second hub of skilled and semi-skilled work force of Iran with more than
340,000 students studying at educational centers of the province. 8000 of students are studying at
PhD level. Regarding the antiquity and ISC ranking, Ferdowsi University is the third among Iranian
universities.

Mashhad medical sciences university is one of the largest universities in the eastern part of country
which operates in health tourism development domain.
Khorasan Razavi ranks first in road transportation and second in air transportation in Iran. Having
7.5% of intercity roads, 14% of railways, relocation of 15 million passenger and 65% of railway
transit in Iran, Khorasan Razavi provides profitable investment opportunities in transportation
section.
Low cost energy and proper infrastructure are among advantages of Khorasan Razavi with its power
plants producing 5160 MW energy in a year. Power distribution also enjoys top stability and
assured providing of energy to consumers proves outstanding capabilities of energy section in
Khorasan Razavi.
Independent natural gas resources of Khorasan Razavi comprise 1% of the country resources and
9% of Iran’s gas extraction. This province contains 30% of renewable energy sources. Wind speed,
number of windy and cloudless days in some parts of Khorasan Razavi is extraordinary.

After the ratification of the law for implementation of the general policies of Article 44 in 2008 ,
the first foreign and local investment center and its secretariat was established in organization of
economic affairs and Finance of Khorasan Razavi in September,2008 .
Due to Khorasan Razavi General Governor's emphasis on fixed and permanent presence of the
representatives in center of investment services for offering more suitable services to investors, the
center was moved to its new independent location and started its activity with fixed presence of
authorized representatives of provincial agencies in order to offer under one roof services to the
investors.
The center is responsible for the following duties as the representative of the Organization for
Investment, Economic and Technical Assistance of Iran in the province:
Aggregation of all Information related to Investment in one Location
Reception of Investment Opportunities From agencies and Private Companies and
Presentation of them To Embassies and offices of Iran's missions in Other countries and their
offices in Iran, Investment opportunity Exhibitions, Iranians Living abroad, etc .
Offering professional consultation to agencies, investors or those who look for investors
Solving Investors' problems and complaints from governmental and non-governmental
organizations concerning the prolongation of the licensing processes and inquiry response.
Doing necessary Coordination for affairs related to obtaining permissions and pursuing
investors' affairs via authorized representatives of different agencies in the center .
Necessary coordination for the securing of entry visa, residence and employment permits for
foreign nationals involved in foreign investment projects
Joining the investors to the activist who look for investors in the province
Having relations with Iran's economic advisors in other countries .
Participation in foreign investment opportunities exhibitions
Perform and track licensing procedures for foreign investment license

Despite the growing construction industry in the country, this product has not been produced yet. Great local demand
for the product as well as the reasonable price of local products in comparison with global prices made the
establishment of this project beneficial. Existence of granite and marmarit stones in Iran provides the necessary
requirements for production of composite stone and makes the final price cheaper than the global price which enables
us to export the products, too.

5. Project description: Sulfur-coated urea (SCU) with its high efficiency and many advantages for soil and plants is used as a fertilizer
which is slow to react and has lots of applications. In our country, more than 1600000 tons of urea is yearly produced
in the agriculture industry to provide for the plants’ required nitrogen. Unfortunately, due to its low efficiency (more
than 50% of nitrogen waste), farmers are forced to use more fertilizer to meet the needs of the plants. Furthermore,
considering the process of sulfur-coated urea through the changing of operational parameters and conditions of
process and the use of different.., there is the possibility of making sulfur-coated urea products with different
percentages of sulfur and different rates of dissolution. As it is clear that application of sulfur-coated urea with
minimum quality (taking 7 days to dissolve) is more useful and efficient that that urea which takes 50 seconds to
dissolve. The general aim of production of sulfur-coated urea project, which can also be the biggest goal, is
preventing the uncontrolled use of chemical fertilizers that can cause cancers and water and environment pollution

Gas to liquids (GTL) is a refinery process to convert natural gas or other gaseous hydrocarbons into longer-

fuels either via direct conversion—using non-catalytic processes that convert methane to methanol in one
step—or via syngas as an intermediate, such as in the Fischer Tropsch, Mobil and syngas to gasoline

Specialized hospital will be constructed in a land of 65117 square meters in Golbahar new city; It is located in
Golbahar new city, 35 Km away from Mashhad city to the west. Golbahar is located on the main road connecting
Mashhad to Northern provinces of Iran which is the main corridor for tourists to come to Mashhad. The hospital will
include Department of Anesthesiology, IVF, angiography, Cell therapy and Gene therapy, Emergency,
Hospitalization parts, CSSD as well as para clinic units. According to capabilities of the hospital, it can attract
patients from other cities and villages close to Golbahar. The total infrastructure is equal to 97676 square meters and
the green space and yard area is predicted 45582 square meters. The B.L.O.T method is recommended to finance and

start point is Elahiye and the last station will be constructed in Abouzartown.The train will pass under the streets such
