RO-Pune has recommend the case for grant of consent to Operate (Part) For IT Park Project in the name of M/s. Pune Dynasty Projects Pvt. Ltd on and states as,

This is a case of consent to operate for the IT & ITE’s activity. The Field Officer of SRO Pune-II has paid visit to the site on 08/12/2011 and reported that the construction has been already started and put into operation. Some of the activity prior to obtaining consent from the Board. Meantime this office is in receipt of


application from Head Office towards compliance and resubmission. Based upon the visit report this office has issued Show Cause Notice towards operation of construction activity without consent and also instructed them not to take any effective steps towards construction/operation of the said project till they obtain consent from the Board. Meantime, they have applied for consent to establish and operate same time with two different names, they have also submitted letter of MIDC regarding restructuring of plot No.3 into 3A and 3B. They have obtained Environmental Clearance for plot no.3 which can be consider common for plot no. 3A & 3B as per Para no. 11 of EIA Notification of dated 14/09/2006 about transferability of Environmental Clearance.

Opinion of Legal Wing – As far of transfer of EC in one single name EIA Notification provides for such transfer on the basis of documentation, but as far as split of one EC there is no clear cut provision, Hence case may refer to CC.

Recommended that the case may be discussed in CC Meeting for further decision.

Opinion of Legal Wing – In number of Cases more particularly in construction

projects after handing over the possessions to the occupants, the buildings are being handed over to different societies in the same project for effective management of the maintenance of the buildings and there it is not expected to have separate clearance to such projects. The environment clearance granted to whole project is being utilized for the operation & maintenance of the waste management in number of buildings and societies formed in that project. The condition about no change in layout, waste load and structure shall be imposed in the consent being considered by competent authority.

Recommended that the case may be discussed in CC Meeting for further decision.

a. Consent fees of Rs. 50,000/- is paid vide DD no. 28812 dtd 29.07.2009. b. Cess return is regularly submitted up to Feb. 2012. c. Copy of consent of sugar unit valid upto Dec. 2012 is submitted. d. Water Budget submitted. Total Fresh water input is 600 CMD (593 CMD industrial & 7 CMD

Domestic) & trade effluent generation is 370.5 CMD including spent wash whereas sewage generation is 6 CMD.

e. For treatment of spent wash (300 CMD) Bio-digester followed by evaporation system (where it is reduced to 125 CMD) followed by Bio-composting is proposed.

7. For the treatment of the D.E, industry has proposed Septic tank followed by soak pit.

8. Proposed Steam Boiler with Bagasse consumption of 850 MT/day. Multi-cyclone dust collector will be provided as an APC system.

9. Non-Hz waste in the form of ash will be generated which will disposed to brick mfg units.

10. Hz. Waste i.e. Sludge-1050Kg/day generated will be disposed of through composting.

11. SRO-Solapur vide email dated 12.09.2012 submitted as below:

5. Considering above, we may grant consent to Establish by imposing EC condition.

Name of Industry : M/s. Asahi Kasei Chemfield Pvt. Ltd, B-40/6, 40/7, MIDC Kalmeshwar,

Dist- Nagpur.

HOD Remarks :

1) Application for Consent to operate with amalgamation.

2) Manufacturing of Micro Crystalline Cellulose Powder -2250 MT/A

3) Application received at SRO on 25/07/2012 and at HQ on 30/08/2012.

4) The case was placed before Consent Committee in its meeting held on 21/04/2012 and it was decided to grant consent with the condition of upgrading the ETP within 4 months & submission of BG of Rs.5 lakh for the same and to grant separate consent for establish for expansion. Accordingly Consent to Establish was granted vide letter dtd-21/04/2012.

5) Now, as the industry requested for C to O, considering their plan to upgrade the ETP by Nov-2012 and meantime they have assured to discharge their effluent to CETP for further treatment.

6) Hence, we may consider the case for C to O with amalgamation by imposing suitable operational BG.

issue show case notice for refusal as the CETP in MIDC Addl Ambernath is not yet commissioned.

• Now industry has replied that, they have provided two no. of ETP’s of (capacity 30 CMD each) total capacity 60 CMD and total industrial effluent generation after expansion will be 45.3 CMD (Existing 41.8 CMD + Addl 3.5 CMD) which is well with in designed capacity of ETP.

• RO Kalyan has reported that, CETP in Addl Ambernath is recently commissioned and slope of industry is opposite side of Chikhloli dam and no chances of effluent going into the dam.

• RO Kalyan has verified water consumption, which is consented quantity. • Existing C.I. Rs 89.75 Cr. + Expansion –Rs 1.41 Cr= Total 91.16 Cr • Existing IE – 41.80 CMD, Proposed IE 3.5 CMD, Total 45.3 CMD • JVS results are sometime exceeding. • RO Kalyan has recommended that, consent to establish for expansion may be

granted with suitable BG towards O & M of ETP.

Considering compliance submitted by RO, Kalyan we may grant consent to establish for expansion BG condition towards O & M of ETP.

ETP comprises screen chamber, buffer tank, Anaerobic Digester, Primary settling tank, Aeration tank, Secondary clarifier & Tertiary treatment. Also they have stated that production activity was not constant during the year 2011. Hence there is no constant feed to ETP. To avoid shock load they were gradually feeding the digester. /M. It is RED/LSI • Capital investment of the industry is Rs. 60.10 Cr as per C.A. certificate submitted by

the industry. • Total water consumption is 285 CMD Industrial effluent generation is 126 CMD and

Domestic effluent is 04 CMD. • For I.E. industry has provided Primary, Secondary & Tertiary treatment of ETP. • SRO has reported that industry is carried out their activity in phase wise manner.

The application made earlier was considering total effluent generation in 3 phase i.e. 120 CMD but at present industry have only completed 1 phase & Industry has submitted that actual generation of effluent is 40 CMD & treated effluent is used for gardening / plantation in own premises instate of discharging in CETP.

• Now the network of effluent carrying pipeline to CETP is completed and industry vide letter dated 22.8.2012 communicated to MIDC that they had completed pipeline work to ETP outlet to CETP chamber and agreed to send the treated effluent to CETP.

• SRO Kolhapur vide E-Mail dated 14.09.2012 reported that industry is a member of CETP Kagal and dispose the treated effluent to CETP through CETP pipeline network.

• JVS results dated 27.1.2012,23.2.2012 are within limit as per the consented standard..

• Industry has provided Multi cyclone separator for Boiler. • Industry is a member of CHWTSDF for disposal of Hazardous Waste. • Industry has submitted the Environmental Statement of year 2010-2011 & Cess paid

upto Dec 2011. • Industry has paid consent fee Rs. 200000 for renewal of consent to operate upto

31.10.2013 • SRO has recommended for renewal of consent to operate upto 31.10.2013 by taking
