1. Historical information
The city of Izhevsk is a capital of Udmurt Republic.
The history of Izhevsk is closely tied to industry. The history of Izhevsk is
closely tied to the industrial production. The city was founded on 10th
April
1760, when workers began construction of count Shuvalov ironworks and the
dam on the Izh river. First ball iron was produced in 1763. Tula arms plant,
Petersburg, Briansk and Warsaw arsenals and Black Sea Admiralty
became its monopolistic consumers.
On 10th
June 1807 Izhevsk experienced the “New birth”, when
exceptional mountain engineer and talented organizer A.F. Deryabin
founded a new arms plant, only third in whole Russia after the Tula
and Sestoretsk plants. By 1863 more than 22 thousand people
inhabited Izhevsk.
With the development of the industry between XIX and XX
centuries Izhevsk became one of the centers of the industry of Ural
region. The city’s population was two times bigger than the main
city of province – Vyatka and ten times bigger than Glazov. In the
beginning of 1914 the government of the Izhevsko-Nagornaya
volost and the workers of Izhevsk plant approached to the province
government asking to officially state Izhevsk as a city, but the
attempt wasn’t successful. On 21st February 1918 Soviet of Workers’, Soldiers’ and Peasants’
Deputies decreed that Izhevsk’s plant habitation to be reformed as the city of Izhevsk without prior
arrangement. The official status of the city was bestowed upon Izhevsk only on 6th
July 1925 by the
decree of All-Russian Central Executive Committee. Izhevsk became the center of Votskaya
Avtonomnaya oblast, later renamed as Udmurtskaya avtonomnaya oblast, Udmurt SSR, Udmurt
Republic on 25th
June 1921.
During Soviet times the number of plants in the city
increased. Izhevsk plant was divided into Izhevsk
Mechanical Plant and Izhevsk Steel Plant in 1939,
Moto Plant was founded in 1933, mechanical plant in
1942, Electromechanical plant in 1957, Reductor Plant
in 1946, Oil machine building plant in 1956, Ball
bearing plant in 1957, Radio plant in 1958, Paper
making machinery plant in 1960 Automobile plant in
1966 and Plastics plant in 1972. The plants became a
backbone of Izhevsk industry. Despite their peaceful
names most of the plants produced military grade
goods. For example, Machine building and Mechanical plants produced projectile weapons,
Electromechanical plant produced surface-to-air systems, Moto plant produced military great
instruments and systems and so on. Large amount of industry in the city stimulated rapid growth
and developed infrastructure because the plants’ responsibilities except for production also included
social sphere of the city’s life such as housing, medicine, culture and sport.
During Great Patriotic Was Izhevsk was among the few cities producing projectile weapons.
Izhevsk Machine building plant worked tirelessly to arm rifles and aviation divisions. From the first

day of war every ounce of high grade steel from Izhevsk mettalurgic plant were used for the
production of tanks, planes, cannons, rifles and other weapons.
The name of the city is rightly associated with the
name of Mikhail Kalashnikov. “Ak-47” mass
production started in 1948 and since that time its
modifications became the most widespread projectile
weapon in the world. First Izhevsk automobile was
made on 12th
December 1966. It started the
development of automobile building and four years
later it grew into the conveyor-type. In 1978 Izhevsk
was awarded with the October Revolution medal.
Today Izhevsk is a modern city with developed engineering infrastructure, public transport system,
developed communal and housing services, socially important objects contributing to the city’s well
being.
2. Location and administrative-territorial division of the city
Izhevsk is located in the south-east of Udmurt Republic,
Eastern part of the East European Plain, in-between rivers
Kama and Vyatka. Geographic coordinates of the center of
the city at 56 degrees northern latitude and 53 eastern
longitude. Economically and geographically Izhevsk is a
part of the Volga federal district.
The city’s land within the city border is 31515 hectares.
The city is divided into 5 administrative districts: Industrialniy (East), Leninskiy (South-West),
Oktyabrskiy (North), Pervomaiskiy (East and South-East), Ustinovskiy (North-East).
The distance between Izhevsk and Moscow is 1129 kilometers. Other closest cities of the Volga
federal district are Kazan (386 km), Kirov (405 km), Perm (282 km), Ulianovsk (616 km),
Ekaterinburg (634 km), Ufa (342 km), Nizhniy Novgorod (789 km).
The closest seas are the Caspian sea (North shore, 1080 km), the White sea (south shore, 1120 km),
the Gulf of Finland (Eastern shore, 1400 km).
The territorial distribution of the population centers in Udmurt Republic creates a complex planning
system that can be called “Izhevsk agglomeration” with the city of Izhevsk as the key location of
growth. The agglomeration consists of 10 municipal bodies, including secondary growth locations –
cities of Votkinsk and Sarapul and some municipal districts. The joint population of Izhevsk
agglomeration exceeds 1 million people.
3. Competitive position
Izhevsk is an economic and trade center of the Udmurt Republic with a range of competitive

4. Nature resources potential
The city is located in the favorable nature and climate
zone.
Local topography is created by the flood plains and hilly
steppe plains. The ground is almost non-subsiding, there
are no ever-frozen, rocky or forest-like features leading to
the forming of carse and landslides. All of these create
favorable conditions for building of industrial and
construction objects and lying of transport roads,
including railroads. Largest rivers going through the city are Izh, Karlutka and Podborenka.
The city’s main water reservoir is artificially created in the second part of the XVIII century
Izhevsk pond. It is the largest artificial water body not created for the electric energy generation.
Area of the surface of the pond is 2,640 hectares.

Soft wood (pine, spruce, silver fir) take up about 40 % of urban and peri-urban forest zone. Hard
wood include birch, asp, and alder. Less common are oak, maple, elm, hazel.

According to the regulation of Izhevsk Forestry the permitted type of uses of urban forests include:
- Stock-piling of timber. It is planned according to the current regulations during cutting of
dead and flawed trees, caring for the forest and cutting of the trees situated on a land chosen for the
reconstruction and use of objects both connected and not connected to the creation of the forest
infrastructure;
- Stock-piling and collecting of the non-timber forest resources (stock-piling of forest
greenery, stock piling of soft-wood branches, only from cut or fallen trees) is permitted for personal
use only.
- Stock-piling of edible forest resources for personal use only;
- Use of the forests for the scientific purposes on the basis of sustained use and rent in
accordance with the project of forest exploitation.
- Use of the forests for recreational activities (organization of rest, tourism, health and
fitness and sports activities);
- Use of the forest for construction and using of water
reservoirs or other artificial bodies of water, hydro-technical
objects, specialized ports according to the water regulations.
- Use of the forests for the religious practices;
- Use of the forests for the reconstruction of existing
power transition lines, communication lines, roads, pipelines
and other communication and utility lines;
- Growing of planting material of forest plants
(planting stock, seedlings).

City’s ecology is in a good condition and has a tendency of
improving due to regular environmental protection measures.
From 2001 to 2014 the amount of dirty water discharge
decreased by 1.6 times. The fixed sources of environmental
pollution decreased harmful substances emission by 1.3 times.

The quality of urban environment is one of the key factors of the quality of life and work.
According to the rating of Russian cities provided by the Ministry for Natural Resources and
Environment in 2012 Izhevsk scored the 5th
place on the quality of urban environment.
Participants of the rating included 85 cities with overall population of more than 57 million people
(54 % of urban population of Russia). The scores of the rating are made in accordance with world
practices and Organization for Economic Cooperation and Development. There are 7 key categories
of the rating: quality of air, water usage and quality of water, waste management, territory usage,
transportation, energy usage, controlling of the impact on the environment.
In the categories “Waste disposal” and “Energy usage” Izhevsk placed 4th
and 1st.
Official conclusion of the Ministry for Natural Resources and Environment is as follows:
“The rating demonstrates that Russian cities of the first ten are equal to the large cities of the world,
and even surpass them in some categories”.
5. Economic potential
The backbone of the industrial complex of Izhevsk consists of manufacturing companies.
Manufacturing industry products in all local-made shipped goods and works and services
performed using own resources using actual prices of account year of clean business in overall
amount of industrial output totaled 80%. The positive factor is that manufacturing companies kept
the 80 % overall result throughout 2004 to 2014. In this period, excluding 2009, the large and
medium-sized companies’ growth exceeded 100 %.
The key positions in the manufacturing industry of Izhevsk are held by following branches:

Production of electrical equipment, electrical and optical systems;
Production of transportation means and transportation equipment.
From 2004 to 2014 the changes in the structure of manufacturing industry were superficial. (table

From 2005 to 2014 excluding 2008-2009 investment into capital stock of Izhevsk companies grew.
Because of the wide range of measures taken by federal and local governments economic situation
stabilized in 2010 and Izhevsk businesses continued the modernization of fixed assets.

Small and medium-sized entrepreneurship is an integral part of Izhevsk economic system. It is
every branch of manufacturing and non-manufacturing area of economic activity.
Following the results of 2014, there were 1885 small businesses and 17 028 private entrepreneurs
working in the city. Following the result of sampling enquiry there were 85 medium-sized
companies. Also there were approximately 14 000 micro companies.
Subjects of small and medium-scale business tend to concentrate in the trade sphere. The reason for
this is higher level of profitability, better availability of staff resources comparing to manufacturing.
Entrepreneurs working in trade also won’t need to solve technical equipment or certification and
licensing issues.

One of the most dynamic sectors of Izhevsk economy is the consumer market.
The retails sales volume has been steadily growing throughout the years. Retail volume from all
sources in 2014 totalled 120.2 billion roubles.
Nowadays retail net in Izhevsk consists of 2395 retail companies, 496 food service companies, 3
multi-functional retail markets.
There are different kinds of food service companies in Izhevsk: specializing on elite food and
drinks, specializing on national cuisine, fast food restaurants, catering services, order-basis cooking.
This includes “Meat and Wine”, “Wong”, “Solod I Khmel”, “Ogloblin” restaurants, and “Mamini
Blini”, “Mama Pizza”, “Eshe Kusotchek”, “Planeta Sushi”, “KFC” and “McDonald’s” fast food
restaurants.
Public services are also a key socially important part of the commercial services.
There are more than 1000 companies providing full range of high quality public services using
modern technologies and equipment. Most common services are technical maintenance and repair
of automobiles, hairdressing services, shoemakers and tailoring.
Hotel services are provided by 52 hotels, including international class hotel – Park Inn Izhevsk.
One of the priorities of city development is housing and vital infrastructure construction. This
includes implementation of the federal program “Available and comfortable housing for Russian
residents, federal dedicated programme “Habitation”, Udmurt Republic programme “Providing
young families with homes”.
There are wide range of owner/developer companies on the Izhevsk construction market including
Federal State Unitary Enterprise GUSST №8, “Komos” LLC, “ASPEK-Domstroy” LLC, TITAN-
Investstroy” LLC, “TALAN” LLC. The wide range of companies creates an assortment of housing
type, class and price.

According to the state statistical information average cost of 1 square meter of living space in
Izhevsk in Q4 2014 amounted to 45.4 thousand roubles.
In 2014 315.5 thousand square meters of living space were put into service. The largest part is taken
up by multi-apartment buildings – 87.8 % overall. Increasing of living space is planned as a part of
implementation of Republic programme “Stimulation of housing construction in Udmurt Republic
2011-2015”. Annual increase of living space put into service is about 5 to 10 % comparing to the
previous year.
Main distircts for housing construction in 2015 are microdistrict “Stolichniy” on Votkinskoe Shosse
street, microdistrict A-10 on Ilfata Zakirova street, microdistrict near Ordzhonikidze street and
Karlutka river bank, 7 and 8 Eastern residential areas.

To improve investment attractiveness, the Administration of Izhevsk actively participates in making
three-way agreements between itself, Ministry of Construction, Architecture and Housing policies
and builders. During the period from 2009 to 2014 6100 young families participated in the
“Providing young families with homes” programme.
The authorities are developing engineering and transport infrastructure. Preparations are made for
the third drain tunnel to the main sewer near Sverdlova st. and Internatsionalniy alley of Izhevsk.
Off-site piping are routed to Medvedevo village, new roads are built in “Chistoprudniy” village and
microdistrict “Stolichniy”. Now specialists work on the project of the Izhevsk pond embankment
territory.
6. Labor and demographic potential
Izhevsk population today is 642.0 thousand of inhabitants (as of January 1, 2015).
Izhevsk has a large gender disparity that tends to deepen. Overall population consists of 44.5
percent men and 55.5 – women.
The city has positive increase of births and reduction of mortality. The increase of births is possible
due to the increased number of families having second or third child.

The structure of occupation of workers in large and medium-sized companies in Izhevsk by
economic activities from 2007 to 2014 changed only superficially.
The growth of the industrial objects and economic situation from 2005 to 2013 made a positive
impact on the labor market of the city.
The number of the registered unemployed and an official level of registered unemployment in
2013-2014 were the lowest ones comparing to previous years.

7. Infrastructure potential
Education The city’s educational system consists of pre-school, general, additional and professional education.
The higher and secondary vocational education institutions include 4 state higher-education bodies:
the Udmurt State University, The Izhevsk State Technical University n.a. M.T. Kalashnikov, the
Izhevsk State Agricultural Academy and the Izhevsk State Medical Academy and 6 state secondary
vocational education institutions and a growing number of private educational facilities.
The Izhevsk State Technical University n.a. M.T. Kalashnikov is included into the list of 100 best
higher education facilities in Russia.
The city’s educational facilities train working and engineering specialist of all the main areas of
expertise needed for the city’s economics. The career-guidance work helps to decrease disparity in
supply and demand on the labor market. Practices like on-the-job training are also widely used by
the educational facilities. Also these facilities create business-incubators and innovative companies
actively working with manufacturing companies, who in turn place orders for research and
development.
Agreements between industry and educational facilities let students use the companies’ equipment
for the education and on-the-job training for the teachers, provide them with scholarships, and take
part in the establishing of technological infrastructure of the educational facilities.
The mechanism of targeted contract training is used for the provision of employment of graduates
from higher and secondary vocational education facilities and helps young specialists find jobs in
the industry.

By September 2015 there are 204 pre-school educational facilities and 96 basic education facilities.
The educational infrastructure is in constant development. The additional education net is preserved
and developed, now it provides services for fulfilling creative potential to 40 000 kids aged 5 to 18,
which counts as 68 % of overall number of pupils.
Healthcare Medical services are provided by 36 hospitals and outpatient facilities.
Priority areas of healthcare development include promotion of healthy lifestyle, mother and child
health preservation, improvement of first aid and specialized medicine including highly
technological.
Center of in vitro fertilization opened its doors in May 2013.
New additional building is being constructed for Republic tuberculosis hospital and clinic in
Leninskiy district of Izhevsk.
Physical training and sports. The capital of Udmurt Republis is rightly viewed as a sports center of Urals and Volga region.
Throughout the year the Udmurt Republic hosts more than 600 hundred regional, city, republic
federal and international events.
Sport objects of international importance are functioning in the city: the Sport and health-improving
skiing complex n.a. Galina Kulakova, the Sport complex “Chekeril”, the Biathlon complex n.a.
Alexander Demidov, the Sport and tourist centre "Nechkino", “Zenith” republic stadium. All this
objects are compliant with European standards and provided with all the needed infrastructure
including infrastructure for disabled people.
Plans for 2015-2017 include opening of “Indoor ice rink with artificial ice” on Molodezhnaya st.,
stadium for beach sports in water area of Izhevsk pond and completing the construction of 50
meters swimming pool and gym on “Torpedo” stadium.
There are 21 sport-oriented municipal organizations functioning in Izhevsk. 2 of these are
specialized schools of Olympic reserve. More than 16 000 kids are learning 44 different kinds of
sports.

Communication and data transmission All modern communications are widely distributed throughout Izhevsk. Telephone communications
mostly provided by “Rostelecom” JSC, mobile communication is carried out by Vimpelcom
(BEELINE), “Rostelecom”, TELE-2, MTS, MegaFon, Skylink.
There about 10 companies on the internet market: “Rostelecom”, Mark-ITT, Stream, ER-Telecom,
NIVAD, RadioLink, Enforta, Devyatiy Uzel, Tango Telecom, Satellite Service, Prostor Telecom.
According to Netindex.com, Izhevsk was placed 20 in the rating of the cities in the world with the
fastest internet connection. The results were calculated using the data acquired from 16th
November
to 15th
December 2012. Average internet speed in Izhevsk is about 28 mbit/s. Among Russian cities
only Omsk has faster connection than Izhevsk.
Transport Izhevsk has a wide and developed transportation system: railway junction, airport, through truck
routes. Inter-city bus lines connect Izhevsk to all district centers and also with Perm, Ufa,
Nizhnekamsk and so on. Despite the fact that Izh river is unnavigable, route from Izhevsk to the
port of the city of Sarapul (67 km) allows water craft of river-to-sea class deliver goods to black and
Baltic seas.
In-city transport consists of autobuses, trolleybuses, tramways and fixed run taxis. Transport
services are provided mostly by “Izhevsk production enterprise of passenger transportation” JSC
and “Izhevsk city electrotransportation” municipal company. Some services are provided by private
entrepreneurs. Water transport consists of three craft coursing over Izhevsk pond.
There is only one airport in Udmurtia. “Izh Avia” JSC provides passenger, cargo, special-order and
charter flights on An-24, Tu-134, Yak-42 planes in Russia and CIS countries. Routes net include 15
regular and 12 charter flights. In the future the airport could possibly become international.
Engineering infrastructure
Heat supply is provided by 2 CHPPs (T-Plus OJSC) and 61 boiler-houses, 25 of which are owned
by the municipality. The main heat supply provider is Udmurt public systems JSC is working on the
basis of municipal property leasing. The company operates about 900 kilometers of heating and
domestic hot water networks, 156 center hit distribution stations , 23 customized heat supply
stations, 96 domestic hot water boiler-rooms.
Electricity is provided by Izhevsk Electrical Networks JSC. The company operates more than 2900
kilometers of networks, 871 electrical power distribution stations and voltage transforming plants,
1608 potential transformers.

Water supply and water disposal is provided by Municipal unitary enterprise Izhevskiy Vodokanal,
working on about 968 kilometers of water supply networks and 658 kilometers of water disposal
networks.
About 800 kilometers of gas-distributing networks are attended by Gazprom Gas Distribution
Izhevsk JSC.
Average wear and tear ration of communal networks is about 50-70 %.

8. Institutional potential
Banks There are branches of almost every large Russian bank in Izhevsk. This includes Sberbank,
Rosselhozbank VTB 24, Russkiy Standart Bank, Alpha-Bank and many more, 40 different banks
and banking groups overall. Banks provide wide range of services for private individuals and legal
bodies.
The city of Izhevsk is included in top-20 cities where it is possible to live without cash. In the rating
made by DublGIS LLC in 2014 Izhevsk placed 5-th among 220 cities of Russia by the number of
organizations accepting credit cards of international payment services.
There are also a range of leasing, consulting, audit and insurance companies.

The Izhevsk fund for support of small and medium-sized businesses is working in Izhevsk. The

areas of its activities are financial aid to small and medium-sized businesses by providing micro-
credits, consulting, organizational, informational and legal support, organization and carrying out of
conferences, seminars and consultations on the topics of supporting small and medium-sized
businesses and so on.
There is also a State Fund for the support of small businesses. The fund’s activities mostly include
development of the mechanisms of financial support of small businesses, developing of the
infrastructure for the support of small businesses in municipal bodies of Udmurt Republic,
informational and consulting activities.
The government of Udmurt Republic created Guarantee Fund for the support of financing small and
medium-sized businesses of Udmurt Republic to make financial support from banks easily
available for more subjects of small and medium-sized businesses by providing guarantees for the
banks.
Center for support of businesses in Udmurt Republic is working to provide non-financial services
for citizens who want to start their own enterprise. The Center provides consulting services,
organizes training for subjects of small and medium-sized businesses, seminars, conferences and so
on on a free-of-charge basis.
Also there are the Center for the Coordination of Support for Export-oriented small and medium-
sized businesses of the Udmurt Republic, the Udmurt Republic Regional Center of Engineering, the
Udmurt Republic Business-Incubator.
9. Tourism potential Having a rich history, centuries-old traditions and picturesque landscapes, Izhevsk as the capital of
the Udmurt Republic is given the opportunity to develop different forms of tourism: business,
event, cultural and educational, religious, recreational, sporting, health-related and so on.
By the Federal target programme “Preserving and developing
architecture of historical cities (years 2002-2010)” the city of
Izhevsk was included in the list of historical cities of regional
significance that confirms the presence of monuments of
architecture and history in the city.
Water tower, 1915.
The water tower is the oldest hydrotechnical construction in the
city of Izhevsk. Built in the brick neo-Gothic style in 1915, it
represents a monument of industrial architecture.
Being listed in the Register of historical and architectural
monuments as a historical and cultural heritage site of the Udmurt
Republic, the tower for more than 40 years with the permission of
the authorities had been used for climbers’ athletic trainings.
In 2011 it was signed off to the Search and Rescue team of Izhevsk. In the future it is planned to
make its reconstruction and place a modern climbing wall inside the building.

The Chapel of the Exaltation of the Cross – 1879. The author

It was built in the place where, according to a legend, a "large
gilded silver sanctuary cross", was buried in the woods in 1774,
before E. Pugachev entered Izhevsk factory.
In the XIX century the chapel was located outside the city limits
in the "Solovyevskie fields" (in the name of the owner of the
mowing). At present, it is in the central area, in the heart of the
modern city near the Arsenal.

The brewery and mead-making plant was
founded in 1872 by the merchant I.I.
Bodalev from Sarapul.
In the beginning of the XX century the building occupied 858 square sazhen (measure of length =
2.134 metres). It was one of the biggest private enterprises in Izhevsk as well as the most profitable
one. During the Soviet period the plant had been working for a long time.
In the 1970s the building was adapted for a vocational school; it housed classrooms, workshops, an
assembly hall, and maintenance buildings.
The brewery is located at the lower bench of the highland of Izhevsk pond.
Historical and revolutionary monument
– a civil building, 1854 – 1857. The

The stone building of the director of the
Gun-making and Iron-making plants was
built at the place of a decrepit wooden
«commander’s house» (that was his name
in the ХIХth century). A spacious garden
adjoined the house that is now is included
in the Park named after M. Gorky.

located here.

family house.
Before 1895 a Zemstvo hospital (After
serfdom had been abolished in 1861,
medical care in many rural regions was
provided by zemstva (local elected councils) was located here, afterwards, during 6 years, the house
had been hosting a military barrack, in 1902 году a two grades male college of the Ministry of
Public Education was opened there. However, it was still called the House of the Kokovikhins. The
building is mentioned in the documents of the year 1874.

The first secondary female educational
institution appeared in Izhevsk on
November 11, 1907. Opened due to
private donations, it was first located in
a small, not existing now stone house
which was donated for this purpose by
the merchants Bodalevy.
Izhevsk workers donated 1 kopeck from
every earned rouble for the construction of the female gymnasium so actively that already by 1908-
1909 it turned out to be possible to erect a permanent building made partially of stone, and later
expand it (1911). In 1910/1911 academic year the progymnasium was reorganized into the Izhevsk
girls’ gymnasium. In spring 1913 the first graduation of the 8th
grade female pupils took place, and
in 1917 there was the last graduation. On October 9, 1919 technical courses for plant workers were
opened in the building of the former Girls’ gymnasium. On March 5, 1922 the Pupils’ Club n.a. V.
Korolenko was opened there. Nowadays the building hosts a section of production service
“Tsentruchsnab”.

from Yaroslavl city upon the project
of S.E. Dudin. At the same time it
was given to the state and hosted the
plant school “for the children of
gunsmiths”. In 1837 the plant

the school, so that “officials’ children were taught separately in the other division”. At that time the
building was one-storeyed, it had a wooden mezzanine and a portico with four columns.
Between 1867 and 1872 the house of the merchant Zherekhov temporarily housed the newly
formed Nagornaya Volost Administration but then the building was passed into the possession of
the two-year college again.
In 1877 the house was reconstructed and the building got the appearance that we know today.
Olginskiy children’s shelter of diligence,
1898.
In 1895 the Emperor Nicolay I issued a
decree on the establishment of a special
charity for children of both sexes left
without control and home, providing it
with the name "Olginsky Shelter" in honor
of the Duchess Olga Nikolaevna.
By 1910 there were 36 Olginsky shelters
in Russia. One of them was Olginsky
orphan asylum in Izhevsko-Nagornaya
volost of Sarapul Uyezd, Vyatka Governorate, created on 11 April 1896. It was the first orphanage
in Izhevsk.
The former Nikolsky Church orphanage building, which was later called the Olginsky shelter for
workers' children, was built in 1898.
One of the directors in the Soviet times was Kuzebay Gerd, a conspicuous statesman and an
outstanding public figure of the Republic. Now the building houses the Children's Creative Activity
Center of Pervomaisky district.

The main building of the Izhevsk arms
factory, built in the style of high classicism,
is a unique piece of industrial architecture of
Russia of the early XIX century playing a
leading role in urban planning of Izhevsk.
Construction of the main building of the
factory began in 1811 on a commission from
a mining engineer, Andrey Deryabin.
Izhevsk Arms Factory became Russia's first high-rise industrial building.
Construction of the four-storey main building lasted until 1815, and then a three-storey east wing
with the passage was built. Interior facilities and finishing were continued until 1820.
During the Soviet times a cultural and educational school was placed there, the building now
houses the National center for decorative arts and crafts.

In March 1834 owing to a major fire the main building of Izhevsk arms factory was burned down.
Fire destroyed the interior, the tower collapsed. Restoration work started in May 1836 under the
leadership of a group of architects and engineers. A. Elfimov ran their work. In 1838 the chimes
were re-mounted on the tower, made by Mr. Schtoltz and his assistant R.Glushkov. During further
10 years the factory building was being rebuilt according to new drawings approved by the Tsar
Nicholay I. The final year of the completion of the Izhevsk arms factory is considered to be 1844.
Today the main building of the factory and its multitier round 50-meter high tower with chimes
crowning the building are a symbol of the city of Izhevsk.

first two stone school buildings in Izhevsk
that were constructed entirely on money of
Izhevsk factory workers.
Formation of the Soviet architecture which
inherited functional ideas and elements of
a decor of modernist style of the beginning
of the XX century was reflected in the project by architect G.F.Senatov.
In days of the Second World War the hospital was organized in the school building.
Since 1971 there was a special (correctional) educational institution for physically challenged
pupils in the school named for Svoboda. Now there is "General education boarding school № 75".
Arms factory of A.N. Evdokimov, 1906.
In the early twentieth century the Arms
factory of Adrian Nikandrovich
Evdokimov was a thriving enterprise
equipped with the latest technology; it
occupied houses built in the Russian style
on Bazarnaya street (nowadays Gorkogo
street).
The factory produced hunting rifles, recasting Berdan and Krnka rifles, collected foreign arms and
bought their parts. Production release of rifles reached up to 9 300 units per year. Produced single-
and double-barreled shotguns were famous due to their shooting accuracy, mechanical strength and
especially to the best quality of a finish work.
In 1890 the Arms factory of A. Evdokimov was awarded with the silver medal at the Kazan
Scientific and Industrial Exhibition.
A.N. Evdokimov tried to input technical innovations into weaponry. It was the place where the first
power plant in Izhevsk was located which provided with electricity not only the enterprise itself, but
also private houses, cinemas, as well as the engine of the flour mill.

On January 31, 1918 the factory was confiscated. On November 15, 1918 the work in the factory
was resumed. In 1919 an agricultural equipment repair workshop was opened in the former Arms
factory, and in 1922 the first State factory of hunting rifles was established on its base.
In Soviet times the first in Udmurtia bread-baking plant № 1 was opened in the factory buildings, a
delicious smell of freshly baked bread is still spread around near this place.

"Izhmash" is one of the first stone
buildings of the Izhevsk arms factory
originally constructed for storing factory
treasury in 1804.
Until the middle of the XIX century the
building had an earthen roof, though it
faced the square. In 1852 the architect I.T.
Kokovikhin during reconstruction of
money storehouse expanded it and rebuilt
it as a guard house. In 1881 a public garden was laid in front of the building. In 1885 the premises
were re-equipped as a bakery, a kitchen and a dining room of the local garrison brigade.
Before the Revolution of 1917 there was the Izhevsk forestry department here. In the 1960s the
management of "Udmurtgaz" was located in the money storehouse. After that one could find
expositions and collections of the museum of JSC "Izhmash" in the building.
Today the museum "Izhmash" represents a unique collection of weapons produced by the factory at
different times, from the earliest to the latest ones. The museum's collection includes more than four
thousand items, more than 350 samples of firearms; cold steel arms and other equipment
manufactured by JSC "Izhmash" are exhibited there.

The two-storey stone house № 70 on Gorky
Street belonged to the manufacturer and
gunsmith V.I. Petrov. A grocery store of the
merchant S.Ya. Chigvintsev, who was a
relative of Petrov, was located on the 1st floor.
On August 3, 1922 in the former merchant
Chigvintsev’s shop on Kommunalnaya Street
(70 Gorkogo Street) a bookstore named “Knowledge” was opened. It was created by a partnership
organized in Izhevsk “to spread the printed word to the public and provide an opportunity for the
purchase of books at an affordable price”. That was the beginning of the book trade in Izhevsk. The
upper floor of the same building housed a City Central Library that was organized in 1920 on the
basis of a reading room of Nagornaya volost, which later evolved to the regional one. Its book
collection formed the basis of the current fund of the National Library of the Udmurt Republic.

After the Revolution in 1917 the building
housed the headquarters and the arsenal of

Later there was a teachers' training school over there, which was then transformed into the Teachers
College and further into the Pedagogical Institute in 1931.

Plane composition of the facade of the building is
divided into three parts with decorative blades that are
terminated on the roof columns. The decoration in the
form of ornamental bands emphasizes the length of
the facade. Currently, the building houses a bookshop.

the XIX century. Presumably, the building
belonged to a merchant Ogloblin.
In the organization of the main facade
methods and forms of the classical sense are
used: its composition is tripartite, the central
axis is marked out with a balcony with a bow-
shaped pediment gable, ground floor is
rusticated, windows are recessed in niches,
the windows of the second floor have
pediments.

opened here. The original layout and the
interiors have not been preserved. Existing

11. Support measures of investing activities provided for small and
medium-sized businesses
In accordance with the resolution of the Izhevsk City Council as of 23.11.2005 # 24 “On
establishing a land tax on the territory of the municipality of Izhevsk”, organizations and individual
entrepreneurs implementing investment projects in the city of Izhevsk are provided with relief for
the payment of land tax for the payback period of the project, but not more than for three years. The
cost of the project should not be less than 100 million rubles.
The competition procedure of investment projects for the right to receive relief for the payment of
land tax on the territory of the municipality of Izhevsk is approved by the Order of the
Administration of the city of Izhevsk as of 06.07.2015 # 490п.
In order to ensure equal conditions for investment activities for owners and tenants of municipal
land, the decree of the Administration of the city of Izhevsk from 13.05.2011 # 456 “On the
procedure of determining the amount of rent, order, conditions and timing of the rental payment for
the use of the municipally owned land in the territory of the municipality of Izhevsk” provides
organizations and individual entrepreneurs, implementing investment projects in the city of
Izhevsk, with the possibility of relief for the payment of land tax for the land owned by the city of
