Ben Carnahan has 23 years of roadway design and project management experience. His project management experience ranges from simple preventative maintenance overlays to complex interchange design projects. He has managed on call projects that included small structure replacements, preventative maintenance overlays, small town reconstructions and bridge rehabilitations. Using lessons learned on past on call projects, Ben will apply proactive methods to manage the assigned projects. Project ExperienceGreenfield District Small Structures: Ben took over as project manager on this task order contract with eleven small structure replacements after one structure had let. Ben brought seven projects to letting. Three structures remain to be let. Several task orders required project bundling.SR 75 Small Town Reconstruction, Advance, Indiana: Ben was project manager implementing plan development of this 1.5 mile small town reconstruction including pavement replacement, curb and gutter, sidewalk and storm sewer construction.US 421 Pavement Preservation, Starke and LaPorte Counties, Indiana: Ben was project manager implementing plan development and the NEPA environmental document. The project was a 15 mile pavement preservation project with ADA curb ramps.Vincennes District Small Structures: As part of an on call project, Ben was project manager of the three small structure replacements on US 50, SR 56 and Old US 50. Services managed included survey, hydraulic design, environmental report, plan development and permitting.

READY TO START! As a recent addition to AECOM, Ben has only two minor projects assigned to him. AECOM’s Indiana Transportation Group also currently has no major projects. AECOM and Ben are ready to focus on the execution of this on call project!

Management Approach

Ben has a proven track record for delivering projects on schedule and under budget. His hands-on management approach includes the following key elements:

ScopeA specific scope document will be written for each task assigned. Ben will work with the INDOT project manager to streamline the scope of work and deliverables to reduce the cost and schedule of each task. A specific example is that the plan development schedule for small structure replacements can skip Stage 2 by fully developing the right-of-way needs at Preliminary Field Check, saving time and fee costs.

ScheduleBen will develop and monitor a critical path schedule for each task. The schedule status will be communicated to the INDOT project manager in status reports.

CostsDetailed cost estimates will be developed and updated at each deliverable. Ben will monitor the estimated construction cost versus the programmed cost throughout project development, and inform the INDOT project manager if there are any discrepancies.

CoordinationBen will assist the INDOT project manager by coordinating with INDOT units providing services such as pavement design, utility coordination, geotechnical investigations and traffic forecasts.

CommunicationBen will keep the INDOT project manager updated on the project by providing monthly status reports discussing all of the items noted above.

Harry has extensive experience coordinating with local, state, and federal governmental agencies and is well acquainted with applicable regulations for natural resources issues in the state of Indiana. His career at Indiana Department of Natural Resources provides him a unique understanding and perspective for environmental issues and permitting with DNR, IDEM, and the USACE. He managed the environmental aspects of the US 31 project in Westfield/Washington Township, working closely with INDOT and its prime consultant and subcontractors through the design and construction phases. He also directed the design review, environmental permitting, and inspection of hundreds of new developments with a small staff of inspectors and a plan reviewer.

Harry NikidesNEPA Lead | ASC Group, Inc.BS/Agronomy-Soil Science/Purdue University

Since joining ASC Group, Harry has managed on average the completion of NEPA process documents for 10 to 12 INDOT projects simultaneously. He is certified by INDOT to prepare NEPA documents including Categorical Exclusions (CE) and Section 4f/6f in Ohio and Indiana, and has completed the DHPA Section 106 Training. As NEPA Lead he will lead staff in any NEPA tasks that may arise.

Jeff’s 35 years of experience in designing and managing a variety of transportation projects for INDOT and Local Public Agencies, including working for the City of Indianapolis Department of Transportation early in his career, gives him the perspective necessary to understand the needs of the client and the importance of project success. Quality, budget and schedule are all measures of project success, and Jeff has delivered successful projects to INDOT year-after-year. Interchanges, pavement reconstructions and rehabilitations, added travel lanes, intersections, small structure replacements, rest areas, and bike trails are all part of Jeff’s project experience.

Jeff is currently serving as the project manager for our four active intersections with the LaPorte District. As Roadway Lead he will select appropriate staff on a variety of roadway projects.

Gary’s well-rounded background of project development experience coupled with his extensive career at INDOT allows him to quickly identify potential project issues before they are critical path items. Gary held senior level positions at INDOT overseeing project delivery and quality reviews during the delivery of Major Moves. Gary’s skill to identify and develop cost effective solutions ties back to his 9 years of scoping experience at INDOT. Gary’s performance metrics as a project manager on INDOT projects are well above industry averages and illustrate his personal focus on identifying and foreseeing project issues and his creative project decision-making.

Gary Mroczka, PEQA/QC | AECOMBS/Civil Engineering/University of MichiganPE - IN

From his 28+ years of delivering transportation projects, Gary’s experience provides added value to INDOT. In addition to AECOM’s rigorous quality management system, he will review deliverables for completeness to meet or exceed INDOT’s expectations.

As a Principal Ecologist with ASC Group, Inc., Len’s primary responsibilities include conducting wetland delineations and assessments (FQA, ORAM, InWRAP) and ecological surveys for various transportation projects throughout the state of Indiana. Len typically prepares reports that include wetland delineations/determinations and ecological surveys. During the ecological surveys, Len conducts threatened and endangered species and habitat surveys, stream assessments (HHEI & QHEI) and aquatic community sampling, collects select water chemistry data, and compiles floristic inventories. He serves as the lead botanist for the company’s projects. Len also prepares Section 404/401 permit applications and coordinates with the appropriate agencies for obtaining the appropriate permits.

Dan is the Director of Survey Services responsible for all surveying services performed by SJCA. He has 29 years of continuous experience within the surveying field which includes technical and management responsibilities for topographic route surveys, construction staking and boundary surveys. Dan has extensive experience performing surveys on high speed interstates and multi-lane divided highways.

As Survey Lead Dan will head efforts for all survey tasks assigned under this contract. As Director of Survey Services for SJCA, Dan will assign appropriate personnel in a timely matter.

David has dedicated his career to bridge inspection and design. His responsibilities encompass technical design of structural elements, field inspections and safety, client and subconsultant relationships. David also has experience with cost analysis, estimating, plan production and coordination. He has recent experience with INDOT as Bridge Project Engineer for I-69 Section 4. He has worked on a broad range of civil/highway engineering projects, including work for INDOT, LPA, and locally-funded county projects throughout the Midwest.

David BuchananBridge Lead | AECOMBS/Civil Engineering/Ohio State UniversityPE - OH

As Bridge Lead, David will oversee the progress and work execution of the design of bridges and structures. He will deliver a quality design product to INDOT in accordance with project design and schedule for each task assigned to his team.

Len has more than 20 years experience encompassing a wide range of projects. He is certified by the Society of Wetland Scientists as a Professional Wetland Scientist (PWS) and is a Certified Ecologist with the Ecological Society of America (ESA). As Permitting Lead he will lead teams in ecological investigations and waterway permitting tasks.

SCOPE & FEE PROPOSALAECOM will prepare a scope and fee proposal along with an initial critical path schedule typically within two weeks of task assignment.

KICK-OFF MEETINGSKick-off meetings allow projects to get off to a fast start by establishing scope, schedule and budget expectations and communication structure.

UTILITYThe AECOM team includes highly experienced utility coordinators who helped INDOT develop and train the new utility coordination process (Indiana Design Manual Chapter 104). Our team will accurately locate and develop designs which avoid and/or minimize impacts.

ENVIRONMENTAL Our team of experienced policy, cultural, and ecological professionals will diagnose the project’s impact and provide collaborative input with the designers to develop strategies to avoid first, then minimize impacts.

RIGHT-OF-WAYOur team will develop a design which minimizes right-of-way. Right-of-way plan development will be initiated as early as possible to eliminate it as a critical path schedule item.

PROJECT BUNDLINGOur team is experienced with project bundling and has led the coordination for bundled projects. We will gather and compile information from the bundled projects into a complete, concise Tracings submittal.

CONTRACT LETTINGAECOM will submit complete , market competitive and quality project deliverables to the Greenfield District 30 or more days in advance of RFC. We will respond quickly to all questions prompted by potential bidders.

DESIGN Our team has extensive experience in a large variety of rural and urban transportation preservation projects. Our vast team of technical experts in road and bridge design can be tapped at any point through the delivery chain to bring innovative solutions to your project.

PROJECT MANAGEMENTOur project manager, Ben Carnahan, will provide monthly progress reports to the INDOT project manager. All project tasks leading up to delivery milestones will be tracked and reported accordingly. The AECOM team will meet or exceed all scheduled milestones. We will prepare executive summaries with each deliverable to aid project reviewers.

Versatile Team with Ample CapacityOur Indiana-based team will be organized into multiple design teams to provide ample capacity and flexibility for a variety of project types. Our approach will be to assign the plan development production to design teams by work type in order to achieve design consistency and efficiency. This will result in savings to INDOT and a quality deliverable which contractors can have confidence at bid letting.

If necessary for peak periods, our local team is fully integrated within our 13 state Midwest Area to easily tap additional resources and technical talent for your project. This excess capacity available to Ben Carnahan brings more than 940 additional roadway, bridge and traffic design professionals. This versatility brings value and innovation to your project that few firms can offer. As shown in the chart on the bottom right, our current workload provides ample local capacity for potential assignments under this contract.

Critical Path Schedule ManagementProject Manager Ben Carnahan manages project schedules using critical path methods. At the kick-off meeting and throughout the project life, Ben will work with the INDOT project manager to identify and coordinate critical path tasks items so items can start and complete on-time.

AECOM designs all types of projects, from preservation to complex design-build projects

The AECOM Indianapolis office has worked on a broad range of diverse projects over the past five years for INDOT. From delivering HMA overlays along US 41, US 20 and US 12 for the LaPorte District to the new interchange at US 31/SR 28 for the Greenfield District, our team is equipped to handle any assignment the Greenfield District needs delivered. Our four intersection projects at SR 149/CR 1050 N, US 231/CR 700 N, US 30/Randolph Street and US 6/Meridian Street are such examples nearing delivery and all are on-time and under-budget. This exposure to challenging projects provides lessons learned and unique solutions to be incorporated into INDOT Greenfield District projects.

Small Structure On-Call PDS INDOT Greenfield District

The project included eleven small structure replacements spread throughout the Greenfield District. As prime consultant, AECOM had oversight of topographic survey, NEPA development, plan development and permitting. The projects also included project bundling with projects developed by other consultants and INDOT design staff. Six of the eleven tasks have been let. Five more tasks will let in late 2017 and early 2018. The project included a mix of pipe culverts, box culverts and three-sided culverts. Traffic control included closures, one-lane two way phased construction and crossovers are four-lane arterials roadways.

US 224 Road Reconstruction INDOT Fort Wayne District

AECOM designed the 1.2 mile US 224 roadway reconstruction project located on the east side of Decatur. This project was deemed necessary due to flooding by the St. Mary’s River. AECOM analyzed several options and determined raising the roadway above the 50-year floodplain was the most effective proposed design. Two offsite compensatory storage sites were designed to mitigate impacts to the St. Mary’s River. AECOM worked seamlessly with INDOT Design staff who designed the compensatory sites and the roadway lighting. The project’s multi-phase traffic maintenance detour plan required extensive coordination with local stakeholders.

US 41 HMA Preventive Maintenance Overlay, INDOT LaPorte District

Along US 41 from Main Street to Ridge Road in Lake County, this $1.49 million construction project consisted of the resurfacing of 2.3 miles of US 41 with areas of full depth patching, evaluation of all the curb ramps to ADA requirements, design of new curb ramps, and utility and railroad coordination. Plans of the existing roadway were not available for parts of the project prior to conducting field work potentially slowing down data acquisition and increasing the risk for error. To overcome this challenge, AECOM used a Trimble GeoXH handheld GPS positioning data collector to define existing roadway data elements greatly accelerating the data collection process, increasing the quality of the product, and reducing the risk of change orders. The deliverables included an 8 1/2” x 11” set of contract documents.

US 6 over Wagner Ditch INDOT LaPorte District

The replacement structure is a single span prestressed concrete I-beam bridge with a span of 65’ and a clear roadway of 43’ – 4”. The bridge is located within a superelevation transition for a horizontal curve east of the bridge. SJCA’s design approach included modifications to the superelevation transition to construct the bridge at a constant cross slope. This simplification to the structure details provides for easier construction resulting in construction cost savings. SJCA’s design approach also utilized existing pavement with resurfacing and shoulder widening except for full depth replacement required within the bridge and bridge approach limits.

Indiana Toll Road Concession Company - Bridge Preservation Design

AECOM completed the bridge rehabilitation at three locations along the I-90 Indiana Toll Road in northwest Indiana. The locations are at Structure 1-4 over the Wolf Lake Channel, Structure 5-2 over the Grand Calumet River, and Structure 15-1 over Salt Creek; all located in Lake County. Each location consisted of dual structures carrying eastbound and westbound traffic, respectively. One innovation used on all three structures was the closing off of the expansion joints above the piers by constructing continuous “link slabs,” which make the deck fully continuous. This eliminated the chloride leakage common in decks with joints preserved the condition of the steel beam ends and piers.

SR 149/CR 1050 North Intersection Improvement, INDOT LaPorte District

AECOM is currently designing the intersection of SR 149 and County Road 1050 North in Porter County. The existing signalized intersection has severe congestion during peak periods due to lack of auxiliary lanes with two lane approaches. The project includes adding left turn lanes along both SR 149 approaches and a new traffic signal. An important aspect of this project is the large number of potential utility relocations which will be designed around to minimize impacts. The project is at Stage 3 and is scheduled for letting in early 2018. AECOM services include plan development and permitting as well as oversight of geotechnical investigation and NEPA document.
