Where  par(cipa(on  and  decision  making  meet.  Liesbeth  Huybrechts,  Faculty  of  Architecture  and  Art  UHasselt,  Social  Design  (DAE)

Page 2: Introduction itu 23.4.15

Spa(al  capacity  building?  •  approach:  par(cipatory  design  in  giving  form  to  public  infrastructures

(spaces,  services,…)  (e.g.  integra:on  of  public  services  in  the  city/community,  such  as  give  and  take),  using  media  (new  and  old)

•  ‘spa(al  capacity  building’:  using  media  to  enable  capaci:es  of  ci:zens,  designers,  policy  makers,    property  developers,….  to  individually  or  collec:vely

•  (1)  reflect  on  processes  of  (spa:al)  change    •  (2)  act  in  rela:on  to  these  reflec:ons

Concern:  genera(vity  of  par:cipa:on:  responsibility  for  context,  impact  on  decision  making,  skills,..

Page 3: Introduction itu 23.4.15

Public  debate  To  enhance  rela:ons  between  capacity  building  process  and  decision  making:    •  how  to  enable  par:cipants  to  bring  processes  more

explicitly  in  public  debate?  •  Using  diverse  media  as  a  ‘stage’

•  Mobile  Design  Lab:  playful  open  source  maps  (MAP-‐it)

•  Future  Fic:ons  and  The  Other  Market:  cri:cal  use  of  mass  media:  tradi:onally  big  influence  on  public  debate

Page 4: Introduction itu 23.4.15

•  How  integra:on  of  people  from  ethnic-‐cultural  minori:es  can  inspire  different  designs  of  ci:es’  healthcare  infrastructures  and  services?

•  1  year  ethnographical  work  and  co-‐design

•  use  of  open  source  toolkits  based  on  map-‐it  suppor:ng  debate  between  groups  and  care-‐takers    (www.map-‐it.be)

•  inform  future  (IT)  tools/infrastructures

MOBILE DESIGN LAB

Page 5: Introduction itu 23.4.15

Methodology  2  low-‐tech  prototypes  based  on  ethnography:

colourful  magne:c  icons  and  a  background  board,  elderly  central

•  suppor:ng  diabetes  educators  during  training  with  elderly  from  ethnic-‐cultural  minori:es

•  in-‐home  care  organisa:on  suppor:ng  daily  housekeeping  tasks  for  elderly  from  ethnic-‐cultural  minori:es:  admission  interviews  and  daily  interac:ons  with  clients

FUTURE FICTIONS GODSHEIDE

•  10  years  of  history  of  par:cipatory  processes  on  spa:al  planning  in  Godsheide  (bv  Unie,  Buur,..)

•  ini:a:ve  of  ci:zens  to  engage  diverse  par:cipants  (policy  makers    property  developers,…)  to

•  Increase  the  impact  of  the  par:cipatory  process  on  decision  making

•  collabora:vely  set  up  spa:al  ini:a:ves  and  public  services  that  can  be  realised  in  2024

Page 7: Introduction itu 23.4.15

Methodology  Ac:on  research  in  the  field  Making/spreading  newspaper:  •  Ar(cles    •  Pictures/tableaux  vivants  of

performances  of  spa:al  ini:a:ves  in  space,  with  cardboard  and  found  props

•  Analysis  of  how  newspaper  inspired  par:cipants  to  script  content  and  how  this  interacted  with  their  reflec:ons,  ac:ons  and  public  debate

Page 8: Introduction itu 23.4.15

Example  •  Newspaper  language  s:mulated  par:cipants  to

script  the  proposals  in  such  a  way  that  they  would  generate  opinions:  reflec(ons  on  school  in  decay,  performance/ac(ng  of  silent  protests  in  public  space,  leading  to  idea  of  crowdsourcing  ini:a:ve

•  Generated  public  debate  in  the  media,  by  group  of  schools  and  policy  makers

Page 9: Introduction itu 23.4.15

Problem  statement:  lack  of  workspace;  ci:zens  not  always  involved  in  decision  making  processes  surrounding  work;  nega:ve  percep:on  of  tradi:onal  pla[orms  (unions,  strikes,…)

What:  Make  people  part  of  the  public  debate  on  work.  Research  ihow  people  create  space  for  work  (eg  fixing  cars  in  the  street)  on  a  daily  basis

Goal:  crea:ng  alterna:ve  (digital/physical)  workspaces,  pla[orms  and  tools  and  surrounding  condi:ons  (eg  mobility)

THE OTHER MARKET

Page 10: Introduction itu 23.4.15

Methodology  –  Living  Lab,    –  How?  Shopfront;  mobile  market:  small  local  co-‐crea:ve  and  public  radio

games  wherein  people  publicly  and  imagine  how  to  materialise  working  skills  in  city

–  Bigger  co-‐crea:ve  radio  game  shows  wherein  local  ideas  are  further  developed  with  designers,  engineers,  architects,…

Page 11: Introduction itu 23.4.15

Results?  –  prototypes  (with  iDrops  vzw)  for  workspaces,  forms,  tools,  techniques  and

condi:ons  are  coached    –  capaci(es  in  reflec:ng,  ac:ng  and  publicly  deba:ng  on  city  context

Page 12: Introduction itu 23.4.15

Public  debate?  •  mul(ple  actors  could  take  an  ac:ve  role  at  different

moments  (eg  processes  of  more  than  10  years)  •  aesthe(cal  par:cipatory  processes  that  are  spread,

exhibited,…,  next  to  the  results    •  trust  that  the  process  could  lead  to  the  desired

result  •  less  focus  on  the  private?

ITU  and  KADK  (Centre  for  CoDesign  Research)  Why  here?  PD  in  diverse  societal  domains,  mediated  by  diverse  media  What  here?    Focus  on  rela:ons  between  PD  and  decision  making:  framework  to  discuss

these  rela:ons:    •  When  do  par:cipatory  processes  contribute  to  (or  inhibit)  decision

making  (eg  on  sharing  pla[orm),  by  whom?    •  How  does  the  design  of  PD  methods  contribute  to/inhibit  decision  making

by  diverse  par:cipants?  Inves:gate  this  in  framework  of  cases:  Give&Take,  newcomers  in  Danish

healthcare  system,  PD  and  demen:a….
