    Definition- Grants are basically defined as a

    gift of money or resources from one or more

    countries to assist another country to solve a

    problem or capitalise on an opportunity.

    Grants are a benefitto both the donor and the

    recipientcountry.

    Purpose of writing a Proposal

    A proposal is a request for grant money to an organisation orgovernment in a less developed country to improve the socioeconomic opportunities for the people.

    Donor countries and organisations require specific information and

    documentation to accompany the Grant Proposal.

    Businesses, foundations and people in donor countries demandthat the money they donate is effective as possible and requestreports on donor fund efficiency. These reports are tabled in the

    Australian Parliament for public scrutiny.

    As a result the Grant Proposal must include processes to improveefficiency and subject to AUDIT.

    Grant Proposal Writing.

    You grant proposal writing should aim to be:

    CLEARkeep your words and sentences as

    simple as possible;

    PRECISEwriting should show the intended

    meaning as exactly as possible;

    CONSISEwriting should be brief and notusing more words than are necessary;

    ACCURATEwriting should avoid vague,

    ambiguous, or misleading statements.

    General suggestions for the

    production of effective grant writing. define the project;

    identify funding sources;

    contact the funders;

    acquire proposal guidelines reporting and audit;requirements from the DONOR;

    know the submission deadline;

    determine personnel needs;

    produce and update a timeline; Nominate other donors that have been requested;

    Proposals for assistance are normally processed usingGUIDELINES/TEMPLATES as required by the donor

    countries.

    Application Stage

    In general the more detailed application will involve greater elaboration of thefollowing:

    Program goals and objectives;

    Project background;

    Program description; Milestones, results, timelines;

    Monitoring/evaluation plan;

    Management plan;

    Reporting plan;

    Costing/Budget;

    Representations and certifications.

    Following consideration and acceptance of the above the application willproceed to the evaluation stage.

    Evaluation Stage.

    In accordance with the USAID directive ADS

    303.5.5d the application will become the basis

    for negotiation between the applicant and

    USAID.

    The evaluation will proceed and the USAID

    Cognizant Technical Office will negotiate the

    award.

    Award stagesThe award stage will typically involve clarifications and /or discussions of any remaining cost issues and

    the Agreement Officer will make a pre-award responsibility determination in accordance with ADS303.5.9.

    A new applicant to USAID will have to provide additional information at this responsibilitydetermination stage. This may include:

    Audited financial statements;

    Project budget, cash flow and organisational chart;

    Applicable policies and procedures.

    If the Agreements Officer cannot make a positive pre-award responsibility determination, a formalselection survey that may involve a pre-award audit & a non-binding recommendation made by anAgreements Officer.

    Award notification will then finalise the process and the successful applicant notified.
