INTRODUCTION The Uniform Crime Reports, 1979 and 1983: Offenses
Known and Clearances by Arrest files include monthly data on the number of IIPart III (Crime Index) offenses reported to police agencies (excluding arson), the number of offenses cleared by arrest (or other exceptional means) and the number of law officers killed and assaulted in 1979 and 1983. The data were originally assembled by the Federal Bureau of Investigation (FBI) from state and local law enforcement agencies participating in the UCR Program. The 1979 and 1983 ICPSR files were processed from IIReturn All master tapes provided by the FBI. The 1979 file contains 1420 variables for 16,177 agencies. The 1983 file contains 1420 variables for 8365 agencies. The data are not weighted.
Each agency is identified by the fol lowing summary variables: state code, city number, SMSA core-city code, population group number and a set of three associated population and place codes to distinguish data for agencies that overlap county boundaries. Annual totals for each monthly variable are available together with variables summarizing the number of months each agency has reported.
These data are similar to the ICPSR Uniform Crime Reports, 1980: Part 1: Offenses Known and Clearances by Arrest dataset (ICPSR 9028). The principal differences between the 1980, 1979, and 1983 data are as follows. The 1980 dataset includes the Number of Persons Arrested but does not include the police assault data as they are reported on Return A. The 1979 and 1983 data files excluded the Persons Arrested data but include the total Number of Law Enforcement Officers Killed or Assaulted. All files (1980, 1979, and 1983) contain information on the Number of Offenses Known and the Number of Clearances by Arrest. Individual cases in each of these files may be uniquely identified by the i r respect i ve FBI "0R I Codes. II
DATA COLLECTION DESCRIPTION
UCR Program contributors compile and submit their crime data by one of two means: either directly to the FBI or through their State UCR Programs. State UCR programs frequently impose mandatory reporting requirements which have been effective in increasing both the number of reporting agencies as well as the number and accuracy of each participating agencyls reports.

As of 1981, there were 40 operational state-level programs. In all, over 16,000 law enforcement agencies representing a population in excess of 220 mi Ilion participated in the 1979 and 1983 FBI Uniform Crime Reports.
DATA COLLECTION PROCEDURES
A count of Cr i me I ndex offenses (murder a'nd non-negl igent manslaughter, forcible rape, robbery, agg~avated assault, burglary, larceny-theft, motor vehicle th~ft) that became known to law enforcement agencies in 1979 <lnd 1983 was reported monthly. Tabulated from agency records by the FBI, the figures include all reports of Index Crimes, also known as Part I offenses (excluding arson), received from victims, officers who discovered infractions, or other sources.
Whenever complaints of crime are determined through investigation to be unfounded or false, they are eliminated f rom an agency I s count. The number of "actua 1 offenses known" is reported to the ~BI regardless of whether anyone is arrested for the crime, the stolen property is recovered, or prosecution undertaken. Each month, law enforcement agencies also report the total number of actual offenses cleared. Crimes are "cleared" in one of two ways: (1) at least one person is arrested, charged, and turned 'over to the court for prosecution; or (2) by exceptional means when some element beyond police control precludes the physical arrest of an offender. In addition, clearances by arrest of of persons under 18 years of age are distinguished from tota 1 clearances (a 11 ages). F i na 11 y, the tota 1 number of law enforcement officers killed or assaulted is included as it appears on the Return A reporting forms.
Each report submitted to the UCR Program was examined by the FBI for arithmetical accuracy or for deviation which may have indicated errors in reporting. In an attempt to identify unusual fluctuations in an agency's crime counts, monthly reports were compared with previous submissions by the agency or with figures by similar agencies. Noted deviations or arithmetical adjustments were brought to the attention of the State Program or the submitting agency by the FBI through correspondence. Any significant increase or decrease was made the subject of a special inquiry •

FILE STRUCTURE
Uniform Crime Reports, 1979 and 1983: Offenses Known and Clearances by Arrest files are available from the ICPSR in two formats: card-image and OSIRIS. The card-image file contains several decks per case in a format based on 80 column punched cards. The data are sorted by case with all decks for a case together in ascending order.
The OSiRIS dictionary gives the format and other information for each variable in the OSIRIS data file. The dictionary or dictionary-codebo~k file is used in conjunction with the OSIRIS software package. The OSIRIS data file is constructed with a single logical record for each case. There are 1420 variables on 16,177 cases for 1979 and 1420 variables on 8365 cases for 1983.
The OSIRIS data file can be accessed directly through software packages or programs which do not use the OSIRIS dictionary by specifying the tape locations of the desired variables. These tape locations are given in the OSIRIS dictionary-codebook.

In the present codebook which documents the archived data collection these numbers are identical. Should the data be subsetted or rearranged by an OSIRIS program (e.g., MMP to intersperse data from another source, or TCOT to produce an analysis deck), the variable numbers would change to reflect the order of the new 'data collection, while the reference number would remain unchanged to reflect the variable number in the codebook describing the archived data collection.

Alternative statements for other variables are liMO GE 911 or liN~ MISSING DATA CODES.II Some analysis software packages (including the OSIRIS software package) require that certain types of data which the user desires to be excluded from analysis be designated as IIMISSING DATA," e.g., inappropriate, unascertained, unascertainable, or ambiguous data categories. Although these codes are defined as missing data categories, this does mean that the user should not or cannot use them in a substantive role if so desired.

The following is provided by the ICPSR as a general definitional reference to the content of the variables described above. The source for these definitions is the Uniform Crime Reporting Handbook (Federal Bureau of Invest i ga~ ion, 1980).

According to Uniform Crlme Reporting procedures, these offense classifications are based solely upon police investigation rather than the determination of a court, medical examiner, coroner, jury, or other judicial body.
MURDER AND NON-NEGLIGENT MANSLAUGHTER - The willful killing of one human being by another. Not included in the count for this offense classification are deaths caused by negligence, suicide. or accident; justifiable homicides. which are the killing of felons by law enforcement officers in the line of duty or by private citizens; and attempts to murder or assaults to murder, which are scored as aggravated assaults •
NEGLIGENT MANSLAUGHTER - The killing of another person through gross negligence. This includes such things as fatal firearms accidents. Traffic fatalities are specifically excluded.
FORCIBLE RAPE - The carnal knowledge of a female forcibly and against her will. Statutory rape (without force) and other sex offenses against females are not included. Assaults or attempts to commit forcible rape are included in a separate count entitled ATTEMPTED FORCIBLE RAPE. Sex attacks on males are classified either as assaults or 1I 0 ther sex offenses ll and are not included here.
ROBBERY - The taking or attempting to take anything of value from the care, custody. or control of a person or persons by force or threat of forc~ or violence and/or putting the victim in fear. Separa~e counts for FIREARM ROBBERY (i .e., any firearm is used as a weapon or employed as a means of force to threaten the victim or put him in fear), KNIFE OR CUTTING INSTRUMENT ROBBERY (i .e., a knife, broken bottle, razor, or other cutting instrument is employed as a weapon or as a means of force to threaten the victim or put him in fear), OTHER DANGEROUS WEAPON ROBBERY (i.e., a club, acid, used), and STRONG-ARM ROBBERY {i.e., no weapon is used, but strong-arm tactics 1 imitied to the use of personal weapons such as hands, arms. fists, feet, teeth, etc. are employed

etc. to deprive the victim of his property) are included.
ASSAULT - An unlawful attack by one person upon another. The FBI's category IIAggravated Assault ll is composed of four separate types of assault variables in this dataset. FIREARM ASSAULT includes all assaults wherein a firearm of any type (e.g., revolver, automatic pistol, shotgun, zip gun, rifle, etc.) is used or its use is threatened. KNIfE OR CUTTING INSTRUMENT ASSAULT includes assaults or attempted assaults wl'erein weapons such as knives, razors, hatchets, axes, cleavers, scissors, glass, broken bottles, ice picks, etc., are used as cutting or stabbing objects. OTHER DANGEROUS WEAPON ASSAULT is an assault in which the use of any object as a weapon does or could result in serious injury. The weapons in this category would include but not be limited to clubs, bricks, jack handles, tire irons, bottles, or other blunt instruments used to club or beat victims. Also included here are attacks by explosives, acid, lye, poison, scalding water, burning. etc. HANDS, fiSTS, fEET, ETC.-- AGGRAVATED INJURY ASSAULT includes only the attacks by use of personal weapons such as hands, fists, feet, etc., which result in serious or aggravated injury. Seriousness of the injury is the primary factor in distinguishing aggravated assaults. Examples of serious injuries are broken bones, internal injuries, wounds requiring stitches, etc., or any injury requiring more than usual first-aid treatment. The final category of assault in this dataset is OTHER ASSAULTS--SIMPLE, NOT AGGRAVATED. These include all assaults which do not involve the use of a firearm, knife, cutting instrument, or other dangerous weapon and in which there were no serious or aggravated injuries to the victims.
BURGLARY - The unlawful entry of a structure to commit a felony or a theft. This offense is broken down into three categorie~: FORCIBLE ENTRY, UNLAWFUL ENTRY--NO FORCE, and ATTEMPTED FORCIBLE ENTRY. A forcible entry or unlawful entry where no theft or felony occurs but where acts of vandalism, malicious mischief, etc., are committed is not scored as a burglary provided investigation clearly establishes that the unlawful entry was for a purpose other than to commit a felony or theft. FORCIBLE ENTRY BURGLARY includes entry by use of tools; breaking windows; forcing windows, ~~Qrs
transDms, or ventilators; cutting screens, walls. roofs; and where known, the use of master ke}'s, picks, unauthorized keys, celluloid, or other devices which leave no outward mark but are used to force a lock. no force. Law enforcement experience is the determining factor in deciding whether force was used in gaining entry. The element of trespass to the structure is essential and . includes thefts from open garages, open warehouses, open or unlocked dwellings, and open or unlocked common basement areas in apartment houses where entry is committed other than by the tenant who has lawful access. If the area entered was one of open access, thefts from the area would not involve an unlawful trespass and would be scored as larceny. ATTEMPTED FORCIBLE ENTRY counts tho&c situations where a forcible entry burglary is attempted, but entry is not accomplished.
LARCENY-THEFT - The unlawful taking, carrying, leading, or riding away of property from the possession or constructive possession of another. It includes offenses such as shopl ifting, pocket-picking, purse-snatching, thefts from motor vehicles, thefts of motor vehicle parts and ~ accessories, bicycle thefts, etc. in which no use of force, violence or fraud occurs. This category does not include embezzlement, "con ll games, forgery, and worthless checks. Motor vehicle theft is also excluded from this category. Prior to 1974 larcenies involving property valued 'less than $50.00 (LARCENY- THEFT LESS THAN $50) counted as a distinct offense, however this classification was discontinued and these data were not separately collected as part of UCR Return A.
MOTOR VEHICLE THEFT - The theft or attempted theft of a motor vehicle. This definition excludes the taking of a motor vehicle for temporary use by those persons having lawful access. AUTO THEFT includes thefts of sedans, stationwagons, coupes, convertibles, and other similar motor vehicles which serve the primary purpose of transporting people from one place to another. TRUCKS AND BUSES THEFT includes those vehicles specifically designed to transport people on a commercial basis and to transport cargo. It is conceivable that certain vehicles could qual ify as automobiles, but based upon their designed use, become trucks or buses. In UCR, the self-propelled motor home is a truck. Some states allow a stationwagon to be registered as a truck; however, I icensing is not a determining factor and this vehicle for UCR purposes would be classified as an auto. OTHER VEHICLES THEFT includes all other vehicles limited by the UCR definition, such as snowmobiles, motorcycles, motor scooters, trailbikes, mopeds, golf carts, etc.

The Return A is a monthly reporting form of the Uniform Crime Reporting Program used to collect data on offenses that become known to local. county, and state law enforcement agencies in the United States. Part I offenses occurring in each jurisdiction are reported on the Return A. To be certain that a crime is not counted more than once by agencies having overlapping jurisdictions, the follow Ig guidelines have been developed:
1. Police count crimes that occur within tbe city limits.
2. County and state law enforcement agencies count crimes that happen in the county outside the city limits.

2. CLASSIFYING AND SCORING PROCEDURES

Classifying - Classifying is determining the proper crime categories in which to report offenses in UCR. The experience of law enforcement agencies in handling UCR data shows that for the most part offenses of law occur singly as op~osed to many being commit~ed simultaneously. In these single offense situations, it must be decided whether the crime is one of the Index offenses, and if so, it would be scored scored accordingly. However, if several offenses are committed at the same time by a person or a group of persons, a different approach must be ~sed in classifying and scoring. The law enforcement matter in which many crimes are committed simultaneously is called a multiple-offense in this Program. As a general rule, a multiple-offense situation requires classifying each of the offenses occurring and determining which of them are Part I·offenses. The HIERARCHY RULE then requires scoring of only that offense which is highest on the list of Part I offenses and ignoring all others in the incident. The HIERARCHY RULE appl ies ONLY to crime reporting and does not affect the number of charges for·which the defendant may be prosecuted in the courts.
Scoring - Scoring is counting the number of offenses after they have been classified. The two general rules for scoring Part I crimes are directly related to the two types of crimes involved, crimes against persons and crimes against property.
For incidents of criminal homicide, forcible rape, and aggravated assault (all crimes against persons) one offense is scored for each victim.
Aggravated assault is a troublesome crime to score. If a number of persons are involved i~ a dispute or disturbance and law enforcement investigation cannot establish the aggressors from the victims, the number of offenses equals the number of persons assaulted.
For crimes against property (robbery, burglary, larceny-theft, motor vehicle theft, and arson) count one offense for each distinct operation or attempt.
In larceny~theft situations, whether a single article or several articles are stolen from one

place on the same occasion, only one distinct operation has occurred and one offense is scored. The number of offenses reported would be "one" even if several items belonging to different people were stolen at the same time from one place.
However, to score thefts of motor vehicles, count one offense for each vehicle stolen and one offense for each attempt to steal a motor vehicle. The theft of a vehicle should be scored as such even though recovery occurs very soon after the theft.

CLEARANCES
1. Clearances by Arrest - An offense is "cleared by arrest ll or solved for crime reporting purposes when at least one person is:
1. arrested; 2. charged with the commission of the offense; and 3. turned over to the court for prosecution (whether
following arrest, court summons, or police notice). Although no physical arrest is made, a clearance by arrest can be claimed when the offender is a person under 18 years of age and is cited to appear in juvenile court or before other juvenile authorities. .
Several crimes may be cleared by the arrest of one person, or the arrest of many persons may clear only one crime. Further, if several persons are involved in the commission of a crime and only one is arrested and charged, the crime is listed on the Return A as cleared by arrest. When the other persons involved in the crime are arrested at a later date, no record will be made of a clearance by arrest since the offense was already cleared following the arrest of the first person.
2. Exceptional Clearances - In certain situations, law enforcement is not able to follow the three outlined steps under "clearance by arrest" to clear offenses known to them. Many times all leads have been exhausted and everything possible has been done in order to clear a case. If the following questions can all be answered lIyes ll
, the offense can then be cleared "exceptionally" for crime reporting purposes:
1. Has the investigation definitely establ ished the identity of the offender?
2. Is there enough information to support an arrest charge, and turning over to the court for prosecution?
3. Is the exact location of the offender known so that he could be taken into custody now?
4. Is there some reason outside law enforcement control that precludes arresting, charging, and prosecuting the offender?
It is recognized that departmental policy in various law enforcement agencies permits the discontinuance of investigation and the administrative closing of cases in which all investigation has been completed. The administrative closing of a case or the "clearing" of it by departmental policy does not permit exceptionally

ADJUSTMENT OF PREVIOUS RETURNS
In tabulating crime count, an agency may find that offense totals for past months require adjustment due to developments in the investigation or other handling of the matter. It may be necessary to adjust totals reported to UCR for the past month or prior months. Needed adjustments can be made on the current month's report and do not affect the reliability of the figures in that such adjustments tend to equalize each other from month to month over a period of time.
Investigation in the current month may show that actual offenses recorded on a previous report are either:
1. unfounded; 2. require reclassification; or 3. need to be subtracted from previous totals. To
execute the above adjustments, entries are made in the appropriate columns on the return for the current month .
