The limitations of current criminal justice system

Between 2010/11, proven reoffending within a year was 26.9%

An average re-offenders committed 2.9 offences within a year

If guilty pleas are excluded, the conviction rate in the Magistrates' Court drop to only 60.7% and 30.5% in the Crown Court (Policy Exchange, 2012:30).

47% of adult prisoners are reconvicted within one year of release. For those serving sentences of less than 12 months this increases to 58%.

The expenditure on public order and safety increased from £21.1 billion in 1997 to just under £31.4 billion in 2008 (Garside, 2010).
