DECOMMISSIONING
DECOMMISSIONING LIFECYCLE
Decommissioning is a long-term and expensive process & can span over more generations.
Precise planning and cost optimisations are expected.
● Selected decommissioning strategy● Waste amounts and its radioactivity● Clearance limits and acceptance criteria● Availability of waste treatment technologies and their costs● Salaries● Project duration● Social license for waste disposal● Site-specific decommissioning conditions● Known & unknown risks
ISDCInternational Structure for Decommissioning Costing of Nuclear Facilities is recommended by IAEA and provides a typical list of
decommissioning activities including preparation, final site clean up or specialized R&D.
Calculation parameters BIM for Decommissioning
COST ESTIMATION METHODOLOGY, contd.
Waste managementConfigure waste management scenarios for
various types of wastes
Result - cost estimationCost estimation is based on ISDC
decommissioning activities, Building Information Model and waste management
scenarios
COST ESTIMATION STEPS
INVENTORY DATABASE
Build a BIM for the decommissioned facility.
This includes the site structure (buildings, floors, rooms) and
inventory database with all relevant data.
CALCULATION STRUCTURE
Use ISDC to choose the decommissioning
activities planned for the project and configure the calculation procedures &
parameters for each activity.
WASTE MANAGEMENT
Define the waste management scenarios for each type of waste
separately. This includes cost factors for waste
treatment.
CALCULATION PARAMETERSConfigure general
calculation parameters like unit factors, waste acceptance criteria & limits or work groups.
RUN THE CALCULATION
Result = cost estimation for the decommissioning
ANALYZE & RERUN
Create a copy of the existing cost estimation, alter the inputs, rerun the
calculation and do the sensitivity analysis.

■ International Structure for Decommissioning Costing of Nuclear Installations■ Recommended by IAEA■ Project oriented, systematic list of typical decommissioning activities
developed for presenting the costs for various decommissioning project of all types of nuclear installations
■ Standardized hierarchical structure with three numbered level aggregating the data bottom to top – opened down to the third numbered level for any user
■ Common platform for presenting of decommissioning cost for any nuclear facility as for type and size; complexity of systems and structures and radiological conditions (including the installation terminating the operation after accident)

ISDC - LEVEL 1 - LIST OF PRINCIPAL DECOMMISSIONING ACTIVITIES
ISDC - TYPICAL SCHEDULE FOR IMMEDIATE DISMANTLING (PRINCIPAL ACTIVITY 04)
ISDC - WHY USE? BENEFITS?
HARMONISATIONCost estimations based on ISDC use the same cost
structure - are harmonized.
BENCHMARKING
Harmonized cost estimations can be easily benchmarked to
verify their accuracy.
CHECKLISTISDC is a project-based
checklist of all activities that has to be done during the
decommissioning. Can be considered as a standardized WBS for decommissioning.
WASTE MANAGEMENT SIMULATION CONFIGURATION
Example:Carbon steel
We will show a sample treatment process for a carbon steel.
Each carbon steel waste is compared to clearance limits. We will define a stream when
this waste can be released to environment.
WASTE MANAGEMENT SIMULATION CONFIGURATION
Fragmentation
The waste is fragmented. Fragmentation is a technology and generates a waste of another
type:
Fragmented carbon steel ready to be released to environment.
WASTE MANAGEMENT SIMULATION CONFIGURATION
Clearance measurements
Fragmented carbon steel is measured to ensure that it is ready to be released.
WASTE MANAGEMENT SIMULATION CONFIGURATION
Transport and release
Measured carbon steel waste is transported and released to the environment.
WASTE MANAGEMENT SIMULATION CONFIGURATION
Final state
Carbon steel released to the environment is the final stage of waste stream. No further
processing is necessary.
