Spaarndammerbuurt and museum ‘Het Schip’ in Amsterdam represent a very important era in Dutch history of housing. Built in the early 20th century as a working class area, both the quarter and museumblock reflect the unique combination of ideological motivation and outstanding elaboration, which can still act as best practice for politicians, activist, planners, urbanists and architects around the world.
Unfortunately the beauty of the area and the importance of its historical background is not very well known. The Spaarndammerbuurt got neglected for years and only thanks to the efforts of the crew of ‘Museum Het Schip’ the qualities of the area got rediscovered. Now a strategy is needed to fully place the importance of the history of social housing in Spaarndammerbuurt on the map again.
This booklet contains a very simple and straightforward strategy: the organization of an International Social Housing Festival in the Spaarndammerbuurt. This strategy got developed by participants of Summer School ‘Thinking City’, which took place in Amsterdam, 5- 20 July 2014.
The following pages contain texts and slides of the final presentation held in Amsterdam Stadschouwburg, July 18th 2014. To get the full impact of the concept clear the team presented as if 2017 had already started and the festival was about to open its doors.
We hope you enjoy this booklet and hope that our effort will inspire possible participants and funders to really make this happen!
On behalf of the teaching / mentoring team,

Back in 2014 we talked a lot about social housing, and its importance for our countries. Considering we come
from different countries, and continents with our own specific issues on social housing. We recognized the role
of the Dutch social housing program as lead for our own countries and started to think how we could gather
knowledge on this subject.

At the same time we recognized several problems on social housing in Amsterdam and the Netherlands.

We were asked by the crew of ‘Het Schip’ (a museum on social housing and early 20th century architecture) to
conceive a strategy to make the museum more visible.

After analyzing ‘Het Schip’ and the ‘Spaarndammer-buurt’...
The ideology behind Amsterdam school style architectu-re has been forgotten. This style is now more know for its cosmetics, while it is an outcome of a social movement in the early 20th century.
…we found that a lot of important aspects got invisible and neglected.
We have also noticed that the history of social emancipation and self-organization in Spaarndammerbuurt is invisible. When you walk through the neighborhood you can’t recognize that the social was once a strong entity here. It was far more than just housing alone.

Due to a number of incidents Dutch housing corporations has lost credibility.
The social is in danger!
And our answer is to go social again!
We need to recapture the meaning of social and give it a new meaning... with innovative approaches!

For these issues we organize this event. We will reintroduce the social by incorporating the nei-ghborhood into an event called International Social Housing Festival. This festival is an international platform for discussing and practicing solutions on social housing. With this we will emphasize the Dutch traditional school of social housing, and residents by reinterpreting this for public purpose. This festival will extend a new quality to the neighborhood.

sets a rule to the space, and is also embedded with the subsistence of both space and economy of space (its social contracts3).
Favela dwellers are used to make their own design decisions; by constantly changing built environment according to their everyday needs, even when relocated to other buildings (e.g mass housing, Brazilian affordable housing programs). The opposite occurs when dwellers from other parts of the city, come to live in favelas – usually, they tend to embed with the everyday life and open way of building favelas.

Img04: Collective and private spaces (moto boys deliver heavy things in the bottom of favelas, stairs suffer collective use, parties on the slab are frequent…).
Img05: Free building occurs when favela dwellers move to mass housing models (to build garages, shops, others rooms, or puxadinhos). As a consequence, most of those housing becomes further again a favela.
Buildings are divided into both individual units and collective spaces. Hence the similarities with the Open Building System (S.A.R.), remarks a notorious fit-outs of units by heterogeneous inhabitants. The individual multifamily units are connected by collective vivid spaces. They are not defined by a program but rather determined through specific architectural attributes and functions related to the temporary use and everyday (lajes, stairs, ornaments, and specifics needs of spaces such as, wall segments, double height, different levels, equipment) that are appropriated by residents and passers-by.
With the world urbanizing on such a grand scale, social housing is a big issue. By 2025, just eight years from
now, 1/3 of the world population will live informal settlements.
For example in Brazil, they have up to 45% of people living in favelas. Social housing as we know is not able to address the need of people. So what we are seeing now
is the “favela - ization” of social housing. We need more creative solution.

For this we need to gather architects, sociologist, government, students and NGOs. A multidisciplinary,
top down planning and bottom up vision that can provide solution for the housing problem.
This is exactly what the International Housing Festival aims to do, bringing together different people from
different disciplines and background. This is a forum for governmental organizations, housing corporations,
developers, civic society, architects, students, academics to discuss the future of our cities and social
housing.

We would like to thank you for giving us the opportunity to participate in this Summer school.
We have grown a lot in this international team, working side by side and coached by great professionals.
We were involved every seconds of it, putting our minds and hearts into this project and this is why we are really
proud to hand over this booklet with our ideas. Hoping this concept will turn into reality in the near future, we would love to offer our services in making it possible.
