There has been a lot of communication inrecent months from your Board ofManagement, you all have been sent severalemails informing you of IELA developments. During the Congress in Paris we willhave time and opportunity to talk aboutthe association. All of us on the LegalBoard and the Board of Managementare looking forward to having fruitfuldiscussions with everybody.
The membership to IELA is a businesstool. Like any tool, it’s only good if it’sbeing put to use. If I have state-of-the-art tools in my house but don’t use themto repair a dripping faucet, there is littlevalue in having these tools. Things don’timprove automatically because I havethe right tools, I need to make aproactive decision to operate them, withskills. Then, if I decide to use the tools,selection of the right item is crucial. Littlesense employing a hammer or a chainsaw to repair a dripping faucet.
To me, IELA is the same. Membershipand subsequent business success is notan automatic. I have to make a consciousdecision to make my IELA Membershipwork for me. Which IELA tools work andcraft benefits for me ?
Quick and easy realization is that IELAprovides unique networkingopportunities to me. During theCongress I can take advantage ofstructured and casual networkingopportunities. Easy to meet and greet somany agents in a very short time, Iotherwise would need three monthstravelling to see them all. Because ofIELA’s Membership Policy, the agents I’m meeting at a Congress are theLeaders of our Industry in their particular markets.
If I’m smart, I’m offering the samenetworking opportunities also to myoperational staff. The proper tool forthat is sending them to attend the IELAWinter Seminar. In January 2011 theWinter Seminar will return to Zurich andDaniel Bataller and Jim Kelty are
already very busy preparing the event.More on this on page 10 of this IELAReport.
What else is there? The other day therewas a complaint stemming from what anexhibitor can expect from an ExhibitionLogistics Provider. Unreasonabledemand met reality. IELA was veryhelpful, and settled the case, referringthe exhibitor to the Standards ofPerformance displayed on the IELAWebsite. It made the customerunderstand that the QualityManagement Standards, that are agreedupon by more than 100 of the worldsleading Exhibition Transport Specialists,simply don’t contain the responsibility heassumed would exist. Not only did wereach an agreement, the exhibitorcontinues working with us. IELAMembership, used as a tool, worked.
Many of the items delivered by theWorking Groups can be applied toimprove day-to-day business. It takes alittle creativity and imagination, and noteverything may necessarily work for
1985 TO 2010 - 25TH JUBILEE OF IELA It all started back in 1979 when SteveBarry and Hans R Brauchli starteddiscussing the possibility to create aplatform where companies active in thefield of exhibition freight forwardingcan meet. In 1983, a first officialmeeting attended by Steve Barry,Ernest Droessaert, David J. Gardner,Klaus Rauch, Peter Kuoni and Hans R.Brauchli took place in Geneva to studythe possibility to set up a legalorganization for those companiesinvolved in the International ExhibitionTransport and Service Industry.
After many months of preparation, thebirth of IELA finally took place inGeneva on 6 March 1985. The sevenfounding members were :
BTG, AugsburgFoirexpo, ParisGondrand Bros., ZurichInter-Transport, GenevaLep Fairs, BirminghamEntrepôts de Vevey, VeveyTWI, San Mateo
Hans R. Brauchli was elected as the firstpresident of the Board of Directors,members were Peter Kuoni and KlausRauch.
At the same time, Hans R. Brauchli waselected as the first Chairman of theBoard of Management, members wereSteve Barry, Ernest Droessaert, PhilipPowell and Klaus Rauch.
A few highlights of IELA’s history:
October 1985 - Publication of the first‘IELA DIARY’ (later on called‘IELA REPORT’ and presently ‘IELAWORLD’).
June 1990 - 5th General Assembly in Munich, GermanyAttended by 41 members with 75participants.
July 1991 - IELA has now 59 memberslocated in 30 countries
October 1994 - IELA sponsors a lunchat the UFI Congress in Singapore.
June 1995 - 10th General Assembly inMontreux, SwitzerlandOut of 71 members, 56 are attendingwith 102 participants.
January 2000 - IELA has its own boothat the INTEREXPO CHINA 2000 andparticipates actively at variousworkshops.
July 2000 - 17 IELA participants from11 countries attended the first jointIELA/SACEOS Training course inSingapore.
January 2002 - Winter Seminar inZurich – 27 participants from 17members located in 14 countries.
May 2002 - For the first time the‘Special Merit Award’ is presented. Inaddition, new yearly Awards such as ‘Best On-Site Agent’ and ‘Best ExportAgent’ were created.
September 2004 - The total number ofmembers is 102 representing 46countries.
These few dates and facts show theimpressive growth of IELA since thevery first days. IELA owes a lot to itspast leaders who have invested a lotnot only of their time and energy butalso their financial resources to make ofIELA the platform where people doingthe same job can meet and findsolutions to their mutual problems.
To conclude this shortcut of IELA’shistory, let me quote a few thoughtspublished in 2008 by Paul Bridle in the‘ami’ magazine and which based onwhat IELA experienced these lastmonths, are certainly worth while somedeeper consideration.
If you want to start a new association,plant a fresh seed. If you want tonurture a growing shrub, prune backhard to force new growth.

If you want to grow your association,simply by adding membership may notbe the way to do it; take a step outsideyour association and look at it fromanother person’s point of view. It couldbe that what you are standing for is notwhat prospective joiners need.

May I encourage you to also look at the Congressfor additional benefit than networking. In spite ofbeing equipped with your notebook computers,iphones and, Blackberrys, connecting you to theoffice, you are remote from daily challenges andyou will be in an environment that givesopportunity to Think!. I know managers who retreatto a monastery for a week of contemplation. I won’tgo as far to suggest we do the same in Paris. Also Iwon’t surrender to the temptation to deliver somewise cracks about the idea. But, we may want toapply the same principle: digest the input frombreak out sessions, from benchmarking, from thepresentations - and contemplate how any of thiscould be of value when implemented in your ownbusiness. This is a week of meeting successfulprofessionals from our industry. Everybody freelyexpressing himself, or herself, on many differentissues and isn’t it likely you will come across inputthat is of huge benefit to you?
Being an IELA-Member, in my opinion, is like livingin good health. When it’s happening, you don’tthink much about it. Only when it’s lost, you startappreciating how good it was before.
There’s a team working on concepts to make IELAhappen for you. It’s the Working Group Members,the Working Group Chairpersons and the Board ofManagement. You can support IELA by joining aWorking Group, and eventually acceptingresponsibilities as a Chairperson or a member ofany of the Boards. IELA is an open and transparentassociation and your input is very important to thewell-being of our group.
And if you now are racing off to clean the dust fromyour toolbox, I won’t stop you. See ya’ll in Paris!

THIERRY HESSEThierry HESSE, after a PhD in Law and adegree from the Paris Institute of PoliticalStudies worked for GENERALE deSERVICE INFORMATIQUE (G.S.I.). Beforebecoming Managing Director of TouringSecours, a round-the-clock breakdown assistancethroughout France.
He then worked for the CAISSE CENTRALE desMUTUELLES AGRICOLES as Director for RuralPrevention Department before becoming a Director at the advertising agency BERNARD KRIEFCONSULTANTS. Since 1989, he has been working forthe Organizing Committee for the Paris Motor, two-wheel and Sports shows, becoming the GeneralOrganizer in 1991. In 2007, he was elected President ofFoires, Salons, Congrès et Evénements de France, theFrench association of the Exhibition and Event sector.He’s also the President of OJS (Office de Justificationdes Statistiques) since 2009.

A. No, all goods must gothrough customs points at theports/airports or bondedwarehouse. They can bedelivered to fair ground onlyafter customs clearanceprocedures are completed.
QIs Temporary Importpossible in Brazil?
A. Yes, it is possible. And pleasealso note that restricted goodswhich require import licensessuch as medical, dental andveterinary products, can only beimported under Temporarybasis.
QHow and by whom is theCustoms Bond Fee paid ?
A. Customs bond is paid by theBrazilian agent to the customs andthe bond fee is charged to theExport agent or exhibitor directly.
QIs customs inspection(physical check) on
exhibits mandatory in Brazil?
A. Yes, it is mandatory foralmost all shipments. Alsophotos of the items are taken bythe agents for checking at re-export.
QWhat is the averageperiod required for
customs clearance?
A. The average customsclearance period may changebetween 2 – 20 working days,depending on the mode oftransport (LCL seafreightshipments usually take longertime) and the description of thegoods. You may be required tomake the shipment even 30days prior to delivery date, ifgoods contain restricted items.Please always check theconsignment deadlines withyour Brazilian agent on spotbasis.
QIs sales allowed duringthe exhibitions?
A. Deals can be closed with thebuyers; but goods which areimported Temporarily at theentry, can not be taken away
during the show. If these goodsare sold, they must be taken tothe bonded warehouse after theshow, where the buyer has toapply for a nationalizationpaying all taxes & duties. Themachine can be released onlyafter customs approve thenationalization.
QWhat are the restricted &prohibited items for
Permanent Importation?
A. For the importation of food,beverages, medical and dentalproducts, there is additionalbureaucracy involving theMinistry of Agriculture andHealth. Permanent Importationof these items may require animport license or even a legalrepresentative based in Brazil.Please always check proceduresand requirements for theseitems, with your Brazilianagents.
QWhat are the majorproblems experienced in
Brazilian customs?
A. Wrong declaration ofdescription, serial numbers,quantity, value on the Invoices;weight discrepancy on thedocuments; ‘’As agreed’’ clauseon the AWB may cause seriousdelays and costs in the Braziliancustoms, as these are theproblems difficult to sort out.

Following their IELA Awards of“The Best On Site Agents” in theworld at the 24th IELA Congress,R. E. Rogers Malaysia Sdn Bhd’sMD Chris Smith met with YBDatuk Mustapa Mohamed,Minister of International Tradeand Industry, earlier this year.The later welcomed the newsespecially for its demonstrationof the professional competenceof which Malaysians are capable,bench marked against worldstandards”. He saw it as “anaccolade for both the company,our exhibition industry andimplicitly, a boost for both our tourism and internationaltrade, helping to put Malaysia on the global map in thisspecialized area”.
“It also, “he added”,exemplified the advanced level ofbusiness practice thanks to thepool of talent we can call on. It isbut one of the many facilitiesavailable to foreign investors
looking for a conducive, probusiness environment”.
Mr. Chris Smith was to say thatthe announcement came “as apleasant surprise. He took it as arecognition he would like toattribute to the hard work anddedication of the staff”. In so faras it helped to project thiscountry, his comment was “It isour business to showcase andbest of all to showcase Malaysia”.
R.E. Rogers General Manager,Tuan Syed Amirul Hafidz bin SyedAli, also had this to say. “We were

Dear all, I would like tothank you all for supporting mefor this position as Chairman ofMembership Working Group. Ihope I can continue to lead thisGroup on the same lines as wasled by Mr. Greg Keh and MrAlan Hunter.
There have been discussionson quality verses quantitymembers and views of this Groupfor quality membership haveprevailed and I am sure we allshall continue to maintain thesame. At the same time onepoint of discussions has always
been about adding membersfrom White Spot countries.Efforts have been made by Gregand Alan as well as most of us toidentify these White Spots andpromote IELA for bringing inmembership from these areas.
Awareness and importance ofIELA has already beenestablished thru various forumsand this has reflected in growthof Membership in last couple ofyears.
One of the issues which hadbeen discussed is, whether weshould dilute some of the criteria
for qualification of the applicantfrom White Spot areas or shouldthere be some concession inMembership Fees? I wouldwelcome your valuedsuggestions on these issues sothat we can discuss it in properearnest during the IELACongress in Paris.

The highlight of my shortperiod of time as Chairman ofthe Membership WorkingGroup was being invited toattend the Board ofManagement (BOM) meeting inLas Vegas last December,together with two otherChairmen of Working Groups,John Harrison (Organisers) andJim Kelty (Training).
This gave us the opportunity ofinforming the BOM of the up-to-date situation concerning ourrespective Groups. I gave adetailed report of the work theGroup had done during 2009.
Since I took office after theLondon Congress there had been38 enquiries for possiblemembership, however afterfurther investigation it transpiredthat 11 of the companies are notinvolved in the Trade FairIndustry! Of the 27 positiveenquiries, 21 did not reply afterbeing sent the membershipinformation pack. However, theremaining companies have showninterest and have beenprocessed.
A lot of work has been carriedout on “White Spot” countries asfar as research by The Scretariatis concerned, as well as membersgiving the matter seriousthought.
Although the race to amembership of 150 has beenabandoned, every effort is beingmade to increase the membershipwith quality admissions.
Various other mattersconcerning the MembershipGroup were discussed includingways of ensuring that companieshave an incentive to join duringthe period after the AnnualCongress.
By attending the BOM meetingit also helped me to understandhow the BOM worked. Little did Iknow that shortly after themeeting, circumstances wouldchange insomuch that I was askedif I would accept the position ofTreasurer of IELA and put myname forward for election to the BOM.
This meant that it wasnecessary to find and appoint anew Chairman of the
Membership Working Group.The BOM considered twoapplications and finally agreedthat Shirish Kulkarni of OrientMarine Lines in India should takeover with immediate effect. Iwish him well in his new positionand I know that he will do a greatjob together with the verysupportive group of members.
I would like to take thisopportunity of thanking mypredecessor, Greg Keh for hisinvaluable advice and supportduring my short period of office.In addition, I would like to thankAnna for all her help, advice,supply of information and hardwork in processing applicationswhen they are received at TheSecretariat.
Last, but certainly not least, Iwould like to thank everymember of the Group for theirsupport and dedication whenconsidering the variousapplications as and when theyhave been received. Thank you to you all.
IELA’s prominent WinterSeminar returns to its popularvenue in Zurich, SwitzerlandJanuary 12-16, 2011. Followingthe unique character of theprevious events, the next WinterSeminar will again combinecompelling classroom sessionsand networking opportunitiesfor the participating students inthe Wednesday-to-Sundaytimetable.
The Seminar begins onWednesday evening much likean IELA Annual Congress withan informal reception forintroductions and a gatheringfor all to meet each other. Theprocess of everybody meeting iscontinued the following morningwith an intense “speed dating”session structured for a series offace-to-face discussions for all ofthe individuals.
The heart of the event followsover the next three days withcomprehensive classroomsessions covering a wide rangeof industry-focused topics.History of IELA, Application ofTariffs, Customer Service,Insurance Coverage & Liability,
IELA Standards, Export and SiteAgent Responsibilities are justsome of the presentationsdelivered in a highly interactiveformat to allow as much “hands-on” student participation aspossible. A Customs Workshopis also planned to provide an in-depth look into current customsissues and regulations as theyaffect exhibition shipments inthe USA, Europe and Asia.Group work on three differentcase studies are carried out bythe participants – the prep workbeing done prior to their arrivaland a report on the results givento the entire seminar group inZurich. The primary aim with thisexercise is to provide timelyinformation on the subjects and,at the same time, promotevaluable networking even beforethe students arrive inSwitzerland.
As in previous meetings, allpresentations are conducted byrepresentatives of IELA Membercompanies and industry-relatedprofessionals, all volunteeringtheir time and expense to be apart of the Winter Seminar. IELAis very much alive when membercompanies involve themselves
so heavily in the association’sprojects. A selection of guestspeakers will also deliverpresentations of particularinterest for those in theexhibition industry.
The students will also get theopportunity to tour the ZurichFairgrounds while an exhibitionis in progress with a thoroughlook at the logisticalenvironment of this importantexhibition site. A final exam atthe end of the Winter Seminarconcludes the three days ofintense learning with the studenthaving the top score winning aninvitation to the next IELAGeneral Assembly.
After spending 3 days inside,the Winter Seminar spend theirfinal day on a wonderfulexcursion to the Swiss Alps for abit of sledding, snowball fightsand lunch and dessert with atremendous view of the skylineof the Swiss mountains.
The Winter Seminarpresentations are structured fornew employees as well asregular staff members. Thecontacts and networking theyobtain during this fast-pacedweek will remain with them foryears to come.

IELA’S PROMINENT WINTER SEMINARRETURNS TO ITS POPULAR VENUE INZURICH, SWITZERLAND JANUARY 12-16,2011. FOLLOWING THE UNIQUE CHARACTEROF THE PREVIOUS EVENTS, THE NEXTWINTER SEMINAR WILL AGAIN COMBINECOMPELLING CLASSROOM SESSIONS ANDNETWORKING OPPORTUNITIES FOR THEPARTICIPATING STUDENTS IN THEWEDNESDAY-TO-SUNDAY TIMETABLE.
Admittedly, due to therecent legal issues facing IELA,the changes in the BOM, LegalBoard and Secretariat, effortsand plans within the OrganiserWorking Group have beensomewhat stalled since myrecent participation at the IELABOM meeting in Las Vegas lastDecember.
IELA’s 25th Birthday is uponus. This anniversary is aculmination of many years ofeffort, dedication, collaborationand relationships between andamong many IELA membersover the years.
So, given this, I would beremiss not to acknowledge someof those members who left,orresigned, for a variety ofreasons, in the wake of therecent legal confusion andwaste. All of them havecontributed significantly to IELA;and, also, both directly andindirectly, to the OrganiserWorking Group.
A hearty thanks to Greg Keh,Phil Powell, Guido Fornelli, NeilGoatcher, and Declan Gane fortheir combined years ofcontributions to the BOM, LegalBoard and Secretariat. I still lookforward to the opinions,comments and counsel of thesevaluable colleagues. I believethey leave a positive, indelibleimpact on IELA.
As with any relationship, itwould be hard to find one thatdid not have a period of volatilityin 25 years; that differences didnot surface; the relationship itselfin question. Our ActingChairman Achim Lotzwick hasadvised that the legal issues arewithdrawn; order is restored. We
commend Achim’s efforts duringa very difficult transition.
Fundamentally soundrelationships, despite volatility,can endure and strengthen asdifferences are resolved. IELA isno exception to this.
So IELA’s 25th Birthdayreflects the enduring value of ourAssociation; the value of its‘reason to be’. I believe each ofus can cite examples of how weindividually and collectivelybenefit from our membership inIELA.
The question still remains: howdo we continue to create IELAvalue and benefits for itsmembers? It seems to me, that isour basic Mission. For one, theanswers lie in the voluntaryefforts and ideas of all IELAmembers; both established and,particularly newer members. I’mcertain there are many moresolutions.
That’s why I’m excited aboutthe potential our new membersbring to IELA and the OrganiserWorking Group. Most of themreside in geographic regions thathave not been neglected byIELA. Yet, in a way, these areashave not been activelyrepresented or emphasized.
I approached the IELA BOMmeeting in Las Vegas to highlightand correct this situation; toassist, if possible with funds orotherwise, legitimate efforts tocreate IELA
Recognition in those relatively‘untouched’ global regions. Ibelieve it’s fair to say that IELARecognition has matured well inEurope (not as well in EasternEurope), North America,
Australia and certain parts ofAsia. But not so in the NorthAfrican Region, Mexico, Central& South America, parts of theMiddle East.
The new members of ourGroup such as Feras Bensaoud-Libya, Rene Carvajal in Mexico,Agustin David in Argentina,Vinay Sharma in Dubai and VickiBedi in the Asian sub continentand beyond can assist with thisdevelopment; not just becauseof theirgeographic localities, buttheir global business reach.
This is NOT to say that theGroup’s efforts will be entirelyfocused on these “new areas”.There’s always room fordevelopment in our ‘mature’areas. For example, witnessElaine Wong of Baltrans’accomplishment---she recentlyestablished a reciprocal web linkwith the CHINA ASSOCIATIONFOR EXHIBITION CENTERS.
In our court, we areproceeding to create an IELAlink with the EXPO PROMOTERWEB site, they promote 37,975Fairs and currently maintain 262Web Partners.
It’s all about developing anIELA ‘BRAND’. Because, as anIELA member, you may neverknow, or directly link thebusiness you receive due to our‘BRAND’. But, chances are, IELAMembership may be, at least inpart, responsible for yoursuccess. This, not counting thebusiness you receive from yournew and established IELAcolleagues.
Paris, at the 25th Birthday, willbe an opportunity to see andreinforce these notions.

The subject of the Surveys iscertainly one of interest – andthere are many different opinionswithin IELA about the benefits ofthe surveys. Some offer fullsupport, others question theirexistence, and some are simplyarguing the types of questionsasked.
As the Standards Group, wewant to take this matter up whenwe are all meeting again in Paris.We believe it is important todiscuss the subject of the
surveys, in particular the types ofquestions asked and theirrelevance to today’s market.
What do you – the member –think about the surveys? Howwould you like to see the surveysdifferent? Do you believe in theirtrue benefit? Many questionscome to mind…..

Hello again, after thetoughest period of the year. Weall have been very busy withthe year-end issues, new yearplannings, busy shows,problematic shipments, etc.
And back to IELA issues, herewe go with a list of our activitiessince our last meeting at the IELAReport:
1-Customs forms:The answers received in Londonfrom members to thequestionnaire (and also thenumber of responses) showed usthat customs forms were justgood marketing tools for IELAmembers and in fact not apractical tools referred for dailybusiness. They are not evenknown by many of the operationspeople. So we decided tosimplify the forms, consideringthat the existing forms consumeda lot of time and energy to fill in.
New template of the CustomsForm has been worked out bySameh Guirguis (CustomsWorking Group Member) by theend of October 2009. Existingdata of each country have beentransferred to new forms by theSecretariat and published on theIELA web site under the new on-line system. Thanks to Declan,Anna and Anika (from My Worldof Expo) for the dedicated andspeedy work during this period.
The new forms have beenreviewed by all the members andup-dated in November 2009.
2-Customs links:
A very useful and creativesuggestion by Jorge Reina ofReca Internacional, was topublish links on the IELA website, to customs web-sites of themember countries in order toenable members to reach thecorrect and up-to-dateinformation on local regulationsand applications, as well as HSCodes. We immediately startedcollecting the related links frommembers. The task has beencompleted by the end ofOctober and all useful links foreach country have beenpublished on the IELA Web-sitefor the use of members.
3-Country File on the IELAReport:
After a series of discussionsamong the Working GroupMembers, we decided to start a‘’Country File’’ section on theIELA Report. We started withTurkey as an example anddecided to continue with anothercountry on each IELA Report. Webelieve, this information can befiled as a useful guideline by themembers and give a rough ideaabout the customs in the subjectcountry. It is a nice tool for acomparison between thecountries.
4-Publish Major Customsdocuments on the IELAwebsite:
We agreed to have samples ofsome customs documents on theIELA web site, to at least showthe members how they look inshape (ATA Carnet, ATR1,EURO1, CMR, T1, HealthCertificate, PhytosanitaryCertificate, FumigationCertificate, etc.) . We can alsohave link to the official web sitesrelated to these documents. (likewww.atacarnet.com Ms MariaMambelli of Expotrans is workingon this task and we will submitthe related data to IELASecretariat, once available.

ERNY DROESSAERTIt is with much sorrow that I tell you of my friends passing. Erny andI starting working together in 1973 at the Paris Air Show. I canremember like it was yesterday trying to find this “ErnyDroessaert”, and wondering if he spoke English. It was my firstventure to Paris and I wasn’t at all certain exactly how things weregoing to work out. When I found Erny, he was holding court in whatappeared to be a gypsy wagon. He English was good, but with aheavy French accent, told me to sit down and we would discuss thebusiness over a nice Armagnac! Although things progressed through the years, one thing remainedsteadfast, our friendship. Erny could light up a room with his smile,and could tell stories about past times that made your soul glad. I was happy to have seen my friend in Paris in September, lookingbetter that I’ve ever seen him. We had three wonderful daystogether that I will never forget. I know that God was watchingover us in Paris and gave us this last time to be together, and I ammost grateful.Here’s to you Erny my friend, I lift my glass of Armagnac to you.Stephen J Barry Jr

We would like to express our sincere condolences for the passing away of Mr. Ernie Droessaert.
He was highly respected and well known in our exhibition logistics industry as well as IELA family.
Ernie was our director until he retired and moved to Luxemburg. He attended the 4th IELA Seniors Club meeting in
September 2009 in Paris and it was scheduled that he will hold the 5th meeting in Luxemburg. It’s so regretful that he can never be with us again. It’s a big lost for us because he was indeed a
trustworthy partner not only during his career, but also continue after his retirement as a true friend and a kind family man.
He is now with God in a better place but left over all the best memories he had with us. He will be deeply missed by all
who knew him.
