1.BackgroundThe Federation of Canadian Municipalities (FCM), in
partnership with the South African Local Government Association
(SALGA) received a contribution from Global Affairs to implement
“The Building Inclusive Green Municipalities (BIGM)” program for 51
months (4.3 years). The aims is to improve the capacity of South
African municipal governments to support e� ective service
delivery, inclusive local green economic growth and enhanced
climate change mitigation and adaptation measures. The program will
pilot local economic development initiatives to promote job
creation, poverty reduction, and enhanced well-being, while
empowering women, youth and vulnerable groups, and ensuring their
inclusion as decision makers and beneficiaries. The BIGM program
will also improve municipal-level plans and policies targeting
climate change adaptation and mitigation, including asset
management policies and practices.
BIGM Asset Management optimization & Regional Economic
Development series will be online engagements from October 2020 to
March 2021 in partnership with FCM, COGTA, DEDEAT, MISA, DBSA,
MILE, Department of Women, Youth and Persons with Disabilities,
Department of Small Business Development (DSBD), MICTSETA and COEGA
SEZ. The event will run live online from 14:00 to 17h30 South
African Time and 08h00 -12h30 Canadian Time. The sessions will also
be available on social media for download by participants following
the event.
Over 10 speakers from CANADA and 20 form South Africa will
inform and educate the delegates who have come to network and
listen to key note talks and engage in debates relating to asset
management. Delegates will also be able to network with our key
partners and providers of cutting-edge technology.
This gathering of like-minded industry experts from o� ers an
opportunity for Local Government to gather and keep up to-date with
the latest innovations, best practice and new technology solutions
available in the market place on asset Management
1.1. The Theme Asset Management can help to plan infrastructure
renewals, growth, and new demands amidst increasing service
expectations, managing risk appropriately, and the financial
challenges can put elected official and community sta� in a
difficulposition. Under the Theme “Investing Time and Resources in
Asset Management and Regional Economic Development to Sustain
Service Delivery”, it is urgent to reorient our technologies, our
sciences, our finan es and, above all, our mentalities, to
transform our economies and ensure a sustainable future for all

Governments adopted the 2030 Agenda for Sustainable Development
together with 17 Sustainable Development Goals (SDGs), • SDG 5:
Gender Equality• SDG 8: Local Economic Development• SDG09: Building
resilient infrastructure, promote inclusive and sustainable
industrialization and foster innovation.• SDG 11: Which is about
putting cities at the heart of sustainable development in
an urbanizing world.• SDG13:• SDG 17: Working together to
strengthen implementation at global level to
achieve the SDG’s and Post-2015 Agenda a reality.
2.Objectives
2.1 Overall objectiveBuilding sustainable asset management
programs for local government to assist with making more data
driven and informed decisions for municipalities. Review and
strengthen SALGA Asset Management Program supported by Federation
of Canadian Municipalities (FCM) in partnership with MISA, DBSA,
Treasury, institutions of higher learning and Local government
SETA, which will guide municipalities in establishing, and then
continuously improving, their tailored asset management practice,
policies, strategy’s and plans.
To review legislation on asset management work towards the
development of a comprehensive and Integrated Asset Management
Programme that will drive efficiencies and educe risk across every
department within the municipalities.
Learn about good practices for collection and assessment of
asset data. Attendees will gather an understanding of steps that
can be taken to improve their overall data and reporting through
the use of tools such as condition assessment guidelines.
Strengthen COGTA, MISA and FCM approach to assessing asset
condition data which will allow for a complete data structure
hierarchy and will train sta� on industry standard condition
assessment guidelines Integration of Asset management and climate
change.
The symposium aims to provoke debate among experts and
stakeholders in development policy, practice and frameworks on how
opportunities in climate change

can enhance local government transformative economic growth and
development agenda using Asset Management as a game changer to
improve sustainable service delivery. BIGM seeks to explore various
options for mainstreaming best policy practice that include
vulnerable people, women, youth and people with disabilities
(Gender Mainstreaming), informed by empirical and scientific
assessments, to build strategies to respond to the impact of
climate change and to promote dialogue between the three main
constituencies.
2.2 Specific objectivesMore specificall , the symposium will:•
Aid in the understanding the broad impacts of COVID-19 events on
municipal
assets.• Outline the impact of COVID-19 events on vulnerable
population, women and
youth.• Assist women in responding to climate change.• Promote
the Institutionalising of asset management across
units/departments
or within entire municipality.• Demonstrate how asset management
focuses relentlessly on providing sustained
performance at the lowest life-cycle cost to the organization•
Aid in the establishment of communities of practice/ to share best
practices
amongst leaders on Asset management.• Align with industry
standards and incorporate core asset management functions
including condition assessments, lifecycle management, risk,
levels of service,and financial a counting.
• Teach about good practices for collection and assessment of
asset data.• Outline the impact on evaluation of assets and climate
change.
