B ackground on IA R PC The Arctic R esearch and Policy Actof 1984 (AR PA),Public Law 9 8 -3 7 3 ,July 31, 1984, as am ended by Public Law 101-609 , N ovem ber 16, 1990,provides for a com prehensive n a tio n al policy dealin g with n atio na l research needs and objectives in the Arctic.The AR PA e sta blishe s an Arctic R esearch C om m ission (AR C )and an Interagency Arctic Research Policy Committee (IAR PC )to help im plem ent the Act.IAR PC was fo rm a lly crea te d by Executive O rder 12501.
