What is a Concept of Operations?

A Concept of Operations is a high-level description of what the major system capabilities will be – it attempts to answer the Who, What, When, Where, Why, and How for the system in general terms for all participants

Results of Stakeholder Interviews

• Local governments are in the business of operating signals

• ITS can enhance their ability to operate signals (move traffic on the arterials)

• Almost all local agencies are pleased with the level of support they get from GDOT in signal operations and maintenance

• Most all local agencies plan to have a traffic control center

• Most local agencies see a need to staff their TCC, but do not have the resources

• GDOT should set the vision and communicate it to the local agencies

• GDOT should develop flexible specifications

• Coordination with the Construction and Bridge Departments is a challenge

• ITS maintenance is a challenge – would like GDOT’s support

Stakeholder Interviews

• Most all agencies see the value in a centralized transportation management system which lets GDOT and agencies share data

• Almost all agencies support the idea of GDOT providing both signal and TCC software

• NaviGAtor software adds little value to local agencies when compared to the cost and effort to maintain

• Most all agencies see a need to integrate status and some control aspects of ACTRA into NaviGAtor
