Getting started

Established on 31 March 1998 by the Government of the Republic of EstoniaA legal person in private law (foundation)Implements activities according to Government Integration Policy, i.e. on the basis of State Programme “Integration in Estonian society 2000-2007” and “Estonian Integration Strategy 2008-2013”

Mission

The aim of the foundation is initiate and support activities designed for the integration of the Estonian society

In order to achieve this we will:

gather information and experience related to integration activities and implement them in supporting the integration process; act transparently and in accordance with our objectives, treating all of those involved in the integration process equally; and engage representatives of various target groups in our activities.

Governing Board

Plans the activity of the Foundation and organises the management of the Foundation and supervises its activities. The right to:

• Increasing the number of classes taught through the medium of Estonian at the Russian-language basic- and upper-secondary levels, and at vocational schools, incl:- all 62 gymnasiums

(grades 10-12) will be prepared for transition to Estonian as a language of instruction in at least 60% of subjects

- ca 10% of pupils of Russian-language basic schools are studying under the language immersion programme

II. Sub-Programme “Education and Culture of Ethnic Minorities”

• ca 35-40 projects of cultural societies of ethnic minorities received support annually

• ca 15 Sunday schools of ethnic minorities received support annually

• training of teachers of Sunday schools of ethnic minority language and culture

• ca 150-200 cultural societies of ethnic minorities received support to cover administrative costs annually

III. Sub-Programme “Teaching of Estonian to adults”ca 12 000 persons received 50% reimbursement of language course feeca 2000 public sector employees (policemen, rescue workers, medical personnel, etc) participated in language coursesas of 1 January 2006 language learning costs shall be reimbursed to the extent of 100% (up to EEK 6,000) to those who pass successfully the tests for Estonian citizenship (to 434 persons in total in 2006)

IV. Sub-Programme “Social Competence”

• 118,000 leaflets were distributed on opportunities for application for citizenship

• 3000 persons passed the free preparatory courses for test on Constitution and Citizenship Act

• 31.12.2007 the total number of persons with undetermined citizenship decreased to 116,248, amounting to approx. 8,2% of the total population

Estonian citizenship by naturalisation

In order to apply for Estonian citizenship a person has to pass

exam of the Constitution and the Citizenship Act of the Republic of Estonia;

exam of the Estonian language (level B1).
