There are 2 commitments:
Hardware freeze, for the manufacturing of the marshalling and I/O cabinets,
Software freeze, for the configuration (programming) of the system
What is challenging to meet the schedule?
When control systems of machinery and packages engineered by Vendors are integrated in the Plant control system, the consolidation of information to be transfered to the Integrated Control System Supplier is complex and requires a specific schedule for on-time hardware & software Freeze.

What does IP level of electrical and instrumentation equipment stand for?
Ingress Protection. It means mechanical protection and protection again ingress of water, dust etc. Reference code is IEC 60529 "Degree of Protection provided by enclosures". Typically a certain IP level is specified for outdoor equipment and another one for indoor equipment.
