INSTRUCTIONAL MATERIALS The Lynn School Committee believes that materials appropriate to the needs of the school program must be available to each student and teacher. These will be furnished by the School Committee subject to budgetary constraints. The task of selecting instructional materials for programs will be delegated to the professional staff of the school system. Because instructional programs and materials are of great importance, only those that meet the following criteria will be approved by the committee:

1. They must present balanced views of international, national, and local issues and problems of the past, present and future.

2. They must provide materials that stimulate growth in factual knowledge, literary

appreciation, aesthetic and ethical values. 3. They must help students develop abilities in critical reading and thinking. 4. They must help develop and foster an appreciation of cultural diversity and development

in the United States and throughout the world. 5. They must provide for all students an effective basic education that does not discriminate

on the basis of race, age, color, religion, national origin, sex, physical disabilities or sexual preference.

6. They must allow sufficient flexibility for meeting the special needs of individual students

File: IJJ TEXTBOOK SELECTION AND ADOPTION

Responsibility for the review and selection of textbooks to be purchased shall rest with the principal of each school. The principal is encouraged through the School Committee to establish a review committee to assist in the process to determine the textbooks that best meet the curriculum guidelines of the district. The committee should include teachers who will use the texts and other staff members as found desirable. Students and parents will be encouraged to serve. Principles that apply generally to the selection of instructional materials and library materials shall apply to textbooks. Additionally, basic textbooks and textbook support materials shall be chosen:

To advance the educational objectives of the school system and particular objectives of the course program. To contribute toward continuity, integration, and articulation of the curriculum. To establish a general framework for the particular course or program.

Because the instructional purposes of textbooks, as stated above, are such importance, particular care shall be taken in their selection as to content. Although many points must be examined, the School Committee directs the staff to be mindful of the following considerations:

The needs of all learners must be provided for. Attention should be given to gender roles depicted in the materials. The textbook and textbook support materials should lead the student and teacher beyond the textbook into a wide variety of other materials and educational experiences. If the textbook deals with problems and issues of our times, it should present and encourage examination of varied points of view. Because textbooks are selected for several year's use, special attention also shall be given their physical characteristics, durability, format and price.

SUPPLEMENTARY MATERIALS SELECTION AND ADOPTION The Lynn School Committee recognizes that knowledge is changing and expanding and that it may be necessary to use various types of supplementary materials in addition to the basic and fundamental textbooks. For the purpose of this policy, supplementary materials shall be defined as any instructional materials other than textbooks including, but not limited to, books, periodicals, newspapers, pictures, diagrams, maps, charts, slides, filmstrips, films, records, audiotapes, and suitable technological applications which relate directly to the adopted curriculum. The School Committee believes that teachers and administrators should have a large role in selection and recommendation of supplementary materials. Teachers are encouraged to use a wide range of learning aids, provided the expense incurred in purchasing these aids remains within the limits of the budget. LEGAL REF.: 603 CMR 26:05

The Lynn School Committee endorses the School Library Bill of Rights, as adopted by the American Library Association, which asserts that the responsibility of the school library is to:

1. Provide materials that will enrich and support the curriculum, taking into consideration the varied interests, abilities, and maturity levels of the students served.

2. Provide materials that will stimulate growth in factual knowledge, literary appreciation,

aesthetic values, and ethical standards. 3. Provide a background of information that will enable students to make intelligent

judgments in their daily lives. 4. Provide materials on opposing sides of controversial issues so that young citizens may

develop under guidance the practice of critical reading and thinking. 5. Provide materials representative of the many religious, ethnic, and cultural groups and

their contributions to our American heritage. 6. Place principle above personal opinion and reason above prejudice in the selection of

materials of the highest quality in order to assure a comprehensive collection appropriate for the users of the library.

Initial purchase suggestions for library materials may come from all personnel--teachers, coordinators, administrators. Students will also be encouraged to make suggestions. The librarian will recommend materials to be included in the school library. Final approval and authority for distribution of funds will rest with the building principal, subject to the approval of the Superintendent. Gifts of library books will be accepted in keeping with the above policy on selection. Complaints about library books will be handled in line with committee policy on complaints about instructional materials. LIBRARY MATERIALS SELECTION AND ADOPTION The continuous review of integrated learning center (library) materials is necessary as a means of maintaining a useful and active collection. As new materials are selected and added, some older materials are withdrawn. The responsibility for determining which materials shall be withdrawn shall rest with the professional staff. Among the other reasons for withdrawing an item shall be the following:

Curricular changes have rendered as superfluous materials (or multiple copies of materials) formerly used but no longer in demand. Materials contain information which is no longer accurate or current. Materials intended for recreational reading have become dated or unattractive and are no longer in demand. Some books which are deemed standards or classics shall be retained even though they rarely circulate. Materials have worn out, been damaged or physically deteriorated, and have lost utility, and/or appeal. Materials have been superseded by newer items which present the same information but in superior format.

SPECIAL INTEREST MATERIALS SELECTION AND ADOPTION Organizations, institutions, and individuals at times develop materials that are offered to schools free or inexpensively. As a general rule, sponsored materials present a particular point of view, and extreme care must be exercised in evaluating and using them. The responsibility for using sponsored materials rests with the certified staff member who recommends its use. In any questionable instance, the principal should be informed and shall decide whether its use in the best interests of the students. Sponsored materials must meet the same basic selection criteria as any other learning material, as well as the following special criteria.

Any expression of a point of view should be clearly identified. Any advertising that appears on or with any material should be in good taste and unobtrusive. The source of all material should be clearly identifiable.

ACCEPTABLE USE POLICY - TECHNOLOGY Purpose

The Lynn Public Schools shall provide access for employees and students to the system/network, including access to external networks, for limited educational purposes. Educational purposes shall be defined as classroom activities, career and professional development, and high quality self discovery activities of an educational nature. The purpose of the system/network is to assist in preparing students for success in life and work by providing access to a wide range of information and the ability to communicate with others. The system/network will be used to increase communication (staff, parent, and student), enhance productivity, and assist staff in upgrading existing skills and acquiring new skills through a broader exchange of information. The system/network will also be utilized to provide information to the community, including parents, governmental agencies, and businesses.

Availability The Superintendent or designee shall implement, monitor, and evaluate the district’s system/network for instructional and administrative purposes.

Access to the system/network, including external networks, shall be made available to employees and students for instructional and administrative purposes and in accordance with administrative regulations and procedures.

Access to the system/network is a privilege, not a right. All users shall be required to acknowledge receipt and understanding of all administrative regulations and procedures governing use of the system and shall agree in writing to comply with such regulations and procedures. Noncompliance with applicable regulations and procedures may result in suspension or termination of user privileges and other disciplinary actions consistent with the policies of the Lynn Public Schools. Violations of law may result in criminal prosecution as well as disciplinary action by the Lynn Public Schools.

File: IJNDB Acceptable Use The Superintendent or designee shall develop and implement administrative regulations, procedures, and user agreements, consistent with the purposes and mission of the Lynn Public Schools as well as with law and policy governing copyright. Monitored Use Electronic mail transmissions and other use of electronic resources by students and employees shall not be considered confidential and may be monitored at any time by designated staff to ensure appropriate use for instructional and administrative purposes.

Liability The Lynn Public Schools shall not be liable for users' inappropriate use of electronic resources or violations of copyright restrictions, users' mistakes or negligence, or costs incurred by users. The Lynn Public Schools shall not be responsible for ensuring the accuracy or usability of any information found on external networks.

Administrative Procedures for Implementation 1. Commercial use of the system/network is prohibited. 2. The district will provide training to users in the proper use of the system/network. 3. The district will provide each user with copies of the Acceptable Use Policy and Procedures. 4. Copyrighted software or data shall not be placed on the district system/network without

permission from the holder of the copyright and the system administrator. 5. Access will be granted to employees with a signed access agreement and permission of their

supervisor. 6. Access will be granted to students with a signed access agreement and permission of the building

administrator or designee(s). 7. Account names will be recorded on access agreements and kept on file at the building level. 8. Initial passwords provided by the network administrator should be set to expire on login. 9. Passwords shall be changed every 15 days and all passwords shall be expired at the end of each

school year. 10. Passwords are confidential. All passwords shall be protected by the user and not shared or

displayed. 11. Students completing required course work will have first priority for after hours use of

equipment. 12. Principals or their designee will be responsible for disseminating and enforcing policies and

procedures in the building(s) under their control. 13. Principals or their designee will ensure that all users complete and sign an agreement to abide by

policies and procedures regarding use of the system/network. All such agreements are to maintained at the building level.

14. Principals or their designee will ensure that training is provided to users on appropriate use of electronic resources.

15. Principals or their designee shall be authorized to monitor or examine all system activities, including electronic mail transmissions, as deemed appropriate to ensure proper use of electronic resources.

16. Principals or their designee shall be responsible for establishing appropriate retention and backup schedules.

17. Principals or their designee shall be responsible for establishing disk usage limitations, if needed. 18. Individual users shall, at all times, be responsible for the proper use of accounts issued in their

name. 19. The system/network may not be used for illegal purposes, in support of illegal activities, or for

any activity prohibited by district policy. 20. System users shall not use another user’s account. 21. System users should purge electronic information according to district retention guidelines. 22. System users may redistribute copyrighted material only with the written permission of the

copyright holder or designee. Such permission must be specified in the document or in accordance with applicable copyright laws, district policy, and administrative procedures.

23. System administrators may upload/download public domain programs to the system/network. System administrators are responsible for determining if a program is in the public domain.

24. Any malicious attempt to harm or destroy equipment, materials, data, or programs is prohibited. 25. Deliberate attempts to degrade or disrupt system performance may be viewed as violations of

district policy and/or as criminal activity under applicable state and federal laws. This includes, but is not limited to, the uploading or creation of computer viruses.

26. Vandalism will result in the cancellation of system privileges and will require restitution for costs associated with hardware, software, and system restoration.

27. Forgery or attempted forgery is prohibited. 28. Attempts to read, delete, copy, or modify the electronic mail of other users or to interfere with

the ability of other users to send/receive electronic mail is prohibited. 29. Use appropriate language; swearing, vulgarity, ethnic or racial slurs, and other inflammatory

language is prohibited. 30. Pretending to be someone else when sending/receiving message is prohibited. 31. Transmitting or viewing obscene material is prohibited. 32. Revealing personal information (addresses, phone numbers, etc.) is prohibited. 33. The district will cooperate fully with local, state, or federal officials in any investigation

concerning or relating to misuse of the district’s system/network. A user who violates district policy or administrative procedures will be subject to suspension or termination of system/network privileges and will be subject to appropriate disciplinary action and/or prosecution.

FIELD TRIPS AND EXCURSIONS The Lynn School Committee acknowledges its obligation to enrich and supplement formal instruction through the introduction of well planned, substantive field experiences. However, it is clear that these field experiences should be generated through the genuine intellectual interest which surfaces routinely as a result of teacher/ pupil interaction. Field trips must be designed in a manner which demonstrates a consistency between the goals and objectives of the Lynn Public Schools and the specific educational experience itself. To be educationally beneficial, a field trip requires thoughtful selection, careful advanced class preparation, as well as a series of opportunities through which pupils can assimilate their experience during and at the conclusion of the trip and provide essential "feedback". To this end, teachers and principals will be expected to consider the following factors in their selection of field trips: (a) value of the activity to the particular class group(s); (b) relationship of the field trip activity to a particular aspect of classroom instruction; (c) appropriateness of the activity and distance traveled in terms of the age level; (d) mode and availability of transportation; (e) cost per participant; and (f) precautions taken to ensure student safety. Pre-Planning Forms must be completed by the teacher/advisor. All in-city field trips and round trips of 350 miles or less, must have prior approval of the building principal. (The appropriate department head or program director shall provide initial approval.) ALL field trips in excess of 350 miles round trip, or any overnight trip will require the prior approval of the Superintendent of schools, or his designee, and will require that the following conditions are met before students and supervisors depart: A. Approval of the Pre-Planning Form. B. Subsequent approval by the Superintendent of schools of the necessary detailed itinerary and

related information. C. School Committee approval. Every field trip or study tour must be carefully planned and scheduled so that it minimally disrupts the formal educational program of both participating and non-participating students. With the exception of extraordinary situations, all requests for the approval of out-of-country trips must be submitted before November 1st of the academic year the field activity is planned. In certain circumstances, additional information may be required before the formal request is forwarded to the School Committee for approval. If the request for travel in excess of 350 miles round trip or overnight is approved, the teacher or supervisor must submit a complete, detailed itinerary which includes samples of parental releases, emer-gency telephone numbers, tour dates, locations, and insurance coverage. Trips which require extended time and distance should include essential medical information. This information, under normal cir-cumstances, should be submitted for approval of the Lynn School Committee at least thirty (30) days before departure. The building principal should have copies of the names of students participating as well as their home and emergency telephone numbers.

File: IJOA Participant Certification - Only Lynn Public School students, in good standing, with approved parental permission forms, who have been accepted by the primary adult supervisor shall be allowed to participate in these programs. Unauthorized students shall be: A. Asked to leave the activity immediately; B. Referred to the local police if they refuse to leave; C. Reported to the building principal upon completion of the trip. Evaluation of Activity - Within 30 days of the completion of the activity, the primary supervisor (the person completing the initial Pre-Planning Form) must submit a complete report which assesses: A. The educational benefit of the activity; B. The quality of services; C. Student behavior; D. Effectiveness of supervision; E. Projected follow-up activities; F. Summary statement. Every effort should be made to schedule out-of-country trips during vacation periods so that there is minimal impact on teacher/student attendance. Professional days shall be granted should travel re-strictions require school personnel to be in transit during normal school working periods. This section in no way discourages the participation of individual students in student exchange programs approved by the Lynn School Committee. This procedure, even if modified because of unforeseen time restraints, shall apply to any activity, either day-long or overnight, in which students leave the geographical boundaries of Massachusetts.

File: IJOA-R FIELD TRIPS AND EXCURSIONS

1. Definition of Field Trip - A planned educational experience which enriches and enhances formal

classroom instruction in a setting outside of the Lynn Public Schools. 2. Planning Process - All field trips and study tours must comply with the procedure adopted by the

Lynn School Committee and must have been approved by the appropriate school official. 3. Method of Transportation - Only fully-insured commercial vehicles authorized by the

Commonwealth of Massachusetts may be used to transport students and adult supervisors. Contractual and regulatory obligations must be met if alternate transportation is to be considered at any time.

4. Pupil/Supervisor Ratio - On day trips - one teacher to thirty (30) students; on overnight trips -

one adult supervisor per ten (10) students; on out-of-country tours - one adult to six (6) students. In all cases, the principal should be responsible for establishing the number of personnel needed to supervise. This decision will normally be based on the nature of the trip, distance, and composition of participants.

File: IK ACADEMIC ACHIEVEMENT The philosophy of the Lynn School Committee concerning academic achievement, as well as children's social growth and development, is based on the premise that children have diverse capabilities and individual patterns of growth and learning. Therefore, the committee feels it is important that teachers have as much and as accurate knowledge of each student as possible in order to assess his needs, his growth, and make instructional plans for him. A sharing of information among parent, teacher, and student is essential. The committee supports staff efforts to find better ways to measure and report student progress. It will require that:

1. Parents be informed regularly, and at least four times a year, of the progress their children are making in school.

2. Parents will be alerted and conferred with as soon as possible when a child's performance

or attitude becomes unsatisfactory or shows marked or sudden deterioration. 3. Insofar as possible, distinctions will be made between a student's attitude and his

academic performance. 4. At comparable levels, the school system will strive for consistency in grading and

reporting except as this is inappropriate for certain classes or certain students. 5. When no grades are given but the student is evaluated informally in terms of his own

progress, the school staff will also provide a realistic appraisal of the student's standing in relation to his peers.

6. When grades are given, the school staff will take particular care to explain the meaning of

marks and symbols to parents.

GRADING SYSTEMS It is the philosophy of the Lynn School Committee that students respond more positively to the opportunity for success than to the threat of failure. It seeks, therefore, through its instructional programs, to make achievement both recognizable and possible for students. It emphasizes achievement in its processes of evaluating student performance. It reports achievement through the use of letter grades. The primary purpose of grading is to report to students and their parents the extent to which their son or daughter has mastered the content of a course as defined by the course objectives. GRADING SYMBOLS. The following letter grades shall be used: A = Student mastery of course content is Excellent/Superior. B = Student mastery of course content is Very Good/Above Average. C = Student mastery of course content is Good/Satisfactory. D = Student mastery of course content is Minimally Satisfactory. F = Student mastery of course content is Unsatisfactory. No credit is granted. Student is eligible to

attend summer school with principal' 5 approval. I = Student's work is incomplete for valid reason (i.e., illness). The next report card will indicate a

letter grade in place of "I", if work is completed satisfactorily. P = Student mastery of course content is satisfactory. w = Student has withdrawn from course. BASIS FOR GRADING: Course expectations will be discussed and/or distributed at the beginning of each course to all students. Teachers will take time to explain to students the course objectives, his/her expectations of student performance and responsibilities, and the evaluating system the teacher will use to determine the extent to which the student has achieved the course objectives. The teacher will also make clear to the students at appropriate intervals (e.g., beginning of each quarter), and parents as necessary, the basis upon which the grades are earned. Grades are based on evidence of the attainment of the instructional objectives of the course. The extent to which the student has attained these objectives shall be determined by his/her performance on assessment measures developed, administered, and corrected and returned by the teacher. Included for grade determination will be tests, quizzes, homework assignments and class participation activities. All final failing grades (F's) shall be reviewed by the teacher. The teacher shall have the authority to adjust these final grades upward by no more than one level (F to D-). The maximum passing grade shall be D-.

Reports on the progress of pupils will be provided to parents four times each school year. In addition, mid-term progress reports will be issued as needed.

The Lynn School Committee recognizes that academic achievement is directly related to the amount of time and effort a student spends learning to master a subject or skill both in school and at home. Homework is extension of academic activities begun in school by the students under the direction and guidance of his/her teachers and continued at home. If implemented effectively it can help students to increase their academic achievement, become more responsible, self-directing, and independent learners, and most importantly, provide them with a mechanism for lifelong learning that will serve their "need to know and learn" long after they cease formal schooling. Formal schooling will end someday for all students; lifelong learning cannot. Homework is essential to the continuing development of our students because it: 1. develops fundamental skills and processes (reading, writing, arithmetic, and thinking) through

practice 2. provides an opportunity to review subject matter taught in class 3. helps students to formulate questions to ask in class 4. encourages students to solve problems independently 5. teaches students that learning is not done only in classrooms 6. establishes lifelong learning patterns that will be of value long after schooling is completed 7. helps develop responsibility, organization, time management skills, and self-discipline 8. involves parents in their students' learning and school life 9. increases the amount of actual instructional time students spend learning a skill or subject matter In order for our students to drive the full benefits from homework, the committee acknowledges that students, teachers, and parents must complete certain tasks consistently every day. Homework shall be given in major subjects every day (i.e., possibly two per day) and in all other subjects a minimum of three days a week. Specific assignments of major subjects on a given day shall be determined by the teacher. Homework may be assigned over the weekend, recess periods, and holidays at the discretion of the teacher. CLASS RANKINGS The Lynn School Committee acknowledges that the primary purposes of ranking students within their class are: 1. to identify, recognize, and commend superior academic achievement within a class of students 2. to assist the various financial aid and scholarship awards committees in determining which

students should receive financial assistance to continue their education. 3. to encourage students to take courses that challenge them to their highest potentials. 4. to assist post-secondary educational institutions in making admission decisions. A student's rank in class shall be determined solely by his/ her achievement in grades nine through twelve in the following academic disciplines. Language Arts (English) Social Studies History Mathematics Science Foreign Language Business No additional disciplines will be used in the determination of class ranking. Class rank shall be computed at the end of each quarter for each student in grades nine, ten, eleven, and twelve, and be cumulative through the senior year, inclusive. I. GRADE POINT AVERAGE - Class rank will be determined on the basis of each student's grade

point average. In determining class rank, the following information will be used to compute each student's grade point average:

File: IKC The grade point average is a numerical value of the student's total grades averaged after adjusting for course level difficulties, course length, and actual achievement in each course. The greater the course level difficulty and the higher the grade earned results in a higher grade point average. II. COURSE LEVEL FACTOR - In order to encourage students to enroll in courses that challenge

them and require them to work to their full potential and to recognize and report real differences in achievement and course difficulty, the following system of course factoring shall be used.

III. COMPUTATIONOF GRADE POINT AVERAGE Step 1. A quarterly numerical grade for each student shall be computed for each course taken within the

approved academic disciplines. Falling grades shall be included. Step 2. Each grade shall be multiplied by its appropriate course level factor. Step 3. The sum of the weighted grades shall be divided by the total number of course credits earned to

determine the grade point average. IV. DETERMINATION OF CLASS RANK - All grade point averages (GPA's) within a class (e.g.,

seniors) shall be ranked from high to low and assigned a rank beginning with one (1) for the highest GPA and descending down the numerical scale until all GPA's have received a rank.

The senior student who has earned the class rank of one (1) shall be named valedictorian. The student who has earned the class rank of two (2) shall be salutatorian. When ties occur, computation of the grade point averages will be extended to the third decimal place. If ties cannot be broken in the manner, then students with equivalent GPA's (to the third decimal place) will have earned the same rank and their names shall be listed alphabetically. The number of the next rank will be the next number in the count of students. For example, if three students tie for fifth place, all will be ranked as fifth. The next person will be ranked eighth.

This new ranking procedure will begin with the class of 1990 (this year's present juniors). The present ranking system will remain in effect through June 1989. For students who did not fulfill the four semester requirement, and who need to be ranked for college admission and/or scholarship purposes, class rank will be reported from their prior school and/or an approximate percentile ranking in our senior class will be reported.

INSTRUCTIONAL LEVELS All courses provide each student maximum opportunity for achievement commensurate with their ability, performance, and academic goals. Students are encouraged to select a course of study, based upon realistic self-assessment, that is consistent not only with their current academic goals and future aspirations, but also their motivation to succeed and put forth their best effort. Four instructional levels are offered at Lynn Classical and Lynn English High School. They are: HONORS: Honors level courses are designed for the academically talented student who has consistently demonstrated the ability and intrinsic motivation to achieve a high degree of success in a rigorous academic program. This student is also committed to continuing his/her formal academic learning in a post-secondary institution. Honors programs are available in the following areas: English, Social Studies, Mathematics, Science, and Foreign Languages. Curriculum requirements will include more demanding classroom assignments, longer homework preparations periods, and some independent study. Minimum requirements for entrance into an honors course include a B average in any prerequisite courses and prior departmental approval. COLLEGE: College level courses are designed for the above average to superior student who has consistently demonstrated the ability and motivation to achieve success in a rigorous academic program. This student is also committed to continuing his/her formal academic learning in a post-secondary institution. BUSINESS: Business program is available for those students planning to enter the fields of business, accounting, civil service, insurance, or who wish to begin their preparation to become secretaries, stenographers, bookkeepers, and office clerks. Given student growth, both in an academic and motivational sense, level placements are reviewed annually by the student's guidance counselor and teachers to insure that the student has every opportunity to work and achieve at his/her maximum level. It is extremely important that the student's senior high school program of studies be planned carefully. Parents and students should not hesitate to consult with school principals, guidance counselors, department heads, and teachers for advice and counsel.

HONOR ROLLS

RECOGNITION OF STUDENT ACHIEVEMENT In recognition of student achievement in the academic disciplines, school citizenship, and responsible behavior, all students in grade kindergarten through grade twelve who meet the standards as described below shall receive the following recognition: HONOR STANDARD HIGH HONORS This is the highest academic honor. The student has attained excellence.

A student must receive all A's in all subjects except one minor subject. In the one minor subject excepted, the grade shall be not less than B-. Conduct and effort ratings shall be satisfactory (No 2s or 3's).

HONORS This is a prestigious honor. The student's performance is very good to excellent.

A student must receive all A's and B's in all subjects. In addition, at least one A must be in a major subject. Conduct and effort ratings shall be satisfactory (No 2's or 3's).

COMMENDABLE This is a commendable achievement. The student's performance is consistently

satisfactory to very good. A student must receive all A's B's and C's in all subjects. No grade shall be less than C-. Conduct and effort ratings shall be satisfactory (No 2's or 3's).

SPECIAL MENTION This is a special award. The student's performance is, for the most part,

satisfactory to good. No grade shall be less than a D-. Conduct and effort ratings shall be satisfactory (No 2's or 3's).

Appropriate recognition of students meeting the standards as described above shall be provided by the principal. The principal shall provide his/her high honors roll to the associate Superintendent for educational development at the end of each grading period for presentation to the Superintendent and public recognition before the School Committee.

PROMOTION AND RETENTION OF STUDENTS The School Committee is dedicated to the best total and continuous development of each student enrolled. The professional staff is expected to place students at the grade level best suited to them academically, socially, and emotionally. In evaluating student achievement, each teacher will make use of all available information, including results of teacher-made tests and other measures of skill and content mastery, standardized test results, and teacher observation of student performance. The principal will direct and aid teachers in their evaluations and review grade assignments in order to ensure uniformity of evaluation standards. Students will normally progress annually from grade to grade. Exceptions may be made when, in the judgment of the professional staff, such exceptions are in the best educational interest of the students involved. Exceptions will only be made after prior notification and explanation to each student's parents, but the final decision will rest with the building principal.

GRADE PROMOTION REQUIREMENTS I. ELEMENTARY LEVEL (K – 6) A student shall be promoted at the end of the academic school year if he/she satisfies all the academic requirements for promotion to the next grade as determined by his/her Teacher(s) and Principal. A student may be retained in his/her current grade for failure to meet the academic standards for his/her grade id his/her Teacher(s) so recommends and the Principal approves. If the parent does not agree with the retention decision of the Principal, the parent may appeal the decision of the Principal, the parent may appeal the decision to the Associate Superintendent for Educational Development. The Associate Superintendent shall meet with the parent and the Principal and Teacher(s), if necessary, to discuss the issue. The decision of the Associate Superintendent shall be made within five school days. If the Associate Superintendent supports the retention decision of the Principal and the parent continues to want his/her child promoted, the parent may appeal the decision of the Associate Superintendent to the Superintendent. The Superintendent shall meet with the Associate Superintendent and the parent, Principal and Teacher(s), if necessary, to discuss the issue. The decision of the Superintendent shall be made within five school days and shall be final. II. SECONDARY LEVEL (7 - 12) A. PROMOTION. A student shall be promoted at the end of the academic school year if he/she satisfies the following academic requirements for promotion to the next grade: A student must attain a MINIMUM of 23 academic credits each year. Of this total number of credits, 5 credits must be earned in English: 10 credits must be earned in two major subjects in addition to English 8 credits may be earned by passing a combination of major and minor subjects 23 TOTAL CREDITS STUDENTS ARE ENCOURAGED TO ATTAIN THE MAXIMUM NUMBER OF ACADEMIC CREDITS AVAILABLE AND ARE EXPECTED TO ATTAIN MORE THAN THE MINIMUM NUMBER OF CREDITS REQUIRED.

File: IKE-R B WAIVER OF PROMOTION REQUIREMENTS. The Principal may waive the academic credit requirements to a maximum of five credits, if after consultation with the appropriate instructional and counseling staff, the Principal determines that a waiver of one or more of these credit requirements is in the best educational interests of the student. ALL STUDENTS, HOWEVER, MUST PASS FOUR YEARS OF ENGLISH AT THE HIGH SCHOOL LEVEL BEFORE GRADUATION. If the Principal determines that a waiver is required he/she shall obtain the approval of the parent for the waiver in writing (See Enclosure #1). If the parent dose not agree with the waiver of requirements/credit, the Principal shall not grant the waiver and the student shall be retained in grade. If the Principal grants a waiver, he/she shall provide a written rationale supporting his/her decision to waive promotion requirements and the parent’s approval to the Associate Superintendent for Educational Development. This rational and parent’s approval shall also be sent at the appropriate time to the new school of the student in order that the Principal of the receiving school and his/her staff know that the student was promoted via a Principal’s waiver promotion standards and the rational for the promotion. No student shall be retained in the same grade for more than two years unless the Principal determines that the student should be retained in his/her current grade for a third year due to failure to satisfy the academic standards for the grade. No student shall graduate from high school without required number of credits (English and Classical High schools – 100 credits; LVTI – 105 credits). Parents of secondary students who wish their children promoted against the recommendation of their children’s Teachers and Principals shall have the same appeals process available to them as the parents of elementary students. GRADUATION REQUIREMENTS

Graduation from the Lynn Public Schools signifies that a student has satisfactorily completed the prescribed courses as established by the Lynn School Committee in accordance with the laws of the Commonwealth of Massachusetts. In order to graduate from Lynn English High School, Lynn Classical High School or Lynn Vocational Technical Institute, a student must earn a minimum of one hundred (100) credits. In order to participate in graduation ceremonies, senior students must have: 1. A minimum of 100 credits for graduation. 2. Successfully completed all academic requirements for graduation by the last school day for

seniors. 3. Satisfied all financial obligations to the Lynn Public Schools no later than five (5) calendar days

In order to graduate, students must meet all other state and local graduation requirements, which may include, but not be limited to, performance at or above the established uniform known statewide levels of proficiency on a required examination.

SUGGESTED PROGRAMS In addition to academic courses, students should include electives to help them become more independent and to pursue creative interests (see electives).

All credits shall be earned by satisfactorily passing elective courses offered by any department. All students are required to pass a minimum of 25 credits in each of his/ her hour (4) years of high school Lynn Tech requires 105 total. By the end of grade l0, each student shall declare his/her course of study as Business, College, or Honors. STUDENTS ARE ENCOURAGE TO ATTAIN THE MAXIMUM NUMBER OF ACADEMIC CRE-DITS AVAILABLE AND ARE EXPECTED TO ATTAIN MORE THAN THE MINIMUM NUMBER OF CREDITS REQUIRED. WAIVER OF PROMOTION REQUIREMENTS. The principal may waive the academic requirements to a maximum of five credits, if after consultation with the appropriate instructional and counseling staff, the principal determines that a waiver of one or more of these credit requirements is in the best educational interests of the student. ALL STUDENTS, HOWEVER, MUST PASS FOUR YEARS OF ENGLISH AT THE HIGH SCHOOL LEVEL BEFORE GRADUATION. If the principal determines that a waiver is required for graduation he/she shall obtain the approval of the parent for the waiver in writing. If the parent does not agree with the waiver of requirement, credit, the principal shall not grant the waiver and the student shall be retained in grade. If the principal grants a waiver, he/she shall provide a written rationale supporting his/her decision to waive promotion requirements and the parent's approval to the associate Superintendent for educational development. This rationale and parent's approval shall also be sent at the appropriate time to the new school of the student in order that the principal of the receiving school and his/her staff know that the student was promoted via a principal's waiver of promotion standards and the rationale for the promotion.

The date of the high school graduation exercises will be scheduled for not more than 12 school days prior to the end of the school year, in compliance with state law. A student must have completed all requirements for graduation to receive a diploma at graduation exercises. Final plans such as outside speakers and when, where, and in what manner the graduation ceremonies will be held will be subject to the approval of the School Committee. LEGAL REF.: M.G.L. GRADUATION REQUIREMENTS - SPECIAL EDUCATION STUDENTS The Graduation Requirements for students receiving special education services shall be follows: If the special education child is 14 years or older and is expected to graduate, then graduation criteria and a plan for meeting such criteria shall be included in the child’s Individualized Education Plan (IEP).

Testing shall be carried out to provide information on the basic items of (1) learner education needs, and (2) learner educational achievement. Testing programs shall be used as integral parts of the needs assessment and evaluation programs. They shall be developed primarily for furnishing needed information to decision makers, including the School Committee, administrators, teachers, parents and students. The needs of these various users shall be clearly identified and the testing program shall be limited to obtaining that information which is needed and useful. The Lynn School Committee considers comprehensive and objective evaluation of the effectiveness of the curriculum to be of primary importance. The Superintendent will provide for the translation of the stated instructional goals into objectives and for the appraisal of their implementation in order to: 1. Determine educational needs and provide information for planning.

2. Indicate instructional strengths and weaknesses. 3. Check on the suitability of programs in terms of community requirements. 4. Show the relationship between achievement and the school system's stated goals.

5. Provide data for public information.

Elements of this evaluation process may include: 1. Testing programs such as nationally standardized general achievement tests, nationally

standardized tests in specific subject areas, or tests administered by other agencies. 2. Study of school achievement records. 3. Study of students' high school and drop-out records. 4. Use of outside services, participation in regional research studies, contracted evaluation services. Services at cost to the school system must be approved in advance by the School Committee. 5. Teacher and parent evaluation of student behavior. 6. Massachusetts Department of Education specialists and services. 7. Evaluation by the regional accrediting association. 8. Evaluation by other agencies. An evaluation of the curriculum and its effectiveness will be made periodically and reported to the committee by the Superintendent.

The instructional staff shall be expected to keep abreast of new and promising instructional ideas and practices developed in schools throughout the nation and to apply those which have potential for improving the learning program in the District's schools. TEACHING METHODS VIVISECTION AND DISSECTION No person shall, in the presence of a pupil in any public school, practice vivisection, or exhibit a vivisected animal. TEACHING ABOUT CONTROVERSIAL ISSUES The discussion of controversial issues in the classroom should be on an informative basis presenting both sides of issues. Teachers should guard against giving their personal opinions on issues of a sectarian, political, or other controversial nature and give students the opportunity to find, collect, and assemble factual material on the subject; to interpret the data without prejudice; to reconsider assumptions and claims; and to reach their own conclusions. By refraining from expressing their own personal views, the teacher is encouraging students to search after truth and think for themselves. Educationally, students have four basic rights with reference to the study of controversial issues in the classroom:

1. The right to study controversial issues which have political, economic, or social significance on which, at his level, he should begin to form judgments.

2. The right to study under competent instruction in an atmosphere free from bias and

prejudice.

3. The right of access to all relevant information freely available in the school and public libraries.

4. The right to share and express his ideas and opinions on controversial issues, and, within

a forum of fair and open discussion, grow in his understanding of the difficult and com-plex problems he faces as a citizen in today's world.

SCHOOL CEREMONIES AND OBSERVANCES The United States Constitution and the Constitution of the State of Massachusetts and related court rulings clearly establish the concept of "church and state separation" and the "preclusion of sectarian instruction in public schools." In order to help staff members abide by the spirit and letter of the law, and to avoid compromising any student's religious or conscientious beliefs or freedoms, the following guidelines have been established: The observance of religious holidays is not the responsibility of the public schools. While it is recognized that many activities are initiated with the approach of major holidays in order to capitalize on the readiness and interest that is generated at these times, it should be understood that such occasions frequently have religious underpinnings. Care should be taken to relate only to secular aspects of these holidays. Music programs given at times close to religious holidays should not use religious aspect of these holidays as the underlying motive or theme. Although religious music is appropriate in the schools to the extent that it is sung or presented for musical rather than religious content, its use should not violate the secular nature of the school. Pageants, plays, recitals, and other literary or dramatic activities should not be used to convey religious messages. While the holidays represent a valid source of ideas for meaningful school art experiences, teachers should avoid assigning or encouraging art work that promotes religious aspects of such holidays. If, however, individual students choose to use a religious personage, event, or symbol as the vehicle for an artistic expression, they should be allowed to take this action. The above statements should not be interpreted to preclude the factual and objective teaching about religions, religious holidays, and religious differences. Such instruction will be permitted in the schools since insights in this area can enhance the mutual understanding needed by all the people in a pluralistic society. LEGAL REF.: 603 CMR 26:05

FLAG DISPLAYS The flag of the United States shall be displayed in accordance with Chapter 71, Section 69, of the General Laws of the Commonwealth. *Flag Lowering Policy School flags will be lowered to half mast on any occasion designated by city officials. In addition, the flags will be lowered to half mast in honor of the passing of any member of the present school community. Exceptions to the policy may be made by the Superintendent of schools or his designee*.
