1. Introduction The entrance test for admission into DM/M.Ch./MD Hospital Administration Courses at Institutes of National Importance (INI) for Medical Education namely, AIIMS-New Delhi and all new AIIMS, JIPMER-Puducherry, PGIMER-Chandigarh, NIMHANS-Bengaluru and Sree Chitra Tirunal Institute for Medical Sciences & Technology- Thiruvananthapuram will be held twice in a year for January and July session of respective year. The common entrance test will be called as Institute of National Importance Super-Specialty Entrance Test (INI-SS).

This is Part A of Prospectus of INI-SS for session as mentioned in Important Date a Glance. Part A consists of information regarding eligibility criteria for appearing in examination, cities of examination, application fee, process of application, scheme of examination/evaluation and method of seat allocation etc. for the purpose of conduct of common entrance test. The candidates are advised to regularly visit website www.aiimsexams.ac.in and website of respective INI for recent updates.
Information related to postgraduate courses at respective INIs such as Institute specific eligibility criteria, salary/stipend, rules of leaves, hostels, admission fee, penalty after resignation etc. will be made available in Part B of Prospectus of INI-SS for respective session. The candidates are advised to regularly visit the official website of respective Institute for related information and updates.
2. Aims & Objective In the field of postgraduate and post-doctoral education, the most important function of an Institute of National Importance is to provide opportunities to train teachers for medical colleges in the country in an atmosphere of research and development. Postgraduate and Post-Doctoral students are exposed to newer methods of teaching and given opportunities to actively participate in teaching exercises. The other important objectives of the Institute of National Importance are to bring together in one place, the educational facilities of the highest order for the training of personnel in all the important branches of health activity and to attain self-sufficiency in postgraduate medical education. The educational principles and practices being adopted are best suited to the needs of the nation. The objective of INI-SS is to conduct a common entrance test for preparation of merit list as per scheme of evaluation/admission applicable at different INIs for admission in super specialty courses at participating Institutes of National Importance and allocation of single seat to each candidate based on his/her overall merit based on synchronized allocation of seats.
3. Administration INI-SS is administered by the Examination Section, AIIMS New Delhi in consultation with nodal officers from all INIs. AIIMS, New Delhi is the sole authority for conduct of all aspects related to Combined Entrance Test such as application, conduct of exam, declaration of results, Seat Allocation and its responsibility is limited to these aspects of INI-SS only. Admission into any of the participating INI will be governed by the rules and regulation of respective Institute as applicable and will be administered by the Head of Institutions of respective INIs (the details are mentioned in Part B of the Prospectus of INI-SS, January 2022). All disputes with regards to any matter referred to herein shall be subjected to the jurisdiction of Delhi Courts only.

Age Relaxation applicable at all INIs
• Upper age limit is relaxable for OBC Candidates by a maximum of 3 years. • Upper age limit is relaxable in case of SC/ST candidates by a maximum of 5 years. • Upper age limit is relaxable for Ex-Serviceman and Commissioned Officer including ECO,
SSCO who have rendered or released on satisfactory assignment with age relaxation by a maximum of 5 years.
• The upper age limit is not applicable to sponsored candidates. • The persons with benchmark disabilities shall be given an upper age relaxation of five
years for admission to DM/M.Ch. for PWD candidates as per Right of persons with Disability Act, 2016.
C. Other Terms & Conditions i. The candidates must have completed the requisite qualification, degree and tenure by
31.01.2022. The candidates who are likely to complete their 3 years requisite qualification, degree and tenure after 31.01.2022 will not be eligible to appear in this examination.
ii. The courses will start from 1st January 2022 iii. Last date for admission to the DM/M.Ch. & MD (Hospital Administration) Entrance
Examination will be 28th February, 2022. In any circumstances, last date for admission will not be extended after 28th February, 2022. This includes candidates on the wait list who may be offered a seat if the selected candidates does not join.
B. Eligibility (1) The candidate must possess MBBS or an equivalent degree (As per NMC) (2) Must possess minimum experience of three years in a Govt. Hospital in the relevant field
or five years in general practice. A certificate issued by the District Magistrate in support of the general practice claimed should be uploaded.
(3) Candidates belonging to UR/OBC/EWS/Sponsored must have obtained 55% in aggregate in all MBBS Professional Examinations. Candidates belonging to SC/ST must have obtained a minimum of 50% marks in aggregate in all MBBS professional.
(4) Must be registered with Central /State Medical Registration Council.
Graduated from Foreign Universities: Indian National candidates who have been graduated from foreign Universities must fill their NMC screening exam marks in percentage in the online form. Candidate must have obtained marks as mentioned above in FMGE exam conducted by NBE any other authority of Govt. of India, Delhi.
C. Other Terms & Conditions The candidates must have completed the requisite qualification, degree and experience by 31.01.2022. The candidates who are likely to complete their 3 years requisite qualification, degree and experience after 31.01.2022 will not be eligible to appear in this examination.
6. Scheme of Examination Examination will be conducted in two stage performance evaluation basis as described below: -
Stage – I: Applicable to all participating Institute
Duration : 90 minutes Number of Questions : 80 Questions Total Marks : 80 Marks Language : English Type of Questions : Objective type of questions of Single
Correct Choice. Correct Answer : One Mark (+1) Incorrect Answer : Minus one-third (-) 1/3 Unanswered / Marked for Review : 0 Syllabus : The question paper will consist of
questions from the General/Basic component of the qualifying educational qualification and from sub-specialty/systems/component the specialty/course for which the examination is being conducted.
Qualifying Criteria in Stage I : 50 percent (%)
Stage – II: Applicable to all AIIMS only
Total Marks: 20
a) Candidate must secure 50 percent (%) or more marks in Stage-I[as per the decision of the meeting of the 116th Academic Committee (item No.AC/116/10 dated 06.03.2018)].
b) Candidate must have applied in online registration for AIIMS seats in respective specialty/course.
c) Candidate must be eligible as per eligibility criteria of AIIMS. d) Out of the candidates who fulfils above criteria, candidates 3 times the
number of seats advertised will be called for departmental clinical/practical/lab-based assessment (carrying 20 marks) related to sub-specialty/systems/component of the specialty/course for which the candidate has applied in respective department at AIIMS, New Delhi.
e) To qualify for AIIMS Seat allocation a candidate must obtain 50 percent (%)or more marks in Stage-I & Stage-II combined.
f) In case candidate gets marks more than 50 percent (%) in Stage-I but less than 50 percent (%) marks in Stage I & II combined, he/she will not be treated as qualified for AIIMS Seats.
g) Candidates called for departmental assessment (Stage – II) and remains absent in Stage – II, he/she will not be treated as qualified for AIIMS Seats.
Two list of qualified candidates in order of merit will be declared based on performance in Stage – I & Stage – II examination (as applicable) as described below: -
1. Common Merit List (CML) a) Candidate must have appeared in the test for Stage – I. b) All qualified candidate in Stage – I examination as per scheme of
examination will be assigned a rank and will be placed in the list in order of overall rank.
c) This merit list (CML) will be used for allocation of seats in all INI except AIIMS as per method of allocation described in prospectus.
2. AIIMS Merit List (AML) a) This Merit List (AML) will be used for allocation of Seats in all
AIIMS only b) Candidate must have appeared & qualified in both examination
Stage – I & Stage – II as per scheme of examination described above.
c) The list will be based on marks obtained in Stage- I & Stage – II combined (100 marks) for qualified candidates only.
d) All qualified candidate will be assigned a rank and will be placed in the list in order of overall rank.
Sponsored/OCI/Foreign National category candidates will be placed in respective merit list as per their performance and eligibility, as applicable to all other general candidates as described above with respective category tag mentioned against their rank. Such candidates will be considered for Seats under Sponsored/OCI/Foreign National category in order of merit and seat allocation process as applicable to all other general candidates.
Method of Resolving Ties
According to age (Date of birth), the older candidate shall get preference over the younger one.
7. Other Instructions A. General Any wrong information provided by the candidate on same may invite disciplinary action including debarment from future examination.
In case of any ambiguity in interpretation of any of the instructions/ terms/ rules/criteria regarding the determination of eligibility/conduct of examinations/ registration of candidates/ information contained herein, the decision of the Director, AIIMS, New Delhi shall be final and binding in nature.
AIIMS, New Delhi reserves its right to alter, amend, modify or apply any or some of the instructions/ guidelines contained in this information brochure.
B. Sposored Candidate It is mandatory to upload valid Sponsored certificate in the Completion of Application on or before date(s) mentioned in Important Dates Section of Prospectus Part-A.Please note that candidates must have to submit original sponsored certificate at the time of reporting/joining for the allocated postgraduate seat, failing which, their candidature will be cancelled.
For Detail the proforma for Sponsorship certificate as applicable for different Institutes.
C. Foreign National/Overseas Citizen of India (OCI) i. Foreign nationals/Overseas Citizen of India (OCI) are required to fill in the
prescribed online application form indicating the choice of subject (only one subject) for admission to Postgraduate courses leading to award of DM/M.Ch. & MD (Hospital Administration) Entrance Examination.
ii. The foreign nationals are required to send their Registration Slip of Online application through Diplomatic Channel. They are also required to appear in the Competitive Entrance Examination along with other candidates. The No Objection Certificate (NOC) obtained from Ministry of Health and Family Welfare, Govt. of India, should be submitted to the Examination Section on or before date(s) mentioned in Important Dates Section of Prospectus Part-A. Kindly note that no objection certificate obtained solely from Ministry of External Affairs is not considered as valid NOC for INI-SS.
iii. OCI candidate must be upload the scan copy of OCI card on or before date(s) mentioned in Important Dates Section of Prospectus Part-A.
iv. The foreign nationals/Overseas Citizen of India (OCI) will be considered against the seats advertised under the "Sponsored" category for DM/M.Ch. & MD (Hospital Administration) Entrance Examination courses. They should be registered with NMC before they will be allowed to join the said course. If they are selected for the same.
v. Seats are not reserved in any discipline for foreign nationals (except the bilateral agreement between the Government of India and any other nation).
vi. Nominations/No objection for the candidate should reach the Examination Section before the date as specified under "IMPORTANT DATE AT A GLANCE". In case of non-receipt of the nominations/clearance/no objection from the concerned Ministry by due date, their candidature will not be considered.
vii. No emoluments will be paid by AIIMS to the Foreign National candidates/OCI.
A. Cities for appearing in Examination The INI-SS for session as mentioned in IMPORTANT DATE AT A GLANCE is planned to be conducted in following cities in India.
1. The applicants are required to indicate his/her choice of three cities (in order of preference) for appearing in the examination.
2. The allocation of cities* for taking examination will be based on Completion of Application (first come-first allotted) and availability of computer nodes in the city. Applicants are therefore advised to complete process of application at earliest without waiting for last date.
3. The choice of cities made by applicant cannot be changed after submission of Application. The applicants should therefore make choices with utmost care.
* Although AIIMS will make all efforts to ensure that the candidate is allotted a centre in the cities chosen by the applicant, if due to circumstances such as lack of sufficient number of candidates, logistic, administrative and other reasons, an Examination Centre in another city may be allotted finally. The cities may be added or removed, if deemed necessary. Applicants are therefore required to be prepared to appear for the examination in the Examination Centre allotted to them.
B. Application Fee All Applicants Rs.4250/- + Transaction Charges as
applicable PWBD Exempted Note:- 1. The applicant can pay the prescribed application fee through DEBIT CARD/
CREDIT CARD/ NETBANKING. 2. Transaction /Processing fee, if any, as applicable, will be payable to the
respective bank etc. by the applicant. 3. Application fees once remitted shall not be refunded under any circumstances. 4. If due to any reason, application fee is paid more than once against one
application form, the additional payments shall be refunded to applicants after verification& completion of examination process.
5. Applications without the prescribed fee shall not be accepted and summarily rejected.
C. Phase I - Application Process All information as well as access to process related to INI-SS will be done through its online portal. The portal for INI-SS can be accessed from www.aiimsexams.ac.in >>Academic Course Tab >>and clicking on INI-SS. The applicants are requested to visit the site frequently to keep themselves updated with latest information. The access and different components of application process will be enabled/disabled as per the dates specified in the Important Dates Tab.
D. Phase II - Declaration of Result Result will be declared based on performance of candidate in examination for INI-SS as per scheme of examination on the website www.aiimsexams.ac.in
E. Phase III - Seat allocation of INI-SS Seat allocation will be done in online based on both merit list (CML/AML) as per following procedure:-
a) Results & Procedure of seat allocation in detail will be declared on the website www.aiimsexams.ac.in
b) Please see scheme of examination for qualifying criteria. c) Institute wise synchronised allocation of seats will be carried on based on over all rank
in CML/AML and choices in order of preference as filled by the candidate. d) Single Best choice available seat at merit rank will be allocated in INIs on the basis of
both Merit List (1) Common Merit List (CML) (2) AIIMS Merit List (AML). e) All eligible candidate will be allowed to fill online choices of INI and their order of
preferences subject to eligibility as per both merit list after declaration of results and seat will be allocated as per following method:
i. Seat allocation will be in order of overall rank in respective merit list (CML/AML).
ii. Where a candidate is eligible in CML only, he/she will be allocated seat of INI other than AIIMS as available at his rank in order of preference filled during online choice.
iii. Where a candidate is eligible in CML and AMLboth, he/she will be temporarily allocated the best available choice of respective INI other than AIIMS as per merit in CML and the best available choice of respective AIIMS as per merit in AML. Out of temporarily allocated choices as per merit in both CML & AML, the best choice of INI in order of preference will be allocated.
iv. Similar procedure of seat allocation will be applicable to qualified Sponsored/OCI/Foreign National category candidates limited to seats declared & applied under Sponsored/OCI/Foreign National category.
F. Correspondence with Examination Section, AIIMS, New Delhi
The information will appear in the website strictly as per time schedule laid down in Part A of Prospectus. Telephonic queries / written requests prior to the scheduled date mentioned in the INFORMATION BROCHURE regarding receipt of application, acceptance, issue of admit cards etc. will not be entertained. All communication with the Examination Section, AIIMS, New Delhi in relation to INI-SS, January 2022 must be done through the methods described under Section XI of the Part A of the Prospectus.

9. Legal and Disciplinary Action • Any dispute in regard to any matter referred to herein shall be subject to the jurisdiction of
Delhi Courts alone. • Legal and disciplinary action will be initiated by AIIMS, New Delhi against persons who are
found to be guilty of misconduct for reasons mentioned below (including but not limited to) 1. Obtaining support for his/her candidature by the following means, namely: —offering
illegal gratification to; or applying pressure on; or blackmailing, or threatening to blackmail any person connected with the conduct of the examination; or
2. impersonation; or 3. procuring impersonation by any person; or 4. submitting fabricated documents or documents which have been tampered with; or 5. providing false information regarding educational qualifications and/or experience (such
as internship completion) for the sole purpose of appearing in the examination for practice or any other purposes; or
6. uploading irrelevant photos in the application form in place of actual photo/signature/left thumb impression; or
7. uploading morphed/digitally modified photos for the purpose impersonation; or 8. making statements which are incorrect or false or suppressing material information; or 9. resorting to the following means in connection with his candidature for the examination,
namely: obtaining questions through improper means; finding out the particulars of the
persons connected with secret work relating to the examination; influencing the personnel involved with conduct of examination.
10. being in possession of or using unfair means during the examination; 11. copying the questions, misbehaving in the examination hall including tearing of the
scripts, provoking fellow examinees to boycott examination, creating a disorderly scene and the like; or
12. harassing or doing bodily harm to the staff deputed by Examination Section, Staff employed by Vendors for the purpose of conduct of examination.
13. being in possession of or using any mobile phone, (even in switched off mode), pager or any electronic equipment or programmable device or storage media like pen drive, smart watches etc. or camera or Bluetooth devices or any other equipment or related accessories either in working or switched off mode capable of being used as a communication device during the examination; or
14. violating any of the instructions issued to candidates along with their admission certificates permitting them to take the examination; or
15. attempting to commit or, as the case may be, abetting the commission of all or any of the acts specified in the foregoing clauses; may in addition to rendering himself liable to criminal prosecution, be liable: — a) and shall be disqualified by the AIIMS, New Delhi from this/or other Examinations for
which he/she is a candidate; and/or b) Shall be liable to be debarred either permanently or for a specified period: — a. by the Examination Section, AIIMS, New Delhi, from any examination or selection
held by them; b. any other penalty as per discretion of competent authority. c) if he/she is already in service under Government to disciplinary action under the
appropriate rules.
Provided that no penalty under this section shall be imposed except after: —
i) giving the candidate an opportunity of making such representation in writing as he/she may wish to make in that behalf; and
ii) taking the representation, if any, submitted by the candidate within the period allowed to him into consideration.
