Client: Arcelor Mittal Galati Start/Completion Date: March 2007 In briefThe project included the drafting of the security report, in accordance with GD 95/2003 (SEVESO II).

The document contains:

•Information about the management system and organization for preventing major accidents;

•Presentation of the environment in which the Arcelor Mittal Galaţi complex is located;

•Description of the main activities;

•Description of dangerous substances (physical, chemical, toxicological, eco-toxicological properties) used in the activity of Arcelor Mittal Galaţi (UCC, UOR, ULP, UPDES factories);

•Description of the possible major accident scenarios;

•Description of the protection and intervention measures for limiting the consequences of an accident on the Arcelor Mittal Galaţi platform.

National Programme for Carbon Capture and Storage – CCS

In brief

The overall objective of the project consists in reducing the environmental impact generated by industrial activities, by using the geological capture and storage of carbon.

GETICA CCS Demo ProjectEuropean CCS Demonstration Project Network member

Client: Global CCS Institute - Australia Start/Completion Date: 2010/2011

In brief

The purpose of the study was to implement the CCS technology (carbon capture, transport and storage) in Romania. Main objectives:•To contribute to the achievement of the national objectives for the reduction of CO2;•To reduce greenhouse gases, as part of the global effort to stabilize climate change;•To contribute to the development of the global CCS market by tackling technology-specific difficulties, and developing projects both in Romania, and in the Eastern Europe.

The GETICA CCS demo project shall be implemented at unit no. 6 (250 MWe net) in Turceni TPP. The unit is under a rehabilitation program.

In brief

The purpose of the project was to implement the CCS technology (carbon capture, transport and storage) in Romania. Main objectives of the project were:•To contribute to the achievement of the national objectives for the reduction of CO2;•To reduce greenhouse gases, as part of the global effort to stabilize climate change;•To contribute to the development of the global CCS market by tackling technology-specific difficulties, and developing projects both in Romania, and in the Eastern Europe.

GETICA CCS Demo Project - Technologies Optimization

Client: Ministry of Economy, Trade and Business EnvironmentStart/Completion Date: 2011 (on going) /2012

In brief

The main goal of the project is to analyze and identify the optimum technical solutions for implementing a CO2 capture plant at an existing power unit, for developing the CO2 transport infrastructure and for CO2 safely storing.

The project will assess the existing legal and institutional framework for the construction, operation, closing and post-closing of the CCS demo project.

CO2 monitoring technical alternatives will be also analyzed.

CO2 Transportation Risk Assessment for Carbon Capture and Storage

Client: BS-ERA.NET, EC – FP7Start/Completion Date: 2011 (on going) /2013In briefBS-ERA.NET, networking project aimed at integrating the participating countries from the Black Sea extended region in the European Research Area, financed by the European Commission within the FP7 and managed by a consortium of 17 institutions from 13 European countries

The research project, developed by 4 partners from 4 different European countries, aims to address: •the thermodynamic analysis and modeling of pure CO2 and its mixtures with other impurities, such as H2S, N2, water etc, over a wide range of temperatures and pressures, •the analysis of the most important risks related to CO2 pipeline transportation (landslide, seismic, corrosion, design and construction error).

Risk assessment guidelines will be developed based on the obtained results.

The Romanian gas transmission company, future operator of the first CO2 transportation pipeline in Romania, has expressed their willingness of applying the research results, as the risks related to CO2 transportation by pipeline is a subject of great interests for them. At the end of the project, the Romanian gas transmission company will be trained on the project topics, having the prepared guidelines as main support.

CO2RISKMAN

Client: DNV – DET NORSKE VERITAS, NorwayStart/Completion Date: 2011 (on going) /2012

In brief

CO2RISKMAN is a joint industry development project meaning Industry Guideline on Effective Risk management of Safety and Environmental major Accident Hazards from CCS CO2 Handling Systems.

The CO2RISKMAN project will develop a CCS specific industry guideline based on the generic risk management principles, framework and process described in ISO 31000 tailored to manage safety and environmental major accident risk from CO2 handling system.

The Giudeline will provide industry context, best available information and guidance to assist organisations delivering the risk management process.

CCS Regulatory Test Toolkit

Client: Global CCS Institute - Australia Start/Completion Date: 2011

In brief

The overall objective of the study was to roll-out the Global CCS Institute’s CCS Regulatory Test Toolkit in Romania, in order to efficiently implement a CCS technology.

Entire work and analyses were undertaken in conjunction with relevant Government Ministries and Steering Committee.

Main stages of the study:•Identifying and recording CCS relevant regulations together with Romanian regulators•Analyzing the existing situation at national level referring to the institutional structures•Analyzing the national and European legislation•Preparing test exercise for Romanian regulators and Romanian CCs stakeholders•Proposing the assignments of roles and responsibilities•Proposing amendments for the existing Romanian legislation•Preparing the legal and regulatory framework for efficiently implement the CCS technology

Romanian CCS Roadmap Report

Client: Bellona EuropaStart/Completion Date: 2011

In brief

The overall objective of the report consists in assessing the opportunity of deploying CCS technologies in Romania, aiming both energy and industrial sectors.

The report also presents an overview of the CO2 transport infrastructure and the CO2 storage potential in Romania.

A forecast scenario on the Romanian energy sector considering the future implementation of CCS technologies is presented in comparison with the basic scenario within the National Energy Strategy.

CCS communication impact –”FENCO ERA NET”

Client: Ministry of Education and ResearchStart/Completion Date: January 2009/ January 2010

In brief

The project has consisted in the assessment of the public’s level of knowledge and awareness on climate change, energy policies and the CCS. Various communication methods were compared within the project, in terms of the efficiency of information the public on CCS topics.

Services

• Questionnaires and the implementation thereof at the level of the target groups (national surveys); assessing and comparing the empirical data obtained;

• Recommendations on the local and general CCS communication, based on information concerning the public’s level of awareness in terms of climate change, energy policies and the CCS;

• Assessing various communication methods, in terms of the efficiency in the information of the public on CCS-related topics;

• Performing a public awareness campaign in order to increase the level of information on the CCS;

• Establishing close relations with the largest CCS research networks (e.g. ZEP, CSLF, C2S2-RN) and the current groups of specialists at a national and European level;

Social Survey for CCS Public Acceptance Evaluation

In brief

The study is assessing the level of knowledge and understanding of the local community in Gorj, Dolj and Mehedinti counties with references to innovative low carbon technologies implementation in the region.

The survey aims to evaluate the level of awareness and acceptance in developing a CCS technology, merging the community needs with the benefits of the demonstration project which will be implemented in the future.
