This inspection focused on work being carried out in Sections 3, 4 and 5 of the Project. Inspection Summary On August 5 and 6, 2020 Environmental Assessment Office Compliance & Enforcement (EAO C&E) Officer Clayton Smith inspected the Project against the requirements of Environmental Assessment Certificate (EAC) #E14-03 (Appendix 1). The Project was in Construction at the time of inspection. The inspection pertained to compliance verification with respect to: EAO Order EN2020-005 – EAC Condition 6, Pre-Construction Wetland Surveys (Appendix 4). To confirm compliance, a variety of wetlands were inspected in Sections 3, 4 and 5 of the Project. This inspection did not include a debrief of observations with Project staff as this unannounced inspection did not take place with Certificate Holder representatives in attendance. After review of observations and information obtained during the inspection, the following compliance determinations have been made: 1. COMPLIANT with Clause 1 and 2 of EAC Order EN2020-005 regarding construction activities within 30 m of Ecologically and Socio-economically Important Wetlands. Additional detail regarding these findings may be found in the sections below. The compliance determinations in this report reflect the findings from the inspection dates noted above. These determinations can change at any time upon information gathered through future inspections or if new information is obtained by EAO C&E. Project Description The Coastal GasLink Pipeline Project (Project) is an approximately 650 km long natural gas pipeline connecting facilities in the vicinity in northeast British Columbia (BC) to the LNG Canada facility near Kitimat.

Location Description The Project is near Groundbirch (40 km west of Dawson Creek) in northeast BC to the LNG Canada facility near Kitimat. This inspection focused on work being carried out in Sections 3, 4 and 5 of the Project.

Inspection Summary On August 5 and 6, 2020 Environmental Assessment Office Compliance & Enforcement (EAO C&E) Officer Clayton Smith inspected the Project against the requirements of Environmental Assessment Certificate (EAC) #E14-03 (Appendix 1). The Project was in Construction at the time of inspection. The inspection pertained to compliance verification with respect to:

• EAO Order EN2020-005 – EAC Condition 6, Pre-Construction Wetland Surveys (Appendix 4).

To confirm compliance, a variety of wetlands were inspected in Sections 3, 4 and 5 of the Project. This inspection did not include a debrief of observations with Project staff as this unannounced inspection did not take place with Certificate Holder representatives in attendance. After review of observations and information obtained during the inspection, the following compliance determinations have been made:

1. COMPLIANT with Clause 1 and 2 of EAC Order EN2020-005 regarding construction activities within 30 m of Ecologically and Socio-economically Important Wetlands.

Additional detail regarding these findings may be found in the sections below. The compliance determinations in this report reflect the findings from the inspection dates noted above. These determinations can change at any time upon information gathered through future inspections or if new information is obtained by EAO C&E.

INSPECTION DETAILS

Requirement 1: Condition 6 of Schedule B (Appendix 3)

The Holder must develop and implement a Wetlands Management Plan in consultation with EC, FLNR and OGC. The Wetlands Management Plan must meet the objective of no net loss in wetland function, in a manner consistent with the Federal Policy on Wetland Conservation. See Appendix 3 for full Condition wording. Wetlands Management Plan (Appendix 5) Section 2.2.1 Construction Preparation Surveys Once field crews have delineated and classified the wetlands within the study area and conducted the functions assessment, appropriate mitigation will be selected and recommended for each occurrence in the field. Mitigation will be based on the extent and location of the wetland occurrence relative to the Project footprint, as well as its conservation rank or functions. Mitigation identified in the EAC Application and the EMP will be provided to each crew and any site-specific mitigation opportunities for each site will be noted in the field. EAO Order EN2020-005 issued June 16, 2020 for EAC Condition 6 (Appendix 4) Pre-Construction Wetland Surveys 1. Immediately cease construction activities within 30 m of any Ecologically and Socio-economically Important Wetland (ESIW) which does not meet the following criteria:

I. Field-based Construction Preparation Surveys have been completed in the summer of the year preceding the commencement of construction or in the summer of the year construction commences.

II. A Qualified Professional has attended the ESIW and identified site-specific mitigations to avoid or reduce adverse effects to the ESIW during Project construction.

2. Not undertake or resume construction activities within 30 m of any ESIW until the criteria in (1) have been met for that ESIW, as determined by a Qualified Professional.

Findings:

On August 5 and 6, 2020 EAO C&E conducted an inspection along Sections 3, 4 and 5 of the Coastal GasLink (CGL) Certified Project Corridor to ensure compliance with EAO Order EN2020-005 (the Order). EAO C&E inspected for construction activities within 30 m of Ecologically and Socio-Economically Important Wetlands (ESIW) as identified within the consolidated list provided to EAO by CGL on June 30, 2020 (Appendix 6).

Travelling using 4x4 vehicle and foot, EAO C&E documented various wetlands along the Project for reference with the ESIW data provided by CGL. EAO C&E did not document all wetlands along the above Sections of the Project, only accessible wetlands believed to be ESIW due to size, complexity and cause for potential impact due to construction were inspected.

Project Right of Way (ROW) clearing began prior to the date the Order was issued. Areas of the ROW cleared before June 16, 2020 remain compliant with the Order, while any works within ESIWs after the date of the Order are considered out of compliance. Below you will find wetlands inspected by EAO C&E listed in Table 1, and sample photos depicting wetlands visited in each of Sections 3, 4 and 5 during the inspection.

During the inspection, EAO C&E did not observed active construction works within 30 m of wetlands assessed along the Certified Pipeline Corridor in Sections 3, 4 and 5. The pipeline right of way has been cleared in these areas, however the clearing took place prior to the EAO C&E Order which was issued on June 16, 2020.

The above observations appear to provide evidence of compliance with Clause 1 of 2 of EAO Order EN2020-005.
