한국 탄자니아 적정과학기술거점센터 (에너지 산업연계 적정기술거점센터 : Innovative Technology and Energy Center, iTEC)는서울대학교 와 탄자니아 최고의 과학기술교육 기관인 ‘넬슨만델라아프리카 과학기술원 ’ (NM-AIST) 가 협력하여 올해 4 월부터 대한민국 과학기술정보통신부와 한국연구재단의 후원으로설립되었습니다.
아프리카의 지속가능한 발전을 위해 iTEC은 신재생에너지를 활용하여전력, 농업, 보건, 교육 분야에 필요한 혁신적인 적정기술을 개발하고,교육하고, 사회적경제의 생태계를 조성 하고, 창업과 비즈니스를활성화하는 것을 목표로 합니다. 이는 탄자니아의 개발비전2025과함께 유엔의 지속가능발전목표 (SDGs)의 세 개의 큰 축인 ‘사회발전’,‘경제성장’, ‘환경보전’을 달성하고 동아프리카 지역의 사회발전과빈곤퇴치 및 불평등의 해소, 인간의 존엄성 회복에 기여할 것으로 기대합니다.
양국의 대학과 기업들이 협력하여 탄자니아 및 이와 비슷한 환경의아프리카 마을을 개발하는 모델이 되기를 바라며 많은 관심과 참여를부탁 드립니다.

업무 협약서(MOU) 체결
탄자니아 적정과학기술 거점센터는 캄보디아 적정 과학기술거점센터(iWc), 적정기술학회(ASAT)와 지난 8월 10일 넬슨만델라 아프리카 과학기술원에서 개발도상국의 기술지원을 위한업무 협약서를 체결하였다.iWc는 캄보디아에서 신재생에너지를 이용한 정수처리시설을 개발하고 비소 등 식수오염해결이가능한 정수처리 공정기술을 개발 및 보급하였다. 적정기술학회는 적정기술 개발과 과학기술을통한 사회문제 해결을 위한 학술연구 사업을 활발히 진행중이다. 이번 업무협약을 통해탄자니아적정과학기술거점센터(iTEC)의 탄자니아에 적합한 적정기술의 연구, 발전 및 실행에 큰도움이 될 것으로 기대하고 있다.

서울대, 탄자니아에적정기술거점센터설립
기계항공공학부안성훈교수주도로신재생에너지, 농업기술보급및청년기업가1000명양성
서울대 기계항공공학부안성훈 교수와 넬슨
만델라 아프리카과학기술원과의 협약식
서울대가 국내 대학 최초로 아프리카에 거점연구소를 설립한다. 만성적인 식량난과 전력 부족에 시달리는
탄자니아에 적합한 신재생에너지 및 스마트농업 기술을 개발, 보급하는 프로젝트다. 4년간 현지에서 청년
기업가 1000명을 양성해 한국과 교류하며 성장할 수 있도록 돕는다는 계획도 세웠다. 서울대 공대(이건우)는
기계항공공학부 안성훈 교수의 주도로 오는 8월 탄자니아 아루샤시에서 적정기술을 연구하고 현지 창업가를
키우기 위한 ‘적정기술 거점 센터’를 개설한다고 밝혔다. 적정기술은 수동식 물 펌프처럼 삶의 질 향상을 위한
현지 맞춤형 기술을 의미한다. 국내 대학이 아프리카 현지에 학술과 교육 두 가지 기능을 모두 갖춘 연구소를
설립하는 것은 이번이 처음이다.
서울대 공대는 탄자니아가 금 커피 등 자원이 풍부하고 정치적으로 안정돼 성장 잠재력이 높다는 데 주목하고
있다. 1인당 국민소득이 840달러(2016년 기준)에 불과한 절대빈곤국이지만 인구 5400만명에 경제성장률이 연
6~7%로 높아 동아프리카의 ‘블루오션’ 시장으로 떠오르고 있다는 설명이다. 성장에 필요한 연구·교육
인프라가 턱없이 부족한 탓에 탄자니아 정부 차원에서 해외 대학 유치에 적극 나서고 있다. 센터가 들어설
넬슨만델라아프리카과학기술원(NM-AIST)은 탄자니아의 KAIST로 손꼽힌다. 그럼에도 단과대 4개에 교수는
45명에 그친다. NM-AIST는 서울대에 약 1000㎡의부지와 건물을 무상으로 제공한다.
서울대는 센터 운영을 위해 매년 20~30여명의 연구원을 파견하기로 했다. 서울대 공대 안성훈 교수 연구팀은
오지 마을 네 곳에 태양광 풍력 등을 활용한 신재생에너지 발전소를 설치해 주민 1200여명에게 전기를 공급할
계획이다. 센터에는 탄자니아 젊은이들의 기술 창업을 돕는 지원 시설도 들어선다. 초대 센터장은 미국
실리콘밸리에서 저전력 태양광에너지 패널을 개발한 이협승 E3임파워 대표가 맡는다 . 이 대표는
스탠퍼드대에서 기계공학 박사학위를 받은 뒤 아프리카 저개발국 주민의 소규모 창업을 지원하는 사회적
기업인 E3임파워를 설립해 운영 중이다.
1차 사업 기간인 4년 동안 청년 기업가 1000명을 양성하기 위한 기술·창업 훈련 프로그램을 제공한다. 미래부
연구재단이 4년간 20억원을 지원한다. 센터 설립을 주도한 안성훈 서울대 기계항공학부 교수는 “사회적 기업의
현지 노하우에 대학 연구진의 기술력을 결합한 협력 체제”라며 “4년 내 인구 32만명의 아루샤시를 대표하는
현지 스타트업(신생 벤처기업) 2곳을 설립하고 5건 이상의 기술계약을 체결하는 게 목표”라고 설명했다.
이건우 서울대 공대 학장은 “퍼주기 식의 ODA(공적개발원조)에서 벗어나 현지에 맞는 적정 기술을 개발하고
이를 사업화하는 새로운 모델의 시험장이 될 것”이라며 “장기적으로 케냐 말라위 모잠비크 등 주변국으로
프로젝트를 확산시켜 나갈 것”이라고 말했다.

탄자니아에서울대적정과학기술거점센터개소우리나라에서최초진출하는아프리카적정과학기술거점센터
서울대 공대 ( 학장 이건우 ) 는 과학기술정보통신부와 한국연구재단의
적정과학기술거점센터 과제로 8월 10일(현지시간) 탄자니아 아루샤에 최초의
적정과학기술거점센터를 열었다고 밝혔다.
탄자니아 적정과학기술거점센터 개소는 캄보디아, 라오스, 네팔에 이어 네 번째이며
우리나라에서 아프리카 대륙에 최초로 진출하는 적정기술센터다. 이는 우리나라의 대외
공적개발원조(ODA, Official Development Assistance)의 일환으로 1회성 물자 원조를
벗어나 필요한 과학기술 지원을 통해 개도국의 지속가능한 발전을 돕기 위한 사업이다.
탄자니아는 아프리카 대륙 동부에 위치하며 금 커피 등 자원이 풍부하고 정치적으로
안정돼(2013년 KIEP) 성장 잠재력이 높다고 평가받는다. 센터가 들어서는 넬슨 만델라
아프리카 과학기술원(NM-AIST, Nelson Mandela African Institute of Science and
Technology)은 넬슨 만델라의 주창으로 세계은행이 설립한 과학기술의 대표적인
대학교다..
서울대 기계항공공학부 안성훈 교수가 사업단장으로 서울대 공대, 농생대, 사범대,
글로벌사회공헌단 및 한양대, 경상대, 우송대, 한동대 등 국내 기관과 현지 NGO인
e3empower와 각종 기업 등 26개 기관이 참여한다. 해당 사업은 2017년부터 2020년까지
4년 간 신재생 에너지, 농업 및 농산품 유통, 백신과 보건, 창업 및 ICT 교육 등에
집중하여 운영되며, 미국 실리콘밸리에서 엔지니어와 창업교육 경험이 풍부한 이협승
기계공학 박사가 센터장을 맡아 탄자니아 아루샤에 4년 간 파견된다.
센터 개소식에 맞춰 개최되는 에너지와 지속가능 국제 컨퍼런스(ICES 2017,
International Conference on Energy and Sustainability)를 통해 아프리카, 미국, 유럽 및
우리나라 연구자들이 학술적으로 교류하게 된다 . 또한 내년 1 월에는
적정과학기술거점센터 주관으로 S.M.A.R.T.(Startup Mission on Art/Design,
Responsibility, and Technology) 국제 창업경진대회를 개최하여 아프리카의 현지
실정에 맞는 적정기술 창업과 국제적 협력을 현지 학생들과 우리나라 학생들이 함께
주도할 예정이다.
적정과학기술거점센터 사업단장인 안성훈 교수는 “탄자니아 센터 개소를 위해 지난
7년간 서울대 기계항공공학부 글로벌 솔라봉사단에서 네팔 고산지역 주민들에게 전기를
공급한 적정기술 봉사활동의 경험을 살릴 수 있어 더 의미있다”며 “이번 사업에 서울대
공대 및 글로벌 사회공헌단과 다양한 참여기관들을 잘 활용해서 앞으로 탄자니아의
적정과학기술거점센터를 연구와 교육, 봉사와 창업이 연계된 서울대의 아프리카 진출을
위한 플랫폼으로 만들고 싶다”는 의지를 밝혔다

탄자니아에‘科技거점센터’오픈
한국연구재단은 최근 탄자니아에 ‘적정과학기술거점센터(iTEC)’를열고 백신 냉장고를 기증했다. 한국연구재단 제공
한국연구재단은 과학기술정보통신부와
함께 지난 10일 탄자니아에 ‘적정과학
기술거점센터’를 열었다.
‘넬슨만델라 아프리카 과학기술원’과 2020년까지 4년간 공동 운영하는 이 센터는 에너지, 교통, 보건 등 사회
인프라가 부족한 아프리카에 신재생에너지와 정보통신기술을 활용한 적정기술제품을 개발하고 이를 활용한
창업을 지원한다. 이를 위해 과학기술원이 제공한 992㎡의 건물에 ‘혁신적정기술센터’도 마련했다. 또한 센터
발전을 위해 아프리카개발은행(AFDB)으로부터 창업육성사업을 위한 추가 투자기금 유치를 추진하고 있다.
사업단장은 안성훈 서울대 교수, 센터장은 개도국에서 창업훈련을 수행한 이협승 박사가 맡았다.
서울대학교는 10일(현지시간) 탄자니아 아류샤에 적정과학기술거점센터(적정기술거점센터)를 개소했다고 17일
밝혔다.1회성 물자 원조를 벗어나 필요한 과학기술 지원을 통해 개도국의 지속가능한 발전을 돕기 위해서다.

Following a study revealing that renewable energy, particularly
solar, is dominating rural Tanzania, there are now plans to open
a training centre.The director of the Innovative Technology and Energy Centre (ITEC), DrHerb Rhee, has announced plans to open a training centre for renewableenergy technology in Arusha, Tanzania.According to local media, Tanzania Standard, Dr Rhee said the renewableenergy technology centre will open doors in August this year, and will havethe capacity to train 1,000 students per year.
Renewable energy technology training centreAccording to media, Dr Rhee stated that they are also planning to constructpower transmission grids for use of solar power in rural areas."The centre, aimed at energy development, will be situated at the NelsonMandela African Institute of Science and Technology in Arusha. Also, wehave opened two centres but at small-scale at Karatu and Dodoma," he said.Media quoted him saying that they have already trained 300 students fromvarious secondary schools and 200 primary and secondary school teachersin Arusha on Information and Communication Technology (ICT), toincrease energy and power experts in rural areas.Also commenting on the development was the founder and chief executiveofficer for E3 Empower, Ji-Young Rhee, who said they will use theirtechnology in improving various sectors including health, entrepreneurshipand education by reaching rural areas through ICT. "Through our project,we will be able to supply electricity to rural areas," Rhee stated.
Solar power favourable in rural areasLast month, the National Bureau of Statistics and the Rural Energy Agencyissued the Energy Access Situation Report, 2016 Tanzania Mainland, whichindicated that solar power in rural areas is leading by nearly 65% with only34.5% of grid-connected power.According to the report, in general electricity access (to any form ofelectricity) in rural areas has improved from 6.1% in 2011 to 16.9% in 2016."One general observation from this data is that more efforts are needed toimprove the accessibility of modern energies to rural residents in order toachieve sets of energy targets by 2030 as stipulated in 2015 Energy Policy,"the report said.
The centre launched on Friday is based on collaboration between
the Nelson Mandela African Institution of Science and Technology
(NM-AIST) and the Seoul National University in Korea.The Innovative Technology and Energy Centre (ITEC) will use renewableenergy and ICT in electricity, agriculture, health and education for thedevelopment of Africa for the next four years (2017-2020).The Acting Vice Chancellor at NM-AIST, Prof Karoli Njau said the centre wasofficially launched on Wednesday by the Deputy Permanent Secretary in theMinistry of Energy and Minerals, Dr Juliana Pallangyo.The centre is aligned with NM-AIST aspirations and it has come at a time theuniversity is conducting internal transformation to make it more effective in thedelivery of its mission.“We would like to make the centre the heart of research and ensure thatstudents identify research orientation early in joining the institution,” the VCsaid. The institution will also streamline research activities to ensure it links tothe industry based change process currently taking place in the country.Dr Pallangyo on his part acknowledged the Department of Mechanical andAerospace Engineering at Seoul National University (SNU) and the instituteauthorities for setting up the facility.

THE government of the republic of Korea has opened a training centre for renewable
energy technology in Arusha, in bid to increase energy access in the East African Country’s
rural areas.
According to Dr Herb Rhee, Director of theInnovative Technology and Energy Centre (ITEC),the centre will have the capacity to train 1,000students each year, according to local mediareports.In addition to the training centre, Dr Rheesaid they are also planning to develop powertransmission grids in rural areas for thedistribution of solar energy. He said: "The centre,aimed at energy development, is situated at theNelson Mandela African Institute of Science andTechnology in Arusha. Also, we have opened twocentres at small-scale in Karatu and Dodoma.”Reportedly, the ITEC has already trained 300secondary school students and 200 teachers inArusha in Information and CommunicationTechnology (ICT), in order to increase renewableenergy expertise in the region. Ji-Young Rhee,Founder and Chief Executive Officer of E3Empower, said that their technology will be usedto improve a number of sectors in rural areas,including health, education and entrepreneurship.She said: "Through our project, we will be able tosupply electricity to rural areas."According to theTanzania National Bureau of Statistics (NBS) andthe Rural Energy Agency (REA) Energy AccessSituation Report, 2016 for Tanzania mainland,solar power in rural areas is leading by almost 65per cent compared to 34.5 per cent of grid-connected power. The report said: "One generalobservation from this data is that more efforts areneeded to improve the accessibility of modernenergies to rural residents in order to achieve setsof energy targets by 2030 as stipulated in 2015Energy Policy." In the same vein the centre willcreate new business opportunities and improvethe quality of life of villagers in rural areas. Thiscentre will be a window of opportunity forTanzania and South Korea to achieve co-prosperity by expanding exchange andcooperation in all areas including education,science, technology, ICT and industries. ITECplans to provide electricity through solar power to off–grid rural villages and also plans to provide businesstraining, computer training and manufacturingtraining to local people in Tanzania so that they canstand up on their own and get jobs and start their ownbusinesses.
It will also provide technical shops where people canlearn how to design and make mechanical andelectrical products.ITEC in the Nelson MandelaAfrican Institution of Science and Technology (NM-AIST) was set up jointly by Seoul National Universityin Korea and NM-AIST funded by South Koreangovernment. South Korea government had investedUSD 2m for the ITEC project and so far they hadalready visited several villages at Mkalama in HaiDistrict in Kilimanjaro Region and Kikue, Kalangaiand Olokii villages in Arusha Region. “To start with,we will begin with Kilimanjaro and Arusha and lateron in other areas,” he said.He said ITEC is in Tanzania to dedicate services thatwill be suitable for them and solve the main challengesthey have and provide sustainable energy. “We are nothere to be friends, we are here to be a family, we wantTanzania grow similarly to South Korea and ITEC willwork together with Tanzanians including NM-AISTto ensure people of Tanzania have better life in -terms of health, energy, agriculture, education andbusinesses,” he said. During the implementation, onrenewable energy, there will be establishment ofrenewable energy power generation (40 KW) andestablishment of maintenance and monitoring system.In the agriculture sector, they will support people toaccess water for irrigation faming, distribution ofagricultural products, drying/freezing/ packaging ofagricultural products. Highlighting onhow ITEC will support education in villages that hasno access to electricity, he said with electricity theywill teach students using computer and ICTtechnologies while in business area, with electricitythey can support mills and small manufacturingmachines and also incubate companies. In theagriculture sector, with electricity they will dig wells indrought areas to pump up irrigation water as well aspurify the water for drinking.

개발한 '물 소독 장치'는 아프리카 오지 마을의 물탱크를 소독해
오염된 물로 인한 전염병을 막고 있습니다.
또 다른 연구실, 평범한 보온병과 아이스박스처럼 보이지만 전기로 소자를 냉각해 백신의 효능을 지켜주는
'백신 캐리어'입니다. 오토바이 등으로 백신을 운반하다 외부 온도로 효능이 사라지는 걸 막아주는데, 네팔과
케냐 등에 무료 보급돼 소중한 생명을 지키고 있습니다.
