About Metrolinx

Metrolinx was created in 2006 by the Province of Ontario.

We are the first Regional Transportation Agency for the Greater Toronto and Hamilton Area (GTHA) guided by a long-term plan.

We plan, build and operate transit, and connect you to where you’re going.

Proposed New Stations

5

66 GO Rail stations currently serve thousands of customers daily throughout the GTHA.

Metrolinx considered a number of potential locations for new stations as part of a system-wide analysis.

12 new stations were approved by the Metrolinx Board of Directors in June 2016, and municipal councils committed to specific stations through fall 2016.

From fall 2017, Metrolinx and local municipalities have been refining the early station site plans, progressing toward Environmental Assessment (EA) requirements and detailed design.

Preliminary design business case analyses were completed for all sites and were presented to the Metrolinx Board on March 8, 2018.

Environmental Project Report (EPR) Addendum

Barrie Rail Corridor Expansion (BRCE) Project

Metrolinx completed an EPR to study a second track between Lansdowne Avenue in the City of Toronto and Allandale Waterfront GO Station in the City of Barrie.

The Statement of Completion was issued on October 12, 2017.

The EPR noted that five proposed stations at Spadina-Front, Bloor-Lansdowne, Kirby, Mulock and Innisfil will be subject to an EPR Addendum.

Environmental Project Report (EPR) Addendum

An EPR Addendum is being undertaken under Ontario Regulation 231/08 to assess the potential environmental effects of each new GO Station

Addendum work includes a suite of supporting technical studies

Public and stakeholder consultation is an important component of this process

Draft – Subject to Change

Innisfil GO Station – Preferred Design Two-side platform station • Entire station will be located north of 6th Line on

both sides of the rail corridor Main entrance • Primary access points west of rail corridor at the

centre of the platform • A passenger pickup/drop-off area is southwest

of the station building • A bus loop is northwest of the station building Secondary entrance • Connects the station to future developments to

the east Active Transportation • Multi-use path on west side of corridor, with

potential pedestrian/bike connections north and south along the rail corridor

• Potential for pedestrian/bike connections along the north and south sides of the 6th Line overpass

• Bicycle parking spaces

Innisfil GO Station – Study Area The 1 km study area captures

the anticipated range of existing key features and potential effects associated with the new GO Station

Various discipline-specific study areas are contained within this study area: • Air Quality

• Noise and Vibration

• Transportation and Traffic

• Socio-Economic and Land Use

• Cultural Heritage Screening

• Stage 1 Archaeological Assessment

• Natural Environment

• Tree Inventory

Highlights from Traffic and Transportation

10

Figure: Innisfil GO Station Traffic Analysis Study Area and study intersections.

Potential effects to traffic operations at intersections in the study area and crowding of pedestrian, cyclist and transit facilities.

Mitigation measures include:

Changes in signal timings

New traffic control device

Enhanced active transportation

Monitoring ridership

Design elements include:

Provision of bus loop to accommodate Simcoe County bus service

Passenger Pick Up and Drop Off to accommodate Uber Innisfil service

Encourage other modes of transportation (e.g., bus, pedestrian and cycling)

Station layout accounts for future road connection to north and future Multi-Use Path connections

Highlights from Socio-Economic and Land Use

Opportunity to improve multi-modal connectivity and public realm

Consult with property owners and residents regarding property requirements

Work collaboratively with Town of Innisfil to minimize effects to and coordinate with future development areas, i.e. Sleeping Lion

Temporary construction-related nuisances (i.e. dust) that will be mitigated

Provision of aesthetically pleasing design following Crime Prevention Through Environmental Design (CPTED) and Design Excellence principles.

Highlights from Archaeology and Cultural Heritage

12

Photograph: Looking Northeast at 1350 6th Line.

Potential to recover archaeological resources based on the presence of a secondary water source and historic transportation route.

Conduct Stage 2 Archaeological Assessment prior to construction.

Three properties were identified to have potential Cultural Heritage Value or Interest (CHVI):

1350 6th Line

1323 6th Line

John Cowan Overpass.

Conduct Cultural Heritage Evaluation Reports for properties with potential CHVI.

Highlights from Noise and Vibration

13

Noise and vibration modelling and baseline measurements carried out for existing and future receptors.

Modelling results for operations show no significant impacts due to the Station.

All work will comply with Innisfil Noise By-law No. 122-16.

Figure: Location of Receptors and Monitors used for the Noise and Vibration Assessment.

Page 14: Innisfil GO Station...Work collaboratively with Town of Innisfil to minimize effects to and coordinate with future development areas, i.e. Sleeping Lion Temporary construction-related

Highlights from Air Quality

14

Air quality modelling predicts that the Station will not have noticeable impact on local air quality.

Potential air quality effects associated with operations to be generated by the internal combustion engines of passenger vehicles and parking lots.

Potential air quality effects associated with construction dust expected to be temporary and localized to station area and its vicinity.

Dust suppression measures will be implemented.

Highlights from Natural Environment

Potential impact to eight Species at Risk

Removal of a number of trees of all sizes

Potential disturbance/destruction of nests of migratory birds

Implement Erosion and Sediment Control Plan

Meet requirements of Endangered Species Act, 2007

Establish Vegetation Compensation Protocol
