The bases of the system were registry of spatial data, register of births and the utility support system. FROM THE VERY FIRST MOMENT OF CROATIAN INDEPENDENCE, in parallel with the Information system of the Tax Administration, we have been working on the Information system of the Customs Administration: the whole system has been computerized, including the central office, custom houses and branch offices; data bases

were established where all customs declarations are stored, as well as data on charged and collected duties and fees. By the end of 1990s CaOP became the City Bureau for automatic Data Processing (GZAOP), although an increasing portion of our projects dealt with the informatization of the public administration on the state level.

FOR APIS IT THE YEAR 2000 WAS MARKED By ElECtIONs. Although our company has supported all elections in City of Zagreb and in the Zagreb County since 1990, in 2000 we have for the first time implemented an electoral

information system that covers all aspects of process: from preparation and conduct of elections to the result processing and reporting for the whole country. In 2000 this was done twice – once for the parliamentary and once for the presidential elections. Since then, there have been no elections in which we have not played that important role. In 2005, representatives of the City of Zagreb and Republic of Croatia signed a contract transforming GZAOP into Information system and Information Technologies Support Agency – APIS IT. Under the new name we keep performing our old tasks and contribute to the informatization of public administration through our key projects: e-taxes (ePorezna), e-customs (eCarina) OIB (personal identification number).

E-GOVERNMENT PARADIGM. While initially the focus of e-government paradigm was on developing e-services within each public institution, the focus today has clearly shifted towards coordinated services offering one-stop-shops to citizens and businesses.

APIS IT has been recognized as one of the key stakeholder in establishing of connected, user oriented government in the Republic of Croatia and we have been entrusted with building common application infrastructure that supports cross-organizational interoperability and interconnectivity in the national as well as in European context.

IsPU INFORMATION SYSTEM OF THE TAx ADMINISTRATION Information system of the Tax Administration (ISPU) has been developed

since 1987. Today its communication network comprises several thousand work stations at 150 locations throughout the country, including central office and all branch offices. the system supports most of the processes that are core business of the Tax Administration.

Information system of the Tax Administration enables communication and data exchange with other ministries, Croatian Bureau of statistics, Croatian Chamber of Commerce, Croatian Chamber of trades and Crafts, anti-money laundering Office, Croatian Pension Insurance Institute, Croatian Institute for Health Insurance, Register of affiliates, financial agency and other organizations. On the foundations of this system the concept and system of personal identification number (OIB) is built.

to create a unique person identifier, which would be legally accepted by public legal bodies of the republic of Croatia.

the task of aPIs It in the introduction of OIB was to design and implement efficient interoperability system, based on connected government principles, providing horizontal process and data interoperability among institutions through use of state-of-the-art architecture and technology. The technical solution is standardized and based on Service Oriented Architecture (SOA) and an Event Driven Architecture (EDA).

OIB project resulted in three key components of the national interoperability infrastructure: OIB as unique person identifier that enables integration of data on all subjects in official records; OIB as register of that simplifies and accelerates interoperability services in public administration and finally OIB as the starting point in creating the most important building block of the Croatian Interoperability Framework that enables process integration and data exchange within national system.

OIB project represents the first e-government solution implemented in Croatia and the whole region.

point of view, the main goal of the User Inbox is simplification of receiving, processing and storage of official messages relating to their rights, obligations or use of their personal data as well as relating to proceedings and changes in official records. from the point of view of public administration, the main goal of the User Inbox is simplification, automation and lowering cost of delivering all kinds of official messages such as confirmations, notices, calls, information on personal data use and other documents. In this way public administration bodies have possibility to communicate with their users cost-efficiently without developing their own service.

FISCALIZATION of cash transactions is a set of measures implemented by fiscalization subjects in order to allow for efficient oversight

of realized cash turnovers. APIS IT, as the key partner of the Tax Administration, was entrusted with the development of the technical solution that would meet all the requirements of the Tax administration. the information system was designed with enough flexibility and robustness and can receive 10 million messages per day at the peak load of 1000 messages per second.

CENtral rEgIstErs Ministry of Public Administration has entrusted APIS IT with the task of storage

data from registries of births, deaths and marriages, citizenship record books, voter registers and other central electronic registers, as well as the task of reengineering of the personal status of citizens information system. In this process, the existing information systems of voter registers were integrated into a single information system that enables advancement of a series of processes in the Republic of Croatia and its diplomatic missions abroad.

INFORMATION SYSTEM SINCE 1991. The role of the key strategic partner of the Customs Administration means that APIS IT provides applicative and system integration services as well as coordination of IT processes related to preparation for the EU membership. Information system of the Customs Administration covers all aspects of customs procedure: customs clearance, risk analysis, transit, reference registers, customs offenses, customs laboratory, excise duties and special taxes, billing and accounting as well as reporting. System operates on the state level and provides support for all customs procedures and financial processes of passenger and freight traffic.

Over the years the whole Customs Administration has been computerized including the central office, custom houses and all branch offices. the system is running 24 hours a day, all year round.

Utility information system for the City of Zagreb provides support to city administration and city utility companies in area of housing and utility services. The system is integrated with the central administrative office, register of spatial data and all other relevant registers and records that are hosted in APIS IT. The utility information system consolidates data from different branches of Zagreb Holding and supports operation, permanent supervision and analysis of the data on objects and fees along with integration with available data sources. Support for spatial display of data (Geographic Information System technology) is integrated in the system through corresponding layers of data and functionalities for access to other data bases – for example, record of issued location and building permits for objects that should be included in the billing system or business intelligence system (BI). thereby the system for utility support has outgrown its primary function of charging for the law regulated fees and rents and has become unique register of data about objects and citizens for the City of Zagreb area.

Single payment slip Consolidation of data and raising technological level of information support has led to creation of integrated payment slip for several utility services of several branches of Zagreb holding – a single payment slip for communal fee, water regulation and water consumption, communal waste disposal, rents and buildings maintenance fees. during the first half of 2011 the whole area of City of Zagreb has been included in the system of single payment slip. One bill integrates five individual fees and services thereby reducing number of slips that are printed, inserted and shipped by 5 million per year and resulting in considerable savings. the charging service is simplified for the citizens as well: instead of five bills they only receive one and the system enables all payment channels (internet banking, cash registers, standing order and so on).

Treasury of the Local/Regional Self-Government enables uniformity in adoption of financial plans of budget users and in adopting budget proposals. system has a workflow feature that facilitates information exchange on individual tasks among all users of City of Zagreb budget.

Information system of physical planning and construction comprises input, maintenance and access to spatial data and is intended for the use by city administration employees and public. The system is based on spatial data of cadastral and territorial units and contains and connects data from spatial plans of the City of Zagreb, general urban plan, detailed spatial plans, metadata catalogue and archive of urban planning documents. Besides cadastral records of the City of Zagreb’s land property, system comprises Geographic Information System, green areas cadastres, records of issued location and building permits. Geographic Information System of the City of Zagreb is used by authorized users in almost all city administration offices, and one part of the solution, presented through website of the City of Zagreb is public – available to the citizens and businesses.

Zagreb Geoportal (interoperable geoportal of Zagreb spatial data infrastructure) connects two up till now separated network services and represents a single access point to all spatial data that the City of Zagreb possesses and creates. geoportal brings multiple benefits: on local level the data are consolidated, catalogued and adjusted to latest norms and technologies which enable building of new e-services of local government to citizens and businesses. Citizens and businesses have faster and simpler access to spatial data which enhances transparency of the local government. On the national level, Zagreb geoportal represents the first successful implementation in compliance with National Spatial Data Infrastructure.

Since 1991, APIS IT HAS PROVIDED INFORMATION and organizational support to electoral processes at all levels: presidential and parliamentary elections, local elections, elections for the Zagreb City Assembly, city and municipality councils

as well as elections for European Parliament (2013) and referendums held in Croatia. The developed information system covers electoral process from publishing of lists of candidates and polling stations to result processing and announcement. The system allows for media releases, presentations in real-time and internet reporting. It relies on the existing registers and infrastructure, and provides complete information support to the electoral process and a single system for processing of voting results.Due to the importance and sensitivity of the processed data, special emphasis is put on the system of data protection and access control.

ThE BasIC fUNCtIONs Of thE dOCUmENt maNagEmENt INfOrmatION systEm ARE TRACKING OF A DOCUMENT from the moment it enters into system of a public administration organization. The system records the clerk it had been assigned to and workflow of the document till its final stage, archiving. records give overview of the completed processes; enable verification and control of the accuracy of the

procedure and tracking of the workload of individual departments and employees. This system can operate independently or integrated with other information systems that provide support for numerous business processes of state government and city administration, such as issuing certificates in register offices, records of issued building permits and so on.

The solution enables long term storage, making different versions of the document, forwarding documents through various levels of approval and signing. The receiving of scanned document of different formats is enabled, as well as reading of the bar code and printing it on the folder where it serves as identifier of the document. all mentioned functionalities can be adjusted to the business processes of the individual public sector organization, in compliance with the rules set out by the standard design of Electronic Office management.
