WATERING periods

The period of permitted watering, whether even or

odd days, is from 9 pm to midnight.

• Watering is allowed on even days for civic buil-

dings bearing an even number;

• Watering is allowed on odd days for civic buildings

bearing an odd number.

Note that in period of dryness, we implement excep-

tional measures for watering: only the use of a se-

mi-automatic lance (handgun) is accepted. The use

of sprinklers (oscillating, rotating and turnstile) is

prohibited at all times during the period of drought.

DRINKING WATER responsibly

This summer, we invite you to use drinking water responsibly to

conserve this precious resource. It is useless to use a hose to clean

your yard, sweeping with a broom may do a pretty well job. To

water your plants, use rain water rather than drinking water.

Since the election of the new council in November, all elected offi cials are working on optimizing services to the popula-

tion. Let me inform you about the development of priority issues.

Firstly, the entry into offi ce of Mr René Chalifoux, Director of the City of Mercier, since last March, will allow us, with the

aim of continuous improvement of services at lower cost and seamlessly developing a strategic plan that will be presented

before the end of 2014.

Another priority issues for the council is the security on the territory of the city. The agreement with the City of Château-

guay concerning the provision of police being expired since March 2013, we are analysing different options in order to

continue to provide a police service that will specifi cally address our needs, all at the best possible cost for our population.

Also, all elected representatives in the area are very concerned about the possibility of the establishment of a career (blas-

ting) in Mercier. That is why, following the last provincial election, we quickly requested a meeting with the Minister of

Municipal Affairs, Mr. Pierre Moreau and which the Minister of Environment, Mr. David Heurtel has joined. At this mee-

ting, we asked the intervention of the Minister of the Environment in the fi le so that the City of Mercier has the power to

prohibit, on its entire territory, the establishment of a career. Because the history of contamination of former lagoons and

groundwater, all stakeholders in this fi le believe that the precautionary principle should be applied in Mercier and the other

involved cities.

At the same meeting, we also requested the resumption of negotiations with the Quebec Government of and the owner of

the site of the former lagoons to offi cially create a research center in Mercier and allow one of the worst environmental

disasters in North America to become a world reference in decontamination technology.

Finally, on my own behalf and on behalf of council members name, I want to thank all municipal employees for their ad-

herence to the new guidelines from members of the new council and the new Director. I also take this opportunity to wish

you a sunny summer!

A YEAR of CELEBRATION

2014 and 2015 will be very festive as we will celebrate two anniversaries. First, the 50th anniversary of the city status

change from village to City of Sainte- Philomène (the latter will become Mercier only in 1968) and the 175th anniversary

of the parish of Sainte- Philomène. The festivities will begin at the end of October and will end in 2015.

Several activities are planned, organized by community organizations, the City of Mercier and by the organizing committee.

I therefore invite you to watch current events and the website of the City over

the coming months to view the festivities schedule.

Moreover, the Société du patrimoine et de l’histoire de Mercier will publish a

book to mark the 175th anniversary of the parish. To do this, it offers you to

send your text telling the story of the establishment of your family in Mercier,

whether it is established for several generations or recently. For further infor-

WE OVERSEE your SAFETY

The safety of our citizens is important to us. Therefore the

Traffi c Committee wishes to set up a pilot project to reduce

the speed to 40 km / h in residential areas. For the moment,

only one sector is covered by the pilot project that should be

put in place this summer.

In addition, citizen consultations are also provided in each

district in order to hear residents’ proposals before agreeing

on the best option to reduce the speed.

Concerning the security on road 138, barriers (baffl es) will

be put in place to make bike trail safer. Also, I am pleased to

announce that an agreement will be signed incessantly with

the Ministry of Transport (MTQ) and Sobey’s for the instal-

lation of permanent traffi c lights at the corner of Saint-Jean-

Baptiste Boulevard and Josime- Pelletier Street.

Meanwhile, negotiations are still in progress with the MTQ

for the reorganization and synchronization of current traffi c

lights, which should improve the fl ow on the road 138. Mo-

reover, note that the MTQ has already synchronized traffi c

lights on Côté Street upon our request, which resulted in a

clear improvement of traffi c in this area.

UNCEASING hard WORK

In the coming months, we will face number of signifi cant

challenges. One of these challenges is the opposition to the

proposed establishment of a career on Sainte-Marguerite

Boulevard.

We are concerned about the idea that this project can be

materialized due to related problems of such exploitation.

One of these issues is the drying up of drinking water wells

in the area, due to the constant pumping of groundwater.

These consequences greatly harm the water supply for the

citizens as well as agribusinesses that make us proud.

In addition, we must remember the contamination of Mer-

cier lagoons. The risk of spreading this contamination

would be increased by the operation of a quarry.

We therefore pursue our fi ght with the Ministry of Envi-

ronment.

Several tenders have been initiated over the past weeks and this approach, which obviously increases the competition

among bidders companies, was very benefi cial to all taxpayers of the City of Mercier.

For this purpose, here is an overview of some savings generated by these tenders;

• To the Municipal Bulletin, we have awarded a contract to Communications graphiques Point de mire, company

located on the South Shore of Montreal, for a total of just over $ 19,000 per year, and for three (3) years. In com

parison, the same number of issues cost us between $ 25,000 and $ 30,000 in previous years.

• For the maintenance of the city website, a call for tenders upon invitation has reduced our maintenance and develop-

ment costs revised to $ 35 / hr with the new representative Lafetech Web compared to $ 65 / hr over the past years.

• For cleaning services of municipal buildings, we just award the contract to the company Propecan inc. for an amount

of $ 42,000 for one year, compared to more than $ 60,000 per year for last contract.

So, be assured that this is a desire of the city council to continue this tradition by encouraging conducting tenders for the

majority of contracts awarded by the City, even when it comes to smaller contracts.

The results clearly demonstrate the validity of such approaches.

OPEN AIR FIRES: Avoid in! aming the situation

with your neighbors

The open fi res are the subject of many complaints from citizens. For

your safety, to maintain harmony and good neighborliness, you are

required to comply with the various regulations provided under the

municipal bylaw.

GENERAL PROHIBITIONS

• It is forbidden to make or maintain a fi re of leaves, or make or

maintain a fi re with debris of building materials;

• It is forbidden to keep a fi re when the smoke it generates is detri-

mental to the occupants of neighboring properties;

• It is forbidden to make or maintain an open fi re or bonfi re unless

you hold a valid license.

Citizens of Mercier who wish to obtain a permit or complain concer-

ning an open fi re, can contact the staff of the Fire Department by

calling 450 691-6090 ext 580.

The Fire Department reserves the right to refuse the issuing of a per-

mit if it fi nds that the dangers of propagation are too risky.

In addition, it may at any time delay or stop any burning activity. The

Fire Department reserves the right to extinguish or to put out any

open fi re and so, without notice.

It is noted that no authorization is required for an outdoor fi replace.

Therefore, it should be closed and commercial built, whose size does

not exceed one (1) meter in all directions and is equipped with a

chimney. Outdoor fi replaces must be placed at a minimum distance

of one (1) meter from any combustible

material.

DOGS OWNERS, be a good neighbors!

It is always nice to take a walk in the neighbo-

rhood on a summer evening, but it is less so when

you have to avoid defecation from a dog! When

you walk with your pet, make sure you respect

the regulations in effect:

• Your dog must be on a leash (not exceeding

1.80 meters) at any time when it is no longer

on your property;

• You must immediately remove and clean, by

all appropriate means, any public or private

property, soiled by your pet defecation;

• Let your animal wandering on private land

without the consent of the occupier of the

land animal is considered a nuisance and the

keeper of the animal could be liable to a pe-

nalty.
