SERVICES
Since the election of the new council in November, all elected offi cials are working on optimizing services to the popula-
tion. Let me inform you about the development of priority issues.
Firstly, the entry into offi ce of Mr René Chalifoux, Director of the City of Mercier, since last March, will allow us, with the
aim of continuous improvement of services at lower cost and seamlessly developing a strategic plan that will be presented
before the end of 2014.
Another priority issues for the council is the security on the territory of the city. The agreement with the City of Château-
guay concerning the provision of police being expired since March 2013, we are analysing different options in order to
continue to provide a police service that will specifi cally address our needs, all at the best possible cost for our population.
Also, all elected representatives in the area are very concerned about the possibility of the establishment of a career (blas-
ting) in Mercier. That is why, following the last provincial election, we quickly requested a meeting with the Minister of
Municipal Affairs, Mr. Pierre Moreau and which the Minister of Environment, Mr. David Heurtel has joined. At this mee-
ting, we asked the intervention of the Minister of the Environment in the fi le so that the City of Mercier has the power to
prohibit, on its entire territory, the establishment of a career. Because the history of contamination of former lagoons and
groundwater, all stakeholders in this fi le believe that the precautionary principle should be applied in Mercier and the other
involved cities.
At the same meeting, we also requested the resumption of negotiations with the Quebec Government of and the owner of
the site of the former lagoons to offi cially create a research center in Mercier and allow one of the worst environmental
disasters in North America to become a world reference in decontamination technology.
Finally, on my own behalf and on behalf of council members name, I want to thank all municipal employees for their ad-
herence to the new guidelines from members of the new council and the new Director. I also take this opportunity to wish
you a sunny summer!

A YEAR of CELEBRATION
2014 and 2015 will be very festive as we will celebrate two anniversaries. First, the 50th anniversary of the city status
change from village to City of Sainte- Philomène (the latter will become Mercier only in 1968) and the 175th anniversary
of the parish of Sainte- Philomène. The festivities will begin at the end of October and will end in 2015.
Several activities are planned, organized by community organizations, the City of Mercier and by the organizing committee.
I therefore invite you to watch current events and the website of the City over
the coming months to view the festivities schedule.
Moreover, the Société du patrimoine et de l’histoire de Mercier will publish a
book to mark the 175th anniversary of the parish. To do this, it offers you to
send your text telling the story of the establishment of your family in Mercier,
